To uphold the central role of innovation in the overall process of modernization, thoroughly implement the innovation-driven development strategy, coordinate efforts to strengthen innovation entities, infrastructure, resources, and the innovation environment, vigorously advance the “4111” Five-Year Action Plan for Science and Technology Innovation, effectively carry out the “Two Transformations and One Promotion” initiative, stimulate the vitality of innovation and entrepreneurship, and accelerate the development of a hub for the transformation of scientific and technological achievements with significant influence across the province, this policy is formulated in accordance with the actual conditions of Fuyang.
I. Funding Allocation and Scope of Support
(1) Establish the “Fuyang City Special Fund for Promoting Science, Technology, Innovation, and Entrepreneurship.” Comprehensive measures such as pre-project funding, post-project subsidies, open competition, and stable support will be employed, with assistance provided through grants, awards, and loan interest subsidies. Priority support will be given to enterprises at critical development stages—such as those transitioning from below-scale to above-scale status or from below-quota to above-quota status—as well as high-growth enterprises including those in strategic emerging industries, high-tech enterprises, and science and technology innovation enterprises.
(2) Enterprises, institutions, relevant organizations, and individuals registered within the municipal area, paying taxes in accordance with the law, and possessing independent legal person status are all eligible for support under this special fund.
(3) To enhance the efficiency of fiscal fund utilization, the program will prioritize key areas and support outstanding and strong enterprises while ensuring universal access and fairness to stimulate vitality, thereby fully leveraging the special fund’s role in guiding and incentivizing innovation.
II. Support and Incentive Policies
(1) Promoting the Transfer and Commercialization of Scientific and Technological Achievements
1. Improve the mechanism for the transformation of scientific and technological achievements. Implement special projects for the transformation of major scientific and technological achievements, providing up to 1 million yuan in funding per project. Newly recognized municipal-level bases for the transformation of scientific and technological achievements and demonstration enterprises for such transformation will receive rewards of up to 1 million yuan and 200,000 yuan, respectively. Recognized pilot production bases will receive up to 5 million yuan in funding.For local enterprises that purchase advanced technological achievements for commercialization in Fuyang, a subsidy of 10% to 20% of the actual payment made under the technology contract will be provided based on industrialization outcomes, with a maximum subsidy of 10 million yuan per enterprise. Based on performance evaluations, awards and subsidies will be granted to science and technology service institutions—such as those engaged in technology contract registration, technology transfer, and technology brokerage—as well as to technology managers.For the lead institution receiving national or provincial science and technology awards, a 1:1 matching reward will be provided in accordance with national and provincial award standards. For new varieties of major crops and new animal breeds (breeding lines) developed and led by local enterprises, universities, and research institutes, and approved and registered at the national or provincial level, one-time rewards of 300,000 yuan and 100,000 yuan will be granted, respectively.
2. Deepen cooperation with major research institutions.Adhering to the principles of government-led promotion, enterprise-centered implementation, research institute-driven operations, market-oriented management, financial participation, and multi-party win-win outcomes, we encourage major research institutes to collaborate with local enterprises to establish R&D institutions. We support major research institutes in establishing R&D institutions with independent legal person status in our city. Through a “case-by-case” approach, support will be provided in phases and tiers according to different stages of development. Additionally, we will provide funding support for high-level innovation forums, industry-academia-research collaboration events, and other activities organized by major research institutes in Fuyang.For technology transfer and commercialization institutions or technology transaction centers with independent legal personality established and housed in the Innovation Pavilion by leading research institutions and renowned domestic technology transfer organizations, we will provide up to 5 million yuan in construction funding. Additionally, based on performance, we will provide up to 1 million yuan annually in operational funding to ensure stable operations.For science and technology enterprise incubators or maker spaces with independent legal person status established by major research institutes and domestic renowned incubation institutions in Fuyang and housed within the Innovation Pavilion, a reward of up to 500,000 yuan will be provided based on performance.
