To thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, as well as the work requirements of the Provincial Party Committee; to better coordinate epidemic prevention and control with economic and social development; to promptly address changes in the situation and respond to the concerns of enterprises; to fully support relevant industries in overcoming difficulties and resuming development; and to promote the improvement of quality, expansion of scale, and enhancement of efficiency among market entities, the following policies and measures are hereby proposed.
I. Intensify Efforts to Reduce Costs and Ease the Burden
1. Fully implement tax and fee reduction policies. Localities are encouraged to, based on actual conditions, grant reductions or exemptions in accordance with regulations for enterprises that face significant disruptions to their normal production and business operations due to the pandemic and consequently encounter genuine difficulties in paying property tax and urban land use tax.Temporarily exempt small-scale taxpayers from value-added tax; for small and micro-profit enterprises, further halve the corporate income tax on the portion of annual taxable income exceeding 1 million yuan but not exceeding 3 million yuan; raise the additional deduction ratio for R&D expenses of science and technology-based small and medium-sized enterprises to 100%; and increase the scope of pre-tax deductions for equipment and tools of small, medium, and micro-sized enterprises.The scope of entities eligible for the “Six Taxes and Two Fees” reduction and exemption policies—including resource tax, urban maintenance and construction tax, property tax, urban land use tax, stamp tax (excluding securities transaction stamp tax), tax on the occupation of cultivated land, and the education surcharge and local education surcharge—will be expanded to include small and micro-profit enterprises and individual businesses. These policies will be implemented at the maximum reduction rates permitted by national regulations.The policy allowing small, medium, and micro-sized manufacturing enterprises to defer payment of certain taxes and fees, implemented in the fourth quarter of 2021, will be extended for an additional six months. The policy providing additional VAT deductions for production and daily-life service industries will also be extended. 2. Implement the policy for large-scale VAT carryforward refunds. The scope of the policy providing monthly full refunds of incremental VAT carryforward balances for advanced manufacturing enterprises will be expanded to include eligible small and micro enterprises and enterprises in the manufacturing sector (including individual businesses).Eligible micro and small enterprises may apply for a refund of incremental VAT carryover balances starting from the April 2022 tax filing period. Eligible micro enterprises may apply for a one-time refund of accumulated VAT carryover balances starting from the April 2022 tax filing period; eligible small enterprises may apply for a one-time refund of accumulated VAT carryover balances starting from the May 2022 tax filing period.Enterprises in sectors such as manufacturing, scientific research and technical services, electricity, heat, gas, and water production and supply, software and information technology services, ecological protection and environmental governance, and transportation, warehousing, and postal services may apply for a refund of incremental input tax credits starting from the April 2022 tax filing period, provided they meet the eligibility criteria.Eligible medium-sized enterprises in the manufacturing sector and related industries may apply for a one-time refund of accumulated input tax credits starting from the July 2022 tax filing period; eligible large enterprises in the manufacturing sector and related industries may apply for a one-time refund of accumulated input tax credits starting from the October 2022 tax filing period. 3. Extend tax filing and payment deadlines. For taxpayers who file monthly returns, if they face difficulties in filing within the monthly filing period due to the pandemic, they may apply to the tax authorities for an extension of the filing deadline in accordance with the law. For those facing difficulties in paying taxes on time due to the pandemic, they may apply to the tax authorities for an extension of the tax payment deadline in accordance with the law, with the maximum extension period not exceeding three months. 4. Waive or reduce rent for small, medium, and micro enterprises and individual businesses.Building upon the policy of waiving three months of rent for SMEs and individual business operators leasing commercial properties from state-owned enterprises or properties owned by administrative and public institutions, an additional three months of rent will be waived for those located in county-level administrative regions designated as medium- or high-risk areas for the pandemic in 2022, for a total of six months for the year (for areas designated as medium- or high-risk in the fourth quarter, the full six months of rent must be waived through methods such as refunds for the current year or reductions in the following year).For subleased or shared premises, the rent exemption must be passed on to the end tenant. For provincial-level enterprises that implement national and provincial policies to exempt rent for SMEs and individual business operators in 2022, such exemptions shall be treated as profit in performance evaluations and total wage management. For commercial properties owned by state-owned enterprises or properties owned by administrative and public institutions located outside the province, relevant local policies shall apply.