These Implementation Rules are formulated to implement the “Notice of the Huaibei Municipal People’s Government on Issuing the List of Industrial Support Policies for Huaibei City” (Huaizheng [2023] No. 13, hereinafter referred to as the “Policies”), enhance the standardization, precision, and practicality of policies for the cultural, tourism, and sports industries, fully leverage the guiding and catalytic role of fiscal support funds, and promote the high-quality development of the cultural, tourism, and sports industries.
I. Eligible Applicants
Enterprises and institutions registered in Huai’an City that are engaged in normal production and business operations and possess independent legal person status, as well as enterprises and individuals meeting the following requirements, may apply for policy funds:
1. Applicant enterprises must comply with the classification standards set forth in the "Classification of Culture and Related Industries (2018)," "National Classification of Tourism and Related Industries (2018)," "Classification of Sports Industry Statistics (2019)," and the "Classification Table for Incorporating Digital Creative Industries into Strategic Emerging Industries (2019)," and must align with the development direction of Huai'an City’s culture, tourism, and sports industries;Individual applicants must be currently employed personnel working in the cultural, tourism, or sports sectors within our city, and their applications must be submitted by the cultural, tourism, or sports enterprise, unit, or organization where they are employed.
2. The applicant must not have committed any serious disciplinary or legal violations in business operations during the previous year and must not be listed on any “blacklist” for dishonesty.
II. Application Period
The Municipal Bureau of Culture, Tourism, and Sports will publish an application notice on its official website during the second quarter of each year.
III. Application, Review Content, and Procedures
(1) Investment Promotion Policies
1. Each county, district, and the Municipal High-Tech Zone shall formulate implementation rules for investment promotion policies in the cultural, tourism, and sports industries within their respective jurisdictions, in accordance with the requirements of the “Policy” and in light of local conditions.
2. In accordance with the principle of “who benefits, who supports,” incentive funds shall be disbursed in a timely manner by the beneficiary fiscal authority in accordance with the provisions of the investment promotion contract, under the current fiscal system.
3. Upon disbursing the incentive funds, each county, district, and the Municipal High-Tech Zone shall submit the relevant materials to the Municipal Bureau of Culture, Tourism, and Sports for record-keeping.
(2) Policies with Automatic Eligibility
1. Disbursement Process
The Municipal Bureau of Culture, Tourism, and Sports will match enterprises with projects listed in the Policy. Enterprises will be notified via text message to log in to the “Wan Shi Tong” One-Stop Enterprise Service Platform using their legal entity account, confirm the matched policy information, and submit their name, corporate bank account, and ID number. Upon approval, the One-Stop Enterprise Service Platform will send policy fund disbursement information to the enterprise.
2. Policy List
(1) A one-time reward of 5 million yuan will be granted to National-level Comprehensive Tourism Demonstration Zones, National-level Demonstration Zones for the Integrated Development of Cultural and Tourism Industries, Tourism Resorts, and Ecological Tourism Demonstration Zones that passed the acceptance inspection and were recognized in the previous year. A one-time reward of 1 million yuan will be granted to Provincial-level Comprehensive Tourism Demonstration Zones, Provincial-level Demonstration Zones for the Integrated Development of Cultural and Tourism Industries, Tourism Resorts, and Ecological Tourism Demonstration Zones that passed the acceptance inspection and were recognized in the previous year.(Policy Inquiry Department: Resource Development Division Contact: 3071925)

