Chapter I: General Provisions
Article 1 To thoroughly implement zero-based budgeting reform, optimize the industrial development environment, strengthen the coordination of funds, standardize the investment, operation, and management of industrial development support funds throughout the city, further leverage the guiding and catalytic role of fiscal funds, and enhance the efficiency of fund utilization, these Measures are formulated in accordance with relevant laws, regulations, and policy provisions, and in light of the actual conditions of our city.
Article 2 The term “industrial development funds” (hereinafter referred to as “industrial funds”) as used in these Measures refers to various types of municipal-level fiscal subsidy funds used to support the development of the real economy in this city. Industrial funds shall be included in the annual fiscal budget.
Article 3 Industrial funds shall be administered in accordance with the principle of “county-level disbursement first, municipal-level subsidy later.” Within the scope of industrial policies issued by the municipal government, county-level (district-level) and administrative committees shall first disburse funds in full from their own fiscal budgets. After the municipal-level competent industry authorities, in conjunction with the Municipal Finance Bureau, conduct a settlement of funds, the municipal finance department shall, in principle, subsidize the county-level (district-level) and administrative committee finances at a rate of 70%. Where laws, regulations, or policies explicitly stipulate subsidy ratios or funding sources, such provisions shall prevail.
Chapter II Scope of Policy Support
Article 4 Entities eligible for industrial policy support must comply with various municipal industrial policies and be legally registered and operating in accordance with regulations within the municipal jurisdiction. The specific scope of support shall be implemented in accordance with the seven industrial development policies.
Article 5 Industrial policies primarily include promoting high-quality and innovative development of the industrial economy, accelerating the high-quality development of the commercial economy, fostering the development of the agricultural industry, advancing the development of the culture and tourism sectors, supporting quality improvement, supporting technological innovation, and supporting the development of the service industry and the grain industry.
Article 6: The same equipment or project of the same market entity may receive support under no more than one incentive policy; duplicate applications are prohibited. If the same equipment or project of the same market entity has already received industrial funding support under national or provincial policies, the municipal government will not provide additional support, except where central or provincial authorities explicitly require municipal or county-level matching funds.
Article 7 Where industrial policies overlap with various industrial policies issued by counties, districts, or administrative committees, the principle of “no duplication” shall apply.
Chapter III Fund Settlement and Disbursement
Article 8 Fund settlement shall be initiated by county, district (or Administrative Committee) governments submitting a formal application to the relevant municipal-level industry authorities. Settlement documentation shall include, but is not limited to, payment vouchers for disbursed funds, bank receipts, third-party due diligence reports, and application reports for fund disbursement; for projects eligible for “automatic disbursement” (exemption from application), documentation verifying completion of the “automatic disbursement” process must also be provided.
Article 9 County-level industry competent authorities are responsible for the authenticity and compliance of eligible projects and, in conjunction with county-level finance departments, shall provide a commitment regarding the authenticity of the submitted fund settlement materials. Any enterprises or departments found to have engaged in fraud or misappropriated funds shall have the funds recovered in accordance with the law and be subject to credit management; those suspected of criminal offenses shall be referred to judicial authorities for handling in accordance with the law.
Article 10 Fund settlement shall be conducted in two batches, before June and before December of each year. Municipal-level industry authorities shall, based on the fund settlement applications from each county and district, conduct reviews in conjunction with the Municipal Finance Bureau, determine the amounts, and submit them to the relevant municipal government leader for approval.
Article 11 Based on the results of the fund review for each batch conducted by the municipal-level competent industry authorities, the Municipal Finance Bureau shall, after reporting to the Municipal Government for approval, disburse the settlement funds to the finance departments of each county, district, and administrative committee in accordance with fund management and payment procedures.
Chapter IV: Management Responsibilities
Article 12 The municipal-level competent authorities are responsible for taking the lead in formulating, adjusting, and optimizing municipal-level industrial policies; guiding and supervising counties and districts in formulating implementation rules; establishing a performance management system for industrial funds, setting performance targets, and conducting self-assessments of performance; reviewing the materials submitted by counties and districts for each batch of industrial fund applications as well as verifying disbursements, and reporting the fund budget to the municipal finance department; disclosing information to the public in accordance with relevant regulations on government information disclosure; and cooperating with relevant departments in conducting supervision, inspection, and audits of industrial funds.
Article 13 The municipal finance department is responsible for raising and allocating industrial funds; for implementing budget performance management of industrial funds; and for supervising and guiding competent authorities in conducting performance monitoring and evaluation.
Chapter V: Supervision and Inspection
Article 14 The Municipal Industrial Fund Management Committee (hereinafter referred to as the “Management Committee”) shall be established. The municipal government official in charge of this matter shall serve as Director; the municipal government’s liaison Deputy Secretary-General and the principal official of the Municipal Finance Bureau (Municipal State-owned Assets Supervision and Administration Commission) shall serve as Deputy Directors; and the responsible officials from the Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Economy and Information Technology Bureau, Municipal Finance Bureau (Municipal State-owned Assets Supervision and Administration Commission), Municipal Agriculture and Rural Affairs Bureau, Municipal Commerce Bureau, Municipal Culture and Tourism Bureau, Municipal Audit Bureau, and Municipal Market Regulation Bureau shall serve as members.
The Management Committee shall annually hear reports from each county and district regarding policy implementation, fund disbursement, and the establishment of relevant systems; organize relevant departments to supervise the implementation of industrial policies by each county and district; study matters related to policy implementation and fund management; and propose recommendations and measures for improvement.
Article 15 The municipal audit department is responsible for conducting audit supervision of the allocation, disbursement, use, management, and effectiveness of industrial funds in accordance with laws, regulations, and relevant provisions, and for reporting the audit results to the municipal government.
Chapter VI Supplementary Provisions
Article 16 The Municipal Finance Bureau shall be responsible for interpreting specific issues arising from the application of these Measures.
Article 17 These Measures shall take effect on the date of issuance and shall apply to the 2023–2024 fiscal years.
