Original Title: Notice from the Office of the People’s Government of Tunxi District on the Issuance of the “Several Policies for Promoting High-Quality Development of the Service Industry in Tunxi District”

Chapter I General Provisions

Article 1 To promote the high-quality development of the service industry, in accordance with relevant regulations of the State Council, the provincial government, and the municipal government, and in conjunction with the “Implementation Plan for the Action Plan on Strengthening Advantages and Addressing Weaknesses in the Service Industry of Tunxi District (2022–2025)” (Tunfa [2022] No. 16), the “Several Policies of Tunxi District on Promoting the High-Quality Development of the Service Industry” (hereinafter referred to as the “Several Policies”) are hereby formulated.

Article 2 The "Several Policies" apply to service industry legal entities registered and paying taxes in Tunxi District, as well as market entities related to the service industry.

Article 3 The District Government establishes the Tunxi District Special Fund for Promoting High-Quality Development of the Service Industry (hereinafter referred to as the “Special Fund”). The use of the Special Fund shall adhere to the principles of “government guidance, innovation-driven, prioritizing key areas, and emphasizing performance.” It shall focus on cultivating and promoting new industries and business models that drive high-quality development in the service sector, and shall prioritize supporting enterprises that drive sustained growth in the added value of the service sector and make continuous contributions to fiscal revenue.

Article 4 The Special Fund shall be subject to budgetary management and total volume control. Applications shall be submitted on a competitive basis through methods such as investment subsidies and ex-post rewards and subsidies. The disbursement of reward and subsidy funds shall be based on the comprehensive evaluation results under the "Implementation Measures for Comprehensive Evaluation and Categorized Services for Service Sector Enterprises in Tunxi District."

Chapter II: Scope, Conditions, and Standards of Support

Article 5 Encouraging Enterprises to Expand and Strengthen

(1) Reward for Meeting Thresholds. Wholesale, retail, accommodation, and catering service enterprises included in the National Networked Direct Reporting Platform’s “Single Form” system for the first time shall receive a one-time reward of 30,000 yuan; other for-profit service enterprises included in the National Networked Direct Reporting Platform and the provincial key service industry survey unit directory for the first time shall receive rewards of 50,000 yuan and 20,000 yuan, respectively. The above rewards shall be disbursed in equal installments over two years; the reward for the second year shall be disbursed only if the enterprise’s revenue in that year shows positive growth compared to the previous year.

(2) Development Incentives. Incentives will be provided to enterprises in the commerce and trade services, warehousing and logistics, and other for-profit service sectors that meet the threshold, based on enterprise scale and revenue growth rate. The criteria for revenue growth rate categories may be adjusted appropriately based on the economic conditions of the current year, with the final determination subject to the relevant filing documents for that year.

For enterprises with annual revenue below 10 million yuan, a reward of 10,000 yuan will be granted if the current year’s revenue growth rate exceeds 30%; for enterprises with annual revenue between 10 million yuan and 50 million yuan, a reward of 20,000 yuan will be granted if the current year’s revenue growth rate exceeds 20%.For enterprises with annual revenue of 50 million yuan or more, a reward of 30,000 yuan will be granted if the annual revenue growth rate exceeds 20%; for enterprises with annual revenue of 100 million yuan, 200 million yuan, or 300 million yuan or more, rewards of 50,000 yuan, 80,000 yuan, and 100,000 yuan, respectively, will be granted if the annual revenue growth rate exceeds 10%. (Sales figures are used for wholesale and retail enterprises, while operating revenue is used for accommodation and catering enterprises.)

(3) Contribution Incentives. For commerce and other for-profit service enterprises in our district (excluding headquarters economy enterprises), those with annual actual tax revenue reaching 1 million, 5 million, 10 million, or 20 million yuan or more, and showing positive growth compared to the previous year, will be awarded 50,000, 200,000, 500,000, or 1 million yuan, respectively (of which 30% will be awarded to the enterprise’s principal or management team).

(4) “Individual-to-Enterprise” Incentives. We encourage and support individual service businesses of a certain scale to transition into small and micro enterprises. A “Individual-to-Enterprise, Small-to-Scale” cultivation pool will be established, with 1 million yuan allocated annually to subsidize enterprises in the pool that successfully meet the scale criteria based on their actual contributions.

Article 6: Encouraging Industrial Cluster Development

(5) A one-time reward of 200,000 yuan and 100,000 yuan will be granted to the operating and management units of service industry clusters newly designated at the provincial and municipal levels, respectively.