(Led by the Provincial Department of Finance and the Provincial State-owned Assets Supervision and Administration Commission; the Provincial Publicity Department, the Provincial Administration Bureau, and municipal people’s governments shall assume responsibility according to their respective duties) Non-state-owned property lessors are encouraged to reasonably share the losses caused by the pandemic on the basis of equal negotiation.(Led by municipal people’s governments) Property owners who reduce or waive rent for small, medium, and micro enterprises and individual business operators shall be granted a proportional reduction or exemption from property tax and urban land use tax, for a maximum period of three months. 5. Alleviate the burden of water, electricity, and gas costs. For small, medium, and micro enterprises that were designated as being in medium- or high-risk areas during the 2022 pandemic and that genuinely face cash flow shortages and difficulties in making payments, encourage the implementation of measures such as “no service interruption for overdue payments and no late fees.” Enterprises should submit an application and sign a deferral agreement, with payments to be made in the month following the lifting of the medium- or high-risk designation. Encourage localities to provide subsidies for enterprises’ operational water, electricity, and gas costs.Water, electricity, and gas utilities are encouraged to introduce preferential policies in response to the pandemic’s impact. (Led by municipal people’s governments; the Provincial Electric Power Company, Provincial Department of Housing and Urban-Rural Development, Provincial Development and Reform Commission, and Provincial Energy Bureau are responsible according to their respective duties)
II. Continue to Strengthen Financial Support
6. Increase support for inclusive finance. For loans issued by qualified legal-person banking institutions to inclusive small and micro enterprises and individual business operators, implement the policy of providing incentive funds equivalent to 1% of the incremental balance, and increase support for industries facing difficulties due to the pandemic.(Led by the People’s Bank of China Hefei Central Branch; supported by the Provincial Local Financial Regulatory Bureau) Improve services for the “Tax-Finance Link” loan program, determining loan credit limits based on enterprises’ tax payment records under comparable criteria, and strive to achieve a cumulative disbursement of over 40 billion yuan for the “Tax-Finance Link” program in 2022. (Led by the Provincial Local Financial Regulatory Bureau; the Provincial Tax Bureau and the Anhui Banking and Insurance Regulatory Bureau shall assume responsibility according to their respective duties)
7. Implement interest subsidy policies for struggling enterprises. Encourage local governments to pool funds to provide interest subsidies on new loans taken out in 2022 by struggling enterprises significantly affected by the pandemic. (Led by municipal people’s governments)
8. Promote financial institutions’ support for enterprises. Continue to guide the financial sector to reduce fees and pass on benefits; encourage financial institutions to lower actual loan interest rates; and supervise and guide the reduction of bank account service fees, RMB transfer and remittance fees, and bank card transaction fees to alleviate the operational cost pressures on small and micro enterprises and individual businesses in the service sector.(Led by the Hefei Central Branch of the People’s Bank of China) Further increase first-time loans, unsecured loans, and loan renewals for small and micro enterprises; do not indiscriminately withhold, withdraw, suspend, or reduce loans to struggling enterprises affected by the pandemic. For small and micro enterprises facing temporary operational difficulties due to the pandemic but with a genuine willingness to repay, flexibly adopt measures such as loan extensions, renewals, adjustments to repayment methods, and deferrals of repayment deadlines, and autonomously negotiate loan principal and interest repayment methods in accordance with market principles.(Led by the Anhui Banking and Insurance Regulatory Bureau, with support from the Hefei Central Branch of the People’s Bank of China) Guide policy-based banks to support key enterprises in epidemic prevention and control through various means, such as providing emergency loans at preferential interest rates and special working capital loans.(Led by the People’s Bank of China Hefei Central Branch; the Anhui Banking and Insurance Regulatory Bureau and the Provincial Local Financial Regulatory Bureau are responsible according to their respective duties) All levels of government shall organize and carry out special financing matching campaigns between banks and small and medium-sized enterprises (SMEs), distributing lists of enterprises to various banking institutions. For enterprises that fail to secure financing during the initial matching, banking institutions shall be reassigned through a rotation mechanism.(Led by the Anhui Banking and Insurance Regulatory Bureau, with the Provincial Local Financial Regulatory Bureau, Provincial Development and Reform Commission, Provincial Department of Economy and Information Technology, Provincial Department of Science and Technology, Provincial Department of Agriculture and Rural Affairs, Provincial Department of Commerce, Provincial Federation of Industry and Commerce, and municipal people’s governments assuming responsibility according to their respective duties)