Article 18 Upon the promulgation of these Measures, the “Notice of the Chizhou Municipal People’s Government on Issuing the Chizhou Municipal Industrial Development Fund Management Measures” (Chizhou Government [2021] No. 13) shall be simultaneously repealed. For incentive and subsidy projects applied for under the original policy that have already been disbursed or are in the process of implementation, such projects may be disbursed or completed in accordance with the original policy.
During the implementation period, if new regulations are issued by the state or provincial authorities, such regulations shall prevail.
Several Policies of Chizhou City to Support the Development of Agricultural Industrialization
To implement the major decisions and deployments of the Municipal Party Committee and Municipal Government, accelerate the high-quality development of the city’s green food industry, and enhance the level of agricultural industrialization, these policies are formulated in accordance with the spirit of relevant documents.
1. Business entities that purchase 300,000 or more high-quality Jiuhua Polygonatum seedlings (with a seedling age of 3 years or more) from certified Jiuhua Polygonatum seedling production enterprises, and that establish a new contiguous under-forest planting area of no less than 100 mu in the same year, shall be granted a one-time reward of 50,000 yuan.
2. To accelerate independent innovation across the entire breeding chain and carry out joint research on high-quality varieties, a one-time reward of 100,000 yuan will be granted for each new agricultural variety (hybrid combination) approved by the national authorities, and 50,000 yuan for each variety approved by Anhui Province.
3. A one-time subsidy of 50,000 yuan will be granted to entities newly designated in the current year as provincial-level Yangtze River Delta Green Agricultural Product Production, Processing, and Supply Bases.
4. A one-time subsidy of 10,000 yuan will be granted to newly recognized standardized demonstration bases for selenium-enriched green organic agricultural products in the current year.
5. A one-time subsidy of 50,000 yuan will be provided to municipal-level or higher demonstration bases for the upgrading of protected-culture vegetable production newly recognized in the current year.
6. Support for the utilization of crop straw as feed in beef cattle, sheep, and dairy cattle farming enterprises: For newly constructed or renovated single-unit silage pits with a capacity of 300 cubic meters or more, a subsidy of 30 yuan per cubic meter will be provided; for newly constructed or renovated single-unit hay sheds with an area of 300 square meters or more, a subsidy of 150 yuan per square meter will be provided;For individual households storing 60 tons or more of silage (green or dry) fermented straw feed, a subsidy of 35 yuan per ton will be provided; for individual households storing 30 tons or more of dry straw feed, a subsidy of 65 yuan per ton will be provided. The maximum subsidy per business entity shall not exceed 200,000 yuan.
7. Encourage livestock enterprises (farms and households) to engage in breed selection and improvement. For local breeds with an annual rearing volume of 50 head or more, a subsidy of 1,000 yuan per calf will be provided for calves independently bred by the enterprise (farm or household), with a maximum of 200,000 yuan per business entity.
8. Intensify efforts to attract investment and talent to the beef cattle industry and foster beef cattle slaughter and processing enterprises. For local slaughter enterprises that process fattened beef cattle from within the province with valid origin quarantine certificates and increase their annual slaughter volume by 2,000 head or more, a reward of 100 yuan per additional head will be granted, with a maximum of 200,000 yuan per business entity.
9. A one-time reward of 200,000 yuan will be granted to enterprises recognized as national-level key leading enterprises in agricultural industrialization during the current year, and a reward of 30,000 yuan will be granted to enterprises recognized as provincial-level key leading enterprises in agricultural industrialization during the current year.
10. For entities newly certified as Green Food products in the current year, a subsidy of 10,000 yuan will be provided per product, with a maximum subsidy of 30,000 yuan per agricultural business entity. For each production entity certified as Green Food production materials in the current year, a subsidy of 20,000 yuan will be provided.
11. The beneficiaries of this policy are agricultural business entities registered within the municipal area, including agricultural industrialization consortia, leading enterprises, farmers’ professional cooperatives, and family farms, with priority given to those that have received municipal-level or higher demonstration titles. Business entities that have caused significant impacts due to environmental protection, food safety, or workplace safety incidents, as well as those engaged in illegal or non-compliant production or listed as discredited debtors, are ineligible to apply for funding under this program.
12. The total amount of incentive funds is subject to overall control and will be allocated based on the principle of “supporting large, excellent, and strong entities.” Regarding Article 6 of this policy, county and district governments shall coordinate the disbursement of provincial-level straw comprehensive utilization incentive funds; the municipal government will not allocate additional funds for this purpose. For all other provisions of this policy, the municipal government, county and district governments, and administrative committees shall share the financial burden in a 7:3 ratio.
13. For projects under this policy, the same business entity may not submit duplicate applications for evaluation-based projects or receive support from other municipal fiscal funds. For non-evaluation-based projects, awards and subsidies shall be granted according to the principle of “selecting the highest amount without duplication.” Funds obtained through fraud or deception shall be recovered; in serious cases, the relevant units and individuals shall be held accountable. The Municipal Bureau of Agriculture and Rural Affairs is responsible for interpreting specific issues arising from the implementation of this policy.
14. This policy shall take effect upon issuance and apply to the 2023–2024 fiscal years.
15. Upon the issuance of this policy, the “Several Policies of Chizhou City on Supporting the Development of Distinctive and High-Quality Agricultural Industries” (Chizhou Government Office Document [2021] No. 24), issued by the Office of the Chizhou Municipal People’s Government on March 31, 2021, is hereby repealed.
Several Policies of Chizhou City to Support High-Quality and Innovative Development of the Industrial Economy
To further leverage the incentive and guiding role of municipal fiscal funds and the leverage effect of fiscal policies, stimulate enterprise vitality, boost market confidence, stabilize development expectations, and promote the high-quality development of our city’s industrial economy,in accordance with the "Notice of the People’s Government of Anhui Province on Issuing Several Policy Measures to Further Boost Market Confidence and Promote the Steady and Healthy Operation of the Economy" (Wan Zheng [2023] No. 13) and the "Notice of the General Office of the People’s Government of Anhui Province on Issuing the Implementation Plan and Support Policies for Promoting the High-end, Intelligent, and Green Development of Manufacturing through Digital Transformation" (Wan Zheng Ban [2023] No. 2), and in light of the actual conditions of our city, these measures are hereby formulated.
