To further advance the construction of a county strong in intellectual property and promote the full-chain development of intellectual property creation, utilization, protection, management, and services in our county, in accordance with the requirements of the "Notice of the General Office of the Xuancheng Municipal People’s Government on Issuing Several Policies for Promoting High-Quality Development of Intellectual Property in Xuancheng" (Xuan Zheng Ban Mi [2022] No. 63),our county has decided to amend Article 5 of the intellectual property incentive policies contained in the “Notice on Issuing the <Several Policies on Optimizing Intellectual Property and Quality Improvement Incentives and Support in Jing County>” (Jing Zheng Mi [2022] No. 105) as follows:
Article 5 of the Intellectual Property Incentive Policy is amended as follows: For enterprises that secure financing of 2 million yuan or more through patent pledge loans, provided such loans are registered with the intellectual property administration department and the principal and interest have been fully repaid, a subsidy of 25% of the total amount of interest paid and appraisal fees shall be granted, with a maximum reward of 100,000 yuan per enterprise;For enterprises that obtain financing of 2 million yuan or more through trademark pledge loans, have filed with the intellectual property management department, and have fully repaid the principal and interest of the loan, a subsidy of 10% of the total amount of interest and appraisal fees paid shall be granted, with a maximum reward of 50,000 yuan per enterprise.A single enterprise may not receive both of the above rewards in the same calendar year. For enterprises that have taken out intellectual property insurance and whose policy term has expired, a subsidy of 10% of the actual premium paid shall be provided, with a maximum of 10,000 yuan per enterprise per year. An annual allocation of 200,000 yuan shall be set aside for the intellectual property pledge financing risk compensation fund to facilitate the establishment of a risk compensation fund pool, which shall assume 10% of the risk liability.
The revised "Several Policies on Incentives and Support for Optimizing Intellectual Property and Quality Improvement in Jing County" is hereby issued to you for implementation. The original "Notice on Issuing the <Several Policies on Incentives and Support for Optimizing Intellectual Property and Quality Improvement in Jing County>" (Jing Zheng Mi [2022] No. 105) is hereby repealed.

Jing County Policies on Optimizing Intellectual Property and Quality Improvement
Support
To implement the guiding principles of the “Guiding Opinions on Launching Quality Improvement Initiatives” issued by the Central Committee of the Communist Party of China and the State Council, the “Implementation Opinions on Launching Quality Improvement Initiatives to Advance the Construction of a Quality-Strong Province” issued by the Provincial Party Committee and Provincial Government, and the “Implementation Opinions on Launching Quality Improvement Initiatives to Accelerate the Construction of a Quality-Strong City” issued by the Municipal Party Committee and Municipal Government; to thoroughly carry out quality improvement initiatives; to continuously advance the construction of a quality-strong county; to comprehensively enhance quality standards; and to promote high-quality economic and social development in the county,in accordance with the requirements of the County Party Committee and County Government’s “Implementation Opinions on Carrying Out Quality Improvement Initiatives to Accelerate the Construction of a Quality-Strong County” (Jing Fa [2019] No. 25), and in light of the actual conditions of our county, these policies are hereby formulated.
I. Scope of Rewards
All entities and individuals registered and paying taxes within the county’s jurisdiction, as well as organizations and individuals with independent civil liability status, that meet the eligibility criteria for rewards under this policy are eligible for support.
II. Incentive Policy
(1) Intellectual Property
1. Cultivating High-Value Patents. A reward of 20,000 yuan per patent will be granted for newly recognized high-value invention patents. Entities that hold 10 or more high-value invention patents and have not experienced any patent rights expirations or transfers outside the county in the past three years will receive an annual reward of 60,000 yuan. This reward is limited to a maximum of two times per enterprise, with a total amount not exceeding 120,000 yuan.
2. Enterprises that have obtained certification under the national standard "Enterprise Intellectual Property Management Specifications" and have registered with the intellectual property management department shall receive a one-time reward of 20,000 yuan.
