I. Supporting Scalable Development in Manufacturing.For newly introduced enterprises engaged in the final assembly of rockets and satellites or the manufacturing of related components, those with fixed-asset investments of 10 million yuan or more will receive a subsidy of up to 20 million yuan, equivalent to 10% of the fixed-asset investment, with 50% of the amount disbursed after the enterprise reaches full production capacity and meets scale requirements. For existing aerospace and information manufacturing enterprises undertaking upgrades and renovations with investments of 5 million yuan or more, a subsidy of up to 20 million yuan will be provided, equivalent to 15% of the equipment investment. II. Support for Establishing Corporate Headquarters in Hefei. For newly introduced headquarters enterprises in fields such as aerospace information manufacturing, data applications, and software development that meet the recognition criteria, tiered annual rewards ranging from 5 million to 50 million yuan will be provided for three consecutive years based on their contribution to the city; the disbursement of funds will be linked to performance evaluation results. For enterprises relocating their headquarters to Hefei, relocation expenses will be provided based on the scale of the project.(Responsible Units: Governments of all counties (cities) and districts, Development Zone Management Committees, Municipal Finance Bureau)
III. Support for Enhancing R&D and Innovation Capabilities.Enterprises undertaking R&D projects for key generic technologies in aerospace information or the engineering implementation of major scientific and technological achievements will be granted support ranging from 500,000 to 1,000,000 yuan on a merit-based selection; aerospace information enterprises listed in the National Database of Science and Technology-Based SMEs that meet the criteria will receive subsidies ranging from 100,000 to 1,000,000 yuan, equivalent to 15% of their R&D expenses eligible for additional tax deductions; aerospace information enterprises undertaking national science and technology plan projects will receive matching subsidies of up to 5,000,000 yuan per project, based on the actual funds disbursed by the state.For high-growth seed enterprises where R&D expenditures eligible for additional tax deductions account for over 30% of annual operating revenue, potential gazelle enterprises where such expenditures exceed 15%, and gazelle and unicorn (including potential) enterprises where they exceed 10%, subsidies of up to 5 million yuan per enterprise per year will be provided, equivalent to 50%, 20%, and 10% of their R&D expenditures, respectively. IV. Support for Innovation and Service Platform Development. Support the establishment of national-level aerospace information industry innovation centers, technology innovation centers, and manufacturing innovation centers, as well as national key laboratories, engineering research centers, joint engineering research centers, enterprise technology centers, and industrial design centers; actively assist enterprises in securing relevant national support policies; and provide matching subsidies at a certain percentage of the funds allocated by the province for eligible provincial-level centers.Support the construction of municipal technology innovation centers and provide rewards to eligible centers. For newly established (or expanded) specialized service platforms in areas such as aerospace information common technologies, major innovation R&D, testing and inspection, industrial design, and intellectual property operation services, where hardware and software investments exceed 5 million yuan, a subsidy of up to 5 million yuan will be provided, equivalent to 30% of the investment amount. V. Support for the Scaled Development of Enterprises. A reward of 200,000 yuan will be granted to the management team of enterprises achieving scale for the first time. Enterprises that remain above the scale threshold for three consecutive years will receive a reward of up to 500,000 yuan, equivalent to 50% of their new annual contribution to the city. Aerospace information enterprises whose annual operating revenue exceeds 1 billion yuan, 3 billion yuan, 5 billion yuan, 8 billion yuan, 10 billion yuan, or 20 billion yuan for the first time will be granted tiered rewards of up to 2 million yuan to their management teams.(Responsible Unit: Municipal Bureau of Economy and Information Technology)
VI. Support Enterprises in Reducing Financing Costs. Leverage the catalytic role of government-guided funds; the municipal government’s guiding fund will selectively invest in specialized funds established by renowned fund management institutions, leading enterprises in the aerospace information industry chain, and key R&D institutions to support the industry chain, thereby aggregating investment in industry chain resources and enterprise projects to promote the robust development of the aerospace information industry chain;Through provincial-municipal collaboration, establish an aerospace information industry fund to support the formation of satellite constellations and key projects; for eligible small, medium, and micro enterprises in the aerospace information sector, provide a subsidy of up to 500,000 yuan, equivalent to 50% of the loan interest incurred during the year. For enterprises issuing bonds to raise funds for aerospace information product manufacturing, technological upgrades, and technological innovation, provide a matching subsidy equivalent to 50% of the provincial interest subsidy received. VII. Supporting Enterprises in Leveraging the Capital Market. Enterprises whose IPO applications are accepted by the China Securities Regulatory Commission (CSRC) or a stock exchange will receive a reward of up to 3 million yuan. Enterprises listed on the STAR Market in the year of acceptance will receive an additional 3 million yuan, while those listed on other boards will receive an additional 1 million yuan. Enterprises in the listing reserve pool that complete listing on the National Equities Exchange and Quotations (NEEQ) or enter the NEEQ “Innovation Layer” will receive a reward of 500,000 yuan.For newly relocated pre-IPO enterprises that register for guidance with the Anhui Securities Regulatory Bureau within one year, a reward of 2 million yuan will be granted, and they may also benefit from the listing reward policy; for A-share listed companies from outside the province that relocate their registered office to our city, a reward of up to 5 million yuan will be granted, with additional rewards determined based on the contributions of their management team and the benefits to our city resulting from the equity transfer. VIII. Support for Application Scenario Development. Relevant departments and municipal state-owned enterprises are encouraged to identify application scenarios for aerospace information technology based on business management and social service needs.For enterprises that develop new provincial-level “Three Firsts” products, a reward of up to 3 million yuan will be granted to both the R&D unit and the application enterprise, calculated at 15% of the product’s unit price (value). Each year, a batch of aerospace information “bottleneck” technology projects will be selected, and subsidies of up to 10 million yuan will be provided through methods such as “targeted commissioning” and “challenge-based innovation.” (Responsible Unit: Municipal Science and Technology Bureau)
IX. Support for Enterprise Talent Recruitment. For high-level talent, scarce talent, and specialized professionals recruited by eligible key aerospace information enterprises, as well as doctoral, master’s, and full-time undergraduate graduates newly employed by such enterprises in our city, support will be provided in accordance with Hefei’s talent policies, including rent-free talent apartments, housing subsidies, and first-time home purchase subsidies. X. Support for Major Projects. Key projects with substantial investment scale, significant impact on the industrial chain, and high local contribution that meet the criteria outlined in the “Guidelines for the Recognition of Major Investment Projects in Hefei” may be eligible for policy support designated for major investment projects. This policy shall be interpreted by the Municipal Investment Promotion Bureau. It shall take effect on the date of issuance, remain valid for one year, and shall not be duplicated with municipal-level policies. Should new relevant regulations be issued at the national, provincial, or municipal levels, this policy shall be adjusted and implemented in accordance with the new regulations.