I. Supporting Enterprises in Expanding, Upgrading, and Enhancing Operations
1. Encouraging Enterprises to Meet Scale Criteria. A one-time subsidy of 50,000 yuan will be granted to industrial enterprises that meet the criteria for enterprises above a certain scale and are included in the statistical reporting system for the first time.
2. Support for Enterprise Technological Upgrades. Focusing on our city’s leading industries, for industrial enterprises above designated scale that have achieved results in strengthening, supplementing, and extending key links in industrial chains or in industrial collaborative innovation, manufacturing technological upgrade projects filed with government departments with annual equipment (finished equipment) investments of 6 million yuan or more (including 6 million yuan, with individual invoices exceeding 100,000 yuan) shall be granted a one-time subsidy of up to 3% of the total actual investment, with a maximum of 1 million yuan.This subsidy is subject to total funding limits and is allocated based on the principle of prioritizing excellence, scale, and strength.
3. Support for enterprises’ green and intelligent development. Enterprises newly designated as Anhui Provincial Smart Factories or Digital Workshops in the current year will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively. Enterprises newly designated as Provincial-Level Green Factories will receive a one-time grant of 50,000 yuan.
II. Supporting Enterprise Innovation and Development
4. Supporting the development of specialized, refined, distinctive, and innovative enterprises. Enterprises newly designated as provincial-level specialized, refined, distinctive, and innovative enterprises or “champion enterprises” in this category will each receive a one-time grant of 50,000 yuan.
5. Support enterprises in enhancing their innovation capabilities. (1) Enterprises newly designated as national-level or provincial-level industrial design centers will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively. (2) Enterprises newly designated as national-level or provincial-level enterprise technology centers will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively.
6. Support enterprises in R&D of new products. (1) Enterprises newly designated as national-level or provincial-level “Three-Product” demonstration enterprises in the consumer goods industry will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively. (2) Enterprises newly awarded the “Anhui Industrial Excellence” designation will receive a one-time grant of 20,000 yuan. Enterprises newly recognized as provincial-level new product enterprises will receive a one-time grant of 20,000 yuan.
7. Support R&D for “Three Firsts” products. Enterprises newly recognized as national or provincial “First-of-a-Kind” major technical equipment enterprises will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively. Enterprises newly recognized as national or provincial “First Batch” new materials enterprises will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively. Enterprises newly recognized as national or provincial “First Version” software enterprises will receive one-time grants of 50,000 yuan and 30,000 yuan, respectively.
III. Support for Enterprise Promotion and Marketing
8. Support enterprises in expanding their markets. Support enterprises in conducting “Premium Anhui, Beautiful Anhui Manufacturing” promotional campaigns on CCTV to expand the influence and visibility of enterprises and brands. Building upon provincial policy funding support, the municipal government will provide a matching subsidy covering 50% of the enterprise’s “Premium Anhui, Beautiful Anhui Manufacturing” CCTV promotional expenses, with a maximum subsidy of 300,000 yuan per enterprise.
IV. Support for the Development of Enterprise Service Platforms
9. Support for the Construction of Entrepreneurship and Innovation Bases. Market entities newly designated as national-level or provincial-level demonstration bases for entrepreneurship and innovation among small and micro enterprises will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively.
10. Support for the Development of Service Demonstration Platforms. Enterprises that are first-time recipients of the title of National or Provincial SME Public Service Demonstration Platform will be granted one-time subsidies of 100,000 yuan and 50,000 yuan, respectively.
V. Supplementary Provisions
(1) The scope of support under this policy includes market entities or organizations registered in this city that operate in accordance with the law, organize and implement the applied-for projects within the city’s jurisdiction, and possess independent legal person status and sound financial management structures. However, entities subject to restrictions under laws, regulations, rules, or industrial policies; those that have caused major environmental protection or work safety accidents or had a significant adverse impact; or those listed as discredited entities subject to enforcement actions are not eligible to apply for funding under this policy.
(2) The Municipal Bureau of Economy and Information Technology shall be responsible for interpreting specific issues arising from the application of this policy.
(3) This policy shall take effect on the date of its issuance and shall apply to the years 2023–2024.
(4) Upon the issuance of this policy, the “Notice of the General Office of the Chizhou Municipal People’s Government on Issuing Several Policies for Promoting High-Quality Development of the Manufacturing Industry in Chizhou” (Chizhou Government Office Secret Document [2021] No. 46) shall be simultaneously repealed.
Several Policies of Chizhou City to Support the Development of the Culture and Tourism Industries
To accelerate the high-quality development of the city’s culture and tourism industries, this policy is formulated in accordance with the city’s actual conditions.
I. Promoting the Development of Cultural and Tourism Brands
1. Support the development of scenic spots and attractions. Enterprises that successfully establish national 5A, 4A, or 3A-level tourist attractions will be granted one-time rewards of 1 million yuan, 300,000 yuan, and 100,000 yuan, respectively; enterprises that successfully establish national or provincial-level tourist resorts will be granted one-time rewards of 1 million yuan and 300,000 yuan, respectively.
2. Support the development of the nighttime economy. Enterprises newly designated as national-level or provincial-level nighttime cultural and tourism consumption clusters will receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively. Enterprises selected as provincial-level “Top Ten Night Entertainment Activities,” “Top Ten Nighttime Strolling Districts,” “Top Ten Night Reading Spaces,” or “Top Ten Late-Night Eateries” will receive a one-time reward of 30,000 yuan.
3. Support for quality improvement: Enterprises designated for the first time as national or provincial tourism service quality benchmark units will receive one-time rewards of 50,000 yuan and 30,000 yuan, respectively.
4. Support for the development of the tourism accommodation industry: A one-time reward of 500,000 yuan will be granted to hotels newly designated as five-star, and 100,000 yuan to those designated as four-star. For tourism homestays newly designated as National Class A, B, or C, and those named among the “Top Ten Chizhou Specialty Homestays,” one-time rewards of 200,000 yuan, 150,000 yuan, and 100,000 yuan (in accordance with the Management Measures for the Use of Special Funds for the South Anhui International Cultural Tourism Demonstration Zone) and 50,000 yuan will be granted, respectively.