9. Strengthen support for financing guarantees. Encourage government-backed financing guarantee institutions to provide credit enhancement support to eligible catering, retail, and transportation enterprises, and actively assist enterprises affected by the pandemic in renewing their guarantees and loans. (Led by the Provincial Local Financial Regulatory Bureau, with support from the Provincial Department of Commerce) Support eligible localities in injecting capital into government-backed financing guarantee institutions and providing subsidies for financing guarantee fees.(Led by municipal people’s governments) Maintain the average guarantee fee rate at or below 1% for micro and small enterprises and “agriculture, rural areas, and farmers” entities with individual guarantee amounts of 10 million yuan or less. (Led by the Provincial Bureau of Local Financial Supervision, with support from the Provincial Department of Finance)
III. Strengthen Support for Enterprises and Job Stabilization
10. Implement a policy to defer payment of pension insurance premiums. For enterprises in severely affected industries such as catering, retail, tourism, civil aviation, and road, waterway, and rail transportation, the payment of pension insurance premiums will be deferred during the second quarter of 2022. Employers that delay payment of pension insurance premiums due to static management measures implemented for epidemic prevention and control may pay the full amount within three months after the end of the lockdown period; no late payment penalties will be charged during the deferral period.(Led by the Provincial Department of Human Resources and Social Security; the Provincial Department of Finance and the Provincial Tax Bureau are responsible according to their respective duties)
11. Implement a policy to defer payment of unemployment and work-related injury insurance premiums. Enterprises in severely affected industries—such as catering, retail, tourism, civil aviation, and road, waterway, and rail transportation—that paid their social insurance premiums in full and on time in the previous year may, upon approval by the local people’s government where they are insured, implement a phased deferral of unemployment and work-related injury insurance premiums. No late payment penalties will be imposed during the deferral period.(Led by the Provincial Department of Human Resources and Social Security; the Provincial Department of Finance, the Provincial Tax Bureau, and municipal people’s governments shall assume responsibility in accordance with their respective duties)
12. Continue implementing policies such as unemployment insurance job retention subsidies. The policy for a temporary reduction in the unemployment insurance contribution rate will be extended for one year following its expiration. Insured entities that do not lay off employees or minimize layoffs will be granted unemployment insurance job retention subsidies in accordance with regulations. For small, medium, and micro enterprises, the “exemption from reporting and direct disbursement” model will continue to be implemented, with the reimbursement rate for such enterprises increased to 90% for the 2022 fiscal year.Allocate 5% of the surplus from the unemployment insurance fund to replenish the special account for vocational skills training. Provide a one-time retention and training subsidy to small, medium, and micro enterprises that have suspended production or operations for seven days or more due to static management measures implemented in response to the pandemic. The policies regarding the temporary expansion of unemployment insurance coverage and the dynamic adjustment of eligibility criteria for individuals facing employment difficulties will remain in effect until the end of 2022, and the scope of skill enhancement subsidies will be expanded.(Led by the Provincial Department of Human Resources and Social Security, with support from the Provincial Department of Finance) Localities may, while ensuring the implementation of all employment policies, coordinate the use of employment subsidy funds and local fiscal funds to provide a one-time employment stabilization subsidy of up to 500,000 yuan to enterprises in severely affected industries such as catering, retail, tourism, civil aviation, and road, waterway, and rail transportation. This subsidy shall not be claimed in conjunction with unemployment insurance job retention rebates or on-the-job training subsidies. IV. Supporting the Recovery and Development of Hard-Hit Industries
13. Implement relief and support measures for the transportation sector. In 2022, suspend the advance payment of value-added tax (VAT) for branches of railway and aviation transport enterprises, and exempt public transportation services—including ferry services, bus passenger transport, subways, light rail, taxis, long-distance passenger transport, and shuttle buses—from VAT.(Led by the Provincial Tax Bureau; the Provincial Department of Finance and the Provincial Department of Transportation are responsible according to their respective duties) Guide financial institutions to innovate movable property pledge loan products tailored to the characteristics of the transportation industry, thereby mobilizing assets such as vehicles. Increase financing support for transportation enterprises and individual business operators with higher credit ratings that undertake a significant amount of epidemic prevention and control and emergency transportation tasks.Guide financial institutions to appropriately prioritize inclusive loans for small and micro enterprises toward transportation enterprises and individual business operators, proactively follow up on and effectively meet their financing needs, and ensure the smooth transition of relevant loans upon the expiration of the principal and interest repayment deferral policy. 