3. Newly designated national-level intellectual property demonstration and leading enterprises will receive one-time rewards of 100,000 yuan and 80,000 yuan, respectively; newly designated provincial-level intellectual property demonstration and leading enterprises will receive one-time rewards of 80,000 yuan and 50,000 yuan, respectively; and newly designated municipal-level intellectual property demonstration and leading enterprises will receive one-time rewards of 50,000 yuan and 30,000 yuan, respectively;Based on enterprises’ PCT patent applications, county-level intellectual property demonstration and leading enterprises will be selected; those designated as county-level intellectual property demonstration and leading enterprises will receive one-time annual rewards of 30,000 yuan and 10,000 yuan, respectively.
4. Enterprises awarded the Gold, Silver, or Excellence Patent Awards by the National Intellectual Property Administration will receive one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively; enterprises awarded the Gold, Silver, or Excellence Patent Awards by the Provincial Intellectual Property Administration will receive one-time rewards of 100,000 yuan, 50,000 yuan, and 20,000 yuan, respectively.
5. Enterprises that secure financing of 2 million yuan or more through patent pledge loans, have filed with the intellectual property administration department, and have fully repaid the principal and interest of the loan shall receive a subsidy equal to 25% of the total amount of interest paid and appraisal fees, with a maximum subsidy of 100,000 yuan per enterprise;For enterprises that secure financing of 2 million yuan or more through trademark pledge loans, provided such loans are registered with the intellectual property administration department and the principal and interest have been fully repaid, a subsidy of 10% of the total amount of interest and appraisal fees paid shall be granted, with a maximum award of 50,000 yuan per enterprise.A single enterprise may not receive both of the above subsidies in the same calendar year. For enterprises that have taken out intellectual property insurance and whose policy term has expired, a subsidy of 10% of the actual premium paid will be provided, with a maximum of 10,000 yuan per enterprise per year. An annual allocation of 200,000 yuan will be set aside for intellectual property pledge financing risk compensation funds to facilitate the establishment of a risk compensation fund pool, which will assume 10% of the risk liability.
6. Intellectual property rights holders are encouraged to proactively defend their rights. For cases where litigation concludes with a favorable judgment, a subsidy of 10% of the actual litigation and attorney fees incurred will be provided. The subsidy amount shall not exceed 20,000 yuan for domestic litigation and 100,000 yuan for foreign-related litigation. Where a defendant in an infringement lawsuit successfully defends against the claim and the court rules that no infringement occurred, a subsidy of 10% of the actual litigation and attorney fees incurred will be provided.The funding amount shall not exceed 20,000 yuan for domestic defense cases and 100,000 yuan for foreign-related defense cases.
7. Organize enterprises to carry out projects for the creation, utilization, and protection of high-quality intellectual property. Projects designated as provincial-level high-quality intellectual property creation, utilization, and protection projects will receive a subsidy of 100,000 yuan. Upon successful project acceptance, a one-time subsidy of 150,000 yuan will be granted (this post-acceptance subsidy shall not be duplicated with provincial-level policies).
(II) Quality Management
8. Quality Award Incentives: Enterprises newly awarded the “China Quality Award,” “Anhui Provincial Government Quality Award,” “Xuancheng Municipal Government Quality Award,” or “Jing County Government Quality Award” shall receive one-time awards of 500,000 yuan, 200,000 yuan, 100,000 yuan, and 80,000 yuan, respectively;Enterprises newly awarded the “China Quality Award Nomination,” “Anhui Provincial Government Quality Award Nomination,” or “Xuancheng Municipal Government Quality Award Nomination” shall receive one-time rewards of 250,000 yuan, 100,000 yuan, and 50,000 yuan, respectively.
(3) Technical Standards
9. Standard Development Incentives: Entities that lead or participate in the development of international standards will receive a one-time reward of 200,000 yuan; entities that lead or participate in the development of national or industry standards and rank in the top five will receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively; entities that lead the development of local or group standards and rank first will receive one-time rewards of 40,000 yuan and 30,000 yuan, respectively.
10. Standardization Demonstration Unit Rewards: Entities that establish national, provincial, or municipal standardization demonstration zones or bases (in agriculture, services, tourism, etc.) shall receive one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan, respectively, upon successful acceptance.