5. Support for brand development: Enterprises that successfully establish rural tourism brands—such as summer resort destinations or “Cleanest Scenic Spots”—as selected by provincial-level cultural and tourism departments will each receive a one-time reward of 30,000 yuan.
6. Enterprises designated as National or Provincial Civilized Tourism Demonstration Units will receive one-time rewards of 50,000 yuan and 30,000 yuan, respectively.
7. Support the construction of RV campgrounds. For entities that construct RV campgrounds in compliance with relevant planning requirements, where facilities and services meet the GB/T 31710.2 standard, and where the total number of operational RV sites is no less than 20 and the total number of passenger vehicle sites is no less than 300, a one-time reward of 50,000 yuan will be granted to the campground construction entity.
8. Support the free admission policy for non-state-owned museums. Continue to provide an annual subsidy of 500,000 yuan per museum to non-state-owned museums of Grade III or higher that have been approved by the state and have passed annual inspections.
II. Promoting Culture-Driven Development
9. Support the establishment of model units for copyright protection and software licensing. A one-time reward of 100,000 yuan will be granted to entities that successfully establish national-level copyright model units or software licensing model units. A one-time reward of 30,000 yuan will be granted to entities that successfully establish provincial-level copyright model units or software licensing model units.
10. Support scriptwriting: For large-scale theatrical scripts reflecting Chizhou’s distinctive themes created collectively under the organization of municipal-level propaganda or culture and tourism authorities, a creation subsidy of 100,000 yuan will be provided to the performing arts troupe responsible for the creation. Local performing arts troupes whose scripts are selected for the municipal-level drama incubation program and subsequently staged will receive one-time rewards of 400,000 yuan for large-scale plays and 100,000 yuan for small-scale plays.
11. Support for Award-Winning Works: For theatrical works that win awards in literary and artistic competitions at the provincial level or above, a one-time reward of 50,000 yuan will be granted for national-level awards and 20,000 yuan for provincial-level awards if no funding is provided by higher-level authorities. For theatrical works that reach the finals of literary and artistic competitions at the provincial level or above, a one-time reward of 30,000 yuan will be granted for national-level finals and 10,000 yuan for provincial-level finals if no funding is provided by higher-level authorities.
12. Support for Performing Arts Activities: For commercial performances of local traditional opera genres by local performing arts troupes held in theaters with a capacity of 500 seats or more, both within and outside the city, and approved or organized by the municipal publicity or culture and tourism authorities, a subsidy of 10,000 yuan per performance within the city and 20,000 yuan per performance outside the city will be provided, with a maximum total subsidy not exceeding 500,000 yuan.Local performing arts troupes participating in international cultural tourism exchange exhibitions and performances, national-level arts festivals, and similar activities shall receive a subsidy of 80,000 yuan per performance for large-scale productions and 60,000 yuan for small-scale productions; those participating in or organizing domestic provincial-level cultural tourism exchange exhibitions and performances shall receive a subsidy of 60,000 yuan per performance for large-scale productions and 40,000 yuan for small-scale productions.
III. Strengthening Tourism Promotion and Marketing
13. Travel agencies that have been reviewed and approved by the Municipal Bureau of Culture and Tourism to invite tour operators and media to Chizhou for site inspections and promotional activities will receive subsidies.For domestic visits, a subsidy of 300 yuan per person per day will be provided. Each travel agency may apply for no more than three batches per year, with no more than 20 people per batch, and the annual subsidy shall not exceed 80,000 yuan. For international visits, a subsidy of 500 yuan per person per day will be provided. Each travel agency may apply for no more than two batches per year, with no more than 10 people per batch, and the annual subsidy shall not exceed 80,000 yuan.
14. Rewards will be provided to local travel agencies that organize study tours for primary and secondary school students. The itinerary must include at least three municipal or provincial-level study tour practice education bases in our city (see attachment) and require a minimum of two nights’ accommodation within the city. Rewards will be based on annual reception volume, with the following standards: 5 yuan per person for 2,000 or more participants; 10 yuan per person for 5,000 or more participants; and 15 yuan per person for 10,000 or more participants,with a maximum of 200,000 yuan per agency.
15. Rewards will be provided to local cultural and tourism enterprises that organize large-scale events—such as conferences, forums, exhibitions, annual meetings, and team-building activities—at three-star or higher hotels in our city through market-based operations without financial support from any level of government, and that include visits to at least two ticketed scenic spots.The standards are as follows: for events with total spending (including expenses for organized or commissioned travel activities during the event) between 300,000 and 500,000 yuan, a reward of 20,000 yuan; between 500,000 and 1,000,000 yuan, a reward of 50,000 yuan; and over 1,000,000 yuan, a reward of 70,000 yuan, with a maximum of 200,000 yuan per company.
16. Local travel agencies that organize and promote “three-day or longer” tour packages for groups of 100 or more people arriving via chartered flights through Jiuhua Mountain Airport and visiting three or more ticketed scenic spots will be eligible for rewards. The standards are as follows: 40,000 yuan per chartered flight, with a maximum of 120,000 yuan per agency;Local travel agencies that organize a single tour group of 10 or more people (including 5 people arriving from Xiamen and Jinjiang Airports in Fujian, and Putuo Mountain Airport in Zhejiang) to visit Chizhou via flights from Jiuhua Mountain Airport and tour two or more ticketed scenic spots will be rewarded at the following rates: 50 yuan per person for a one-way trip and 100 yuan per person for a round-trip, with a maximum of 100,000 yuan per agency.
17. Local travel agencies that organize cruise ship tours to our city will receive incentives based on annual passenger volume, as follows: 20 yuan per person for 500 or more passengers, 25 yuan per person for 1,000 or more passengers, and 30 yuan per person for 2,000 or more passengers, with a maximum of 100,000 yuan per agency.
18. Travel agencies or self-driving tour clubs (associations) that organize self-driving tour groups to visit Qicheng (excluding activities supported by municipal, county, or district-level fiscal funds), and that stay in our city for at least 2 days and 1 night or 3 days and 2 nights while visiting two or more ticketed attractions, shall be granted rewards.The standards are as follows: for a single organized group of 20 vehicles and 60 people or more, rewards of 3,000 yuan and 5,000 yuan will be granted, respectively; for 30 vehicles and 100 people or more, rewards of 6,000 yuan and 10,000 yuan will be granted, respectively.
