Chapter I General Provisions
Article 1 These policies are formulated to thoroughly implement the strategy of strengthening the district through quality, to support the advancement of high-quality economic and social development in our district, and to comprehensively enhance capabilities in quality management, certification and accreditation, standards, metrology, and brand building, in accordance with the actual conditions of our district.
Article 2 Applications for funding and subsidies shall be accepted by the District Market Supervision and Administration Bureau (Intellectual Property Bureau). Entities and individuals applying for funding and subsidies shall complete the application procedures by presenting the original copies of relevant approval documents and supporting materials obtained in the previous year. Applications submitted after the deadline shall be deemed voluntarily waived and will no longer be accepted.
Article 3 Upon acceptance of an application for funding and incentives, the District Market Supervision Bureau, in conjunction with relevant functional departments, shall review the application materials, and the District Audit Bureau shall supervise the review results. The review results shall be submitted to the District Government for deliberation and approval before disbursement.
Chapter II Eligibility Criteria
Article 4 To apply for subsidies and incentives, the following conditions must be met:
(1) Market entities, research institutes, social organizations, industrial parks, enterprises, and individuals registered in Yingzhou District and paying taxes in accordance with the law;
(2) Actively fulfill social responsibilities and maintain a good record of integrity and social reputation. There must be no major incidents related to quality, environmental pollution, workplace safety, or public health within the past three years; no records of non-compliance in district-level or higher supervisory spot checks (inspections) regarding product or engineering quality; no major complaints regarding services; no other serious records of illegal or non-compliant conduct (as defined by relevant departments); and the legal representative must have no criminal record;
(3) Application materials must be truthful, accurate, and reliable. Any entity found to have fraudulently obtained funding through falsification or other means will have the full amount of funding recovered; in serious cases, the relevant entities and individuals will be held legally accountable, and they will be barred from applying for district-level quality improvement support policies for a period of five years.
Chapter 3: Content and Standards of Funding and Incentives
Article 5 Support for Quality and Brand Development. Units awarded the China Quality Award, the Anhui Provincial Government Quality Award, and the Fuyang Municipal Government Quality Award shall receive one-time rewards of 1 million yuan, 500,000 yuan, and 200,000 yuan, respectively. Units receiving the China Quality Award Nomination, the Anhui Provincial Government Quality Award Nomination, and the Fuyang Municipal Government Quality Award Nomination shall receive one-time rewards of 500,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.Organizations designated for the first time as provincial “Wanmei Brand” model enterprises or awarded the “Food Safety Anhui” brand shall each receive a reward of 50,000 yuan.
Article 6 Support for Defective Product Recalls. Support shall be provided to entities voluntarily conducting defective product recalls. For entities that proactively implement recalls under the supervision of the Market Supervision Bureau and publish announcements on provincial-level or higher recall websites, the District Market Supervision Bureau shall verify the value of the recalled products (10,000 yuan or more, inclusive) and provide a subsidy at a rate of 10 percent, with a maximum annual subsidy of 20,000 yuan per enterprise.
Article 7 Support for Quality Management System Certification. For entities obtaining ISO 9001 quality management system certification for the first time, a one-time subsidy covering the certification costs (not exceeding 10,000 yuan) shall be provided. For entities obtaining other quality management system certifications for the first time (such as quality management system certifications for the construction industry or the automotive industry, provided they are recognized in the certification administrative supervision system database of the State Administration for Market Regulation), a one-time subsidy covering 50% of the certification costs (not exceeding 10,000 yuan) shall be provided.For enterprises applying for the first time to establish and obtain AAA, AA, or A-level measurement management system certification, one-time subsidies of 100,000 yuan, 50,000 yuan, and 30,000 yuan, respectively, shall be provided.
Article 8 Support for Standard Development.For entities that take the lead (ranked first) in formulating and successfully obtaining approval for “International Standards,” “National Standards,” “Industry Standards,” “Provincial Local Standards,” or “Group Standards,” a one-time reward of 500,000 yuan, 300,000 yuan, 200,000 yuan, 100,000 yuan, or 50,000 yuan, respectively, shall be granted for each standard. For entities that take the lead (ranked first) in formulating and successfully obtaining approval for “Fuyang Municipal Local Standards,” a one-time reward of 30,000 yuan shall be granted for each standard.
For entities participating in the formulation of “International Standards,” “National Standards,” “Industry Standards,” “Anhui Provincial or Fuyang Municipal Local Standards,” or “Group Standards” as the second or third-ranked contributor, rewards shall be granted at 50% and 30% of the first-ranked contributor’s reward standard, respectively.
For those who lead the revision (ranked first) and successfully obtain certification for “International Standards,” “National Standards,” “Industry Standards,” “Provincial Local Standards,” or “Group Standards,” one-time rewards of 200,000 yuan, 150,000 yuan, 100,000 yuan, 50,000 yuan, and 10,000 yuan, respectively, will be granted for each project.
Article 9: Support for the Establishment of Inspection and Testing Institutions.The establishment of inspection and testing institutions by social entities is encouraged and supported. For inspection and testing institutions registered and established in our district during the previous year that have obtained the corresponding qualifications, a one-time subsidy of 100,000 yuan shall be granted if the total equipment investment is between 2 million yuan and 5 million yuan; a one-time subsidy of 200,000 yuan shall be granted if the total equipment investment exceeds 5 million yuan. Inspection and testing institutions that have achieved mutual recognition with one or more international testing and certification laboratories shall be granted a one-time subsidy of 150,000 yuan.
Article 10 Support for the Construction of Industrial Metrology Testing Centers. Technical institutions and enterprises (entities) that pass the provincial-level acceptance inspection for industrial metrology testing centers shall be granted a one-time reward of 300,000 yuan. Those approved for joint construction (or confirmation) projects of metrology technical specifications in the Yangtze River Delta region (“Shanghai, Jiangsu, Zhejiang, and Anhui”) shall be granted a one-time reward of 200,000 yuan. Those establishing national-level or provincial-level highest metrology standard verification projects shall be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively.
Article 11 Support for “one-stop” quality infrastructure services. A one-time reward of 50,000 yuan shall be granted to entities that establish “one-stop” quality infrastructure service stations, participate in “one-stop” quality infrastructure services, leverage their service strengths in standards, metrology, certification, inspection and testing, brand enhancement, and intellectual property, and achieve tangible results. A one-time reward of 50,000 yuan shall be granted to entities that lead or participate in scientific research projects in the field of quality infrastructure technology innovation at the district level or above.
Chapter IV Supplementary Provisions
Article 12 This policy shall not be enjoyed concurrently with other district-level fiscal policies. Where district-level fiscal reward policies of the same category conflict with this policy, this policy shall prevail. The total amount of rewards for a single enterprise shall not exceed its total fiscal contribution to the district for the current year.
Article 13 The District Market Supervision Bureau is responsible for interpreting this policy. This policy shall take effect on January 1, 2023, and shall remain valid for two years.