(6) Software and information technology, e-commerce, and cultural industry clusters with stable operating management units, an area of 5,000 square meters or more, plans to host at least 10 enterprises from upstream and downstream sectors of the industrial chain, and the cultivation of at least two leading enterprises meeting the scale (or threshold) criteria shall receive priority support upon recognition by the competent authority and approval by the District Service Industry Development Leading Group.Starting from the date of occupancy, a subsidy equal to 50% of the rent will be provided for the first three years. Additionally, a one-time subsidy of 50% of the actual internal renovation costs will be granted, with a maximum of 200 yuan per square meter. The cumulative reward under this provision shall not exceed the fiscal contribution made by the tenant enterprises to the local government during the first three years, and will be disbursed annually based on the actual fiscal contribution.

(7) Support major commercial districts, complexes, and clusters in implementing unified settlement models. For those with 50 or more tenant merchants that establish and put into normal operation a unified settlement platform, and where all merchants’ revenues are included in statistical reporting, a one-time subsidy of 100,000 yuan will be provided in addition to the standard incentive for meeting scale requirements.

Article 7: Accelerating the Improvement of Weaknesses in Production-Oriented Services

(8) For enterprises in the production-oriented service sector—such as software development, information technology services, science and technology services, the Internet of Things, and industrial R&D and design—whose primary business revenue is recognized by the competent authorities, a one-time reward of 50,000 yuan, 100,000 yuan, 200,000 yuan, or 500,000 yuan shall be granted when their primary business revenue first reaches 5 million yuan, 10 million yuan, 20 million yuan, or 50 million yuan, respectively. For the same enterprise, the difference in rewards shall be supplemented sequentially as it meets each successive threshold.

(9) To encourage local software and information technology enterprises to expand their operations outside the region, software and information technology enterprises included in the “Single Form” system or the provincial platform that generate technical service revenue from outside Huangshan City but have all their revenue, taxes (including VAT and corporate income tax), and scientific and technological achievements within our district shall receive a one-time subsidy equivalent to 1% of the annual revenue confirmed by contracts outside the city.Software and information technology enterprises that independently develop system platform technical solutions, software products, or similar offerings and receive honors awarded by provincial-level or higher government departments shall be granted a one-time reward of 30,000 yuan per individual product (or solution) upon evaluation.

(10) Encourage the separation of core and auxiliary businesses in the manufacturing sector. Manufacturing enterprises are encouraged to spin off R&D and design centers, major industrial technology innovation platforms, as well as inspection and testing, information technology, logistics, and sales operations to establish specialized legal entities. For manufacturing enterprises that include the newly established spin-off entities in their statistical reporting, the original enterprise will receive a one-time subsidy of 100,000 yuan.

(11) Logistics enterprises newly upgraded to national 5A, 4A, or 3A levels shall receive one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. Logistics enterprises that sign cooperation agreements with 10 or more industrial enterprises within the district and achieve annual operating revenues of 5 million yuan or 10 million yuan for the first time shall receive one-time rewards of 50,000 yuan and 100,000 yuan, respectively. For enterprises that meet the criteria at successive levels, the difference in upgrade rewards shall be supplemented sequentially.

(12) Support the development of cold chain warehousing and logistics. For enterprises or village collectives that construct or renovate automated cold storage facilities with a capacity of 200 cubic meters or more, a subsidy of 20% of the total investment will be provided, with a maximum of 200,000 yuan per project.

Article 8: Encouraging Quality Improvement and Efficiency Enhancement in the Commerce and Service Industries

(13) Newly designated national-level and provincial-level e-commerce demonstration bases (demonstration parks) and demonstration districts shall be awarded 200,000 yuan and 100,000 yuan, respectively.Enterprises with annual online sales of agricultural products reaching 20 million yuan, 50 million yuan, or 100 million yuan shall be granted one-time rewards of 20,000 yuan, 50,000 yuan, or 100,000 yuan, respectively. Enterprises whose cross-border e-commerce sales exceed 500,000 USD, 1 million USD, 2 million USD, or 5 million USD for the first time shall be granted rewards of 20,000 yuan, 50,000 yuan, 100,000 yuan, or 200,000 yuan, respectively.

