For the city to be recognized as provincial and national model logistics parks, a one-time award of 1 million yuan and 2 million yuan will be given respectively. For the successful declaration of national and provincial multimodal transportation demonstration projects, a one-time reward of 3 million and 1.5 million will be given. In accordance with the national fuel cell vehicle demonstration of the central financial incentive funds 1:1 ratio of matching city and county funds, focusing on supporting the demonstration and application of fuel cell logistics vehicles.
Two, support smooth logistics channels
International rail freight trains to Lu'an as the origin or destination, container shipments reached 500 containers / year and the formation of a stable international logistics corridor, the carrier or freight forwarding agent to give 200,000 / year of capital subsidies, up to three years. To Lu'an as the starting terminal of the shipping enterprises, the annual shipping tonnage of 600,000 tons, shipping enterprises given 300,000 yuan of one-time incentives.
Three, increase financial support
Guide banking financial institutions to strengthen credit support for small and medium-sized enterprises in the logistics industry, refine the implementation of credit due diligence provisions. Encourage the standardized development of supply chain finance, and promote the "easy credit" model. Encourage insurance companies to provide guarantee insurance credit support for logistics enterprises to obtain credit financing, and increase governmental financing guarantee credit support for logistics enterprises. Support insurance companies to focus on the development needs of logistics enterprises, and actively develop comprehensive insurance products for enterprise property, cargo loss, civil liability and other areas. The city's logistics enterprises through warehouse receipts pledge, financing mortgage and other ways to obtain new loans from financial institutions, the loan period of six months (inclusive) or more, calculated on the basis of the current loan market quoted interest rates, to give no more than 30% of the subsidized interest rate, the total amount of subsidies for each enterprise per year does not exceed 200,000 yuan.
Four, increase logistics cost subsidies
The import and export volume of more than 5 million U.S. dollars and the annual international transportation costs (including sea freight, air freight, international courier fees, etc.) more than 3 million yuan of the production (or production base) of the city's foreign trade enterprises, in accordance with the annual actual logistics costs incurred 5% to be subsidized, up to a maximum of 2 million yuan per year. Manufacturing enterprises with annual logistics costs exceeding 10 million yuan will be subsidized according to 5% of the actual annual logistics costs incurred, up to a maximum of 2 million yuan per year. For manufacturing enterprises in our city with output value exceeding 50 million yuan and annual logistics cost increase of 2 million yuan (inclusive) or more, they will be subsidized according to 5% of the incremental logistics cost, with a maximum of 500,000 yuan per year. The above logistics policy does not repeat the subsidies.
