Original Title: Notice from the General Office of the Qingyang County People’s Government on Issuing the Measures for Incentives and Subsidies for the Development of Distinctive and High-Quality Agricultural Industries in Qingyang County

To thoroughly implement the rural revitalization strategy, foster and strengthen pillar agricultural industries with regional characteristics, and promote high-quality development in agriculture and rural areas, these Measures are formulated in accordance with the "Notice of the Office of the Chizhou Municipal People’s Government on Issuing Several Policies to Support the Development of Distinctive and High-Quality Agricultural Industries in Chizhou" (Chizhou Zhengban Mi [2021] No. 24) andthe "Notice of the Qingyang County People’s Government Office on Issuing the Three-Year Action Plan for the Development of Distinctive and High-Quality Agricultural Industries in Qingyang County" (Qing Zheng Ban [2021] No. 8), and in light of the actual conditions of our county, these Measures are hereby formulated.

I. Guiding Principles

Taking the Rural Revitalization Strategy as the overarching framework, we will build upon our resource endowments, leverage our comparative advantages, focus on the leading industry of Jiuhua Polygonatum, and simultaneously promote distinctive and high-quality industries such as South Anhui native chickens,Chizhou mandarin fish, and tea industries; strengthen efforts to attract investment and talent, foster excellence, and support growth; accelerate development toward scale, standardization, industrial chain integration, and branding; strive to create a new agricultural industrialization pattern characterized by “one dominant industry supported by multiple complementary sectors”; and lay a solid foundation for comprehensively advancing rural revitalization and accelerating the modernization of agriculture and rural areas.

II. Funding Source: County fiscal funds.

III. Funding Amount: 10 million yuan.

IV. Support Policies

(1) Promoting the Expansion of the Jiuhua Polygonatum Industry

1. Support for Cultivating Leading Enterprises. Establish a tiered mechanism for cultivating and strengthening leading enterprises in the Jiuhua Polygonatum industry to enhance their level of industrialized development. For large-scale Jiuhua Polygonatum processing enterprises with annual sales revenue of 20 million yuan or more in the current year, and where sales revenue has increased by 30% or more compared to the previous year, a subsidy of 1% of the current year’s sales revenue will be provided, with a maximum of 500,000 yuan. The large-scale processing enterprise with the highest annual growth in output value in the county will receive a one-time award of 200,000 yuan.

2. Support for Standardized Production. For newly established standardized Jiuhua Polygonatum propagation bases covering 100 mu or more in the current year, with an annual seedling output of 15 million plants or more and equipped with modern agricultural facilities such as automated shading systems, a one-time subsidy of 35% of the facility construction cost will be provided (with a subsidy amount not exceeding 2,000 yuan per mu), capped at 200,000 yuan per enterprise annually.For newly established standardized Jiuhua Polygonatum planting bases in the current year covering an area of 100 mu or more, with a planting density of 4,000 plants per mu or higher and a survival rate of 80% or higher, a one-time subsidy of 800 yuan per mu will be provided. The annual subsidy per enterprise shall not exceed 400,000 yuan, and the number of eligible recipients per year shall not exceed eight.For large-scale Jiuhua Polygonatum processing enterprises that purchase equipment for standardized and clean processing of Jiuhua Polygonatum and product R&D, with annual cumulative expenditures reaching 300,000 yuan, a subsidy of 25% of the equipment purchase amount will be provided, up to a maximum of 600,000 yuan. For entities that obtain green (or renewal) or organic certification (or recertification) in the current year, a subsidy of 40,000 yuan will be awarded per entity.

3. Support for Technological Innovation. Non-profit institutions and organizations in our county engaged in the Jiuhua Polygonatum industry that take the lead in formulating national, industry, or local standards for Jiuhua Polygonatum will receive one-time subsidies of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively; enterprises that apply for and obtain a Jiuhua Polygonatum invention patent will receive a one-time subsidy of 100,000 yuan; and those approved for new variety certification will receive a subsidy of 50,000 yuan per variety; the maximum annual subsidy for a single institution shall not exceed 800,000 yuan.Support will be provided for focused research and development on key technological aspects such as the extraction of active ingredients from Jiuhua Polygonatum, functional foods and beverages, and pharmaceutical and health products. Production and operation entities that obtain “Medicine” or “Health” product licenses and commence mass production will be awarded 300,000 yuan and 200,000 yuan, respectively.

4. Strengthen Product Promotion. For enterprises in our county engaged in the production and processing of Jiuhua Polygonatum that conduct online sales through third-party e-commerce platforms, if the cumulative annual expenses for platform usage fees, sales commissions, and online promotion fees reach 500,000 yuan and cumulative sales exceed 10 million yuan, a subsidy of 20% of these expenses will be provided, with a maximum subsidy not exceeding 300,000 yuan.Enterprises that establish Jiuhua Polygonatum experience stores of 20 square meters, 50 square meters, or 100 square meters or larger in first-tier cities or provincial capitals will receive one-time grants of 50,000 yuan, 80,000 yuan, or 100,000 yuan, respectively. Enterprises that install billboard advertisements along expressways or national highways will receive a one-time grant of 30,000 yuan.

