Original Title: Notice of the General Office of the Huangshan Municipal People’s Government on Issuing Several Policies to Support the High-Quality and Efficient Development of Modern Agriculture

To implement the work arrangements of the Municipal Party Committee and Municipal Government and support the high-quality and efficient development of modern agriculture, the following policies are formulated in accordance with the "Notice of the Office of the Huangshan Municipal People’s Government on Issuing the Implementation Plan for Comprehensively Promoting Zero-Based Budgeting Reform in Huangshan" (Huang Zheng Ban Mi [2022] No. 52) and the "Notice of the Office of the Huangshan Municipal People’s Government on Issuing the Implementation Plan for the Coordination and Integration of Municipal-Level Industrial Support Funds in Huangshan" (Huang Zheng Ban [2023] No. 25), among other regulations.

I. Scope of Support

Entities engaged in the production, operation, management, and services related to modern agriculture (including agritourism and rural tourism) within the administrative region of this city, including new types of agricultural business entities (large-scale specialized farmers, family farms, farmers’ professional cooperatives, commercial service organizations, and leading enterprises), new types of collective economic organizations, rural operation companies, and agricultural industry associations.

II. Support Mechanism

The municipal government has established the Huangshan City Special Fund for Supporting the High-Quality and Efficient Development of Modern Agriculture (hereinafter referred to as the “Special Fund”). The Special Fund is subject to budgetary management and total volume control. After deducting funds allocated for higher-level performance evaluations or matching funds, as well as incentive funds for districts and counties, the remaining portion of the Special Fund shall be used to support agricultural industry projects. Support for the high-quality and efficient development of modern agriculture will primarily be provided through equity investment, fiscal interest subsidies, and fiscal grants and subsidies.

III. Support Policies

(1) Support for Stable Production and Supply of Grain and Key Agricultural Products

1. Entities that lease land for the cultivation of grain crops covering an area of 300 mu (inclusive) or more shall receive a subsidy of 100 yuan per mu for the newly added area in the current year.

2. Entities engaged in concentrated, contiguous demonstration planting of rapeseed within designated demonstration plots in key areas of the city, with an actual harvested area of 300 mu (inclusive) or more, shall be granted a subsidy of up to 60 yuan per mu.

3. In the event that market fluctuations, natural disasters, or sudden outbreaks of disease result in a significant reduction in the city’s breeding sow inventory or cause severe consecutive losses in pig farming for three months or more, a temporary relief subsidy of 50,000 yuan will be provided to each provincial-level or higher pig production capacity regulation base. Support will be provided for the large-scale development of the beef cattle industry, with funding allocated as appropriate.

(II) Encouraging the Construction of Specialty Industry Bases

4. Support “Three Lines and Three Edges” tea gardens in carrying out “ecological, standardized, and mechanization-friendly” landscape renovation and upgrading. Each year, 5–7 relatively contiguous demonstration tea garden bases of 100 mu or more will be established, with each receiving a financial award and subsidy of up to 100,000 yuan.

5. Entities that engage in intercropping or mixed cropping of chrysanthemums with grain and oil crops such as corn and legumes in the current year, with contiguous areas of 50 mu (inclusive) or more, shall receive a subsidy of 200 yuan per mu.

6. Support the standardized cultivation of Xin’an’s distinctive authentic medicinal herbs. For planting bases recognized as “Three Products and One Standard” by the Ministry of Agriculture and Rural Affairs in the current year, a financial reward and subsidy of 100,000 yuan will be provided for each; for GAP-certified medicinal herb bases that pass provincial-level verification in the current year, a financial reward and subsidy of 100,000 yuan will be provided for each.

7. For newly constructed and operational mandarin fish facility-based aquaculture bases with an area of 500 square meters or more in the current year, a financial reward and subsidy of 30% of the total investment in facilities and equipment, up to a maximum of 100,000 yuan, will be provided for each base.

8. For facilities that successfully establish, for the first time, provincial-level or higher standardized demonstration farms for livestock and poultry, demonstration bases for healthy aquaculture, farms meeting standards for reduced use of veterinary antimicrobial drugs, or farms in disease-free or disease-eradicated zones, a financial reward of 50,000 yuan will be granted to each.

9. For provincial-level comprehensive demonstration bases for high-standard, full-process mechanization in major crop production and demonstration bases for the integration of agricultural machinery and agronomy successfully established in the current year, a financial reward of 50,000 yuan will be granted to each. For newly recognized provincial-level Yangtze River Delta green agricultural product production, processing, and supply bases, a financial reward of 50,000 yuan will be granted to each.

(3) Strengthening Support for Modern Agricultural Science, Technology, and Equipment

10. For crop varieties (approved or registered) that have obtained a National Certificate of Protection for New Plant Varieties, a financial reward of 100,000 yuan will be granted for each variety; for new livestock, poultry, or aquaculture varieties (breeding lines) that have passed national approval, a financial reward of 200,000 yuan will be granted for each; for facilities (zones, nurseries, or bases) recognized as provincial-level or higher seed conservation and propagation sites, a financial subsidy of 50,000 yuan will be granted for each.Seed industry enterprises newly registered in our city that have obtained provincial-level or higher production and operation licenses and have made an investment of 5 million yuan or more will be granted a financial reward and subsidy of 100,000 yuan.

