To deeply integrate into the integrated development of the Yangtze River Delta, serve the construction of the Northern Anhui Industrial Transfer and Aggregation Zone, firmly establish the development philosophy of "attracting talent through industry and promoting industry through talent," strengthen the talent chain around the industrial chain, accelerate the gathering of various types of industrial talent, and build a hub for industrial talent in the "Five Clusters and Ten Chains" industries,cultivate a fertile ground where “talent in Huaibei is sure to be found and well-rewarded,” and advance the construction of a modern and prosperous Huaibei, the following policies are hereby established regarding the gathering of industrial talent by private enterprises in our city.
I. Vigorously Attracting Talent Urgently Needed for Industrial Development
1. Focus on attracting high-level talent. High-level scientific and technological talent teams coming to Huaibei to innovate and start businesses will, upon recognition led by the Municipal Science and Technology Bureau, receive support from the municipal government through municipal state-owned investment and financing platforms acting as investors. This support will be provided in the form of debt or equity investment across three tiers: 10 million yuan, 6 million yuan, and 3 million yuan.High-level talents and teams whose landmark achievements reach the world’s top tier and can directly drive the development of the “Five Clusters and Ten Chains” industries will be subject to a “case-by-case” approach regarding recruitment conditions and support measures, following recognition by the Municipal Talent Work Leading Group.Enterprises that recruit top-tier domestic and international talent, national-level leading talent, provincial-level leading talent, or other senior talent in accordance with the “Huai’an City Measures for the Recruitment of High-Level Talent” and purchase their first commercial housing unit in Huai’an will be granted housing purchase subsidies of 700,000 yuan, 600,000 yuan, 500,000 yuan, and 400,000 yuan per person, respectively;For those who do not purchase commercial housing in Huaibei, monthly living subsidies of 11,000 yuan, 9,000 yuan, 7,000 yuan, and 6,000 yuan per person will be provided for three years. These subsidies will be disbursed annually following verification led by the Municipal Talent Office. 2. Targeted Recruitment of Urgently Needed Talent. Focusing on the talent needs of the “Five Clusters and Ten Chains” industries, the Municipal Human Resources and Social Security Bureau will regularly publish a directory of urgently needed talent and provide guidance on recruitment activities.Enterprises that recruit PhDs (with associate senior professional titles or higher, or senior technician qualifications), master’s degree holders (with intermediate professional titles or technician qualifications), and bachelor’s degree holders (with assistant-level professional titles or senior worker qualifications) who meet the directory requirements will receive monthly living subsidies of 3,000 yuan, 1,200 yuan, and 800 yuan, respectively, as well as housing subsidies of 1,000 yuan, 800 yuan, and 500 yuan, respectively, for a period of three years;Those who have worked continuously for three years and purchase their first commercial housing unit within the city will receive home purchase subsidies of 100,000 yuan, 80,000 yuan, and 50,000 yuan, respectively, and will also be eligible for a full subsidy on the deed tax for the purchase. 3. Attracting graduates of all types to work in Huai’an. For graduates with bachelor’s degrees or higher, as well as junior college and secondary vocational (technical school) graduates who do not qualify for the urgently needed talent policy, a monthly living allowance of 800 yuan and 600 yuan, respectively, will be provided for three years. Those who have worked continuously for three years and purchase their first commercial housing unit within the city will receive a housing purchase subsidy of 50,000 yuan.Graduates from institutions located in Huai’an who choose to remain in the city, or graduates from institutions outside Huai’an who are native to Huaibei and return to work in Huai’an, will receive an additional special subsidy of 500 yuan per person per month for three years. For graduates from universities, secondary vocational schools, and technical schools within two years of graduation who participate in enterprise recruitment activities registered with the human resources and social security department, an interview subsidy of 1,000 yuan per person will be provided to non-local graduates and 200 yuan per person to local graduates;Graduates who sign a labor contract of six months or longer with an enterprise and pay social insurance premiums in accordance with regulations will receive a one-time employment subsidy of 5,000 yuan per person. Those who maintain stable employment for one year, sign a labor contract of three years or longer, and pay social insurance premiums in accordance with regulations will receive an additional one-time stable employment subsidy of 5,000 yuan per person. 