19. For local A-rated tourist attractions and star-rated hotels that, upon approval by the Municipal Bureau of Culture and Tourism, promote the city’s “Mountain and Water Chizhou ·Spiritual Beauty of Jiuhua” tourism image, and conduct physical advertising campaigns for tourism resources and products at domestic transportation hubs, along expressways (including service areas), national and provincial highways, and in densely populated urban areas, with the following subsidy standards: For advertisements placed outside the city, a subsidy of 40% of actual expenditures will be provided, with a maximum of 200,000 yuan per entity;for advertisements placed within the city, a subsidy of 20% of actual expenditures will be provided, with a maximum of 100,000 yuan per entity.
20. Cultural and tourism enterprises approved by the Municipal Bureau of Culture and Tourism to participate in various marketing and promotional activities organized by municipal-level or higher cultural and tourism authorities outside the municipal area shall be granted subsidies for staff accommodation, meals, and travel expenses, according to the following standards: for domestic activities within the province, 500 yuan per person per day; for domestic activities outside the province, 600 yuan per person per day;For overseas activities (including Hong Kong, Macao, and Taiwan), a subsidy of 60% of the actual travel expenses (including transportation, accommodation, meals, and miscellaneous expenses) will be provided. The maximum subsidy per enterprise shall not exceed 30,000 yuan.
IV. Supplementary Provisions
21. The beneficiaries of this policy are market entities (enterprises, individual businesses) registered within the municipal area, provided that the projects for which they apply are organized and implemented within the municipal area (excluding performances by local performing arts troupes outside the city and tourism promotion and marketing activities), operate in accordance with the law, and have no record of bad faith. However, entities subject to restrictions under laws, regulations, rules, and industrial policies, as well as those that have caused major environmental or work safety accidents or have been listed as discredited debtors, are excluded;County and district governments (administrative committees), townships (subdistricts), administrative villages (communities), and natural persons are not eligible for support under this policy.
22. The funds for the awards and subsidies under this policy shall be shared by the municipal finance department and the finance departments of county and district governments and management committees in a 7:3 ratio; however, the funds under Article 8 (Support for Free Admission to Non-State-Owned Museums) shall be fully funded by the municipal finance department.
23. The Municipal Bureau of Culture and Tourism is responsible for interpreting specific issues arising from the implementation of this policy.
24. This policy shall take effect on the date of its issuance and shall apply to the years 2023–2024.
25. Upon the issuance of this policy, the “Notice on Several Policies for Accelerating the High-Quality Development of the Culture and Tourism Industry in Chizhou City” (Chizhou Government Office [2021] No. 19), issued by the Office of the Chizhou Municipal People’s Government on July 7, 2021, is hereby repealed.
Several Policies of Chizhou City to Support Scientific and Technological Innovation
To thoroughly implement the innovation-driven development strategy, stimulate the initiative and creativity of various innovation entities, and accelerate the construction of a provincial-level innovative city, this policy is formulated in accordance with the actual conditions of our city.
I. Supporting the Enhancement of Enterprise Innovation Capabilities
1. Supporting Enterprises in Striving to Become High-Tech Enterprises. Implement the High-Tech Enterprise Cultivation Program; a one-time reward of 100,000 yuan will be granted to enterprises recognized as high-tech enterprises.
2. Support for Enterprise Technology R&D. For projects approved under provincial science and technology programs, the local government or management committee where the project is located will provide advance funding matching the amount of provincial support.
3. Support enterprises in applying for science and technology awards. The lead institution that wins the first or second prize in the National Natural Science, Technological Invention, or Scientific and Technological Progress Awards will receive a one-time reward of 500,000 yuan and 300,000 yuan, respectively. The lead institution that wins the Provincial Major Scientific and Technological Achievement Award will receive a one-time reward of 300,000 yuan. The lead institution that wins the first, second, or third prize in the Provincial Natural Science, Technological Invention, or Scientific and Technological Progress Awards will receive a one-time reward of 200,000 yuan, 150,000 yuan, and 100,000 yuan, respectively.The lead institution receiving the Provincial Science and Technology Cooperation Award shall be granted a one-time reward of 50,000 yuan. The above reward funds shall be distributed by the project-completing institution to the principal contributors (research team).
II. Support for Innovation Platform Development
4. Support for Innovation Platform Development. Newly designated national technology innovation centers, key laboratories, and other R&D platforms will receive a one-time reward of 2 million yuan; newly designated provincial key laboratories, industrial innovation research institutes, high-level new R&D institutions, and academician workstations will receive a one-time reward of 1 million yuan; newly designated postdoctoral research stations, new R&D institutions, and other R&D platforms will receive a one-time reward of 100,000 yuan; and newly designated provincial enterprise R&D centers will receive a one-time reward of 80,000 yuan.
5. Support for the Operation of Innovation Platforms.R&D platforms such as National Technology Innovation Centers and Key Laboratories that receive an “Excellent” rating in national operational evaluations will be awarded a one-time grant of 500,000 yuan; provincial-level Key Laboratories, Industrial Innovation Institutes, high-level new R&D institutions, and Academician Workstations that receive an “Excellent” rating in provincial performance evaluations will be awarded 100,000 yuan; and postdoctoral research stations, new R&D institutions, and provincial-level enterprise R&D centers that receive an “Excellent” rating in provincial performance evaluations will be awarded 50,000 yuan.
6. Support the construction of science and technology achievement transformation bases. For pilot production bases and industrialization bases for the transformation of scientific and technological achievements that have obtained provincial-level filing, the local government or management committee where the project is located shall provide a one-time grant of 500,000 yuan.
