Original Title: Notice Issued by the Office of the Fuyang Municipal People’s Government on Several Policies to Support Market Entities in Meeting Scale and Threshold Requirements

To encourage more market entities in our city to meet the criteria for inclusion in the statistical reporting system, continuously stimulate the vitality of market entities, and promote high-quality economic development across the city, the following policies are hereby formulated in light of actual conditions:

I. A reward of 100,000 yuan shall be granted to newly established industrial enterprises that commence production and meet the criteria for inclusion in the statistical reporting system. If, in the year following inclusion, the enterprise’s annual output value exceeds 50 million yuan with a growth rate of 50% or higher (including 50%), or if the annual output value exceeds 100 million yuan with a growth rate exceeding the citywide average by 10 percentage points or more (including 10 percentage points), an additional reward of 100,000 yuan shall be granted;Industrial enterprises that have been newly included in the statistical reporting system and have maintained their status for a full year, with an annual output value growth rate exceeding the citywide average, will receive a 50,000 yuan reward. Among these, enterprises meeting the above conditions with an annual output value exceeding 50 million yuan will receive an additional 50,000 yuan. Software and information technology service enterprises that are newly included in the statistical reporting system for the first time will receive a one-time reward of 240,000 yuan. II. For newly registered wholesale enterprises with annual sales exceeding 50 million yuan and retail enterprises with annual sales exceeding 6 million yuan, a one-time reward of 100,000 yuan will be granted if they remain in the registry for one year and their annual sales growth rate exceeds 1.2 times the citywide growth rate;Newly registered accommodation and catering enterprises with annual turnover exceeding 3 million yuan that remain in the registry for one year and achieve an annual turnover growth rate 1.2 times higher than the citywide average will receive one-time rewards of 50,000 yuan and 80,000 yuan, respectively.Enterprises in the wholesale, retail, accommodation, and catering sectors that have been listed in the database for three years, rank among the top 10 in the city for annual sales (or operating) revenue, and have growth rates exceeding the citywide average will be granted a one-time reward of 100,000 yuan; sample enterprises in the wholesale and retail sectors (below the designated size threshold) and in the accommodation and catering sectors that have been listed in the database for one year and have annual sales (or operating) revenue growth rates exceeding 1.3 times the citywide growth rate will be granted one-time rewards of 50,000 yuan and 30,000 yuan, respectively. III. A one-time reward of 50,000 yuan shall be granted to newly registered construction enterprises with an output value of 50 million yuan or more. (Responsible Unit: Municipal Bureau of Urban and Rural Construction)

IV. Service sector enterprises (excluding real estate development, finance, commerce, software, and information technology services) that meet the following criteria will receive a 50,000 yuan reward for their management teams: the enterprise has been upgraded to the statistical reporting threshold for the first time, has remained in the statistical database for a full year, demonstrates sound operations and stable development, and achieved operating revenue growth exceeding the citywide average or reaching 20% or higher during the reporting period.Additionally, to encourage new enterprises to meet the scale criteria, enterprises that commenced operations (or were established) between October of the previous year and the date they met the scale criteria, and have remained in the statistical database for a full year, shall be granted a reward of 80,000 yuan to their management team. This policy applies to market entities registered within the municipal jurisdiction that pay taxes in accordance with the law, fulfill their statistical obligations, meet the standards for basic statistical work, and submit statistical reports on time. Market entities involved in major acts of dishonesty, major safety accidents, environmental pollution incidents, or other liability incidents, as well as industrial projects classified as restricted or phased-out under the National Industrial Development Catalog, are excluded from support. This policy implements a "no-application required" or "time-limited" benefit mechanism. The funding for incentives and subsidies will be shared on a 1:1 basis by the municipal government and the county-level governments, Fuyang Economic and Technological Development Zone, and Fuhe Industrial Park. (Responsible Units: Municipal Bureau of Data Resources, Municipal Finance Bureau, county-level governments, and the management committees of Fuyang Economic and Technological Development Zone and Fuhe Industrial Park, each responsible according to their respective duties)

The enterprises eligible for support under this policy, as determined by meeting the scale and revenue thresholds, shall be calculated starting from January 1, 2023.

CC: All departments of the Municipal Party Committee, the Office of the Municipal People’s Congress Standing Committee, the Office of the Municipal Committee of the Chinese People’s Political Consultative Conference, the Municipal Commission for Discipline Inspection,

the Municipal Intermediate People’s Court, the Municipal People’s Procuratorate, and the Fuyang Military Sub-district.

Municipal committees of all democratic parties, Municipal Federation of Industry and Commerce, all mass organizations, and all units of central and provincial authorities stationed in Fuyang.