11. Rewards for Good Standardization Practices: Units that achieve 4A (national), 3A (provincial), 2A (provincial), or 1A (municipal) ratings in standardization demonstration (good practices) will receive one-time rewards of 100,000 yuan, 60,000 yuan, 30,000 yuan, and 10,000 yuan, respectively.
12. Standardization Pilot Unit Rewards: Units that carry out national-level or provincial-level service standardization pilot programs or circular economy standardization pilot programs and pass the evaluation will be granted one-time rewards of 100,000 yuan and 60,000 yuan, respectively.
13. Enterprises that adopt international standards or advanced foreign standards and obtain certification marks shall be awarded 10,000 yuan.
(IV) Quality and Branding
14. Brand Development Incentives: Entities newly designated as “Anhui Provincial Manufacturing Wanmei Brand Demonstration Enterprises” or “Anhui Provincial Service Industry Wanmei Brand Demonstration Enterprises” will receive a one-time reward of 50,000 yuan; entities newly designated as “Food Safety Anhui” brand holders will receive a one-time reward of 30,000 yuan.
15. Outstanding Case Study Awards: Enterprises newly recognized for outstanding corporate culture case studies in Jiangsu, Zhejiang, Anhui, Jiangxi, and Shanghai, or for exemplary advanced quality management methods in these regions, shall receive a one-time award of 30,000 yuan.
16. Trademark and Brand Awards: Enterprises newly awarded the "China Well-Known Trademark" or designated as "Anhui Provincial Trademark and Brand Model Enterprises" will receive one-time awards of 200,000 yuan and 50,000 yuan, respectively; enterprises successfully completing international trademark registration under the Madrid System will receive a one-time award of 20,000 yuan.
17. Geographical Indication Incentives: Enterprises that newly obtain National Geographical Indication Protected Products approved by the State Administration for Market Regulation or Geographical Indication Certification Trademarks registered by the China National Intellectual Property Administration will receive a one-time reward of 100,000 yuan per item.
18. Support for Consumer Goods Producers and Operators in Proactively Recalling Defective Products. Enterprises that proactively implement recalls of defective products and publish announcements on provincial-level or higher recall websites will receive a subsidy of 10,000 yuan for each recall of the same batch of products within the calendar year, with a maximum annual subsidy of 50,000 yuan per enterprise.
(V) Integrity Demonstration
19. Integrity Unit Rewards: Newly designated national-level, provincial-level, and Xuancheng-level integrity enterprises will receive one-time rewards of 100,000 yuan, 50,000 yuan, and 20,000 yuan, respectively.
20. Rewards for Trusted Consumer Demonstration Units: Newly designated national, provincial, and Xuancheng municipal-level Trusted Consumer Demonstration Units will receive one-time rewards of 100,000 yuan, 50,000 yuan, and 20,000 yuan, respectively. This reward is not cumulative; the award amount will be calculated based on the highest-level designation (if an enterprise receives a higher-level award, only the difference will be granted).
21. Reward for Integrity Measurement Model Units: Newly designated 3A, 2A, and 1A Integrity Measurement Model Units will receive one-time rewards of 60,000 yuan, 30,000 yuan, and 10,000 yuan, respectively.
III. Supplementary Provisions
22. Eligible entities must submit the required application materials to the County Market Supervision Administration by the deadline. The County Market Supervision Administration, in conjunction with the County Finance Bureau, will review and verify the applications. Those meeting the criteria will be submitted to the County Government for approval and disbursement. Failure to apply in the current year shall be deemed a voluntary waiver, and late applications will not be accepted.
23. If a single project receives awards at different levels within the same calendar year, a one-time award will be granted based on the highest award standard; awards will not be duplicated.
24. The County Market Supervision Administration, in conjunction with the County Finance Bureau, shall be responsible for interpreting this policy.
25. This policy shall take effect on January 1, 2022. The original “Notice on Issuing the ‘Several Policies on Optimizing Intellectual Property and Quality Improvement Rewards and Support in Jing County’” (Jing Zheng Mi [2022] No. 105) is hereby repealed.