III. Promoting the Transfer and Commercialization of Scientific and Technological Achievements
7. Support for Enterprises to Acquire and Locally Transform Technologies. Enterprises that purchase scientific and technological achievements from universities, research institutes, or new-type R&D institutions and successfully transform them within the city, with such transactions certified and registered by a technology contract registration authority, shall receive a subsidy of up to 15% of the actual payment amount, not exceeding 500,000 yuan per enterprise. Enterprises are encouraged to register technology contracts; those with certified registrations totaling 5 million yuan or more annually shall receive a subsidy of 0.05% of the actual transaction amount, not exceeding 50,000 yuan.The above two policy provisions cannot be enjoyed concurrently; affiliated companies or those belonging to the same corporate group are not eligible for duplicate rewards.
8. Promoting the Commercialization of Scientific and Technological Achievements. Support will be provided to enterprises that engage in industry-academia-research cooperation with universities, research institutes, and other scientific research organizations. A subsidy of 15% of the total amount actually paid by the enterprise for technical cooperation expenses will be granted, with a maximum of 500,000 yuan per enterprise.
IV. Building a High-Level Scientific and Technological Talent Pool
9. Supporting Innovation and Entrepreneurship by High-Level Scientific and Technological Talent Teams.For high-level scientific and technological talent teams that bring scientific and technological achievements with independent intellectual property rights to Chizhou to establish companies or jointly establish companies with local enterprises to carry out technology transfer activities, and that have obtained support under the provincial innovation and entrepreneurship policies for high-level scientific and technological talent teams (Projects A, B, and C), the local government or management committee where the project is located shall provide advance support of 10 million yuan, 6 million yuan, or 3 million yuan, respectively, through equity participation or debt financing in accordance with relevant regulations.
10. Encourage the Recruitment of Talent. For each scientific and technological talent recruited by an enterprise with an annual salary of 500,000 to 1.5 million yuan who receives awards or subsidies under the provincial talent recruitment policy, the employing entity may receive an annual reward equivalent to 10% of the talent’s annual salary (the portion exceeding 1.5 million yuan is not eligible for the reward, and this benefit may be claimed only once). These funds shall be earmarked exclusively for the enterprise’s scientific and technological research and development. In addition to the 30% of the reward funds borne by the provincial government, the local government where the enterprise is located shall bear the remaining 70%.
V. Enhancing Capacity for Innovation and Entrepreneurship
11. Support the development of innovation and entrepreneurship platforms. Newly recognized national-level and provincial-level science and technology enterprise incubators will receive one-time grants of 500,000 yuan and 300,000 yuan, respectively; newly recognized national-level and provincial-level maker spaces will receive one-time grants of 400,000 yuan and 200,000 yuan, respectively. Science and technology enterprise incubators will receive a 10,000-yuan reward for each enterprise that graduates from the incubator in the current year.
VI. Supplementary Provisions
12. The beneficiaries of this policy are enterprises registered within the municipal area that operate in accordance with the law and have no record of dishonesty, except for those subject to restrictions under laws, regulations, rules, and industrial policies, as well as those that have caused major environmental or workplace safety accidents or have been listed as discredited entities subject to enforcement.
13. Regarding the funding for the awards and subsidies under this policy, the financial costs for Articles 2, 6, 9, and 10 shall be borne by the local government and the Administrative Committee; the costs for the remaining items shall be shared by the municipal government and the county/district governments and Administrative Committees in a 7:3 ratio.
14. The Municipal Science and Technology Bureau is responsible for interpreting specific issues arising from the implementation of this policy.
15. This policy shall take effect on the date of its issuance and shall apply to the 2023–2024 fiscal years.
16. Upon the issuance of this policy, the “Notice of the General Office of the Chizhou Municipal People’s Government on Issuing Several Policies to Support Scientific and Technological Innovation in Chizhou” (Chizhou Government Office Secret Document [2021] No. 14) shall be simultaneously repealed.
Several Policies of Chizhou City to Support High-Quality Development of the Business Economy
To further stabilize foreign trade and foreign investment, expand openness, and promote consumption, as well as to accelerate the high-quality development of the commercial economy, this policy is formulated in accordance with the actual conditions of our city.
I. Support for Foreign Trade Development
1. Enterprises are encouraged to strengthen brand development. Enterprises approved as Anhui Export Brand Enterprises in the current year will each receive a reward of 50,000 yuan.
2. For enterprises in our city with actual import volumes of $20 million or more in raw materials such as bulk commodities, a reward of 0.005 yuan per dollar will be granted for the portion within the base amount (the previous year’s import volume), and 0.01 yuan per dollar for the portion exceeding the base amount, with a maximum reward of 1 million yuan.
3. Support enterprises in purchasing export credit insurance. Enterprises that purchase export credit insurance will receive a subsidy equivalent to 30% of the actual premium paid.
4. Intensify efforts to incubate and cultivate AEO enterprises. A one-time reward of 100,000 yuan will be granted to enterprises that pass the AEO Advanced Certification for the first time.
II. Stabilizing Foreign Investment
5. For foreign-invested projects (including reinvestment), calculated on a per-project basis, a 1% reward will be granted to the investor for every $3 million of capital actually received, with a maximum reward of 700,000 yuan.
III. Continuing to Expand Opening-Up
6. For bonded logistics centers and bonded warehouses that pass acceptance inspections and commence operations in the current year, a one-time subsidy of 800,000 yuan and 500,000 yuan, respectively, will be provided to the operating entities.
7. Enterprises that launch domestic feeder liner services for foreign trade, with at least one weekly voyage and continuous operation for over one year, will receive an annual subsidy of 100,000 yuan per voyage.
8. Freight forwarding companies handling imports and exports through Chizhou Port will receive a subsidy of 200 yuan per container (20-foot equivalent unit) for loaded containers cleared through customs in Chizhou during the current year, provided the volume exceeds 100 TEUs.
9. Shipping companies operating foreign trade routes at Chizhou Port that have maintained stable operations for at least one year, with no fewer than 30 voyages annually and an annual volume of 500 TEUs or more of loaded containers for import and export, shall receive a subsidy of 20,000 yuan per voyage, up to a maximum of 1 million yuan.
10. For import and export enterprises, a subsidy of 100 yuan per container will be provided for loaded containers (100 TEUs or more) cleared through customs in Chizhou during the current year.
