Original Title: Notice of the People’s Government of Dangtu County on Issuing Several Policies for Quality Improvement Incentives and Support in Dangtu County
To implement the requirements of the "Guiding Opinions on Launching Quality Improvement Initiatives" issued by the Central Committee of the Communist Party of China and the State Council, the "Implementation Opinions on Launching Quality Improvement Initiatives to Advance the Construction of a Quality-Strong Province" issued by the Provincial Party Committee and Provincial Government, and the "Implementation Opinions on Launching Quality Improvement Initiatives to Advance the Construction of a Quality-Strong City" issued by the Municipal Party Committee and Municipal Government, we will thoroughly carry out quality improvement
, continuously advance the construction of a “Quality-Strong County,” comprehensively elevate quality standards, and promote high-quality economic and social development in the county, this policy is hereby formulated in accordance with the relevant requirements of the County Party Committee and County Government’s “Implementation Opinions on Carrying Out Quality Improvement Initiatives to Advance the Construction of a ‘Quality-Strong County’” (Dang Fa [2019] No. 5), and in light of the actual conditions of our county.
I. Quality and Brands
1. Enterprises newly awarded the “China Quality Award,” “Anhui Provincial Government Quality Award,” “Ma’anshan Mayor’s Quality Award,” “Dangtu County Governor’s Quality Award,” or “Dangtu County Governor’s Quality Award Nomination” shall be granted one-time rewards of 600,000 yuan, 500,000 yuan, 400,000 yuan, 300,000 yuan, and 50,000 yuan, respectively.
2. Units designated as “Wanmei Brand Demonstration Enterprises” or “Food Safety Anhui” brands shall be awarded 80,000 yuan.
II. Technical Standards
3. Units that lead (convene) or participate in the formulation of international standards will receive rewards of 300,000 yuan and 200,000 yuan per standard, respectively; units that lead the formulation (ranking in the top three) of national standards, industry standards, and provincial local standards will receive rewards of 150,000 yuan, 150,000 yuan, and 100,000 yuan per standard, respectively.
4. Entities confirmed as “AAAA-level, AAA-level, or AA-level Enterprises with Good Standardization Practices” shall receive one-time rewards of 100,000 yuan, 50,000 yuan, and 20,000 yuan, respectively.
5. Units that have newly passed the acceptance inspection for national, provincial, or municipal standardization pilot (demonstration) projects shall be awarded 100,000 yuan, 50,000 yuan, and 10,000 yuan, respectively;
6. Enterprises that organize production in accordance with international standards or advanced foreign standards and obtain a “Certificate of Adoption of International Standards” shall receive a reward of 10,000 yuan per standard.
7. Units newly awarded the national or provincial “Standard Innovation Contribution Award” shall receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively; national and provincial technical standard innovation bases that have newly passed acceptance inspections shall receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively.
III. Management System Certification
8. Enterprises that newly obtain HACCP (Hazard Analysis and Critical Control Points) certification or ISO 10012 Measurement Management System certification at the AA level or higher shall be granted one-time rewards of 50,000 yuan and 20,000 yuan, respectively.
9. Enterprises that pass quality management system certification for the first time will receive a reward of 15,000 yuan.
IV. Intellectual Property
10. The reward standards for intellectual property, including patents, trademarks, and products with protected geographical indications, shall be implemented in accordance with the “Notice of the Office of the People’s Government of Dangtu County on Issuing the Dangtu County Intellectual Property Funding and Reward Measures” (Dangzhengban [2021] No. 18).
V. Product Recalls
11. Enterprises that voluntarily conduct recalls in accordance with the “Interim Provisions on the Management of Consumer Product Recalls” under the supervision of the County Market Supervision Administration and publish announcements on provincial-level or higher recall websites shall receive a subsidy calculated at 10% of the verified product value (for amounts of 10,000 yuan or more, inclusive of 10,000 yuan) after verification by the County Market Supervision Administration. The maximum annual subsidy per enterprise shall not exceed 200,000 yuan.
VI. Other Matters
12. This incentive policy applies to enterprises or organizations whose production and business operations are located within the jurisdiction of this county.
13. Eligible applicants shall submit the required application materials to the County Market Supervision Administration by the deadline. The County Market Supervision Administration, in conjunction with the County Finance Bureau, shall review and verify the applications. For those meeting the criteria, the matter shall be reported to the County Government for approval and disbursement. Failure to apply in the current year shall be deemed a voluntary waiver, and late applications will not be accepted.
14. Enterprises that have been investigated and penalized for liability incidents related to work safety, product quality, food safety, or environmental pollution during the current year, or those listed as discredited entities subject to enforcement, are excluded from the scope of support under this policy.
15. If the same project receives awards at different levels within the same calendar year, a one-time award will be granted based on the highest award standard; awards will not be duplicated.
16. This policy shall take effect from the date of issuance. The original “Notice on Issuing Several Policies for Quality Improvement Incentives and Support in Dangtu County” (Dang Zheng [2020] No. 57) is hereby repealed. In the event of any inconsistency between previous relevant policies and this policy, this policy shall prevail.
17. The County Market Supervision Administration is responsible for interpreting this policy.