(4) For counties (districts) and demonstration zones (farmsteads) newly designated as demonstration sites for leisure agriculture and rural tourism in the previous year, one-time rewards of 300,000 yuan and 150,000 yuan will be granted for national-level and provincial-level designations, respectively. For national and provincial-level key rural tourism villages newly designated in the previous year, one-time rewards of 200,000 yuan and 100,000 yuan will be granted, respectively.National-level and provincial-level tourism and leisure districts newly designated in the previous year will receive one-time rewards of 500,000 yuan and 150,000 yuan, respectively. Anhui Provincial Rural Tourism (Cluster) Demonstration Zones, Distinctive Rural Tourism Destinations, and Rural Tourism Demonstration Sites newly designated in the previous year will receive one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. (5) One-time rewards of 1 million yuan, 300,000 yuan, and 100,000 yuan will be granted to five-star, four-star, and three-star tourist hotels newly designated in the previous year, respectively. One-time rewards of 50,000 yuan and 30,000 yuan will be granted to Gold Leaf and Silver Leaf Green Tourist Hotels newly designated in the previous year, respectively.One-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan will be granted to Class A, Class B, and Class C homestays newly rated in the previous year, respectively. (6) Cultural and tourism enterprises newly designated as National Tourism Service Quality Benchmark Units or Anhui Provincial Tourism Service Quality Benchmark Units for the first time will receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively. Newly designated 5A- and 4A-level service quality and integrity travel agencies will receive one-time rewards of 20,000 yuan and 10,000 yuan, respectively. (7) Enterprises whose tourism products won first, second, or third prize (or gold, silver, or bronze awards) in tourism product competitions during the previous year shall receive one-time rewards of 50,000 yuan, 30,000 yuan, and 20,000 yuan at the national level, and 30,000 yuan, 20,000 yuan, and 10,000 yuan at the provincial level, respectively. (8) Tourism professionals who obtained Special Class, Senior, or Intermediate Tour Guide Certificates in the previous year and registered for an electronic tour guide license in our city will receive one-time rewards of 40,000 yuan, 20,000 yuan, and 5,000 yuan, respectively.Rewards will be granted to individuals who win gold, silver, or bronze medals in tourism service skills competitions. Specifically, national-level winners will receive one-time rewards of 20,000 yuan, 10,000 yuan, and 5,000 yuan, respectively; provincial-level winners will receive one-time rewards of 10,000 yuan, 5,000 yuan, and 3,000 yuan, respectively. (9) One-time rewards of 1 million yuan and 500,000 yuan will be granted to cultural, tourism, and sports industry cluster demonstration zones newly recognized in the previous year by national and provincial cultural, tourism, and sports authorities, respectively. One-time rewards of 500,000 yuan and 200,000 yuan will be granted to single-type cultural and sports demonstration zones (bases) newly recognized in the previous year at the national and provincial levels, respectively.Enterprises ranked among the top 30 or top 100 private cultural and sports enterprises in the province shall be granted one-time rewards of 300,000 yuan and 100,000 yuan, respectively. (10) For outstanding original online audiovisual works (including web series, web films, micro-films, web animations, web documentaries, short videos (non-news), thematic web programs, and web audio programs) created by institutions and individuals lawfully engaged in the production and broadcasting of online audiovisual programs within the administrative region of our city, a one-time reward of up to 100,000 yuan will be granted to the principal production unit or individual if the work is broadcast on national radio or television stations;For works that receive first, second, or third prizes from the National Radio and Television Administration, the principal production units or individuals will be granted one-time rewards of 100,000 yuan, 80,000 yuan, and 50,000 yuan, respectively; for works that receive first, second, or third prizes from the Anhui Provincial Radio and Television Bureau, the principal production units or individuals will be granted one-time rewards of 50,000 yuan, 30,000 yuan, and 10,000 yuan, respectively. (III) Policies with Immediate Application and Benefits
1. Application and Review Procedures
(1) Organizing Applications. In accordance with municipal government requirements, the Municipal Bureau of Culture, Tourism, and Sports issues an application notice annually. The cultural, tourism, and sports authorities of counties, districts, and the Municipal High-Tech Zone organize enterprises and individuals within their jurisdictions to submit applications.
(2) Review Organization. The cultural, tourism, and sports authorities of counties, districts, and the Municipal High-Tech Zone shall conduct reviews in accordance with requirements and submit review reports.
(3) Review. The Municipal Bureau of Culture, Tourism, and Sports conducts a re-examination of projects from counties, districts, and the Municipal High-Tech Zone that have passed the initial review and been submitted.
