Original Title: Notice of the Office of the Huangshan Municipal People’s Government on Issuing Several Policies to Support the Development of the Software and Information Technology Services Industry in Huangshan
To thoroughly implement the national software development strategy, fully carry out the requirements for high-quality development of the software industry in Anhui Province, promote the large-scale, specialized, and distinctive development of our city’s software and information technology services industry, and support the construction of the Huangshan Software Park, the following policies have been formulated in light of our city’s actual conditions.

I. Scope of Support

Software and information technology service enterprises (hereinafter referred to as “software enterprises”), as well as enterprises, universities, research institutes, and specialized organizations that support the development of the city’s software and information technology service industry (hereinafter referred to as the “software industry”).

II. Support Mechanisms

The Municipal Government has established the Huangshan City Special Fund for Promoting Software Industry Development (hereinafter referred to as the “Special Fund”). The Special Fund adheres to the principles of competitive application, budgetary management, and total volume control. It primarily employs methods such as rent reductions and ex-post grants and subsidies to support entrepreneurship, innovation, and accelerated development within the software industry.

III. Support Provisions

(1) Support for Industrial Clustering

1. Support for Rent Reductions. Software enterprises newly entering the Huangshan Software Park shall be exempt from rent for the first three years of their lease, effective from the date of entry. Start-up micro and small software enterprises may move directly into the Huangshan Software Park’s co-working space upon approval. Software enterprises leasing space within the Huangshan Software Park to build corporate showrooms shall have their venue rent halved for the first three years.(Specific implementation measures for this provision shall be formulated by the Management Committee of the Huangshan Modern Service Industry Park)

2. Encouraging Entrepreneurship and Innovation. Start-up micro and small software enterprises based in the Huangshan Software Park’s co-working space may apply for financial support from the Huangshan Software Park’s entrepreneurship and innovation project fund for self-developed software industry projects. Projects deemed to have good market prospects and high promotional value following an organizational review will be eligible for a subsidy of 50,000 yuan per project.

3. Support for Platform Development. The establishment of national or provincial-level key laboratories for the software industry within the Huangshan Software Park will be supported on a case-by-case basis. Enterprises, universities, and research institutions that establish software industry R&D organizations within the Huangshan Software Park and are recognized as provincial-level new R&D institutions will receive a one-time grant of 300,000 yuan.

(II) Support for Investment Promotion

4. Support for Project Introduction. Major projects that meet the information services category standards outlined in the *Guidelines for the Recognition of Major Investment Projects in Huangshan City* will be supported on a case-by-case basis.For other newly introduced software industry projects, if annual revenue from software and information technology services (hereinafter referred to as “software business”) first reaches 10 million yuan or more and the number of full-time employees reaches 20 or more within two years of establishment, a reward equal to 3% of the annual software business revenue will be granted, with a maximum of 1 million yuan, to be disbursed equally over two years (the enterprise’s software business revenue in the second year must maintain positive growth).

(3) Supporting Enterprise Development

5. Leverage the catalytic role of funds. A portion of funds will be allocated separately to attract social capital through participation in parent funds and other means, jointly establishing specialized sub-funds for software industry development. This will guide more capital into the software industry. Guided by the objectives of “investing early, investing in small enterprises, and investing in technology,” priority support will be given to software enterprises within the Huangshan Software Park that demonstrate strong growth potential and market prospects.

6. Support Enterprise Financing. For new loans taken out by software enterprises to expand operations or fund R&D, if the annual interest exceeds 20,000 yuan, interest subsidies will be provided for up to one year at 50% of the one-year LPR (Loan Prime Rate) in effect at the time the loan contract was signed. The annual subsidy for a single enterprise shall not exceed 100,000 yuan.

7. Open Application Scenarios. Support enterprises in the Huangshan Software Park to participate in the city’s government information technology projects. Encourage these enterprises to develop digital application scenarios with local characteristics and promote them both within and outside the city.

8. Support for Collaborative Procurement. Enterprises that engage in collaborative procurement within the city and purchase software products or information technology services totaling 500,000 yuan or more will receive a subsidy equivalent to 3% of the actual procurement amount within the city, with a maximum subsidy of 1 million yuan.

9. Support for Market Expansion. Software enterprises are encouraged to participate in project tenders outside the city. For self-developed software projects completed by software enterprises with a total value of 500,000 yuan or more (including development and maintenance fees), a subsidy of 3% of the completed amount will be provided, with a maximum of 500,000 yuan.

(IV) Support for R&D and Innovation

10. Encouraging R&D Investment. Software enterprises eligible for the preferential policy of additional deduction for R&D expenses, whose R&D investment in the previous year, as certified by the tax authorities, exceeds 1 million yuan, shall receive a reward equal to 10% of the previous year’s R&D investment, with a maximum of 1 million yuan.

