Several Policies of Hefei City to Support the Development of the Industrial Internet

To accelerate the innovative development of the industrial internet in our city and promote the digital, networked, and intelligent transformation of the manufacturing sector, this policy is formulated in accordance with relevant national and provincial policies.

1. Support the construction of industrial internet public service platforms. For public service platforms providing services in the industrial internet sector, where hardware and software investments exceed 5 million yuan and the number of served enterprises reaches a certain scale, a grant of up to 3 million yuan will be provided, equivalent to 30% of the platform’s investment.

2. Support the construction and application of industrial internet identifier resolution secondary nodes. For entities approved to construct and operate industry-specific or regional industrial internet identifier resolution secondary nodes, a subsidy of 20% of their equipment and software investment will be provided, up to a maximum of 3 million yuan. For enterprises that develop innovative applications based on Hefei’s industrial internet identifier resolution secondary node and process at least 1 million identifier resolution records annually, a one-time grant of up to 100,000 yuan will be awarded.

3. Support the R&D and industrialization of core industrial internet hardware and software products. For eligible enterprises listed in the National Directory of Science and Technology-Based SMEs, a subsidy of 100,000 to 1 million yuan will be provided, equivalent to 15% of R&D expenses eligible for additional tax deductions.

4. Support enterprises’ “Three Transformations” and cloud migration. Support upgrades in digitalization, networked collaboration, and intelligent enhancement. For completed (or launched) projects with investments of 500,000 yuan or more, a subsidy of up to 2 million yuan will be provided, equivalent to 20% of the investment amount. Encourage eligible counties (cities), districts, and development zones to formulate policies supporting enterprise cloud migration, guiding small, medium, and micro enterprises to migrate R&D, design, production, manufacturing, and operational management to cloud platforms.

5. Support the construction of industrial internet demonstration projects. Launch industrial internet innovation application demonstrations, providing a one-time grant of 100,000 yuan to demonstration projects; select the “Top Ten Industrial Empowerment” scenario projects, and provide a grant of up to 5 million yuan, equivalent to 20% of the investment in smart software and hardware.

6. Support 5G+ Convergence Applications. Annually select 20 municipal-level demonstration projects for the convergence of 5G and manufacturing, as well as 20 demonstration projects for the convergence of 5G in smart healthcare, smart education, smart elderly care, smart tourism, smart transportation, smart government services, smart communities, and vehicle-to-everything (V2X) applications, each receiving a one-time award of 100,000 yuan.

7. Conduct “Smart Transformation and Digital Transition” Diagnostics. Establish a resource pool of “Smart Transformation and Digital Transition” service providers in Hefei, organize supply-demand matching events, and guide service providers to offer diagnostic and technical services to enterprises. Through government procurement, commission diagnostic consulting service providers to conduct “Smart Transformation and Digital Transition” diagnostic services for enterprises, while simultaneously commissioning third-party institutions to oversee the entire diagnostic process and evaluate service effectiveness.

8. Encourage service providers to empower enterprises. Industrial Internet solution providers that serve 20 or more enterprises within the jurisdiction annually, with revenue from such services not less than 5 million yuan, will be granted a subsidy of up to 1 million yuan, calculated at a rate not exceeding 10% of the revenue from these services.

9. Support the use of capital to accelerate the development of the industrial internet. Establish a municipal-level database of key industrial internet projects and guide existing industrial funds to prioritize support for industrial internet enterprises and key projects. The municipal government will guide parent funds to selectively invest in and support well-known fund management institutions, leading enterprises in industrial chains, and key R&D institutions, among others. Specialized funds will be established around key industrial chains to aggregate investment in industrial chain resources and enterprise projects, thereby promoting the robust development of industrial chains.Strengthen two-way promotion and in-depth coordination between banks and enterprises; identify the financing needs of key enterprises and projects and recommend them to banks; encourage financial institutions to actively engage with industrial internet platform enterprises, explore financing methods such as intellectual property and data asset pledges, and innovate financial products.

10. Support the enhancement of security capabilities. Conduct specialized industrial internet security assessments through government procurement of services. Encourage enterprises to carry out cybersecurity pilot and demonstration projects; provide one-time grants of up to 200,000 yuan for projects recognized by the Ministry of Industry and Information Technology as National 5G Application Security Innovation Demonstration Centers or Cybersecurity Technology Application Pilot and Demonstration Projects.

The Municipal Bureau of Economy and Information Technology, in conjunction with the Municipal Finance Bureau and other relevant units, shall formulate specific implementation rules or application guidelines. Counties (cities) and districts with the necessary conditions are encouraged to formulate policies based on local realities, providing additional or complementary subsidies. Provisions referencing existing policies shall be implemented in accordance with the policies and implementation rules in effect for the current year. Policy funding is subject to total volume control and shall not duplicate subsidies provided by other municipal-level policies.

This policy shall take effect from the date of issuance and remain valid for two years. The Municipal Bureau of Economy and Information Technology shall be responsible for its interpretation.
