In accordance with the “Implementation Opinions of the Huaibei Municipal People’s Government on Accelerating the High-Quality Development of the Cultural and Tourism Industry” (Huaizheng [2022] No. 21), and to further promote the high-quality development of the city’s cultural and tourism industry and accelerate the construction of a strong cultural and tourism city, the following policies are hereby formulated.
I. Investment Promotion Policies
1. Cultural and tourism enterprises within the jurisdiction of Huaibei City with fixed-asset investments of less than 100 million yuan shall be eligible for the following policies.
(1) Projects within the city’s cultural and tourism industry development direction that achieve cumulative social capital fixed-asset investment (excluding land costs; the same applies below) of 10 million to 20 million yuan, 20 million to 50 million yuan, or over 50 million yuan within two years shall be granted a one-time subsidy of up to 5 million yuan, equivalent to 3%, 5%, and 8% of the fixed-asset investment amount, respectively.
(2) For newly established small and micro-profit enterprises in the cultural and tourism sector with an investment of less than 10 million yuan that align with the city’s industrial development direction, demonstrate strong growth potential, yield significant benefits, and maintain a high level of integrity, interest subsidies will be provided equivalent to 50% of the bank’s benchmark interest rate and guarantee fees for the corresponding period, with a maximum subsidy of 100,000 yuan.
2. Cultural and tourism enterprises within Huaibei City with fixed-asset investments between 100 million yuan and 500 million yuan shall be eligible for the following policies.
(1) For tourism projects involving permanent construction land, financial support may be provided based on factors such as project implementation costs, investment progress, operational performance, and contribution to economic development. Specific support standards may be stipulated in the investment promotion contract signed between the project host entity and the investor, and land use for the project shall be implemented in accordance with relevant land use policies.
(2) After the project passes final inspection, the project legal entity shall submit an application to the Department of Culture, Tourism, and Sports. Following a review led by the Department of Culture, Tourism, and Sports in conjunction with relevant departments—including Development and Reform, Finance, Investment Promotion, Natural Resources and Planning, and Audit—as well as the project host entity, and upon approval by the government, the aforementioned incentive funds shall be disbursed in a single lump-sum payment.
(3) Upon completion of the construction work specified in the contract from the date of obtaining land use rights, the investor shall receive a grant equivalent to 10% of the total actual fixed-asset investment, to be used for further investment and construction of the project, with a maximum limit of 10 million yuan.
3. For major cultural, tourism, and sports projects in Huai that have a significant market-driving effect, feature innovative business models, play a leading role in the industry, or involve investments exceeding 500 million yuan, the local government (or park management committee) where the project is located shall submit an application. The municipal government will conduct a special review and provide support through a “case-by-case” and “tailored-to-the-enterprise” approach.
4. For enterprises that invest in the renovation of old factory buildings, historic residences, idle structures, or idle commercial districts in our city to create cultural and creative parks (districts), with fixed-asset investments of 10 million yuan or more, in addition to the subsidy under Article 1, Item (1) above, an additional subsidy of 2% of the actual fixed-asset investment for the year shall be provided for the portion related to the renovation of old factory buildings, historic residences, idle structures, and idle commercial districts, up to a maximum of 3 million yuan.
5. The approval of fixed-asset investment amounts shall be based on a third-party audit commissioned by the host entity where the project is located. For all project categories mentioned above, the civil air defense relocation construction fees shall be paid in full in advance by the investor, after which the beneficiary local government shall provide matching support funds.
6. The reward funds covered by the above provisions shall be disbursed by the local government of the beneficiary area. The municipal government shall annually award counties (districts) that have made outstanding contributions to investment promotion in the cultural tourism industry, with the municipal finance department arranging the award funds.
II. Brand Development Policies
7. A one-time reward of 1 million yuan shall be granted to national-level comprehensive tourism demonstration zones, tourist resorts, and ecological tourism demonstration zones that passed the acceptance inspection in the previous year. A one-time reward of 500,000 yuan shall be granted to provincial-level comprehensive tourism demonstration zones, tourist resorts, and ecological tourism demonstration zones that passed the acceptance inspection in the previous year.
8. A one-time reward of 3 million yuan, 500,000 yuan, and 200,000 yuan will be granted, respectively, to tourist attractions newly rated as National 5A, 4A, and 3A in the previous year.