(14) Encourage enterprises to operate live-streaming sales. Service enterprises that sell products through their own live-streaming channels, with annual live-streaming sales of 1 million yuan or more and included in official statistics, will receive a subsidy equivalent to 5‰ of their annual live-streaming sales, up to a maximum of 500,000 yuan. Enterprises that commission third-party professional live-streaming service providers to sell products, with annual live-streaming sales of 1 million yuan or more and included in official statistics, will receive a 20% subsidy on the resulting commissions, up to a maximum of 100,000 yuan per enterprise per year.

(15) Encouraging the Development of Chain Brands.For enterprises establishing their first store in our district and developing retail, accommodation, catering, or residential service chains—where the first store handles centralized settlement and all revenue, tax payments, and technological achievements are generated within our district, and the enterprise is classified as a large or medium-sized enterprise—a one-time tiered reward of 100,000 yuan or 200,000 yuan will be granted when the number of chain stores reaches 10 or 20, respectively. For stores established outside the province, an additional 20,000 yuan will be awarded for each additional store beyond the initial reward amount.

(16) Encouraging the Establishment of “Famous Brands and Flagship Stores.” For the operating management bodies of commercial complexes and provincial-level specialty streets that attract well-known domestic and international brands to open their “first stores” or “flagship stores” in Huangshan, a one-time reward of up to 200,000 yuan will be granted to the operating management body upon evaluation by the Leading Group (in principle, no more than two brands will be evaluated annually).

(17) Support the exhibition and convention economy. Service enterprises participating in national or provincial trade fairs organized by municipal-level or higher governments, or provincial-level or higher ministries and commissions, will receive subsidies of 5,000 yuan and 3,000 yuan per standard booth, respectively. Social organizations, enterprises, and institutions are encouraged to host exhibition and conference events. For market-oriented trade and consumer exhibitions with a floor area of no less than 1,000 square meters (excluding achievement exhibitions, talent exchange exhibitions, photo exhibitions, etc.), a one-time subsidy of 30,000 yuan will be granted to the organizing entity upon evaluation. For conferences with 300 or more participants who stay for two or more nights at a hotel (or homestay) of designated scale in Tunxi, a one-time subsidy of 50 yuan per person will be provided.

Article 9: Support for Doubling Foreign Trade Imports and Exports

(18) Incubate and nurture new foreign trade entities. Enterprises that achieve their first import-export transactions and reach an annual import-export volume of US$300,000 will be granted a logistics subsidy of 10,000 yuan.Supporting Foreign Trade Enterprises in Maintaining Scale: Enterprises with annual import and export volumes of US$1 million, US$5 million, or US$10 million or more shall be granted logistics subsidies of 10,000 yuan, 50,000 yuan, and 100,000 yuan, respectively. For the incremental portion of annual import and export volumes, an additional 10,000 yuan logistics subsidy shall be granted for every US$2 million increase, with a maximum of 200,000 yuan per enterprise.

Article 10 Encouraging the Development of Culture, Tourism, and Sports Industries

(19) A one-time reward of 500,000 yuan, 200,000 yuan, or 100,000 yuan shall be granted to attractions newly designated as National 5A, 4A, or 3A-level tourist attractions, respectively. A one-time reward of 200,000 yuan or 100,000 yuan shall be granted to institutions newly designated as National Primary and Secondary School Field Study (Labor) Practice Education Bases or Anhui Provincial Primary and Secondary School Field Study (Labor) Practice Education Bases, respectively.Those newly designated as national, provincial, or municipal-level cultural industry demonstration bases (parks) shall receive one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.

(20) Support for intangible cultural heritage (ICH) inheritors establishing new production-oriented ICH enterprises: ICH enterprises achieving annual sales of 2 million yuan or 5 million yuan for the first time will receive one-time rewards of 50,000 yuan and 100,000 yuan, respectively.

(21) Travel agencies are encouraged and supported to organize and host out-of-town tourist groups, health and wellness groups, and study tour groups for overnight stays in Tunxi. The top five agencies in terms of annual overnight visitor numbers (based on public security overnight accommodation data and third-party verification data) will receive one-time rewards of 80,000 yuan, 60,000 yuan, 50,000 yuan, 30,000 yuan, and 20,000 yuan, respectively.

(22) Enterprises that have newly won gold, silver, or bronze awards in national tourism product competitions and have successfully commercialized their products will receive one-time rewards of 100,000 yuan, 50,000 yuan, and 30,000 yuan, respectively.