(2) Support for Expanding the Southern Anhui Native Chicken Industry

5. Encouraging Standardized Farming. For newly constructed or renovated standardized South Anhui Native Chicken farms in the current year that comply with land use policies, achieve harmless treatment of chicken manure and wastewater, strictly separate production and living areas, and have paved roads within the farm premises, a one-time grant equivalent to 40% of the investment amount will be provided upon successful inspection, with a maximum of 150,000 yuan. The number of grants awarded annually shall not exceed five, and recipients will be selected based on scale and merit.

6. Support product processing. For large-scale South Anhui native chicken processing enterprises with annual sales revenue of 20 million yuan or more in the current year, and where sales revenue has increased by 30% or more compared to the previous year, a one-time grant of 200,000 yuan will be provided.

(III) Optimizing Tea Industry Development

7. Encourage the renovation of low-yield tea gardens. Implement categorized renovations for old and low-yield tea gardens. For areas of 50 mu or more that obtain certification for the renovation project and pass the low-yield renovation inspection, a one-time subsidy of 260 yuan per mu will be provided.

8. Support the extension of the industrial chain. For tea processing enterprises above a certain scale with annual sales revenue of 20 million yuan or more, and an increase in sales revenue of 30% or more compared to the previous year, a one-time subsidy of 200,000 yuan will be provided.

9. Support enterprises in engaging in deep tea processing. Enterprises that purchase equipment for the development and processing of fermented teas, such as black tea, and reach an annual cumulative expenditure of 300,000 yuan will receive a one-time subsidy equivalent to 20% of the equipment purchase cost, with a maximum subsidy of 300,000 yuan.

(IV) Support for Expanding the Chizhou Mandarinfish Industry

10. Support for extending the industrial chain. For large-scale mandarin fish processing enterprises with annual sales revenue of 20 million yuan or more, and an increase in sales revenue of 30% or more compared to the previous year, a one-time grant of 200,000 yuan will be provided.

11. Support for enterprises engaged in the deep processing of mandarin fish. Enterprises that purchase equipment for the development and processing of mandarin fish products, with annual expenditures totaling 300,000 yuan or more, shall receive a one-time grant equivalent to 20% of the equipment purchase cost, not to exceed 300,000 yuan.

V. Deepening the Integration of the Three Sectors

12. Promote the implementation of the provincial government’s “Five Batches” project for agricultural product processing to enhance the level of agricultural industrialization in our county. For large-scale agricultural product processing enterprises in the county whose annual sales revenue grows by 40% or more year-on-year, a one-time subsidy of 200,000 yuan will be granted. No more than five enterprises will be eligible for this subsidy annually, and recipients will be selected based on the magnitude of growth.

VI. Enhancing Agricultural Product Quality and Safety

13. An annual allocation of 500,000 yuan will be set aside to develop traceability systems for agricultural products such as Jiuhua Polygonatum, carry out initiatives for the recovery of agricultural input waste, and advance the prevention and control of non-point source agricultural pollution. The County Bureau of Agriculture, Rural Affairs, and Water Resources, in conjunction with the County Finance Bureau, shall formulate and implement the annual usage plan.

VII. Supporting Agricultural Brand Development

14. An annual allocation of 1 million yuan will be provided to support public promotion of distinctive, high-quality agricultural products. This funding is intended to encourage business entities to adopt unified brand logos, promotional slogans, and standardized outdoor advertising formats, as well as to facilitate public brand operations and “Two Products and One Standard” certification. The County Bureau of Agriculture, Rural Affairs, and Water Resources, in conjunction with the County Finance Bureau, shall formulate and implement an annual usage plan.

VIII. Industry-Academia-Research Collaboration

15. An annual allocation of 1 million yuan shall be provided to support planning and design, as well as industry-academia-research collaboration, for specialty industries such as Jiuhua Polygonatum. This funding shall also support agricultural business entities in establishing strategic partnerships with universities, forming industrial alliances, or establishing comprehensive experimental stations.

IX. Supplementary Provisions

The beneficiaries of this policy are agricultural production and operation entities, socialized service organizations, research institutions, and social groups registered within the county. Entities that have caused significant adverse impacts due to environmental protection, food safety, or work safety incidents; those penalized by competent authorities for illegal or non-compliant production; or those listed as discredited debtors shall not be eligible to apply for funding under this program. Unless otherwise specified, award and subsidy funds under this policy shall not be duplicated with those under municipal award and subsidy measures.The total amount of incentive funds is subject to a cap, with the aggregate amount not exceeding 10 million yuan. Allocations will be determined based on the principle of “supporting large-scale, high-quality, and strong enterprises.” The County Bureau of Agriculture, Rural Affairs, and Water Resources, in conjunction with the County Finance Bureau, shall formulate specific implementation rules and make them publicly available. The County Bureau of Agriculture, Rural Affairs, and Water Resources shall be responsible for interpreting any specific issues arising during the policy’s validity period. This policy is effective for the years 2021–2023. In the event of inconsistencies between previously issued relevant policies and this policy, this policy shall prevail.