9. Study-travel bases, traditional Chinese medicine health tourism bases, sports tourism demonstration bases, tourism innovation demonstration bases, cultural tourism demonstration bases, tourism talent training bases, and water conservancy tourism scenic areas that passed national or provincial inspections in the previous year shall each receive a one-time reward of 200,000 yuan and 100,000 yuan, respectively.
10. For counties (districts) and demonstration zones (farms) newly designated as demonstration sites for leisure agriculture and rural tourism in the previous year, one-time rewards of 300,000 yuan and 150,000 yuan will be granted for national-level and provincial-level designations, respectively. For villages newly designated as national or provincial key rural tourism villages in the previous year, one-time rewards of 200,000 yuan and 100,000 yuan will be granted, respectively.National-level and provincial-level tourism and leisure districts newly designated in the previous year shall be granted one-time rewards of 500,000 yuan and 150,000 yuan, respectively. Anhui Provincial Rural Tourism (Cluster) Demonstration Zones, Distinctive Rural Tourism Destinations, and Rural Tourism Demonstration Sites newly designated in the previous year shall be granted one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. Provincial-level Tourism Scenic Routes and Distinctive Culinary Villages newly designated in the previous year shall be granted one-time rewards of 500,000 yuan and 100,000 yuan, respectively.
11. One-time rewards of 1 million yuan, 300,000 yuan, and 100,000 yuan will be granted to five-star, four-star, and three-star tourist hotels newly designated in the previous year, respectively. One-time rewards of 50,000 yuan and 30,000 yuan will be granted to Golden Leaf-level and Silver Leaf-level green tourist hotels newly designated in the previous year, respectively.One-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan will be granted to Class A, Class B, and Class C homestays newly designated in the previous year, respectively.
12. Cultural and tourism enterprises newly designated as National Tourism Service Quality Benchmark Units or Anhui Provincial Tourism Service Quality Benchmark Units for the first time shall receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively. Newly designated 5A- and 4A-level service quality and integrity travel agencies shall receive one-time rewards of 20,000 yuan and 10,000 yuan, respectively.
13. Enterprises whose tourism products won first, second, or third prizes (or gold, silver, or bronze awards) in tourism product competitions during the previous year shall receive one-time rewards of 50,000 yuan, 30,000 yuan, and 20,000 yuan, respectively, at the national level, and 30,000 yuan, 20,000 yuan, and 10,000 yuan, respectively, at the provincial level.
14. Tourism professionals who obtained Special Class, Advanced, or Intermediate tour guide certification in the previous year and registered for an electronic tour guide license in our city shall receive one-time rewards of 40,000 yuan, 20,000 yuan, and 5,000 yuan, respectively.Individuals who win gold, silver, or bronze medals in tourism service skills competitions will receive rewards, with national-level competitions offering one-time rewards of 20,000 yuan, 10,000 yuan, and 5,000 yuan, respectively; provincial-level competitions will offer one-time rewards of 10,000 yuan, 5,000 yuan, and 3,000 yuan, respectively.
15. Units and individuals that have obtained newly added national or provincial-level cultural tourism brands shall, upon recognition by the Municipal Bureau of Culture, Tourism, and Sports, be granted a one-time reward in accordance with equivalent conditions and standards.
III. Industrial Park Policies
16. Cultural industry clusters that host 30 or more cultural enterprises engaged in emerging internet culture, digital content, creative design, R&D of cultural and creative products, film and television, and other related fields shall receive a monthly rent subsidy of 12 yuan per square meter for each tenant enterprise, with the subsidized area for a single tenant enterprise not exceeding 100 square meters.Cultural enterprises that invest more than 2 million yuan in equipment purchases, software development, network communications, server hosting, and other related areas during the current year shall receive a subsidy equivalent to 20% of the actual investment, with a maximum subsidy of 1 million yuan.For cultural industry incubator operating companies, a one-time reward of 100,000 yuan or 200,000 yuan will be granted for each leading cultural enterprise introduced that meets the following criteria: annual main business revenue of 100 million yuan or more, inclusion in the Top 100 National Cultural Industry Enterprises, or the Top 30 Cultural and Creative Industry Enterprises, and main business revenue in Huaibei City reaching 10 million yuan or more in the same year.