4. Encouraging enterprises to recruit high-salary talent. For talent recruited by enterprises with an annual salary of 200,000 yuan or more, the municipal and county (district) governments will provide an individual subsidy equal to the local portion of the individual’s actual personal income tax paid for the first three years, with the subsidy halved for the following two years. 5. Strengthen the cultivation of entrepreneurial talent. Focus on fostering leading and growth-oriented entrepreneurs within the “Five Clusters and Ten Chains” framework. Regularly organize entrepreneurs to visit developed regions such as the Yangtze River Delta for experiential training. Routinely convene “Entrepreneur Salons” and hold advanced training programs for entrepreneurs. 6. Strengthen the cultivation of leading talent in innovation and entrepreneurship. Implement the Municipal Special Support Program for Leading Talent in Innovation and Entrepreneurship. Each year, select a group of leading talents capable of enhancing the core competitiveness of the “Five Clusters and Ten Chains” industries, integrate resources from various departments to provide focused support, and grant each selected individual 200,000 yuan in training funding.Organize the Huaibei City Science and Technology Talent Innovation and Entrepreneurship Competition annually. Award innovation and entrepreneurship talents (teams) who win first, second, third, or excellence prizes 100,000 yuan, 50,000 yuan, 30,000 yuan, and 20,000 yuan respectively, and recommend the most outstanding candidates for provincial and municipal key talent programs. 7. Strengthen the cultivation of young entrepreneurial talent. College graduates starting businesses in Huaibei may receive startup guarantee loans of up to 500,000 yuan. For eligible individual borrowers who form partnerships to start a business, the loan amount may be appropriately increased based on the number of partners, up to a maximum of 10% of the total eligible individual loan amount. The “Win in Jianghuai” and Huaibei City Entrepreneurship Competition will be held annually to select six outstanding young entrepreneurial teams, each receiving a project subsidy of up to 50,000 yuan.College graduates who have graduated within the past two years and establish a small or micro enterprise for the first time, provided they maintain normal operations for at least six months and pay social insurance premiums, will receive a one-time startup subsidy of 5,000 yuan. 8. Strengthen the cultivation of skilled talent. Focusing on the talent needs of the “Five Clusters and Ten Chains” industries, we will deepen the integration of industry and education as well as school-enterprise cooperation, establish a number of practical training bases for skilled talent, and accelerate the improvement of vocational and technical education standards.Implement the “Skilled Huaibei” initiative to encourage enterprises to conduct new apprenticeship training centered on “recruitment as enrollment, entry into the enterprise as entry into the school, and joint training by enterprise and school instructors.” Enterprises will receive subsidies based on the following standards: 6,000 yuan per year per technician apprentice, 5,000 yuan per year per senior apprentice, and 4,000 yuan per year per intermediate apprentice.Enterprises conducting pre-employment skills training for new hires will receive subsidies at a rate of no less than 1,000 yuan per person; those conducting on-the-job skills enhancement training for employees will receive subsidies at rates of 5,000 yuan for senior technicians, 3,500 yuan for technicians, 2,000 yuan for senior skilled workers, and 1,500 yuan for intermediate skilled workers. 9. Increase support for the development of various R&D institutions. Focusing on the “Five Clusters and Ten Chains” industries—such as new ceramic-aluminum materials and advanced polymer materials—establish new R&D institutions such as industrial research institutes and advanced technology research institutes. Those demonstrating significant results will be eligible for rewards and support on a case-by-case basis. Enterprises that establish new academician workstations and complete provincial-level filing will receive 1 million yuan in funding support; those that have been in operation for over one year and pass the provincial performance evaluation will receive 1:1 matching support in accordance with provincial funding standards.Enterprises newly approved for national-level or provincial-level postdoctoral research stations will receive establishment subsidies of 300,000 yuan and 150,000 yuan, respectively. A one-time living allowance of 130,000 yuan will be provided for each postdoctoral researcher joining the station. Postdoctoral researchers who, upon completion of their program, take full-time employment with a Huai’an-based enterprise or start their own business will receive an additional annual subsidy of 100,000 yuan for three years, in addition to the subsidies available to university graduates.Municipal-level doctoral