Chapter I General Provisions
Article 1 These Measures are formulated to thoroughly implement the decisions and arrangements on food safety made by the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, and the Provincial Government; to fully implement the “Implementation Opinions of the General Office of the People’s Government of Anhui Province on the Construction of the ‘Food Safety Anhui’ Brand” (Wan Zheng Ban [2021] No. 3); to vigorously implement the food safety strategy and the strategy of building a province strong in quality; and to promote the high-quality development of the city’s food industry, in light of the actual conditions of our city.
Chapter II Scope and Standards of Support and Incentives
Article 2 Eligible Recipients for Support and Incentives: Food production and operation enterprises (including producers of edible agricultural products, food manufacturers, food distribution enterprises, and food service enterprises), food production bases (parks), food safety districts (towns), and food safety model counties (districts).
Article 3 Food production and operation enterprises, food production bases (parks), food safety districts (towns), and provincial-level food safety model counties (districts) that newly obtain the “Food Safety Anhui” brand shall be granted one-time rewards of 50,000 yuan, 80,000 yuan, 100,000 yuan, and 200,000 yuan, respectively.
Article 4 Support will be provided to “Food Safety Anhui” brand enterprises and organizations to carry out provincial-level food safety projects such as “Consumer Experience Centers,” “Research and Study Bases,” “Educational Bases,” and “Tourism Destinations.” A one-time reward of 150,000 yuan will be granted to those that obtain the corresponding provincial-level designation.
Chapter III: Funding Guarantees and Support Policies
Article 5 Strengthen support for brand development, fulfill fiscal investment obligations in accordance with the law, and ensure that the required funds for support and rewards are included in the corresponding level of the fiscal budget.
Article 6 Continuously improve the investment guarantee mechanism to encourage and guide capital toward brand development, brand building, and brand enhancement. Actual expenditures incurred by food enterprises for quality improvement and brand building may be deducted from taxable income for corporate income tax purposes in accordance with regulations. Encourage and guide financial institutions to increase support for outstanding food brand enterprises, and organize food enterprises to participate in bank-enterprise matching activities.Comprehensive use shall be made of preferential measures such as project subsidies, targeted grants, loan interest subsidies, and risk compensation to effectively implement fiscal and tax preferential policies supporting brand enterprises in the food sector, thereby attracting and encouraging social capital to concentrate on high-end supply-side reform and brand development.
Chapter IV Application Requirements and Supervision and Management
Article 7: Entities (organizations) applying for award and subsidy support from the “Food Safety Anhui” Brand Building Special Fund shall, in accordance with the requirements of the municipal market supervision department, submit their applications for the previous year’s awards by the end of March each year. The municipal market supervision department is responsible for organizing the application and disbursement process, making determinations in accordance with relevant regulations, and publicly announcing the results.
Article 8 No entity (organization) or individual shall engage in fraud to obtain fiscal funds, make duplicate claims, or misappropriate, withhold, or divert fiscal funds. Any entity (organization) or individual found to have committed the above violations shall have the award funds recovered and shall be dealt with in accordance with laws and regulations.
Article 9: Where this policy overlaps with other municipal policies regarding the same type of reward for the same entity (organization), only the highest amount shall be awarded, and no duplicate benefits shall be granted. For reward and subsidy items already specified in documents issued by the municipal government and for which payments have been made, this Measures shall not provide duplicate rewards or subsidies. Counties (districts) may formulate supporting policies based on local conditions. During the implementation of this Measures, if new regulations are issued by the state, province, or city, such regulations shall prevail.
Article 10 The Municipal Market Supervision Administration shall be responsible for interpreting these Measures, which shall take effect on July 10, 2022, and remain in force until December 31, 2025.
