Recently, the Provincial Business Environment Office compiled the "List of Policies to Assist Enterprises in Overcoming Difficulties" (454 items) based on relevant policy documents issued and publicly released in recent years, particularly those issued recently by the Provincial Party Committee, the Provincial Government, and provincial-level departments. The list is categorized as follows: 67 items for industrial development support policies, 70 items for supply chain stabilization support policies, 51 items for science and technology innovation support policies, 86 items for financial and capital support policies, 36 items for priority talent support policies, and 144 items for public service support policies.
II. Supply Chain Stabilization Support Policies (70 items)
1. In 2022, advance payment of value-added tax (VAT) by branches of railway and air transport enterprises shall be suspended, and VAT on public transportation services—including ferry services, bus passenger transport, subways, light rail, taxis, long-distance passenger transport, and shuttle buses—shall be exempted. It is strictly prohibited to set up epidemic prevention checkpoints at waterway locks without authorization; where such checkpoints are indeed necessary, approval must be obtained from the municipal-level Comprehensive Emergency Command Center for Epidemic Prevention and Control. Leverage the Yangtze River Delta regional industrial and supply chain collaboration mechanism to comprehensively identify the needs of key enterprises and prioritize support and safeguards, thereby maintaining the supply of core components and raw materials.For enterprises whose sources of raw and auxiliary materials or product sales markets are located in medium- or high-risk areas for the pandemic, implement measures to address supply chain disruptions and shortages, ensuring the smooth flow of raw material supplies and product sales. 20. For Class A general aviation airports with annual flight operations reaching 1,000 flights (each takeoff and landing counts as one flight) and transport airports reaching 2,000 flights, the provincial government will provide a subsidy of up to 1 million yuan to the operating companies of general aviation airports and transport airports, respectively. The subsidy period for each airport shall not exceed three years, and the required funds will be allocated through the Provincial Civil Aviation Development Special Fund. Cross-border e-commerce enterprises are encouraged to collaborate with foreign trade, foreign economic cooperation, and logistics enterprises to jointly build and share public overseas warehouses in popular markets such as Europe through self-construction, joint construction, or leasing. 24. Continue implementing the one-time operational subsidy policy for taxi and city bus operators that acquire or replace vehicles with new energy vehicles. 43. This support will be provided through a grant-to-equity conversion mechanism, with relevant government-backed investment companies handling procedures for equity ratio confirmation, equity holding on behalf of the recipient, and equity exit in accordance with relevant management regulations.A comprehensive annual assessment of platform economic development will be conducted.