IV. Encouraging Foreign Cooperation
11. Support the cultivation of entities engaged in “going global” initiatives. Enterprises that conduct foreign investment or foreign labor cooperation in our city and achieve their first tangible results will receive a one-time reward of 100,000 yuan. Among these, foreign labor cooperation enterprises will receive an annual interest subsidy of 20,000 yuan on the 3 million yuan bank reserve fund they deposit, starting from the year following their establishment.
V. Promoting Commerce and Distribution
12. For wholesale (or retail) entities above the designated threshold, those with annual retail sales reaching 100 million yuan and growth rates of 10% or 20% will be awarded 100,000 yuan and 150,000 yuan, respectively.
13. For accommodation (or catering) units above the designated threshold, those with annual retail sales reaching 20 million yuan and a growth rate of 10% or more will be awarded 100,000 yuan.
14. For wholesale, retail, accommodation, and catering entities above the designated threshold that are included in the statistics for the first time, a one-time reward of 50,000 yuan will be granted if their sales growth in the second year is no less than the citywide growth rate for entities above the designated threshold in the same industry during that year.
15. For entities newly awarded honorary titles such as national-level or provincial-level “Time-Honored Brands” or “Characteristic Commercial Streets,” the operating entities shall be awarded 200,000 yuan and 50,000 yuan, respectively.
16. For entities newly designated as national-level or provincial-level e-commerce demonstration parks (bases) or demonstration enterprises, the operating entities shall be awarded 200,000 yuan and 50,000 yuan, respectively.
17. For e-commerce industrial parks that host at least 10 e-commerce enterprises (including 5 enterprises each with annual online sales of over 10 million yuan and 5 with annual online sales between 5 million and 10 million yuan), have a floor area exceeding 5,000 square meters, and possess a comprehensive supporting service system for property management, express delivery, and warehousing, an annual subsidy of 500,000 yuan will be provided to the operating entity.
18. For enterprises above the designated size that open online stores on third-party e-commerce platforms, with annual online sales exceeding 10 million yuan and cumulative platform fees (including usage fees, sales commissions, and online promotion fees) issued by the platform operator totaling 500,000 yuan or more, a subsidy of 30% of these expenses will be provided, up to a maximum of 300,000 yuan.
19. Cross-border e-commerce enterprises with annual online transaction volumes exceeding US$1 million shall receive a subsidy equivalent to 30% of their express delivery expenses incurred within our city, with a maximum subsidy of 300,000 yuan.
VI. Supplementary Provisions
20. This policy applies to enterprises or entities registered within the municipal area that operate in accordance with the law and have no record of dishonesty, except where restricted by laws, regulations, rules, or industrial policies, or where the entity has been involved in major environmental or workplace safety accidents, or has been listed as a discredited entity subject to enforcement.
21. The funds for the awards and subsidies under this policy shall be shared by the municipal government and the county/district governments or administrative committees in a 7:3 ratio. If the same enterprise receives provincial or national awards for the same project, no duplicate awards shall be granted.
22. The Municipal Bureau of Commerce is responsible for interpreting specific issues arising from the implementation of this policy.
23. This policy shall take effect on the date of issuance and shall apply to the years 2023–2024.
24. Upon the issuance of this policy, the “Notice of the Chizhou Municipal People’s Government Office on Issuing Several Policies to Accelerate the High-Quality Development of the Commercial Economy in Chizhou” (Chizhou Government Office [2021] No. 20), issued on June 21, 2021, is hereby repealed.
Several Policies of Chizhou City to Support Quality Improvement
To thoroughly implement the strategy of building a city strong in quality and comprehensively improve the level of quality development, this policy is formulated in accordance with the requirements of documents such as the Implementation Opinions on Building a City Strong in Quality issued by the Chizhou Municipal Committee of the Communist Party of China and the Chizhou Municipal People’s Government (Chi Fa [2022] No. 20), the Implementation Plan for Comprehensively Promoting Standardization Development (Chi Fa [2022] No. 17), and the Implementation Plan for Promoting the Construction of a City Strong in Intellectual Property in Chizhou (Chi Ban Fa [2022] No. 19), and in light of the actual conditions of our city.
I. Promoting Quality and Brand Upgrading
1. Enterprises that win the China Quality Award or the Anhui Provincial People’s Government Quality Award (including the Nomination Award) shall be granted a one-time reward of 1 million yuan and 100,000 yuan, respectively.
2. Entities approved and recognized as “Anhui Beautiful Brand Demonstration Enterprises” and food production and operation enterprises (including enterprises engaged in the production, distribution, and catering services of edible agricultural products and food) that have passed the “Food Safety Anhui” brand certification shall each receive a one-time reward of 50,000 yuan.
3. For scientific research projects in the field of quality infrastructure that have been approved for funding at the provincial/ministerial or municipal/departmental level, one-time rewards of 200,000 yuan and 100,000 yuan, respectively, shall be granted.
4. Enterprises that proactively implement recalls of defective products and publish recall notices on provincial-level or higher recall websites shall receive a subsidy equivalent to 5% of the total value of the recalled goods (for amounts of 100,000 yuan or more), as verified by the local market supervision department. The annual subsidy for a single enterprise shall not exceed 10,000 yuan.
II. Support for Standard Development
5. Units that lead the drafting and completion of international standards (ranked in the top three and listed first), national standards (ranked in the top two and listed as the lead unit in the project approval document), industry standards (ranked in the top two and listed as the lead unit in the project approval document),national group standards and provincial local standards (ranked first), provincial group standards (ranked first), and municipal local standards (ranked first), shall be granted one-time rewards of 800,000 yuan, 400,000 yuan, 300,000 yuan, 100,000 yuan, 40,000 yuan, and 30,000 yuan per standard, respectively.
6. Organizations that participate in drafting (or lead the revision of) international standards, national standards, industry standards, national group standards, and provincial local standards shall be granted one-time rewards of 300,000 yuan, 80,000 yuan/50,000 yuan (for those ranked in the top 5/beyond the 5th rank), and 20,000 yuan/10,000 yuan (for those ranked in the top 5/beyond the 5th rank), respectively, for each standard.
III. Promoting the Implementation of Standards
7. Organizations undertaking and successfully passing the evaluation and acceptance of national-level and provincial-level (including the Yangtze River Delta region) standardization pilot and demonstration projects (including innovation centers) shall be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively.
