To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, fully carry out the decisions and arrangements of the Municipal Party Committee and Municipal Government, and better promote high-quality economic development in our city, this policy is formulated in light of actual conditions.

I. Encouraging Scientific and Technological Innovation and R&D

1. Support for the Establishment of R&D Institutions. Support will be provided for the establishment of national-level industrial innovation centers, technology innovation centers, manufacturing innovation centers, engineering research centers, and enterprise technology centers. A 1:1 matching subsidy will be provided based on the funds allocated by the state.Newly recognized provincial-level innovation centers, provincial engineering research centers, and similar entities will receive a one-time subsidy of 500,000 yuan. Eligible new R&D institutions will receive annual funding support of up to 20 million yuan, with a cumulative total not exceeding 100 million yuan; major projects may be supported on a case-by-case basis.

2. Incentives to Increase R&D Investment. A selection of projects targeting breakthroughs in major key core technologies will be identified. Through methods such as “targeted commissioning” and “open challenges,” subsidies of up to 10 million yuan will be provided in accordance with the law. Through “competitive selection” and similar mechanisms, support ranging from 300,000 to 2 million yuan will be provided for projects addressing bottlenecks in common industrial technologies.For eligible small and medium-sized science and technology enterprises included in the provincial database, provide subsidies ranging from 100,000 to 500,000 yuan based on 10% of R&D expenses that qualify for additional tax deductions. For enterprises undertaking national science and technology plan projects, provide matching subsidies of up to 5 million yuan per project based on 20% of the actual funds disbursed by the state. For projects selected for provincial major science and technology special projects, provide 1:1 matching subsidies based on the actual funds disbursed under provincial science and technology innovation policies.For high-tech enterprises that purchase product R&D liability insurance, a tiered subsidy of 10% to 50% of the actual premium will be provided, up to a maximum of 300,000 yuan.

3. Promoting the Commercialization of Scientific and Technological Achievements. For the construction of pilot-scale platforms (bases), a subsidy of up to 5 million yuan will be provided, equivalent to 30% of the actual investment; for the operation of proof-of-concept centers and pilot-scale platforms (bases), a subsidy of up to 1 million yuan will be provided, equivalent to 30% of their annual service revenue.For technology transfer agencies and technology managers providing technology achievement transaction services that result in commercialization within our city, rewards of up to 1 million yuan and 300,000 yuan, respectively, will be granted based on 1% of the actual transaction value of the technology contract.For universities and research institutes that transfer applied scientific and technological achievements, or for enterprises that adopt and locally commercialize such technologies—provided such transactions are certified and registered by a technology contract registration authority—universities and research institutes will receive a reward of up to 1.5 million yuan, not exceeding 15% of the actual transaction value of the technology contract. Enterprises will receive a reward of up to 1.5 million yuan, equivalent to 15% of the actual transaction value, for individual achievements with a transaction and actual payment amount of 1 million yuan or more.For enterprises that have been certified and registered and have an annual cumulative registered amount of 10 million yuan or more, a tiered reward of up to 300,000 yuan will be granted based on 1% of the actual transaction value of the technology contract.

4. Support for the Application of Scientific and Technological Innovation. For eligible demonstration application projects involving new technologies, new products, and new business models, tiered rewards of up to 5 million yuan will be granted, not exceeding 30% of the investment amount. For newly added provincial-level “first-of-a-kind” products (including the first unit, first batch, and first version), tiered rewards of up to 2 million yuan will be granted to the development and application units based on the unit price (value) of the product.In accordance with the law, support the leading application of “Three New” and “Three First” products in fields such as engineering construction and government procurement. Encourage financial institutions and other entities to collaborate with science and technology innovation platforms to develop or implement science and technology innovation financial application projects. For science and technology innovation financial products with financing amounts exceeding 1 billion yuan and serving more than 100 enterprises, tiered rewards of up to 500,000 yuan will be granted based on 0.05% of the actual loan disbursement amount.