(4) Deliberation and Approval. The Municipal Bureau of Culture, Tourism, and Sports formulates a funding allocation plan, solicits opinions from relevant municipal departments, and submits the plan to the Bureau’s Party Leadership Group for deliberation and decision.
(5) Public Notice of the Plan. Once the project allocation plan is finalized, it shall be publicly announced for five working days.
(6) Disbursement of Funds. If no objections are raised during the public notice period, the plan is submitted to the municipal government for approval, and funds are disbursed by the Municipal Finance Bureau.
2. Policy List and Application Materials
(1) Units and individuals that have obtained new national-level or provincial-level cultural tourism brands will be granted a one-time reward, subject to verification by the Municipal Bureau of Culture, Tourism, and Sports, in accordance with the same conditions and standards. (2) Cultural industry clusters that host 10 or more cultural enterprises engaged in emerging internet culture, digital content, creative design, R&D of cultural and creative products, film and television, etc., will receive a monthly rent subsidy of 12 yuan per square meter for the tenant enterprises, with the subsidized area for a single tenant enterprise not exceeding 100 square meters. Note: Applications for this policy must be submitted collectively by the Cultural Industry Cluster, and the funds will be distributed by the Cultural Industry Cluster.
(3) For cultural enterprises whose annual investments in equipment procurement, software development, network communications, server hosting, and other related areas exceed 2 million yuan, a subsidy of 20% of the actual investment amount will be provided, with a maximum cap of 1 million yuan. (4) For cultural industry incubator operating companies, for each cultural enterprise introduced with annual main business revenue of 100 million yuan or more, or a leading cultural enterprise ranked among the Top 100 National Cultural Industries or the Top 30 Cultural and Creative Industries, provided that the enterprise achieves main business revenue of 10 million yuan or more in Huaibei City during the same year, a one-time reward of 100,000 yuan or 200,000 yuan will be granted per enterprise introduced. (5) Encourage private investment in the establishment of private museums. A one-time reward of 100,000 yuan will be granted to entities that have legally obtained private museum qualifications. For private museums that meet the requirements for free admission, those with exhibition areas of 300–800 square meters will receive an annual subsidy of 100,000 yuan for exhibition and free admission expenses; those with exhibition areas exceeding 800 square meters will receive an annual subsidy of 200,000 yuan for exhibition and free admission expenses.(Policy Inquiry Department: Cultural Relics Management Section Contact: 3071910)

Supporting documents regarding exhibition area (provided by a third-party surveying firm; the third party must hold a Grade 3 or higher qualification for museum exhibition design issued by the China Museum Association, or a Grade 3 or higher qualification for integrated exhibition design and construction issued by the China Exhibition Hall Association).
(6) Protection units for nationally and provincially recognized intangible cultural heritage representative projects newly designated in the previous year will receive one-time subsidies of 200,000 yuan and 100,000 yuan, respectively. Training bases (or training centers) for nationally and provincially recognized intangible cultural heritage projects newly designated in the previous year will receive one-time subsidies of 100,000 yuan and 50,000 yuan, respectively. (7) For projects investing in the digital creative industry that have entered the Provincial Digital Creative Platform, if the fixed-asset investment is less than 10 million yuan, a one-time subsidy equivalent to 3% of the fixed-asset investment will be granted following third-party certification. (8) For digital creative industry projects—such as smart cultural tourism, smart sports, digital scenic areas, digital cultural and sports venues, digital districts, and light show performances—invested in and constructed within our city, with annual operating revenues exceeding 3 million yuan or 5 million yuan, an annual operating subsidy of 150,000 yuan or 300,000 yuan, respectively, will be provided upon third-party verification, for a maximum of three consecutive years. For relevant local associations or organizations that participate in national or international esports competitions and win first, second, or third place (or gold, silver, or bronze medals), one-time rewards of 40,000 yuan, 20,000 yuan, and 10,000 yuan will be granted, respectively.For those who participate in provincial-level esports tournaments and win first, second, or third place (or gold, silver, or bronze medals), one-time rewards of 20,000 yuan, 10,000 yuan, and 5,000 yuan will