To thoroughly implement the spirit of the Provincial Government’s “Notice on Issuing the Action Plan for Entrepreneurship in Anhui” (Wan Zheng [2022] No. 63), vigorously promote “Immediate Entrepreneurship,” strengthen entrepreneurship and innovation, and accelerate the development of an entrepreneurial city, the following policies are hereby established.
I. Support for Establishing Entities
1. College students enrolled in Ma’anshan-based institutions who start their first independent business in our city during their studies, complete business registration, and maintain normal operations for at least three months will receive a subsidy of 3,000 yuan per enterprise (including individual businesses). (Responsible Units: Municipal Human Resources and Social Security Bureau; all counties, districts, and development zones)
2. For individuals facing employment difficulties, those who have been lifted out of poverty, self-employed veterans who have been discharged within the past two years, and returning migrant workers who establish a small or micro enterprise for the first time and maintain normal operations for at least six months, a one-time startup subsidy of 5,000 yuan will be provided from the employment subsidy fund. College graduates who establish a small or micro enterprise in our city for the first time and maintain normal operations for at least three months will receive a one-time startup subsidy of 5,000 yuan from the employment subsidy fund; the relevant county, district, or development zone may provide additional support.(Responsible Units: Municipal Human Resources and Social Security Bureau, all counties, districts, and development zones)
3. Projects that have won awards in entrepreneurship and innovation competitions organized by the provincial government or provincial-level departments—such as the “Start-up Anhui” Competition—and have been implemented and commercialized in our city shall receive incentive support of up to 1 million yuan from the county, district, or development zone where the project is located. The same project shall not receive duplicate support.(Responsible Units: Municipal Development and Reform Commission, Municipal Education Bureau, Municipal Science and Technology Bureau, Municipal Bureau of Economy and Information Technology, Municipal Human Resources and Social Security Bureau, Municipal Bureau of Agriculture and Rural Affairs, Municipal Bureau of Veterans Affairs, Municipal Committee of the Communist Youth League, and other competition organizing departments; all counties, districts, and development zones)
4. Enterprises newly classified as large-scale industrial enterprises for the first time and maintaining that status for two consecutive years will receive an annual reward totaling 200,000 yuan. High-tech enterprises newly recognized or re-certified in the current year will receive a reward of 300,000 yuan. 5. For enterprises that first meet the statistical criteria for large-scale service industries, and for enterprises that first meet the statistical criteria for large-scale wholesale, retail, accommodation, and catering industries, the enterprise management team will each receive a reward of 50,000 yuan. II. Support for the Construction of Startup Incubation Bases
6. Newly recognized national (ministerial) and provincial (departmental) level startup incubation bases will receive one-time subsidies of 500,000 yuan and 300,000 yuan, respectively. For those upgraded to a higher recognition level, the difference will be retroactively supplemented; the same startup incubation base is not eligible to receive duplicate benefits. Startup incubation bases, such as science and technology enterprise incubators, that receive an “excellent” rating in national or provincial performance evaluations will be awarded 500,000 yuan and 200,000 yuan, respectively.(Responsible Units: Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Bureau of Economy and Information Technology, Municipal Human Resources and Social Security Bureau, Municipal Bureau of Agriculture and Rural Affairs, Municipal Bureau of Veterans Affairs, etc., all counties, districts, and development zones)
7. Support will be provided to municipal-level and higher startup incubation bases for the enterprises they incubate. Based on the number of incubated enterprises within the base that were newly added during the current year, have been in the incubation phase for at least three months, have created employment for at least three people, and have paid social insurance for at least three months, the incubation base will receive a subsidy from the employment subsidy fund at a rate of 3,000 yuan per enterprise per year.(Responsible Units: Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Bureau of Economy and Information Technology, Municipal Human Resources and Social Security Bureau, Municipal Bureau of Agriculture and Rural Affairs, Municipal Bureau of Veterans Affairs, etc.; all counties, districts, and development zones)
8. Government-invested startup incubation bases shall allocate no less than 30% of their incubation space to be provided free of charge to groups such as college graduates, returning migrant workers, and veterans for entrepreneurial and innovative activities. 9. Support private capital in investing in and constructing private startup incubation bases. For expenses incurred by the base for incubation functions, a one-time investment subsidy of 20% of the actual amount incurred, up to a maximum of 200,000 yuan, shall be provided to the investor (to be disbursed over two years); a one-time operational subsidy of 20,000 yuan shall be provided to the operator. Other support policies shall treat these bases equally with government-sponsored startup incubation bases. (Responsible Units: All counties, districts, and development zones)
III. Supporting Entrepreneurship by High-Level Talent
10. For newly recruited national-level entrepreneurial talent, provide a total of 1 million yuan in living subsidies over three years and a one-time startup funding support of 2 million yuan. (Responsible Units: Municipal Party Committee Organization Department [Municipal Party Committee Talent Office], Municipal Science and Technology Bureau, Municipal Human Resources and Social Security Bureau)