II. Continuously Expanding Effective Investment

5. Promote enterprise transformation and upgrading. For technical renovation projects of industrial enterprises above designated size with investments of 5 million yuan or more, a subsidy of up to 20 million yuan will be provided, equivalent to 15% of the investment in production equipment. For industrial enterprises implementing green and low-carbon transformation and upgrading projects—such as energy conservation and carbon reduction, clean production, and resource recycling—rewards of up to 3 million yuan will be granted in tiers based on investment amounts, energy savings, and water conservation.For projects by industrial and construction enterprises accelerating digital, networked, and intelligent transformation and upgrading, a subsidy of up to 2 million yuan will be provided, based on 20% of the investment amount.New civilian buildings that meet the standards for ultra-low energy consumption buildings, near-zero energy consumption buildings, or three-star green buildings will be eligible for tiered rewards of up to 3 million yuan. For energy-saving retrofits of existing buildings with a floor area of 5,000 square meters or more that achieve an energy savings rate of 20% or higher after renovation, tiered rewards of up to 1.5 million yuan will be provided. Support will be provided for military-civilian integration projects, with tiered rewards of up to 1 million yuan.

6. Accelerate the development of modern agriculture. For leading agricultural industrialization enterprises at the municipal level or above, if the enterprise maintains output value growth and the proportion of rural residents in its workforce exceeds 30%, a reward of up to 5 million yuan will be granted based on the growth of the enterprise’s economic indicators for the year; management teams will receive tiered rewards of up to 2 million yuan when annual operating revenue first exceeds 500 million yuan, 1 billion yuan, 3 billion yuan, 5 billion yuan, or 10 billion yuan.For pre-packaged meal enterprises with an annual processing output value of 5 million yuan or more, tiered rewards of up to 5 million yuan will be granted based on the growth of the enterprise’s economic indicators for the year. For business entities that construct or expand forestry industry bases to meet specified standards and maintain output value growth, subsidies ranging from 200,000 yuan to 1 million yuan will be provided.For grain production modernization projects with an investment of 1 million yuan or more, as well as grain storage and procurement enterprises undertaking renovations to reduce grain loss and waste, a subsidy of up to 1 million yuan will be provided, equivalent to 20% of the investment amount.

7. Promote the development of the cultural, tourism, and sports industries. For cultural and creative parks that see an increase in the number of registered enterprises and maintain positive growth in operating revenue, the park operator will be awarded a maximum of 500,000 yuan, tiered according to the growth of economic indicators among the enterprises within the park. For newly constructed or renovated cultural venues and sports parks (venues) with private capital investments of 2 million yuan or more, a subsidy of up to 2 million yuan, equivalent to 20% of the investment amount, will be provided.Municipal-level pilot demonstration units for the transformation and upgrading of rural homestays that carry out transformation and upgrading in accordance with regulations and meet the provincial leisure tourism demonstration pilot evaluation standards will be granted a one-time subsidy of 200,000 yuan. Newly rated homestays at Grade C or above, and self-driving and RV campsites rated 3C or above, will be granted tiered one-time construction awards and subsidies of up to 1 million yuan.Tourist attractions newly upgraded to National 5A, 4A, or 3A status will receive one-time construction grants of 5 million yuan, 500,000 yuan, and 300,000 yuan, respectively. Television dramas, documentaries, and animated films that premiere on relevant central government channels or are recognized as outstanding projects at the national or provincial level will receive a reward of up to 1 million yuan.

III. Effectively Stimulating Consumption and Circulation

8. Comprehensively Expand Consumer Demand. For “China’s First Store” and “Anhui’s First Store” locations newly opened in the current year, investment entities will receive tiered rewards of up to 200,000–500,000 yuan based on evaluation results covering brand influence, investment, and operating revenue. Municipal-level and above specialty commercial districts will undergo operational evaluations covering investment, enterprise cultivation, and brand attraction, with rewards of up to 400,000 yuan granted based on operational performance.Management teams of commercial buildings with outstanding operational and service capabilities will receive a reward of up to 200,000 yuan based on the growth of their economic indicators. For sales companies newly established in Hefei by manufacturing enterprises, those achieving annual retail sales of 50 million yuan or more will receive tiered rewards of up to 5 million yuan. For accommodation and catering enterprises with annual turnover exceeding 30 million yuan and a growth rate higher than the citywide average, tiered rewards of up to 300,000 yuan will be provided.Urban reading spaces will receive subsidies of up to 100,000 yuan based on their evaluation grades. Private cultural and artistic troupes will be evaluated on the number of performances, original productions, and talent development, with rewards of up to 100,000 yuan awarded on a per-item basis.For professional sports clubs participating in national leagues, or for private entities hosting national-level or higher single-sport events or large-scale national mass sports events, subsidies ranging from 500,000 to 1 million yuan will be provided to the clubs and organizing entities based on the number of matches played and event costs; for hosting provincial-level sports events, organizing entities will receive a subsidy of up to 500,000 yuan, not exceeding 30% of the event costs.

