Article 1 To encourage the creation and use of intellectual property rights, and further strengthen the protection of intellectual property rights, the formation of respect for knowledge, respect for talent social atmosphere, to accelerate the scientific and technological progress and economic development of our region, according to the "Patent Law of the People's Republic of China," and other relevant laws and regulations, combined with the actual situation of our region, the special formulation of this approach.

Second Reporting object:

Intellectual property reward applicants must be registered in the Maoji Experimental Zone, tax enterprises, statistical relations in the Maoji Experimental Zone enterprises or individuals.

Article 3 Reward scope:

(a) the year the invention patent was authorized by the State Intellectual Property Office.

(ii) the year for intellectual property rights (patents and trademarks) pledged loans.

(iii) High-value invention patent cultivation project.

(iv) Intellectual property rights maintenance costs.

(v) Intellectual property agency service organizations with outstanding work.

Article IV Application conditions:

(a) apply for incentive funds for intellectual property rights (patents and trademarks) without disputes, ownership is clear.

(ii) in line with national industrial development policy.

Article V Reward standards:

(a) the authorized Chinese invention patents, each one-time funding for the inventor 10,000 yuan reward; authorized PCT foreign invention patents, each one-time funding for the inventor 20,000 yuan reward for the same invention patents in a maximum of 2 countries (regions) (40,000 yuan).

(ii) Encouragement of intellectual property rights (patent rights and trademark rights) pledge financing. For enterprises to intellectual property rights (patent rights and trademark rights) pledge loan financing amounted to 3 million yuan and above, a one-time subsidy of 50% of the total amount of loan interest and intellectual property rights assessment fees, up to a maximum of 100,000 yuan.

(c) the year the newly recognized national and provincial intellectual property demonstration enterprises were given a one-time award of 100,000 yuan, 50,000 yuan, the year the newly recognized national and provincial intellectual property advantage enterprises were given a one-time award of 80,000 yuan, 30,000 yuan, the year the newly recognized through the standard enterprises were given a one-time award of 30,000 yuan.

(D) the implementation of patent awards supporting incentives. For the year won the China Patent Gold Award, Silver Award, Excellence Award units, were given a one-time 100,000 yuan, 80,000 yuan, 50,000 yuan supporting incentives; the year won the Provincial Patent Gold Award, Silver Award, Excellence Award units, were given a one-time 60,000 yuan, 40,000 yuan, 20,000 yuan supporting incentives; through the acceptance of the Provincial Intellectual Property Demonstration Park, to give the supporting incentives of 50,000 yuan.

(E) to promote the development of intellectual property services. Intellectual property agency, the year for the Maoji experimental area within the jurisdiction of the application for invention patents more than 10, identified as a one-time award of 50,000 yuan; the year for the Maoji experimental area within the jurisdiction of the formation of more than 50 registered trademarks, identified as a one-time award of 50,000 yuan; the year for the formation of Maoji experimental area within the jurisdiction of the authorization of the formation of invention patents amounted to more than 10, to give a 50,000 yuan incentive.

(F) the jurisdiction of high-value invention patent maintenance costs to be subsidized. For those who have been recognized as high-value invention patents, 50% of the annual invention patent fee for the year will be subsidized.

(vii) for the year to carry out intellectual property rights of the jurisdiction of the enterprise, intellectual property rights in the process of litigation costs agency fees will be subsidized, the total amount of a single case does not exceed 20,000 yuan, the total amount of a single enterprise does not exceed 100,000 yuan.

Article VI Material Requirements:

(a) "Mao Jie Experimental Zone Intellectual Property Reward Funding Application Form.

(ii) the original patent certificate and copies, invention patent annual fee receipts.

(3) If the applicant is a unit, submit a copy of the business license or a copy of the registration certificate of the legal person, and if the applicant is an individual, submit a copy of the resident's identity card or a copy of the resident's household register.

(4) The recognized documents.

(v) Other materials required to be submitted by the applicant.

Article 7 Handling Procedures:

The incentive funds are issued once a year. Incentive funds from the district finance into the current year's budget in accordance with the actual amount of money guaranteed.

(a) application: the applicant voluntarily to the District Management Committee to apply for incentives. Application materials reported to the Municipal Market Supervision Bureau Maoji Branch for preliminary examination.

(2) Approval: City Market Supervision Bureau Maoji Branch centralized preliminary examination of the application materials in accordance with these measures, reported to the District Management Committee for consideration. Considered and agreed by the District Management Committee, by the Municipal Market Supervision Bureau Maoji Branch unified for approval.   

Article VIII  Violation of the responsibility:

Apply for rewards and subsidies for the unit or individual, should provide in fact, reliable materials, the units or individuals to obtain awards for fraud, once found, depending on the severity of the case, will be corrected, revoke the subsidies, and no longer accept the parties to re-apply for such measures. Constitutes a crime, according to law, the transfer of judicial organs to pursue their criminal responsibility.   

Article IX These measures shall be implemented from the date of publication, and shall be valid for three years. By the Huainan City Market Supervision Administration Maoji Comprehensive Experimental Zone for Social Development Branch is responsible for the interpretation.