14. Implement relief and support measures for the wholesale, retail, accommodation, and catering sectors. Guide internet platform enterprises, such as food delivery platforms, to further reduce service fee rates for catering businesses. Provide temporary service fee concessions to struggling enterprises located in county-level administrative areas designated as medium- or high-risk areas for the pandemic.(Led by the Provincial Market Regulation Bureau and the Provincial Development and Reform Commission, with support from the Provincial Department of Commerce) Encourage insurance institutions to optimize products and services, expand coverage for business interruption insurance for wholesale, retail, accommodation, and catering enterprises affected by the pandemic, and improve claims settlement efficiency. Encourage localities with the capacity to provide premium subsidies.(Led by the Anhui Banking and Insurance Regulatory Bureau; the Provincial Department of Commerce and municipal people’s governments are responsible according to their respective duties) Establish lists of enterprises involved in emergency supply assurance, key cultivation, and the development of convenient living circles. Encourage banking financial institutions to increase credit support, appropriately lower loan interest rates, and encourage localities with the capacity to provide loan interest subsidies.(Led by municipal people’s governments; the Provincial Development and Reform Commission, the Provincial Department of Commerce, and the Anhui Banking and Insurance Regulatory Bureau are responsible according to their respective duties) Encourage localities to introduce policy measures to stimulate consumption potential through the issuance of consumption vouchers and subsidies, thereby helping businesses boost confidence. 15. Implement relief and support measures for the tourism industry. Continue to implement the policy of temporarily refunding tourism service quality deposits to travel agencies; the refund rate for eligible travel agencies may be increased to 100%. (Led by the Provincial Department of Culture and Tourism) Guide online travel platforms to further reduce service fee standards for tourism enterprises, thereby lowering online operating costs such as service commissions, store deposits, and promotional expenses.(Led by the Provincial Market Regulation Bureau and the Provincial Development and Reform Commission, with support from the Provincial Department of Culture and Tourism) Establish and improve a database of financing needs for key tourism enterprises and projects, guiding financial institutions to increase credit investment in eligible key cultural and tourism market entities with favorable development prospects, and encouraging financial institutions to expand credit support based on the characteristics of market entities and their assets.Establish a database of financing needs for small, medium, and micro-sized tourism enterprises, and encourage banking financial institutions to provide small-scale loan support to tourism-related start-ups, small, medium, and micro-sized enterprises, and individual business operators such as themed homestays, based on their respective categories. 16. Implement epidemic prevention support measures for certain struggling industries. Encourage localities with the capacity to provide free periodic nucleic acid testing for employees of enterprises in the wholesale, retail, accommodation, catering, and tourism sectors, and offer subsidies to cover enterprises’ expenses related to epidemic prevention and disinfection.In 2022, localities shall, in principle, provide subsidies covering no less than 50% of the costs for regular nucleic acid testing of enterprise employees. Localities are encouraged to provide a one-time subsidy of 30% to enterprises in the wholesale, retail, accommodation, catering, and tourism sectors that purchase protective supplies such as masks, disinfectants, and thermometers totaling 50,000 yuan or more, with a maximum subsidy of 100,000 yuan per enterprise.(Led by municipal people’s governments; the Provincial Department of Commerce, Provincial Department of Culture and Tourism, and Provincial Health Commission are responsible according to their respective duties) Localities may, in accordance with epidemic prevention and control needs, create a number of temporary public service positions in areas such as disinfection, epidemic prevention, and sanitation. Based on work tasks and duration, employment subsidy funds may be used to provide position subsidies and social insurance subsidies for a maximum period of three months. V. Maintaining Stable and Orderly Production and Daily Life
17. Implement epidemic prevention and control measures with precision. Adhere to the overall strategy of “preventing external importation and internal resurgence” and the general policy of “dynamic zero-COVID,” resolutely preventing and avoiding both “lax prevention and control” and “excessive prevention and control.” We must ensure that we can “maintain control” while also “relax restrictions,”Timely adjust and optimize prevention and control measures in response to changes in the epidemic situation, effectively address issues such as “simplistic and one-size-fits-all” approaches, unblock the provincial economic circulation, and facilitate smooth micro-circulation within municipal areas, thereby minimizing the impact on the order of economic and social development to the greatest extent possible. For vehicles entering or returning to Anhui from outside the province, while ensuring unimpeded traffic flow, strictly and rigorously implement all prevention and control measures in detail to ensure no imported cases occur.In low-risk areas, while implementing routine epidemic prevention and control measures, encourage the normal operation of wholesale, retail, accommodation, and catering industries, and implement reservation and visitor capacity management for scenic spots and attractions. Localities must not impose travel restrictions or quarantine measures on individuals with a provincial travel code marked with an asterisk (*) but a green health code. Strictly implement the assignment and conversion of health codes in accordance with regulations; arbitrary bulk assignment of codes that disrupts the public’s normal daily life and travel must not be permitted. 