9. Improve the modern circulation system. Provide “case-by-case” financial support to comprehensive logistics platforms. For the construction of logistics information platforms with a total investment of 5 million yuan or more, a subsidy of up to 2 million yuan will be provided, equivalent to 15% of the investment amount.Support the development of inland ports, aviation hubs, and water transport ports. For enterprises investing 5 million yuan or more in the construction (or acquisition) and renovation of cold storage facilities, cold chain logistics vehicles, and terminal refrigeration equipment, a subsidy of up to 5 million yuan will be provided, equivalent to 30% of the investment amount. For 4A-rated or higher logistics enterprises, four-star or higher cold chain logistics enterprises, and 5A-rated network freight enterprises with annual operating revenue exceeding 300 million yuan, a reward of up to 500,000 yuan will be granted in the year of approval.For investments of 3 million yuan or more in intelligent express sorting equipment, enterprises will receive subsidies of up to 1 million yuan, tiered according to the investment amount. Enterprises that use biodegradable, recyclable, or reusable low-carbon eco-friendly express packaging materials and packaging waste collection bins will receive a subsidy of up to 250,000 yuan, equivalent to 30% of the actual procurement cost of the materials used.Support the "Express Delivery to Rural Villages" initiative by providing operational subsidies of up to 500,000 yuan to eligible public express sorting centers and comprehensive express service stations.

10. Support enterprises in expanding their markets. Support the organization of national touring exhibitions and international or national exhibitions, providing exhibition organizers with a subsidy of 300,000 yuan per 10,000 square meters of exhibition space, up to a maximum of 3 million yuan. Support the organization of specialized exhibitions for the city’s key industrial chains and strategic emerging industries, providing exhibition organizers with a subsidy of 200,000 yuan per 10,000 square meters, up to a maximum of 2 million yuan.Support will be provided for consumer exhibitions with a single-event scale of 20,000 square meters or more, with exhibition organizers receiving a subsidy of 100,000 yuan per 10,000 square meters, up to a maximum of 600,000 yuan. For enterprises engaging in overseas investment or overseas engineering contracting, a reward of up to 700,000 yuan will be granted based on the actual investment amount (or completed turnover). Enterprises hosting major cultural and tourism events in our city that are international, national, or have significant offline influence (excluding government-invested projects) will receive a subsidy of 200,000 to 500,000 yuan upon passing the evaluation.

11. Strengthen efforts to attract foreign investment. Enterprises with annual actual utilized foreign capital reaching US$5 million will be granted a tiered reward of up to 10 million yuan, calculated at 1% of the actual utilized foreign capital.A one-time reward of 500,000 yuan will be granted to overseas Fortune 500 companies that establish a legal entity in our city for the first time and commence actual operations. Service outsourcing enterprises with onshore execution volumes exceeding 35 million USD and offshore execution volumes exceeding 10 million USD, and with a growth rate exceeding 20%, will be granted tiered rewards of up to 400,000 yuan.

IV. Strengthening Financing Support

12. Incentives to Expand Financing Scale. Expand the scope and scale of support for “Government-Credit” products, raising the annual loan limit for enterprises applying for “Government-Credit” products from 10 million yuan to 20 million yuan. The loan limit for enterprises in the city’s key industrial chains applying for “Government-Credit” products will be increased to 100 million yuan. For guaranteed loans disbursed by partner financial institutions through “Government-Credit” products, guarantee institutions will receive risk compensation of up to 70%; for unsecured loans disbursed, banks will receive risk compensation of up to 80%.

