To optimize the structure of the willow wood cultural industry, achieve a doubling of output value and enhanced efficiency, and promote high-quality economic development throughout the county, in accordance with the *Regulations on the Procedures for Major Administrative Decisions in Anhui Province* and the *Opinions of the CPC Anhui Provincial Committee and the People’s Government of Anhui Province on Promoting the Improvement of Quality, Expansion of Scale, and Enhancement of Efficiency of Market Entities* (Wan Fa [2022] No. 9)and the "Fuyang City Guidelines for Investment Promotion of Major Projects (2023 Edition)" (Fuyang Government Office [2023] No. 3), and in light of the actual conditions in Funan County, the following policies are hereby formulated.
I. Scope of Application
1. Projects involving new fixed-asset investments of 150 million yuan or more by newly introduced or local enterprises shall be implemented in accordance with the “Several Policies of Funan County on Further Strengthening Investment Promotion for Key Industrial Projects.”
2. Newly introduced projects and new fixed-asset investment projects by local enterprises with an investment of less than 150 million yuan, where the projected annual economic contribution reaches 100,000 yuan per mu or 150 yuan per square meter, shall in principle be located in townships (excluding cases involving the revitalization of existing enterprises in the Economic Development Zone or the leasing of factory premises within the Economic Development Zone).
3. Investment projects must have their business registration, enterprise filing, tax registration, and accounting conducted entirely within Funan County and must possess independent legal person status.
4. The willow wood cultural industry refers to enterprises engaged in the production and processing of products such as willow-woven crafts, wooden crafts, new material products (made from woven materials such as grass, bamboo, rattan, cloth, paper, and crop straw fibers), outdoor leisure furniture, and high-end willow wood furniture.
II. Support and Incentive Policies
(I) Project Attraction Incentives
1. Newly attracted projects with annual invoiced sales revenue of 50 million to 100 million yuan (exclusive), 100 million to 300 million yuan (exclusive), 300 million to 500 million yuan (exclusive), 500 million to 1 billion yuan (exclusive), or over 1 billion yuan will be granted one-time subsidies of 100,000 yuan, 200,000 yuan, 500,000 yuan, 1 million yuan, and 3 million yuan, respectively.
2. For new construction projects leasing factory space in the development zone, if the annual economic contribution reaches 200 yuan per square meter and annual invoiced sales revenue reaches 20 million yuan, financial support will be provided at a rate of 10 yuan per square meter per month in the first year, 7 yuan per square meter per month in the second year, and 7 yuan per square meter per month in the third year.New projects leasing factory space in townships that achieve an annual economic contribution of 150 yuan per square meter and annual invoiced sales revenue of 20 million yuan will receive financial support of 7 yuan per square meter per month in the first year, 5 yuan per square meter per month in the second year, and 5 yuan per square meter per month in the third year.
Factory rental subsidies follow a "pay first, reimburse later" principle (not exceeding the actual rent paid by the enterprise) and are provided for three consecutive years.
(2) Rewards for Meeting Scale and Upgrading
3. Local enterprises entering the scale for the first time will receive a one-time reward of 50,000 yuan. For the enterprise’s preliminary expenses (preparation of project approval or filing reports, environmental impact assessment reports, energy conservation assessment reports, geological exploration, and planning design documents), a 50% subsidy will be provided upon presentation of valid and legal documentation, with a maximum of 200,000 yuan per enterprise.
4. For enterprises above the scale with annual invoiced sales revenue growth rates of 30% to 60% (exclusive), 60% to 100% (exclusive), and over 100%, rewards will be granted at rates of 1%, 1.5%, and 2% of the incremental portion, respectively, with a maximum of 3 million yuan.
5. Existing enterprises above designated size that implement technological upgrades and purchase new production equipment valued at 500,000 yuan or more shall receive a subsidy equivalent to 15% of the actual investment in the new production equipment, with a maximum of 500,000 yuan per enterprise.
(III) Financial and Credit Support
6. Enterprises with high technological content and promising market prospects will be prioritized for referral to financial institutions. For enterprises above designated size with an A-grade tax credit rating that apply for loans of 3 million yuan or more from financial institutions—provided the loan funds are used for production—a 50% interest subsidy will be provided based on the actual loan interest, with an annual maximum of 500,000 yuan per enterprise.
(IV) Operating Cost Subsidies
7. For fumigation, inspection, and quarantine fees incurred by enterprises, a subsidy equal to 50% of the invoice amount will be provided, with a maximum of 50,000 yuan per enterprise.
(V) Brand Development Incentives
8. County-based willow weaving artisans newly designated as county-level, municipal-level, provincial-level, or national-level Intangible Cultural Heritage inheritors of willow weaving, or as senior craft artists, shall receive one-time rewards of 2,000 yuan, 10,000 yuan, 30,000 yuan, and 100,000 yuan, respectively. Those who win first prize at the county, municipal, or provincial level, or receive national honors in various competitions or for product R&D, shall receive one-time rewards of 2,000 yuan, 10,000 yuan, 30,000 yuan, and 100,000 yuan, respectively.
9. Instructors conducting willow weaving training courses within the county, as uniformly arranged by the Office of the County Willow Wood Cultural Industry Chain Leading Group, shall receive a subsidy of 300 yuan per class hour (covering both training and material costs); enterprise employees who enroll in willow weaving vocational training programs and obtain a diploma shall receive a 50% tuition subsidy.
10. Business associations and chambers of commerce that organize and host large-scale willow weaving events or competitions will receive a one-time grant of 100,000 yuan per event; master workshops that have made outstanding contributions to the development of the willow wood culture industry will receive an annual grant of 100,000 yuan upon certification.
(VI) Market Development Incentives
11. For enterprises participating in exhibitions organized or recommended by the county (including proxy participation), a subsidy of 10,000 yuan, 20,000 yuan, or 30,000 yuan will be provided per exhibition based on municipal, provincial, or national levels, respectively. (This provision cannot be claimed in conjunction with export-oriented economic policies.)
12. For county-based trading enterprises (including e-commerce trading enterprises) that procure Liuwood cultural products locally, a subsidy of 1% of the annual cumulative actual procurement amount will be provided if the total reaches 20 million yuan or more, with a maximum of 500,000 yuan per enterprise.
III. Supplementary Provisions
1. This policy cannot be enjoyed concurrently with similar county-level fiscal policies. It may be enjoyed concurrently with other national, provincial, and municipal investment attraction and promotion policies; however, if higher-level policies require county-level matching funds, such funds shall not be duplicated. If a single project qualifies for multiple awards or subsidies, the highest amount shall be disbursed. Support funds shall be used exclusively for the investor’s project construction in Funan and may not be diverted for other purposes.
2. Enterprises applying for incentives must have no history of violations or irregularities in credit, customs, environmental protection, or work safety. If an enterprise submits false materials to fraudulently obtain incentive funds, the funds must be returned upon discovery, and the enterprise will be placed on a credit blacklist, barred from applying for any incentives for five years. Additionally, relevant personnel of the enterprise will be held accountable.
3. Support policies not specified in this document shall be implemented in accordance with existing policies already issued by the county government. In the event of significant adjustments to relevant national, provincial, or municipal policies, the revised policies shall prevail.
4. The Office of the County Willow Wood Cultural Industry Chain Leading Group is responsible for interpreting this policy, which shall take effect from the date of issuance.