17. For cultural, tourism, and sports industry cluster demonstration zones newly recognized in the previous year by national or provincial cultural, tourism, and sports authorities, one-time rewards of 1 million yuan and 500,000 yuan will be granted, respectively. For single-type cultural demonstration zones (bases) newly recognized in the previous year at the national or provincial level, one-time rewards of 500,000 yuan and 200,000 yuan will be granted, respectively.Enterprises ranked among the top 30 or top 100 private cultural enterprises in the province shall be granted one-time rewards of 300,000 yuan and 100,000 yuan, respectively.
IV. Cultural Heritage Protection Policies
18. Private investment in the establishment of private museums is encouraged. A one-time reward of 100,000 yuan will be granted to entities that have legally obtained private museum qualifications. For private museums meeting free-admission requirements, those with exhibition areas of 300–800 square meters will receive an annual subsidy of 100,000 yuan for exhibition and free-admission expenses; those with exhibition areas exceeding 800 square meters will receive an annual subsidy of 200,000 yuan for exhibition and free-admission expenses.
19. Protection units for nationally and provincially designated intangible cultural heritage representative projects newly recognized in the previous year shall receive one-time subsidies of 200,000 yuan and 100,000 yuan, respectively. Training bases (or training centers) for nationally and provincially designated intangible cultural heritage projects newly recognized in the previous year shall receive one-time subsidies of 100,000 yuan and 50,000 yuan, respectively.
V. Policies for the Digital Creative Industry
20. For projects investing in the digital creative industry and listed on the provincial digital creative platform, if the fixed-asset investment is 10 million yuan or less, a one-time grant equivalent to 3% of the fixed-asset investment will be provided upon third-party verification.For digital creative industry projects invested in and constructed within our city—including smart cultural tourism, smart sports, digital scenic areas, digital cultural and sports venues, digital districts, and light show performances—with annual operating revenues exceeding 2 million yuan or 5 million yuan, upon third-party verification, annual operating subsidies of 150,000 yuan and 300,000 yuan, respectively, will be provided for up to three consecutive years.
21. Actively guide and support the integrated development of various esports competitions and the gaming and amusement industries. For local associations or organizations that participate in national or international esports competitions and win first, second, or third place (or gold, silver, or bronze medals), one-time rewards of 40,000 yuan, 20,000 yuan, and 10,000 yuan will be granted, respectively.For teams that place first, second, or third (or win gold, silver, or bronze medals) in provincial-level esports competitions, one-time rewards of 20,000 yuan, 10,000 yuan, and 5,000 yuan will be granted, respectively.
22. Local animation and gaming enterprises or educational institutions that establish or co-establish R&D or incubation platforms for the animation and gaming industry, and are newly recognized as national-level or provincial-level platforms, shall be granted one-time rewards of 500,000 yuan and 100,000 yuan, respectively.
23. For animation exhibitions held in Huai’an, a subsidy of 20,000 yuan will be provided if the event is filed in advance, has an exhibition area of no less than 800 square meters, and lasts for at least 5 days. The cumulative annual subsidy for a single enterprise or social organization shall not exceed 60,000 yuan.
VI. Policies on the Integration of Culture and Tourism
24. For works winning national or provincial “Five-One Project” awards, a matching grant equal to the higher-level award amount will be provided. For literary and artistic works receiving national or provincial “Qunxing” Awards, original large-scale theatrical productions will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively, while other original works will receive 50,000 yuan and 20,000 yuan, respectively. For original plays selected for national or provincial drama incubation programs, subsidies will be provided at a 1:1 ratio based on the national or provincial support amounts.
25. Art troupes that conduct commercial performances in our city’s A-level scenic areas—with a minimum of 50 performances annually and a duration of no less than 60 minutes per performance—shall receive a one-time subsidy of 100,000 yuan.Private capital investing in the construction of original large-scale live-action tourism performance projects in the city’s Grade A scenic areas, with fixed-asset investment (excluding land costs) of no less than 10 million yuan and no fewer than 100 public performances annually, shall receive a one-time subsidy of up to 1.5 million yuan, equivalent to 5% of the completed fixed-asset investment (excluding land costs).