13. Reduce corporate financing costs. For cooperative guarantee institutions offering guaranteed loans under the “Government-backed Credit” products that lower their premium rates charged to enterprises to no more than 0.5%, a premium subsidy of 1% will be provided to such institutions.Eligible high-quality small and micro industrial enterprises, national science and technology-based small and medium-sized enterprises, small and micro cultural and tourism enterprises, small and micro construction enterprises, and agricultural business entities that obtain loans of one year or longer (including one year) and up to 20 million yuan through the “Government Credit” product will receive an interest subsidy of 50%, up to a maximum of 500,000 yuan. Enterprises in the city’s key industrial chains that obtain loans of one year or longer through the “Government Credit” product will receive an interest subsidy of 50%, up to a maximum of 2 million yuan.For enterprises and public institutions engaging in intellectual property pledge financing, a subsidy of up to 200,000 yuan will be provided for interest and appraisal fees, calculated at 1% of the registered pledge amount.

14. Encourage enterprises to raise capital through public listings. Enterprises that complete shareholding restructuring, register for guidance with the Anhui Securities Regulatory Bureau, or have their listing application accepted by a securities exchange will receive rewards of 500,000 yuan, 1 million yuan, and 2 million yuan, respectively. An additional 500,000 yuan will be awarded if the enterprise’s application for listing on the STAR Market is accepted. Enterprises that list directly on major overseas securities exchanges will receive a one-time reward of 2 million yuan after listing; enterprises listing in multiple overseas locations or on multiple occasions will be eligible for this subsidy only once.Enterprises that complete listing on the National Equities Exchange and Quotations (NEEQ) or enter the NEEQ “Innovation Tier” will receive a 500,000 yuan reward. Listed companies from outside the province and pre-IPO enterprises that relocate to our city will receive one-time rewards of 3 million yuan and 1 million yuan, respectively. For pre-IPO enterprises that sign listing guidance agreements with underwriters during the policy’s validity period, 50% of the interest expenses on working capital loans actually incurred prior to a successful listing will be subsidized annually, up to a maximum of 500,000 yuan, with the cumulative subsidy period not exceeding two years.

V. Supporting Enterprises to Grow Larger and Stronger

15. Promote the accelerated development of leading enterprises. A reward of 100,000 yuan will be granted to enterprises newly recognized as National High-Tech Enterprises, and all relevant national tax preferential policies will be implemented. For newly designated “Lighthouse Factories,” National Single-Champion Enterprises, National Specialized, Refined, Unique, and Innovative “Little Giants,” and Provincial Specialized, Refined, Unique, and Innovative Champion Enterprises, rewards of up to 3 million yuan, 1.5 million yuan, and 1 million yuan, respectively, will be granted based on 50% of the portion by which their economic indicators for the year exceed the citywide average growth rate.Provide a one-time reward of 100,000 yuan to enterprises newly recognized as provincial-level big data enterprises.

16. Encourage accelerated upgrading to meet statistical reporting standards. Enterprises achieving this status for the first time will receive a 200,000 yuan reward for their management team. Legal entities above the reporting threshold that meet statistical reporting requirements in the current year and whose year-on-year sales growth rate and operating profit margin are no lower than the city-wide industry average will receive a 100,000 yuan reward. Construction enterprises meeting statistical reporting requirements in the current year with main business revenue of 10 million yuan or more, or 50 million yuan or more, will receive 100,000 yuan and 200,000 yuan, respectively.

17. Incentives for enterprises to expand their scale. For industrial and construction enterprises whose main business revenue exceeds 1 billion, 3 billion, 5 billion, 8 billion, 10 billion, or 20 billion yuan for the first time, and whose operating profit margin is no lower than the citywide industry average, the enterprise management team will receive tiered rewards of up to 2 million yuan. For revenue exceeding 20 billion yuan, an additional 1 million yuan will be awarded for every 10 billion yuan increment.For service sector enterprises (excluding real estate development, finance, and commerce enterprises) whose operating revenue first reaches 300 million yuan or more with a growth rate exceeding 20%, and which are included in the statistical reporting system on schedule, the enterprise management team will be granted tiered rewards of up to 1.2 million yuan. For retail and wholesale enterprises whose annual sales first reach 500 million yuan or 1 billion yuan, and whose operating profit margin and growth rate are not lower than the citywide industry average, the enterprise will be granted tiered rewards of up to 1 million yuan.For e-commerce enterprises above the designated scale with annual online retail sales exceeding 300 million yuan, a reward of up to 800,000 yuan will be granted based on the incremental portion of online retail sales. Leading enterprises in the city’s key industries may receive support through a “case-by-case” approach.