8. Enterprises rated AAAAA, AAAA, or AAA for good standardization practices shall be granted one-time rewards of 80,000 yuan, 50,000 yuan, and 30,000 yuan, respectively.
IV. Encouraging Standard Innovation
9. Entities undertaking and successfully passing the evaluation and acceptance of national-level or provincial-level technical standard innovation base projects shall be granted one-time rewards of 800,000 yuan and 500,000 yuan, respectively.
10. Entities designated as National Enterprise Standard Leaders will receive a one-time reward of 150,000 yuan per project (limited to no more than two projects per entity per year).
V. Encouraging Intellectual Property Creation and Utilization
11. For each foreign invention patent granted through the PCT route, a one-time reward of 10,000 yuan will be granted. For each newly registered Madrid System international trademark, a one-time reward of 10,000 yuan will be granted.
12. For enterprises that secure financing through loans secured by patent or trademark rights and repay the loans on schedule, a subsidy of 10% of the total amount of loan interest, appraisal fees, guarantee fees, and insurance premiums will be provided, with a one-time financial subsidy not exceeding 100,000 yuan. The combined subsidy for appraisal fees, guarantee fees, and insurance premiums shall not exceed 10,000 yuan.
VI. Support for Intellectual Property Management Services
13. Newly recognized national, provincial, and municipal intellectual property advantage enterprises shall receive one-time rewards of 50,000 yuan, 30,000 yuan, and 10,000 yuan, respectively. Entities newly designated as municipal-level high-value invention patent cultivation centers shall receive a one-time reward of 10,000 yuan. Entities newly awarded the Anhui Provincial Patent Gold, Silver, or Excellence Awards shall receive one-time rewards of 100,000 yuan, 50,000 yuan, and 30,000 yuan, respectively.
14. Entities that have filed with the Municipal Market Regulation Bureau and have passed the National Intellectual Property Management System Certification or are conducting pilot projects for the International Standard for Innovation Management (ISO 56005) shall receive a one-time reward of 20,000 yuan. Enterprises that conduct intellectual property evaluations for major economic and scientific and technological activities and pass provincial-level or higher acceptance inspections shall receive a one-time reward of 100,000 yuan.For patent navigation projects approved by the provincial intellectual property authorities and successfully completed, a one-time financial subsidy equal to 30% of the actual expenditure will be provided, with a maximum of 100,000 yuan per project.
VII. Strengthening Intellectual Property Protection
15. For domestic rights protection projects involving high-value patents in this city, a one-time financial subsidy of up to 50,000 yuan will be granted upon successful resolution and evaluation. For overseas rights protection projects involving intellectual property infringement disputes, a one-time financial subsidy of up to 50,000 yuan will be granted upon successful resolution and evaluation.
16. A one-time reward of 10,000 yuan shall be granted to entities approved to establish provincial-level intellectual property protection workstations. A one-time reward of 10,000 yuan shall be granted to entities approved to establish provincial-level intellectual property information public service outlets. A one-time reward of 10,000 yuan shall be granted to entities that establish intellectual property protection and rights enforcement mutual aid funds.
17. A one-time reward of 100,000 yuan shall be granted to applicants who have successfully registered a geographical indication trademark or obtained approval for a national geographical indication product.
VIII. Supplementary Provisions
18. The beneficiaries of this policy are market entities or organizations (excluding administrative and public institutions) that are legally registered within the municipal area and have no record of serious illegal or dishonest conduct in their public credit reports.
19. The rewards under Article 5 of this document (for leading the drafting of municipal-level local standards) and Articles 13 and 16 (involving municipal-level recognition and subsidies) shall be disbursed by the relevant county or district. All other rewards shall be funded by the municipal government and the county, district, or management committee governments in a 7:3 ratio.
20. The Municipal Market Supervision Administration shall be responsible for interpreting any issues arising from the implementation of this policy.
21. This policy shall take effect on the date of issuance and shall apply to the 2023–2024 fiscal years.
22. Upon the issuance of this policy, the “Notice of the General Office of the Chizhou Municipal People’s Government on Issuing Several Policies to Support Quality Improvement in Chizhou” (Chizhou Government Office Secret Document [2020] No. 102) shall be simultaneously repealed.
Several Policies of Chizhou City to Support the Development of the Service Industry and the Grain Industry
I. Quality Improvement in the Service Industry
1. A one-time reward of 50,000 yuan shall be granted to large-scale service enterprises newly added to the statistical database during the year and that have been listed for at least one year.
II. Promotion of the Grain Industry
2. Enterprises awarded the title of “Five-Star Grain Storage Facility” will receive a one-time grant of 50,000 yuan; those awarded “Four-Star” or “Three-Star” will receive 40,000 yuan; and those awarded “Two-Star” or “One-Star” will receive 30,000 yuan.
3. For enterprises included in the municipal emergency supply system, a one-time subsidy of 50,000 yuan will be provided for each “Emergency Supply Center”; a one-time subsidy of 40,000 yuan will be provided for “Emergency Processing Enterprises.”
4. Enterprises awarded the “China’s Best Grains and Oils” product title shall receive a one-time grant of 100,000 yuan; enterprises awarded the “Anhui’s Best Grains and Oils” product title shall receive a one-time grant of 50,000 yuan.
III. Supplementary Provisions
5. The scope of support under this policy covers market entities or units registered in this city that operate in accordance with the law, organize and implement the applied-for projects within the city’s jurisdiction, and possess independent legal person status and sound financial management structures. However, entities subject to restrictions under laws, regulations, rules, or industrial policies; those that have caused major environmental or work safety accidents or significant adverse impacts; and those listed as discredited entities subject to enforcement shall not be eligible to apply for funding under this policy.
6. The Municipal Development and Reform Commission shall be responsible for interpreting specific issues arising from the implementation of this policy.
7. This policy shall take effect on the date of issuance and shall apply to the 2023–2024 fiscal years.
8. Upon the issuance of this policy, the "Detailed Rules for the Use and Management of the Chizhou City Grain Industrialization Development Special Fund (Trial)" (Chi Fa Gai Cang [2021] No. 211) shall be simultaneously repealed.