(2) Enhancing Corporate Technological Innovation Capabilities
3. Expand the Scale of High-Tech Enterprises. A reward of 100,000 yuan will be granted to high-tech enterprises newly certified or recertified for the second time in the current year; a reward of 200,000 yuan will be granted to those recertified three or more consecutive times. A reward of 200,000 yuan will be granted to high-tech enterprises that have relocated in their entirety from outside the city to Fuyang during the current year and are within their certification validity period.Strengthen monitoring of high-tech enterprises’ operations, conducting quarterly analyses and reports. Intensify research and monitoring of struggling enterprises, adopting a “tailored approach for each enterprise” to coordinate resources from all parties to provide support.
4. Vigorously Cultivate High-Growth Enterprises. For high-growth seed enterprises, potential gazelle enterprises, and gazelle and unicorn (including potential) enterprises that meet the conditions for additional tax deductions and have R&D expenditure accounting for more than 30%, 15%, and 10% of their operating revenue, respectively, subsidies of up to 3 million yuan per enterprise per year will be provided, equivalent to 50%, 20%, and 10% of their R&D expenses.
(III) Encouraging and Guiding Increased R&D Investment
5. Undertake research on major key technologies. For entities undertaking national or provincial major science and technology special projects and key R&D programs, a reward of 5% of the previous year’s actual national or provincial funding allocated to the project will be granted to the R&D team based on the project’s contractual progress and performance. The maximum reward per project is 600,000 yuan, and the maximum reward per entity is 4 million yuan.Focusing on key sectors of the city’s high-tech industries and strategic emerging industries, major science and technology special projects will be implemented through a combination of “open competition,” “targeted commissioning,” and “open challenges.” The municipal government will provide up to 2 million yuan in funding per project; particularly significant projects will be supported on a case-by-case basis, with county (city, district) governments providing matching funds on a 1:1 basis.Focusing on industrial development and improvements in people’s livelihoods, key research and development projects will be implemented, with funding of up to 500,000 yuan per project. For enterprise-funded R&D projects approved at the municipal level, corresponding subsidies will be provided on a merit-based selection basis.
6. Implement performance evaluation and rewards for R&D investment. Based on total R&D investment and R&D intensity, corresponding rewards will be granted to enterprises above designated size and non-enterprise legal entities in the scientific research and technology services sector.
(IV) Accelerating the Development of Innovation Platforms and Facilities
7. Promote the development of innovation functional zones. Newly approved national-level and provincial-level high-tech industrial development zones will receive rewards of 3 million yuan and 1 million yuan, respectively; newly approved national high-tech industrialization bases, Torch Specialized Industry Bases, demonstration bases for the integration of culture and technology, and innovative industrial clusters will receive a reward of 1 million yuan;Newly approved National Agricultural High-Tech Industrial Demonstration Zones, as well as national and provincial agricultural science and technology parks, will receive rewards of 3 million yuan, 1 million yuan, and 500,000 yuan, respectively. Provincial-level and above high-tech industrial development zones and agricultural science and technology parks will receive a 1:1 matching reward based on the provincial performance evaluation standards.Newly designated national and provincial-level international science and technology cooperation bases, talent attraction and intelligence demonstration bases (workstations), and science popularization bases will receive rewards of 500,000 yuan and 300,000 yuan, respectively, and will be eligible for operational funding subsidies based on performance evaluations. For comprehensive agricultural (forestry) experimental stations and agricultural technology extension demonstration bases jointly established by universities, research institutes, and municipal (county) governments, a 1:1 matching reward will be provided in accordance with provincial performance evaluation standards.Science and Technology Special Envoys’ workstations will be awarded on a merit-based selection, and the Special Envoys themselves will receive operational funding support. A reward of 500,000 yuan will be granted to counties (cities) that successfully establish themselves as provincial-level innovative counties (cities).
8. Support the development of various innovation platforms. For newly approved national major innovation platforms and newly constructed national major infrastructure projects, support will be provided on a case-by-case basis. Newly designated provincial laboratories and provincial technology innovation centers (“one laboratory, one center”) will receive one-time rewards of 5 million yuan and 3 million yuan, respectively, and will be granted operational funding support of up to 3 million yuan and 1 million yuan, respectively, based on performance.Newly designated provincial key laboratories, clinical medical research centers, engineering technology research centers, and new R&D institutions will each receive a one-time reward of 1 million yuan, supplemented by a 1:1 matching grant based on provincial performance reward standards.We will strive to achieve full coverage of R&D institutions and scientific and technological activities across all industrial enterprises above a certain scale in the city. We will launch pilot programs for the establishment of municipal-level new R&D institutions and technology innovation centers, providing 500,000 yuan in funding to each pilot unit. We will implement the recognition and performance-based reward system for municipal-level engineering technology research centers and enterprise R&D centers. Incubators and maker spaces that receive excellent performance evaluations in the current year will be rewarded.
