Article 1: To actively integrate into the Yangtze River Delta integration development strategy, encourage and support enterprises within the district to settle in the Huizhou (Hangzhou) Science and Technology Innovation Center (hereinafter referred to as the “Hangzhou Science and Technology Innovation Center”), and carry out various activities such as talent recruitment and R&D, industry-university-research cooperation, incubation and acceleration, market expansion, and business-to-business promotion, thereby leveraging the Hangzhou Science and Technology Innovation Center’s functions in talent recruitment,investment promotion, knowledge attraction, and service hub functions, these Measures are hereby formulated.
Article 2: All townships, the Huizhou Economic Development Zone, and district-level units shall carry out publicity, guidance, and preliminary surveys (including workspace requirements) regarding the entry of district-based tax-paying enterprises into the Hangzhou Science and Technology Innovation Center. They shall routinely conduct mobilization efforts for enterprise entry and promptly report relevant information to the District Talent Office for consolidation.
Article 3 Prior to moving in, enterprises must submit an application to the District Talent Office (see the attached application form template), specifying the primary purpose, type of talent to be recruited, and required floor space. Move-in is permitted only after approval by the District Talent Office.
Article 4: For district-affiliated taxpaying enterprises moving into the Huizhou (Hangzhou) Science and Technology Innovation Center: The leased area for a single enterprise shall generally not exceed 150 square meters. Rent shall be charged at 50% of the market rate, with no rent charged for common area space. Property management fees, utility bills (water and electricity), public network fees, and cleaning fees shall be waived;For individual enterprises leasing more than 150 square meters, rent for the excess area shall be charged at market rates, while rent for the corresponding common area shall be charged at 50% of market rates; such enterprises shall share water and electricity costs, but all other fees shall be waived.
Article 5: Subject to the availability of space at the Hangzhou Science and Technology Innovation Center, the operating company may lease space to enterprises from other districts and counties of Huangshan City, enterprises established in Hangzhou by Huangshan entrepreneurs, and other enterprises that meet the industrial development needs of our district and express an intention to move in, thereby maximizing the functional benefits of the Hangzhou Science and Technology Innovation Center.
Article 6: The District Party Committee Organization Department (Talent Office) shall pay expenses related to the operation of the Hangzhou Science and Technology Innovation Center in accordance with the “Interim Measures for the Administration of Special Funds for the Huizhou Talent Enclave.” Each year, after deducting income such as rent collected from tenant enterprises, the operating company shall settle the service fees for that year with the District Party Committee Organization Department (Talent Office).
Article 7: An annual assessment mechanism shall be established. The District Talent Office and the Hangzhou Science and Technology Innovation Center shall annually assess tenant enterprises on their compliance with regulations, lawful operations, and adherence to unified management. The assessment results shall serve as a key basis for continued occupancy and eligibility for policy benefits.
Article 8: The Office of the District Party Committee’s Talent Work Leading Group is responsible for interpreting these Measures, which shall take effect on the date of issuance and remain in force for a period of three years. Enterprises that move in after January 1, 2023, shall be subject to these Measures when enjoying relevant policies. Prior to the expiration of these Measures, a policy evaluation shall be conducted in accordance with regulations, and adjustments shall be made in a timely manner based on the evaluation results.