VI. Optimizing the Business Development Environment

18. Enhance the service level of industrial parks. Conduct annual comprehensive evaluations of municipal-level major emerging industry bases and provide tiered rewards of up to 50 million yuan to no more than 50% of the total number of bases. For newly approved municipal-level or higher service industry clusters that have aggregated more than 30 high-end service enterprises (such as testing and inspection, accounting and auditing, and law firms), with total operating revenue exceeding 300 million yuan and maintaining positive growth, a one-time reward of 500,000 yuan will be granted in the year of approval.Municipal-level and higher service industry clusters, as well as provincial and municipal big data industrial parks, will undergo operational evaluations based on factors such as the number of clustered enterprises and revenue growth, with tiered rewards of up to 500,000 yuan. Municipal-level and higher demonstration bases for the entrepreneurship and innovation of small and micro enterprises that receive excellent ratings in evaluations will be awarded up to 200,000 yuan.

19. Optimize the supply of public services. Provide free energy-saving diagnostic services to enterprises. For enterprises purchasing industrial design services, provide a subsidy of 20% of the cost, up to 200,000 yuan. Provide the Hefei Data Element Circulation Platform with an operational subsidy of up to 1 million yuan based on annual operational performance, and award data suppliers up to 300,000 yuan based on the platform’s data transaction volume.For testing and inspection institutions serving the development of the city’s key industries, those achieving revenue growth of 5% or more will be granted tiered rewards of up to 5 million yuan based on 20% of their annual investment. Support will be provided for the construction of traceability systems for key products; enterprises will undergo comprehensive evaluations based on metrics such as the proportion of fully traceable products sold, with tiered rewards ranging from 100,000 to 500,000 yuan.

20. Strengthen intellectual property protection. Entities that successfully defend their intellectual property rights in court will receive subsidies for litigation and agency fees of up to 100,000 yuan per case and up to 300,000 yuan per enterprise. For Hefei patent-intensive products cultivated during the current year, enterprises will receive a reward of up to 100,000 yuan, calculated at a standard of 50,000 yuan per item. Enterprises that acquire patents or integrated circuit layout designs from universities, research institutes, or other enterprises that align with the city’s technological and industrial development will receive a reward of up to 60,000 yuan.Rewards ranging from 50,000 to 5 million yuan will be provided for the cultivation of high-value patents, funding for high-quality patents, patent navigation projects, certification of intellectual property management standards, intellectual property services and transfer/commercialization, national intellectual property demonstration projects, and intellectual property finance, respectively.

Funding for investment subsidies, economic indicator growth incentives, and rewards for newly added enterprises above designated scale (or above the threshold) under this policy shall be shared on a 1:1 basis between the municipal and county (city), district, and development zone finances. Various special policies and this policy shall be implemented in accordance with the principle of selecting the higher amount without duplication. Relevant policy provisions are linked to the results of enterprises’ per-mu economic efficiency evaluations. Enterprises with poor credit records, as well as real estate development projects and projects in industries restricted or phased out under the National Industrial Development Catalog, are excluded from the scope of support under this policy.

This policy shall take effect on January 1, 2023, and remain valid for two years. The Municipal Finance Bureau, in conjunction with relevant municipal departments, shall be responsible for its interpretation. Each policy-implementing department shall formulate detailed implementation rules, ensure effective policy publicity, and expedite the disbursement of funds.This policy and the implementation rules of all departments shall be published exclusively through the Municipal Industrial Policy Integrated Service Platform (website: https://hfcyzc.hfceloan.com), and applications shall be submitted online. Should new regulations be issued by the central or provincial governments, such regulations shall take precedence.