(23) Enterprises or associations are encouraged to organize immersive tourism-related folk performances, shows, and creative activities at various scenic spots and districts. Those that hold a cumulative total of 30 or more events per year, upon approval by the competent authority, will receive a subsidy of up to 100,000 yuan per enterprise or association.

(24) The organization of sports events is encouraged. Private entities that invest in hosting sports events playing a significant role in the development of our district’s sports industry and the enhancement of the city’s image shall, upon verification, receive a reward equivalent to 10% of the total expenses, not exceeding 300,000 yuan.

Article 11: Encouraging Enterprise Brand Development

(25) Innovating and Upgrading Traditional Commerce. Newly designated national-level or provincial-level commercial特色streets (high-quality pedestrian zones) shall be awarded 500,000 yuan and 300,000 yuan, respectively. Service enterprises newly recognized as “China Time-Honored Brands” or “Anhui Time-Honored Brands” shall be awarded 200,000 yuan and 100,000 yuan, respectively.Newly recognized China Golden Star Award hotels, national Platinum Five-Diamond and Five-Diamond restaurants and hotels, Five-Leaf China Green Hotels, and Class A homestays shall each receive a one-time reward of 100,000 yuan. Newly recognized national Four-Diamond restaurants and hotels, Four-Leaf China Green Hotels, and Class B homestays shall each receive a one-time reward of 50,000 yuan. Shopping malls and supermarkets newly recognized as national-level green shopping malls shall receive a one-time reward of 200,000 yuan.

(26) Newly certified China Well-Known Trademarks, National Geographical Indication Protected Products, and National Geographical Indication Trademarks shall each receive a one-time reward of 200,000 yuan. Entities newly certified as National High-Tech Enterprises shall receive a one-time reward of 200,000 yuan. Newly certified Anhui Provincial Trademark Brand Demonstration Enterprises, Anhui Provincial High-End Service Brand Enterprises, and Anhui Provincial Tourism Service Quality Benchmark Units shall each receive a one-time reward of 50,000 yuan.

Article 12 For other major service industry matters and activities in the district that require priority support for high-quality development, projects that play a leading role in the transformation and upgrading of the district’s service industry, as well as matters requiring matching rewards under municipal-level or higher service industry policies, priority support may be provided on a case-by-case basis.

Article 13 The Special Fund for the Service Industry may be used to cover expenditures related to the assessment of basic service industry statistics, talent training, planning formulation, research projects, project evaluation, performance evaluation, policy consultation, and other related matters.

Chapter III Application, Review, and Disbursement

Article 14 Led by the District Development and Reform Commission, the competent authorities of each industry shall organize project applications and conduct preliminary reviews within their respective fields. After the District Service Industry Development Leading Group conducts a re-examination and proposes a funding and subsidy plan, which is submitted to the District Government for approval, the District Finance Bureau shall arrange and promptly issue the funding plan in accordance with procedures. The District Development and Reform Commission shall handle the fund disbursement procedures in accordance with regulations.

Article 15 The District Development and Reform Commission, in conjunction with the District Finance Bureau, is responsible for interpreting this policy. The District Development and Reform Commission, in coordination with the relevant industry authorities, is responsible for supervising, inspecting, and evaluating the performance of the special fund’s utilization, and shall report such findings to the District Finance Bureau for record-keeping. Recipients of the special fund grants and subsidies shall voluntarily accept supervision and, in accordance with regulations, report project progress and fund utilization to the relevant industry authorities and the District Finance Bureau in a timely manner.

Article 16: Any entity found to have engaged in fraud or misrepresentation to obtain funds shall, upon verification, have the disbursed special funds recovered. Such entity shall be disqualified from applying for projects at all levels for a period of three years and shall be subject to handling and penalties in accordance with relevant laws and regulations. Additionally, information regarding the violation shall be submitted to the relevant credit platform in accordance with procedures, and the entity shall be included in the list of subjects subject to joint disciplinary actions for dishonesty.

Article 17: Where this policy overlaps or intersects with other existing policies in our district, it shall be implemented in accordance with the principles of “selecting the most favorable, highest, and newest provisions.” No enterprise shall receive duplicate rewards for the same matter.

Chapter IV Supplementary Provisions

Article 18 This policy shall take effect on the date of its issuance. The “Tunxi District Special Fund Management Measures for Promoting High-Quality Development of the Service Industry” (Tun Zheng Ban [2020] No. 14), issued on December 25, 2020, is hereby repealed.