26. Enterprises or social organizations in Huaibei that organize calligraphy and painting exhibitions outside of Huaibei City shall be granted an exhibition subsidy of 10,000 yuan if they file a report prior to the event and the exhibition meets the following criteria: an exhibition area exceeding 200 square meters, a duration exceeding 7 days, more than 50 exhibits, and works by members of provincial-level associations or higher accounting for more than 50% of the total exhibits. The cumulative annual subsidy for the same enterprise or social organization shall not exceed 30,000 yuan.
27. For radio and television works (including films, television series, radio dramas, television documentaries, and animated television series) that have been filed with the Municipal Bureau of Culture, Tourism, and Sports, use Huaibei City as the primary filming location or main subject matter, and are fully funded and produced by the production company, a one-time reward of up to 400,000 yuan will be granted to the production company if the work is released in theaters or broadcast on national radio or television stations;For the above radio and film/television works that receive first, second, or third prizes in national awards (limited to government awards), the production entity shall be granted one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.
28. For outstanding original online audiovisual works (including web series, web films, micro-films, web animations, web documentaries, short videos (non-news), thematic web programs, and web audio programs) created by institutions and individuals lawfully engaged in the production and broadcasting of online audiovisual programs within the administrative area of our city, a one-time reward of up to 100,000 yuan shall be granted to the principal production unit or individual if such works are broadcast on national radio and television stations;For works that receive first, second, or third prizes from the National Radio and Television Administration, the principal production units or individuals shall be granted one-time rewards of 100,000 yuan, 80,000 yuan, and 50,000 yuan, respectively; for works that receive first, second, or third prizes from the Anhui Provincial Radio and Television Bureau, the principal production units or individuals shall be granted one-time rewards of 50,000 yuan, 30,000 yuan, and 10,000 yuan, respectively.
29. Local cultural, tourism, and sports industry entities organized by the Municipal Bureau of Culture, Tourism, and Sports to participate in national or provincial cultural, tourism, and sports industry exhibitions and other external exchange activities shall receive a one-time subsidy of 5,000 yuan or 3,000 yuan per event.
30. Newly established private brick-and-mortar bookstores that have been in normal operation for at least one year shall receive a one-time subsidy based on their business area: 10,000 yuan for a publications sales area of 80 square meters or more, 20,000 yuan for 120 square meters or more, and 30,000 yuan for 200 square meters or more.Large state-owned and private publishing entities are encouraged to expand their reading service facilities, increase service offerings, and upgrade to comprehensive cultural experience and consumption venues. For such venues with a total operating area of no less than 400 square meters (of which the area dedicated to publications is no less than 200 square meters) and a fixed-asset investment of less than 10 million yuan, a one-time subsidy of 3% of the completed fixed-asset investment will be provided.
31. Newly designated national key cultural export enterprises, key projects, and Anhui provincial key cultural export enterprises will receive one-time rewards of 300,000 yuan, 250,000 yuan, and 150,000 yuan, respectively.
32. For projects receiving support from the central government’s special fund for cultural industry development or the provincial special fund for building a culturally strong province, the municipal government shall provide a 1:1 matching grant based on the amount of central and provincial support.
VII. Supplementary Provisions
33. The Huai’an City Cultural Tourism Industry Support Fund Review Committee shall be established. The Office of the Review Committee shall be located within the Municipal Bureau of Culture, Tourism, and Sports. The list of review committee members shall be proposed by the Municipal Bureau of Culture, Tourism, and Sports, submitted to the municipal government for approval, and published.
34. The Municipal Bureau of Culture, Tourism, and Sports, in consultation with the Municipal Finance Bureau, shall formulate the “Operational Procedures for Huai’an City’s Policies Supporting the High-Quality Development of the Cultural Tourism Industry” and the “Administrative Measures for Huai’an City’s Cultural Tourism Industry Support Fund” in accordance with this policy.
35. This policy shall take effect on the date of its issuance and remain valid for three years. In the event of any inconsistency between this policy and previous relevant documents, this policy shall prevail.
36. The “Huai’an City Measures for Tourism Market Incentives” will be issued annually as a separate document in response to market changes.
37. The Municipal Bureau of Culture, Tourism, and Sports shall be responsible for interpreting this policy.
