Chapter I General Provisions
Article 1 To further promote the transformation and upgrading of the commerce and trade industry, stimulate consumption potential, optimize the business environment, and advance the high-quality development of the county’s commerce and trade sector, these support policies are formulated in accordance with the “Opinions of the General Office of the State Council on Further Unleashing Consumption Potential and Promoting the Sustained Recovery of Consumption” (State Council General Office Document [2022] No. 9),the "Notice of the General Office of the CPC Ma’anshan Municipal Committee and the General Office of the Ma’anshan Municipal People’s Government on Issuing Several Policies to Support Industrial Development in Ma’anshan" (Dangban [2020] No. 26), and other relevant documents, these support policies are hereby formulated.
Article 2 The beneficiaries of this policy are market entities that have completed business and tax registration within the administrative jurisdiction of Hanzhou County (and pay major tax categories within the county’s administrative jurisdiction), have obtained administrative permits related to their business scope, possess independent legal person status, and operate in good faith.
Chapter II Support Provisions
Article 3 Fostering and Strengthening Commercial and Distribution Entities. Commercial enterprises are encouraged to apply for designation as “above-the-threshold” commercial units. For wholesale, retail, catering, and accommodation companies and individual businesses that are recognized for the first time by the National Bureau of Statistics as “above-the-threshold” units and are included in the statistical reporting system in the same year, one-time rewards of 50,000 yuan and 30,000 yuan will be granted to their operational teams, respectively. This reward cannot be claimed in conjunction with municipal rewards.
Article 4 Encouraging Commercial Entities to Upgrade Standards. For newly designated “Green Hotels,” one-time rewards of 60,000 yuan, 40,000 yuan, and 20,000 yuan will be granted for five-leaf, four-leaf, and three-leaf ratings, respectively.Newly designated provincial-level “Green Malls” will receive a one-time reward of 50,000 yuan. Distribution enterprises recognized as “Honest and Trustworthy Operators” at the provincial level and included in the above-scale statistical reporting will receive a one-time reward of 50,000 yuan per enterprise. For newly constructed hotels rated Five-Diamond or higher and restaurants rated Five-Leaf or higher, specific reward standards for their fixed-asset investments will be determined on a case-by-case basis.
Article 5 Support for the Optimization and Strengthening of Commercial Entities. Individual businesses in the retail, accommodation, and catering sectors that convert to corporate entities shall be eligible for rewards within five years, based on their actual contribution to the local economy. The reward ratio shall not exceed 100%, and the maximum amount for a single reward shall not exceed 1 million yuan.
Article 6 Support for Automobile Dealers in Establishing 4S Stores. For enterprises registered as legal entities in Hanzhan County that establish 4S stores, with annual sales exceeding 20 million yuan and at least 100 vehicles (including 100) registered in the county during the same year, a one-time reward of 500,000 yuan shall be granted.
Article 7: Support the upgrading of the commerce and trade sector. The introduction of flagship stores for top-tier international brands and well-known brands is encouraged. Operators who successfully introduce a top-tier international brand to open a specialty store shall receive a one-time reward of 300,000 yuan per brand, with a cumulative total not exceeding 1 million yuan.Operators that introduce well-known domestic and international brands or high-end brands to open “Anhui’s First Store,” “Ma’anshan’s First Store,” or “Hangshan’s First Store” in Hangshan County shall be granted one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, with a cumulative total not exceeding 1 million yuan.
Chapter III Supplementary Provisions
Article 8 Implementation rules shall be formulated to standardize application procedures regarding the support measures.
Article 9: If a project submitted by the same entity qualifies for both this policy and other county policies, the entity shall, in principle, receive benefits under the policy offering the higher amount and shall not receive duplicate benefits.
Article 10 For particularly significant projects, a “case-by-case” approach may be adopted. Entities and projects benefiting from the “case-by-case” policy shall, in principle, not receive duplicate benefits under this policy.
Article 11 During the policy implementation period, the applicant shall submit project materials to the County Commerce Bureau for review. After a third-party audit conducted by an auditor selected from the County Commerce Bureau’s audit pool, the materials shall be submitted to the County Government for approval, and the County Finance Bureau shall be requested to disburse the incentive funds.
Article 12 The County Commerce Bureau, the County Finance Bureau, and the County Statistics Bureau shall be responsible for interpreting this policy. It shall take effect from the date of issuance and be implemented on a trial basis for three years, with the project application year calculated starting from January 1, 2022.