11. Encourage research personnel from public institutions such as universities and research institutes in Ma’anshan to engage in part-time entrepreneurship or take leave to start businesses in Ma’anshan. Personnel taking leave to start businesses may retain their personnel status with the public institution for three years. If the enterprise has not yet turned a profit upon the expiration of the leave period, they may apply for a one-time extension, not exceeding three years. 12. Research personnel at universities and research institutes in Ma are permitted to engage in paid part-time work at new-type R&D institutions. They may receive a reward equivalent to 80% of the income generated from the commercialization of scientific and technological achievements resulting from their official duties. Universities and research institutes are granted autonomy in the allocation of surplus funds from horizontal projects; such funds shall be treated as income from the commercialization of scientific and technological achievements. If used for the incubation of achievements or venture capital investment, project team members may receive a reward equivalent to 80% of the amount. 13. When research institutions and universities in Ma City reward scientific and technical personnel for the commercialization of official scientific and technological achievements in the form of equity, such as shares or equity stakes, recipients may temporarily defer the payment of personal income tax following review by the competent tax authority, and shall pay taxes in accordance with the law upon the distribution of dividends or the transfer of equity. 14. For technology-based start-ups in Ma’anshan that commercialize scientific and technological achievements from universities and research institutes, and where the university, research institute, or scientific and technological team holds at least 20% of the shares, rent subsidies for R&D and production facilities will be provided, not exceeding 100,000 yuan annually, with a maximum subsidy period of 3 years. IV. Supporting Entrepreneurship Among Key Groups
15. For college students, graduates within five years of graduation, and veterans who newly register as individual business operators or micro and small enterprises in our city and lease premises, a one-time rent subsidy of 30% of the actual rent paid will be provided, with the subsidy amount not exceeding 5,000 yuan. 16. For veterans who start their own businesses and move into the Ma’anshan Veterans Entrepreneurship Incubation Zone, management fees such as property management and sanitation fees will be waived, and a subsidy will be provided for water and electricity costs. Venue fees will be subject to a “one-year waiver and two-year 50% reduction” policy (waived for the first year and reduced by half for the following two years). 17. New returning entrepreneurs’ enterprises that move into startup incubation bases and need to purchase new production equipment shall receive equipment purchase subsidies from the counties, districts, and development zones, with the subsidy amount not exceeding 15% of the equipment purchase cost.For returning entrepreneurs who construct or lease their own factory premises, counties, districts, and development zones shall provide subsidies for factory space, with specific amounts determined on a case-by-case basis. For returning entrepreneurs within industrial parks or incubation bases that create 50 or more jobs, counties, districts, and development zones shall provide a one-time subsidy of up to 50,000 yuan for water, electricity, and gas expenses. 18. Focusing on groups such as college graduates, returning migrant workers, and veterans, 10 outstanding entrepreneurs will be selected every two years and awarded a 50,000 yuan prize. (Responsible Units: All member units of the Municipal Leading Group for Building an Entrepreneurial City)
V. Strengthening Financial Support for Entrepreneurship
19. For college graduates who obtain personal entrepreneurship guarantee loans in our city, the municipal, county/district, and development zone governments shall fully subsidize the interest portion that the individual is required to bear, in addition to the subsidies provided by the central and provincial governments. (Responsible Units: Municipal Human Resources and Social Security Bureau, Municipal Finance Bureau, all counties, districts, and development zones)
20. For micro and small enterprises and “agriculture, rural areas, and farmers” guarantee business with a single-household guarantee amount not exceeding 10 million yuan and an average guarantee fee rate not exceeding 1%, the municipal and county/district finances shall provide a guarantee fee subsidy equivalent to an annualized guarantee fee rate of 1% in accordance with regulations. 21. Private equity investment funds that have invested in the city’s seed-stage or early-stage technology-based enterprises for more than two years shall be granted a reward equivalent to 10% of the actual invested amount. A maximum reward of RMB 1 million shall be granted to the fund management institution for each enterprise invested in, with the cumulative annual reward for each fund management institution not exceeding RMB 5 million.If a private equity investment fund incurs actual losses within five years after having invested in the city’s seed-stage or early-stage technology-based enterprises for a full year, a subsidy will be provided equivalent to 20% of the actual loss incurred on the fund’s first-round investment in a single project. The risk subsidy for a single investment project shall not exceed RMB 2 million, and the annual risk subsidy for each private equity investment fund shall not exceed RMB 5 million. VI. Optimizing Services to Support Entrepreneurship
22. Annually, 10 “Ma’anshan High-Quality Startup Projects” will be selected. The top projects will be awarded up to 100,000 RMB in cash prizes and financing support; this award is not cumulative with the “Outstanding Entrepreneur” selection. 23. Support the “100-Person Entrepreneurship Mentor Group” in providing services and establish a contract-based service system between mentors and entrepreneurs. Mentors who guide startup projects through business registration and ensure they operate normally for more than three months will receive a subsidy of RMB 500 per project. (Responsible units: Office of the Municipal Leading Group for Building an Entrepreneurial City; all member units)
24. Encourage individuals (or organizations) to recommend and recruit talent. For recommended entrepreneurial talent (teams) whose enterprises, within five years of registration and establishment, achieve tax payments exceeding 3 million yuan, 5 million yuan, or 10 million yuan for the first time, the recommending individual (intermediary or organization) shall be granted a one-time reward of 30,000 yuan, 50,000 yuan, or 100,000 yuan, respectively. 25. For first-time entrepreneurs who have served as the legal representative or principal investor of a business registered for one to three years, if the business is dissolved and the individual registers as unemployed and pays social insurance premiums as an individual for six months or more, a one-time subsidy will be granted upon approval. The subsidy amount is 50% of the total taxes paid by the applicant’s business, with a maximum of 10,000 yuan. The subsidy funds are to be used for the individual’s social insurance premiums. This policy shall take effect from the date of issuance. The aforementioned incentive and subsidy funds shall be shared in accordance with the current fiscal system.