innovation practice bases will be established. Enterprises establishing new bases will receive a 100,000 yuan construction subsidy, and each incoming doctoral student will receive a one-time living allowance of 100,000 yuan. 10. Encourage enterprises to establish “talent outposts” outside the city. For local enterprises that establish R&D institutions, expert workstations, or other “talent outposts” in regions outside the city where innovation resources are concentrated, upon recognition by the Municipal Science and Technology Bureau, R&D-type “talent outposts” will be granted one-time subsidies of 1 million yuan, 500,000 yuan, or 200,000 yuan, respectively, based on a comprehensive evaluation of R&D investment, scientific research output, and talent recruitment;For “talent outposts” classified as expert workstations, a grant of 50,000 yuan will be provided annually upon passing the annual assessment. 11. Implement a “challenge-based recruitment” system for key core technologies in industrial development. Each year, a batch of technical challenges with significant influence, strong driving force, and broad application scope for the “Five Clusters and Ten Chains” industrial development will be selected for the “challenge-based recruitment” initiative. 12. Encourage human resources service agencies to recruit and recommend talent. Human resources service agencies that assist enterprises in recruiting national-level leading talents, provincial-level leading talents, professionals with senior professional titles (or senior technicians, PhDs), professionals with intermediate professional titles (or technicians, master’s degree holders), and other types of graduates will be granted employment service subsidies at rates of 50,000 yuan, 20,000 yuan, 5,000 yuan, 2,000 yuan, and 500 yuan per person, respectively.(Responsible Agency: Municipal Human Resources and Social Security Bureau)
IV. Strengthening Talent Support Services for the Industrial Sector
13. Strengthen financial support for talent. Explore the establishment of a “Innovation and Entrepreneurship Talent Loan” compensation fund pool to guide partner banks in providing unsecured loans of up to 10 million yuan to science and technology innovation enterprises and talent-led startup enterprises. 14. Establish a system for issuing the “Xiangcheng Elite Talent Card.” Issue the “Xiangcheng Elite Talent Card” to outstanding talents employed or starting businesses in Huai’an. Cardholders may redeem various policy benefits and enjoy preferential policies in education, healthcare, public transportation, cultural tourism, and civic services. 15. Strengthen living support for talent. Accelerate the construction of talent apartments and youth apartments. Address housing needs through multiple channels, including new construction, renovation, purchase, and leasing of housing units, as well as the provision of rental subsidies. Actively coordinate to resolve employment and school enrollment issues for the spouses and children of corporate executives and core technical personnel, fostering a welcoming environment to retain talent. 16. Improve the comprehensive talent service platform. Following the principle of “city-county coordination and tiered management,” establish a “one-stop online” comprehensive talent service system. Set up “comprehensive talent service windows” at municipal and county (district) government service centers, as well as in the Huaibei High-Tech Industrial Development Zone and the Anhui (Huaibei) New Coal Chemical Industry Base. Regarding the support funds covered by this policy, Articles 1, 5, 6, 9, 10, 11, and 13 shall be disbursed through the original channels, with the Municipal Finance Bureau responsible for implementation.For Articles 2, 3, 4, 7, 8, and 12, where the scope of support falls within the coverage of the Employment Subsidy Fund or the Special Fund for Vocational Skills Improvement Initiatives, expenditures shall be drawn from those respective funds;For items not covered by the employment subsidy funds or the Special Funds for Vocational Skills Improvement, Suixi County shall be responsible through its county finance department, while the three districts, Huaibei High-Tech Industrial Development Zone, and Anhui (Huaibei) New Coal Chemical Industry Base shall be jointly funded by the district (park) finance department and the municipal finance department on a 50:50 basis.
This policy shall take effect from the date of issuance and applies to private enterprises within the municipal jurisdiction. Municipal state-owned enterprises may implement this policy by analogy, with the relevant subsidy funds to be borne by the enterprises themselves. Where previously issued talent policies conflict with this policy, this policy shall prevail; beneficiaries shall receive the higher benefit and shall not receive duplicate benefits. Matters not covered by this policy shall be implemented in accordance with relevant central, provincial, and municipal regulations. The Municipal Talent Office, in conjunction with the responsible units, shall formulate specific operational guidelines.