18. Effectively ensure the smooth flow of freight and logistics. Promptly activate the mechanism for maintaining traffic flow through road-police coordination and regional collaboration, promptly resolve issues such as road network blockages and congestion, and ensure the unimpeded flow of traffic on major transportation arteries.It is strictly prohibited to arbitrarily block or close expressways, national and provincial trunk roads, rural roads, waterways, or ship locks. Expressway service areas, port terminals, railway stations, and airports must not be arbitrarily shut down. If closure or suspension is necessary due to confirmed infections or close contacts, implementation must be approved by the Provincial Comprehensive Emergency Command Center for Epidemic Prevention and Control.Epidemic prevention checkpoints must be established in a scientific and reasonable manner. No more than two (including two) checkpoints may be set up in the same direction on the same section of a general road or on the same waterway. It is strictly prohibited to establish epidemic prevention checkpoints at waterway locks without authorization; if such checkpoints are indeed necessary, approval must be obtained from the municipal-level Comprehensive Emergency Command Center for Epidemic Prevention and Control.At toll stations where conditions permit, separate lanes shall be established for vehicles entering and exiting Anhui and for vehicles operating within the province to implement lane-based traffic flow. At the same time, the service capacity of highway inspection points shall be enhanced to improve traffic efficiency.Fully implement a unified and standardized permit system. Use the “Permit for the Transport of Key Materials” uniformly prescribed by provincial-level or higher epidemic prevention and control authorities, adhering to the principle of “one vehicle, one permit, one route.” This ensures the rapid and convenient passage of vehicles transporting various key materials, including epidemic prevention and medical supplies, fresh agricultural products, essential production and living materials, agricultural production inputs (such as fertilizers, pesticides, seeds, and feed), energy materials, and postal and express delivery items.Leveraging logistics parks (hub terminals, express delivery parks) and highway service areas, establish material transfer stations and cargo transfer points, implement closed-loop management, and ensure strict vehicle disinfection, no contact between personnel, and no crossover of operations.For truck drivers and crew members at material transfer stations established on the outskirts of fully locked-down cities, a “whitelist” management model for the Communication Travel Card will be implemented, provided that strict closed-loop management measures are strictly enforced and they present a negative nucleic acid test result within the past 24 hours.For domestic trade vessels arriving from epidemic-affected areas, implement the principle of “no disembarkation unless necessary, no boarding unless necessary,” promote contactless operations, and ensure normal port operations. For freight vehicles involved in the collection and distribution of goods at ports, railway stations, and airports in epidemic-affected areas, implement full-chain closed-loop management and point-to-point transportation covering the “facility area—road section—destination” to ensure the smooth flow of collection and distribution at ports, terminals, and stations.(Led by the Provincial Department of Transportation; the Provincial Epidemic Prevention Office, Provincial Development and Reform Commission, Provincial Department of Economy and Information Technology, Provincial Public Security Department, Provincial Department of Commerce, Provincial Department of Agriculture and Rural Affairs, and municipal people’s governments shall assume responsibility according to their respective duties)
19. Ensure the orderly supply of essential goods and services. Ensure the safe and orderly operation of cities by strengthening epidemic prevention measures for urban operation support units and personnel, and enhancing the monitoring, investigation, and management of various risks and hidden dangers. Focus on ensuring the orderly operation of transportation, electricity, gas, water supply, communication networks, and property services.Diligently ensure the supply and price stability of daily necessities; strengthen the supply of goods and market supervision; enhance monitoring and early warning of market supply, demand, and prices for products such as vegetables; include essential livelihood commodities such as grain, oil, vegetables, meat, eggs, and dairy products within the scope of daily necessities guaranteed during the epidemic prevention and control period; and ensure an adequate supply of staple and non-staple foods at stable prices.(Led by municipal people’s governments; the Provincial Department of Transportation, Provincial Development and Reform Commission, Provincial Department of Economy and Information Technology, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Commerce, Provincial Market Regulation Bureau, Provincial Communications Administration, Provincial Health Commission, and Provincial Epidemic Prevention Office shall assume responsibility according to their respective duties)