(5) Promoting Mass Entrepreneurship and Innovation
9. Support innovation and entrepreneurship by science and technology talent teams.Each year, a group of science and technology talent teams will be selected through a review process. These teams must possess scientific and technological achievements with independent intellectual property rights, establish companies in our city or jointly establish companies with local enterprises, and engage in the transformation of scientific and technological achievements. The municipal and county (city, district) governments will provide support through debt or equity investment, categorized into three classes—A, B, and C—with funding of 10 million yuan, 6 million yuan, and 3 million yuan, respectively. Eligible teams will also be given priority for recommendation to apply for provincial-level high-level science and technology talent teams.Newly approved and registered Anhui Provincial Academician Workstations will receive cumulative funding of up to 1.5 million yuan. Enterprises that recruit Category A foreign high-end talent will be awarded 200,000 yuan. To reduce the cost of recruiting high-tech talent for enterprises, a percentage-based reward will be provided based on the annual salary of urgently needed and scarce scientific and technological talent recruited by the enterprise. Enterprises that win first, second, or third prizes, or the Excellence Award, in the Anhui Provincial Finals of the China Innovation and Entrepreneurship Competition will receive corresponding rewards.
10. Strengthen the deep integration of science, technology, and finance. Tailored to enterprises’ different development stages and financing needs, we will coordinate social capital from seed funds, angel investment funds, venture capital funds, private equity funds, and other sources at all levels to increase support for high-tech and technology-based enterprises.For enterprises implementing science and technology projects at various levels, a 50% subsidy will be provided for interest or guarantee fees incurred when using banks or financing guarantee companies to secure guarantees for science and technology loans. For municipal key enterprises preparing for an IPO, the annual interest subsidy shall not exceed 500,000 yuan; for other enterprises, the annual interest subsidy shall not exceed 300,000 yuan. For product R&D liability insurance and insurance for critical R&D equipment purchased by individual enterprises or research institutions, a grant equivalent to 30% of the total premium will be provided.The Science and Technology Innovation Voucher system will continue to be implemented to stimulate innovation and entrepreneurship.
III. Supplementary Provisions
(1) The Municipal Science and Technology Bureau, in conjunction with the Municipal Finance Bureau and other relevant departments, shall formulate specific implementation rules.
(2) Based on the implementation of this policy, for science and technology innovation policy funds where the provincial government explicitly requires municipal-level matching (or cost-sharing), the municipal government and counties (cities) shall share the costs in a 2:8 ratio; the municipal government and Yingzhou District, Yingquan District, Yingdong District, Fuyang Economic and Technological Development Zone, and Fuhe Modern Industrial Park shall share the costs in a 3:7 ratio.For the same grant or subsidy item, benefits shall not be duplicated with other municipal fiscal policies; where benefits have already been received under other municipal fiscal policies, this policy shall supplement the amount according to the principle of “higher over lower.”
(3) The Municipal Finance Bureau, in conjunction with the Municipal Science and Technology Bureau, shall select no fewer than 30% of supported projects for performance evaluation, and shall promptly assess and dynamically adjust the implementation of this policy. The Municipal Audit Bureau is responsible for auditing and supervising the implementation of this policy and the use of funds. For cases of fraud or fraudulent acquisition of funds, the funds already disbursed shall be recovered, and the entities involved shall be placed on the blacklist of the Fuyang City Credit Information Disclosure Platform; in serious cases, the relevant units and individuals shall be held accountable in accordance with the law.
(4) The Municipal Science and Technology Bureau is responsible for the specific interpretation of this policy. It shall take effect on January 1, 2021, and remain valid for two years. In the event of any inconsistency between this policy and previous relevant documents, this policy shall prevail.
