Chapter II Project Access
Article leased county open investment company plant to engage in production and business activities of enterprises should have the following conditions:
(a) the project must be in line with the national industrial policy and economic development zone industrial planning, and enterprise products, technology and maturity; strategic emerging industries and high-tech industries and other production projects, under the same conditions, the priority of supply;
(b) the project must comply with the park energy saving, environmental protection, fire safety requirements;
(c) subject to the unified management of economic development zones, the management committee of the law, pay taxes, and report all kinds of statistical reports on schedule.
Article VI The project shall be registered in the county economic development zone to set up a new enterprise, or change the place of registration of enterprises to the Shexian Economic Development Zone, so as to become an independent tax lawful business entities.
Chapter III Settlement Procedures
Article VII investment project pre-trial. Enterprises to provide project feasibility reports or project proposals and other effective materials, through energy saving, environmental protection pre-approval, approved by the county economic development zone management committee.
Article 8 Signing. After signing the investment agreement with the management committee of the county economic development zone, the resident enterprises will sign the plant lease contract with the county open investment company.
Article 9 Settlement. The county economic development zone management committee of the project to implement one-stop service, to assist the tenant enterprise for business license, project project, energy saving, environmental protection, fire, safety and other related procedures.
Chapter IV Lease Management
Article 10 Lease term. The term of the lease shall not exceed three years for each period. Lease expiration is not renewed, the two sides of the termination of the contract, the lessee enterprise to clear the lease costs and will restore the plant to its original state by the county open investment company acceptance. If the lessee requests to renew the lease, must be three months before the expiration of the contract to the county economic development zone management committee and the county open investment company put forward a written application, the county economic development zone management committee and the county open investment company to apply for the enterprise's production and operation of the situation for the assessment, did not meet the requirements of the investment agreement, in principle, will not be renewed; to meet the requirements of the investment agreement, by the county economic development zone management committee, and then agree to the county open investment company to re-examine the lease contract. Article 11 Rental standards. Rental standards in principle every three years to adjust the standard, upward standard by the county open investment company combined with the market situation appropriate adjustments, and reported by the county economic development zone management committee approved. Article 12 Security deposit standard. Article 13 Property management. The county open investment company commissioned a third-party service company to implement the property management responsibilities, and in accordance with relevant regulations to the tenant enterprise property management fees, according to 0.35 yuan / square meters / monthly fee, adjust the fee standard in due course according to the level of the property.
Article XIV Lessee enterprises shall abide by the law, strictly abide by the "Property Management Regulations" and other relevant laws and regulations, accept the supervision and management of the relevant county departments, subject to the relevant provisions of the Economic Development Zone, is responsible for the education and training of the employees within the enterprise, social security, epidemic prevention and control, and the implementation of the internal factory buildings. It is also responsible for the daily maintenance of facilities, production safety, environmental protection, patriotic hygiene, and three bags in front of the door.
Article XV leased plant water, electricity, communications, sewage and other costs by the tenant enterprise and the relevant companies to sign an agreement, the tenant enterprise is responsible for the payment of their own, and bear the responsibility for breach of contract to the user of the measuring instruments show the amount of value as the basis for charging; two or more than two enterprises to share water supply, power supply and other metering equipment, the joint parties must share water, electricity, etc. Measuring instruments, the joint use of the two sides must sign a letter of agreement to specify the proportion of contributors and cost sharing, and the agreement will be reported to the county open investment company for the record. Article 16 Vehicles entering the plant management area of the county open investment company shall comply with the relevant systems of property management and park in an orderly manner in accordance with the designated area provided by the property.
Article XVII Tenant enterprises in accordance with the requirements of the production of plant renovation, renovation program should be reported to the county before the renovation of the county open investment company for review, agreed in writing before implementation.
Article 18 prohibit the tenant enterprise has the following behavior:
(a) private subletting or subleasing
(2) unauthorized destruction and change of the housing structure, roof waterproofing, facade and use of housing;
(3) exceed the design standards for the use of the floor and roof loading;
(4) unauthorized occupation of public roads, green areas and other public land to build buildings or pile up other items;
(5) unauthorized posting, hanging slogans and signs, storage of contraband, flammable and explosive products;<
(6) Other behaviors prohibited by laws, regulations and relevant policies.
The tenant enterprise occurs the above behavior, by the county economic development zone management committee in conjunction with the county open investment company and the relevant departments ordered rectification within a period of time. Ordered by the deadline for rectification is still not in place, by the relevant departments in accordance with the law, by the tenant enterprises bear the corresponding responsibility, and compensation for the relevant costs, if necessary, according to the law to terminate the tenancy agreement.
Article 19 Exit mechanism. Tenant enterprises have one of the following behaviors, the county open investment company has the right to report to the county economic development zone management committee for the record after the termination of the lease contract, the recovery of plant and ancillary facilities, will not be returned to the tenant enterprises to pay the deposit and other costs, all losses borne by the tenant enterprises.
(a) unauthorized arrears of rent or other costs up to 3 months;
(b) illegal operation, private subletting, subletting, transferring, exchanging leased plant;