20. Ensure the stability of industrial and supply chains. Establish a three-tiered (provincial, municipal, and county) working mechanism to ensure the stability of industrial and supply chains. Focus on major industrial and supply chains, promptly coordinate to resolve bottlenecks, blockages, and pain points caused by the epidemic, and ensure the smooth operation of industrial chains.Leverage the collaborative mechanism for industrial and supply chains in the Yangtze River Delta region to comprehensively identify the needs of key enterprises and prioritize support to maintain the supply of core components and raw materials. For enterprises whose sources of raw and auxiliary materials or product sales markets are located in medium- or high-risk areas for the pandemic, implement measures to address supply chain disruptions and shortages, ensuring the smooth flow of raw material supplies and product sales.(Led by the Provincial Department of Economy and Information Technology; the Provincial Development and Reform Commission, Provincial Department of Science and Technology, Provincial Department of Transportation, Provincial Department of Commerce, Provincial Market Regulation Bureau, Hefei Customs, and other relevant departments shall assume responsibility according to their respective duties) Provide full support to ensure the stable production and operations of enterprises producing and distributing daily necessities, as well as key epidemic prevention materials and agricultural inputs. Implement categorized and differentiated epidemic prevention measures to effectively assist enterprises in resolving issues related to workforce availability, material transportation, and epidemic control, thereby maximizing their capacity utilization and enabling them to operate at full production levels.(Led by the Provincial Department of Economy and Information Technology; the Provincial Health Commission, the Provincial Epidemic Prevention Office, the Provincial Department of Commerce, the Provincial Department of Agriculture and Rural Affairs, the Provincial Market Regulation Bureau, and municipal people’s governments shall assume responsibility according to their respective duties) For industrial enterprises that have suspended production due to the pandemic, organize a full resumption of work and production immediately after the pandemic ends. VI. Relevant Requirements
21. Strengthen Policy Implementation. All localities and relevant departments must strengthen organizational leadership, fulfill their primary responsibilities, further refine work measures, clarify objectives, tasks, and completion deadlines, and establish a checklist-based, closed-loop management mechanism to ensure that policy measures are implemented promptly, thoroughly, and in detail. (Led by municipal people’s governments and relevant provincial units) All localities should, based on local conditions, promptly introduce quick-impact, targeted, and practical measures to support the recovery and development of struggling industries and help enterprises overcome difficulties.(Led by municipal people’s governments) All localities and relevant departments must review policies related to administrative payments, financial subsidies and support, and tax incentives. Through standardization of procedures and data verification, they should maximize the implementation of “automatic eligibility” for business support policies.For policies where “automatic eligibility” is temporarily unfeasible, leverage the “Wan Shi Tong Ban” platform to actively promote “one-stop online processing,” enabling online applications to enhance policy delivery efficiency and ensure enterprises receive benefits and enjoy dividends as soon as possible. (Led by the Provincial Bureau of Data Resources; relevant provincial units and municipal people’s governments are responsible according to their respective duties)
22. Strengthen Service Coordination. All localities must intensify efforts to provide targeted services to enterprises, establish rapid response mechanisms for enterprise requests, identify and address difficulties in production, operations, and employment, fully understand enterprise needs and respond promptly, and provide targeted assistance through a “one enterprise, one policy” approach to effectively resolve difficulties and issues encountered in enterprise production and operations. (Led by municipal people’s governments)
23. Strengthen Implementation Evaluation. Establish an evaluation mechanism for the implementation of relevant national and provincial policies. Provincial departments, in accordance with their respective responsibilities, shall monitor and evaluate the implementation and effectiveness of relevant policies through methods such as “unannounced, direct-to-site” field investigations, undercover inspections, third-party assessments, and quarterly performance evaluations; the Provincial Government shall organize supervisory inspections as appropriate.(Responsibility lies with relevant provincial units according to their respective duties) All localities must fulfill their territorial responsibilities, adopt corresponding measures, strengthen specialized supervision and effectiveness evaluations, and maximize the impact of these policies. (Led by municipal people’s governments)
These policy measures shall take effect upon issuance and remain valid until December 31, 2022. Where relevant national regulations exist, those provisions shall prevail.