11. Local agricultural machinery manufacturers are encouraged to intensify research, development, and promotion of equipment to address shortcomings. Projects assessed and included in the municipal-level or higher agricultural machinery equipment R&D task list will receive a research and development subsidy covering 30% of the total R&D costs, up to a maximum of 100,000 yuan per project. Agricultural product production and processing enterprises that develop suitable agricultural machinery will receive financial support as appropriate.

12. Newly constructed regional agricultural service complexes that meet construction requirements will each receive a financial incentive of 20% of the total investment, up to a maximum of 300,000 yuan.

13. Enterprises (or bases) conducting pilot projects and technical research on facility-based feed-raised mandarin fish farming will each receive a financial award and subsidy of up to 100,000 yuan.

14. National Agricultural and Rural Informatization Demonstration Bases designated in the current year will each receive a grant of 100,000 yuan; provincial-level Digital Agricultural Factories designated in the current year will each receive a grant of 50,000 yuan. Support will be provided for agricultural internet projects such as the Huangshan Tea Industry Brain, with funding support provided as appropriate.

(IV) Supporting Industrial Integration and Development

15. For green food processing enterprises above designated size that were included in the database in the previous year, enterprises with an annual output value of less than 100 million yuan will receive financial incentives of up to 500,000 yuan based on growth rates of 50% (inclusive) to 100% and 100% or higher; enterprises with an annual output value of 100 million yuan or more will receive financial incentives of up to 500,000 yuan based on growth rates of 30% (inclusive) to 80% and 80% or higher.

16. For national-level and provincial-level leisure agriculture and rural tourism demonstration sites (parks) newly designated in the current year, financial incentives of 100,000 yuan and 50,000 yuan, respectively, will be provided. Special funding will be allocated for agricultural exhibitions and events such as the Huangshan Tea Industry Development Conference and the Stinky Mandarinfish Industry Development Conference organized by municipal authorities, as well as for various agricultural product exhibitions and sales events in which participants are uniformly organized.Financial support will be provided, as appropriate, to various entities that organize and host important provincial or municipal agricultural and folk cultural events (such as the Farmers’ Harvest Festival).

17. Support the development of regional public brands for green agricultural products, such as “Pastoral Huizhou.” Depending on the circumstances, financial support will be provided for brand promotion, the formulation of product standards, creative packaging design, and efforts to expand and strengthen the scale of operations.

(V) Strengthening Agricultural Finance and Risk Protection

18. Establish a city-wide green food industry fund. After deducting funds required to meet higher-level assessment requirements or matching funds from the municipal special fund for the high-quality and efficient development of modern agriculture, no less than 20% of the remaining portion shall be allocated to equity investments, with a focus on agricultural industry projects.

19. For new-type agricultural business entities at the municipal level or above, interest subsidies of up to 300,000 yuan will be provided, covering 50% of the actual loan interest incurred during the current year.

20. Support for city-wide specialized liability insurance for green pest control in tea gardens and supplementary commercial agricultural insurance will be provided through annual allocations of special funds.

IV. Supplementary Provisions

(1) Key tasks, priority projects, and major initiatives identified by the Municipal Party Committee and Municipal Government to promote the high-quality and efficient development of modern agriculture shall be provided with priority funding support.

(2) Entities that have been investigated for liability incidents such as work safety accidents, food safety incidents, or environmental pollution; major collective labor-management disputes; or illegal activities including tax evasion, infringement, breach of trust, or the production of counterfeit or substandard goods shall not be eligible to apply for relevant incentive funds.If applicant entities or relevant staff engage in fraud, deception, aiding and abetting fraud, misuse of award and subsidy funds, or refuse to cooperate with supervisory inspections during the application or use of special funds, the Municipal Bureau of Agriculture and Rural Affairs, in conjunction with relevant departments, shall recover the funds and pursue corresponding legal liability; where criminal suspicion exists, the case shall be transferred to judicial authorities for handling in accordance with the law.

(3) For any given matter, only one provision of these Measures may be applied, and the award or subsidy shall be disbursed at the highest eligible amount; duplicate benefits under other municipal fiscal policies are not permitted. Where central or provincial fiscal funds have already been allocated for the current year for projects meeting the above support criteria, municipal-level funding shall generally not be provided. Projects supporting market entities shall be incorporated into the fiscal enterprise project information management system, and project information shall be cross-checked to prevent multiple applications and duplicate benefits.

(4) Strengthen budget performance management throughout the entire project funding cycle, and set reasonable performance targets commensurate with the funding amount and cost-benefit analysis. Monitor the implementation of performance targets, promptly identify and correct existing issues, and ensure that performance targets are achieved on schedule. Enhance the application of performance evaluation results, using them as an important basis for budget planning, fund allocation, management improvements, and policy refinement.

(5) The Municipal Bureau of Agriculture and Rural Affairs, in conjunction with the Municipal Finance Bureau, shall be responsible for interpreting these Measures. For provisions supported through competitive application processes, application guidelines shall be separately formulated by the Municipal Bureau of Agriculture and Rural Affairs in conjunction with the Municipal Finance Bureau.

(6) This policy shall take effect on the date of its issuance. The original “Huangshan City Special Fund Management Measures for Promoting the Development of Characteristic Modern Agriculture” (Huang Zheng Ban Mi [2017] No. 71) is hereby repealed.