be granted, respectively. (11) For animation exhibitions held in Huai’an, a subsidy of 20,000 yuan will be provided if the event is filed in advance, has an exhibition area of no less than 800 square meters, and lasts for at least 5 days. For literary and artistic works that have won national or provincial “Qunxing Awards,” original large-scale theatrical productions will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively, while other categories of original works will receive one-time grants of 50,000 yuan and 20,000 yuan, respectively. (13) For radio and television works (including films, TV series, radio dramas, TV documentaries, and TV animation) that have been filed with the Municipal Bureau of Culture, Tourism, and Sports, use Huaibei City as the primary filming location or main subject matter, and are fully funded by the production company, a one-time reward of up to 400,000 yuan will be granted to the production unit if the work is released in theaters or broadcast on national radio and television stations;For the above radio and television works that receive first, second, or third prizes in national awards (limited to government awards), the production company shall be granted one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. (14) Art troupes that conduct commercial performances in Grade A scenic areas within our city, with a minimum of 50 performances per year and a duration of no less than 60 minutes per performance, will be granted a one-time subsidy of 100,000 yuan. (15) For private capital investing in the construction of original large-scale live-action tourism performance projects in our city’s Grade A scenic areas, with fixed-asset investment (excluding land costs) of no less than 10 million yuan and a minimum of 100 public performances per year, a one-time subsidy of up to 1.5 million yuan will be provided, equivalent to 5% of the completed fixed-asset investment (excluding land costs). (16) Enterprises or social organizations in Huaibei that hold calligraphy and painting art exhibitions outside of Huaibei City shall, upon prior filing, be granted an exhibition subsidy of 10,000 yuan if the exhibition area exceeds 200 square meters, the duration exceeds 7 days, the number of exhibits exceeds 50, and the proportion of exhibits by members of provincial-level associations or higher exceeds 50%. (17) Local cultural, tourism, and sports industry entities organized by the Municipal Bureau of Culture, Tourism, and Sports to participate in national or provincial cultural, tourism, and sports industry exhibitions and other external exchange activities shall receive a one-time subsidy of 5,000 yuan or 3,000 yuan per event. (18) Newly established private brick-and-mortar bookstores that have been in normal operation for at least one year will receive a one-time subsidy based on their sales floor area: 10,000 yuan for those with a sales floor area of 80 square meters or more, 20,000 yuan for those with 120 square meters or more, and 30,000 yuan for those with 200 square meters or more. (19) Large state-owned and private publication enterprises are encouraged to expand their reading service facilities, increase service offerings, and upgrade to comprehensive cultural experience and consumption venues. (20) For projects receiving support from the Central Special Fund for Cultural Industry Development or the Provincial Special Fund for Building a Strong Cultural Province, the city will provide a 1:1 subsidy matching the amount of central and provincial support. IV. Relevant Requirements
1. All applicant entities must strictly comply with all financial management regulations. They must not engage in fraud or misrepresentation, nor may they use means such as false reporting or fraudulent claims to obtain fiscal funds. In case of violation, the Municipal Finance Bureau and the Municipal Bureau of Culture, Tourism, and Sports will recover the grant funds and handle the matter in accordance with the "Regulations on the Penalties for Fiscal Law Violations," the Huaibei City Joint Punishment System for Dishonest Conduct, and other relevant provisions.
2. All reviewing departments must carefully verify the application materials submitted by applicant entities, exercise strict oversight, and ensure the authenticity and validity of the materials. For those who fail to fulfill their review responsibilities, commit dereliction of duty, engage in fraud, or cause adverse effects due to major errors during the review process, the relevant responsible persons will be held strictly accountable based on the severity of the circumstances.
3. Where a single project or matter eligible under this policy also meets the criteria of other municipal support policies in our city, applications shall be made in accordance with the principle of selecting the higher amount without duplication.
4. These Implementation Rules shall take effect upon publication and shall be interpreted by the Municipal Bureau of Culture, Tourism, and Sports.