11. Support for Technology Innovation Recognition. For projects approved in the current year under the Ministry of Industry and Information Technology’s “Soul-Casting” Engineering Initiative in the fields of large-scale software, operating systems, application software, and information consumption, a reward of 300,000 yuan will be granted for each project. For products recognized as the first version of software at the provincial level in the current year, a reward of 100,000 yuan will be granted for each product.

12. Big Data Enterprise Incentives. For provincial-level big data enterprises recognized for the first time, the municipal data resource authority shall select the top two enterprises based on criteria such as main business revenue and data business revenue, and grant each a one-time reward of 100,000 yuan.

(V) Supporting the Growth of Software Enterprises

13. Support for Software Enterprises to Reach New Milestones. Software enterprises whose annual software business revenue reaches 10 million yuan for the first time will receive a 150,000 yuan reward; those reaching 20 million yuan for the first time will receive a 400,000 yuan reward; those reaching 50 million yuan for the first time will receive an 800,000 yuan reward; and those reaching 100 million yuan for the first time will receive a 2.4 million yuan reward.

(VI) Supporting Talent Recruitment and Training

14. Support the development of talent training bases. Implement a filing management system for training programs. For individuals with a college degree or higher (including current students) who complete practical training at a software training base for more than three months, a subsidy of 200 yuan per person will be provided to the host organization of the training base. If the trainee secures employment within the city, an additional subsidy of 300 yuan per person will be provided to the host organization of the training base. The maximum annual subsidy for a single training base shall not exceed 500,000 yuan.

(7) Supporting the Enhancement of Enterprise Service Capabilities

15. Support for Service Enterprises. Funding for planning, policy consultation, project planning, evaluation, acceptance, supervision, performance evaluation, expert database development, and event organization undertaken by the competent authority for the software industry to promote the development of the city’s software industry will be subsidized based on actual expenditures.The Municipal Bureau of Economy and Information Technology, in conjunction with the Municipal Finance Bureau, the Municipal Development and Reform Commission, and the Huangshan Modern Service Industry Park Management Committee, shall formulate assessment guidelines for the operating entity of the Huangshan Software Park. Based on annual assessment results, the operating entity of the Huangshan Software Park shall be granted operational expense awards and subsidies not exceeding 2 million yuan (the operating entity of the Huangshan Software Park shall be designated by the Huangshan Modern Service Industry Park Management Committee in accordance with established procedures).Software enterprises in various districts and counties, the Huangshan High-Tech Industrial Development Zone, and the Huangshan Modern Service Industry Park that participate in the construction of the software enterprise operational data direct reporting system shall be awarded annual incentives, with a combined total not exceeding 200,000 yuan.

16. Support for 5G Network Construction. To accelerate 5G network coverage and promote the application of 5G in software enterprise scenarios, basic telecommunications operators that complete their annual 5G base station investment and construction targets shall receive a one-time construction subsidy of 1,000 yuan per base station from the municipal government, based on the number of 5G base stations completed during the year.

IV. Supplementary Provisions

(1) Special funds shall be allocated through tiered funding and matched contributions, with the municipal and district/county levels working in concert to maximize the overall impact of the city’s software industry support policies.Funds shall be raised and disbursed by the corresponding level of government based on the level at which municipal fiscal funds and corporate tax revenues are deposited. Specifically, the municipal government and Tunxi District, as well as Huangshan High-Tech Zone, shall share the burden in a 6:4 ratio; the municipal government and other districts and counties shall share the burden in a 4:6 ratio. All provisions supporting the enhancement of enterprise service capabilities shall be fully funded by the municipal-level government.

(2) For any given matter, only one provision of this policy may be utilized, and no duplicate benefits may be claimed under other municipal fiscal policies. For acts of fraud or falsification to obtain funds, legal liability of the entity and individuals involved will be pursued in accordance with laws and regulations; the funds will be recovered, and the parties will be subject to joint disciplinary measures for dishonesty.

(3) The application guidelines for the special funds shall be formulated separately by the Municipal Bureau of Economy and Information Technology in conjunction with the Huangshan Modern Service Industry Park Management Committee, the Municipal Finance Bureau, and other relevant departments, based on actual conditions.

(4) In accordance with the principles of openness, fairness, and impartiality, project evaluations shall be conducted through open bidding (or negotiated bidding), and a third-party agency selected through the bidding process shall be commissioned to organize relevant experts to independently carry out the project evaluations.

(5) The Municipal Bureau of Economy and Information Technology, in conjunction with the Huangshan Modern Service Industry Park Management Committee and the Municipal Finance Bureau, shall be responsible for interpreting this policy.

(6) This policy shall take effect on the date of its issuance.
