Original Title: Notice from the General Office of the Chizhou Municipal People’s Government on Issuing Several Policies for Promoting High-Quality Development of the Service Industry in Chizhou

To promote the improvement of quality and efficiency in the service sector and foster high-quality economic development across the city, this policy is formulated in accordance with the requirements of documents such as the “Notice of the Office of the Chizhou Municipal People’s Government on Issuing the Three-Year Action Plan for the Service Sector in Chizhou to ‘Increase Volume, Improve Quality, and Narrow Gaps’” (Chizhou Government Office [2021] No. 26), and in light of the actual conditions of our city.

I. Promoting Investment in Major Projects

(1) Enterprises investing in the construction of infrastructure for all-for-one tourism destinations (including tourist distribution centers, visitor service centers, parking lots, etc.),cultural and creative parks (districts), original large-scale performing arts projects, non-state-owned museums, and physical bookstores (cultural complexes) exceeding 500 square meters (excluding warehouses), as well as the creative development of intangible cultural heritage (ICH) products and derivatives at the municipal level or above (including the municipal level), shall be eligible for a subsidy. If the fixed-asset investment by social capital in the current year exceeds 10 million yuan, a subsidy of 10% of the actual fixed-asset investment by social capital will be granted, with a maximum of 1 million yuan.

(2) For cultural and tourism enterprises investing in the construction of smart tourism and tourism informatization projects, and for those encouraged to utilize 5G technology to develop products such as AR and VR application systems, a subsidy of 10% of the project’s fixed-asset investment for the current year will be provided, with a maximum of 500,000 yuan.

(3) For social development projects—including environmental protection, workplace safety, food and drug safety, public health, and the “Safe Chizhou” initiative—that have been approved under the provincial key R&D program, a subsidy of 20% of the provincial support amount will be provided.

II. Supporting Enterprise Growth and Expansion

(4) A one-time reward of 50,000 yuan will be granted to other for-profit service enterprises above the designated size that are newly added to the registry during the year.

(5) A one-time reward of 50,000 yuan shall be granted to newly added cultural, tourism, and cultural-tourism-wellness enterprises that meet the scale criteria in the current year.

(6) For wholesale, retail, accommodation, and catering units above the designated size threshold that are included in the statistics for the first time, a one-time reward of 50,000 yuan will be granted if their sales growth in the second year is no less than the citywide growth rate for the same industry in that year.

(7) For cultural, tourism, and cultural-tourism-wellness enterprises whose main business revenue reaches 50 million yuan, 30 million yuan, or 10 million yuan for the first time, one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, will be granted.

(8) For other for-profit service enterprises above the designated size with annual operating revenue of 100 million yuan or more and a growth rate of 10% or higher, a reward of 50,000 yuan shall be granted.

(9) For wholesale (or retail) enterprises above the designated size, those with annual retail sales of 100 million yuan and a growth rate of 10% or 20% shall be granted one-time rewards of 100,000 yuan and 150,000 yuan, respectively. For accommodation (or catering) enterprises above the designated size, those with annual retail sales of 20 million yuan and a growth rate of 10% shall be granted a reward of 100,000 yuan.

(10) For newly introduced R&D or manufacturing enterprises whose primary business involves integrated circuit design, manufacturing, packaging, testing, equipment, and materials, a reward of 50,000 yuan, 100,000 yuan, or 300,000 yuan will be granted if their annual operating revenue exceeds 30 million yuan, 50 million yuan, or 100 million yuan for the first time, respectively; enterprises that enter the national Top 100 in Electronic Information, Software, or Internet for the first time will each receive a subsidy of 500,000 yuan.Enterprises that are included in the Anhui Provincial List of Key Electronic Information and Software Enterprises for the first time shall each receive a subsidy of 50,000 yuan.

III. Encouraging Industry Innovation and Development

(11) National-level research institutions, renowned domestic and international universities, enterprises directly under the central government, leading domestic enterprises in the industry, and well-known multinational corporations that establish wholly-owned or majority-owned R&D institutions or R&D headquarters in our city—which possess independent legal person status and align with our city’s industrial development direction—and introduce core technologies while staffing them with core R&D teams, will be supported on a case-by-case basis.

(12) Enterprises purchasing advanced technological achievements for industrialization will receive a subsidy equivalent to 15% of the actual payment, with a maximum of 500,000 yuan per enterprise.

(13) For operators of specialized markets that establish settlement platforms and are included in the above-quota statistics for the first time, a one-time reward of 200,000 yuan will be granted if the annual retail sales reach 20 million yuan and the platform hosts 20 or more merchants who have settled in and use the unified settlement system.

(14) For high-level, permanent comprehensive agricultural (forestry) experimental stations and agricultural technology extension demonstration bases jointly established by agricultural universities and research institutes and our municipal government that receive provincial performance-based rewards, a reward equal to 50% of the provincial award amount shall be granted. For agricultural germplasm resource repositories (nurseries) providing public-interest shared services that receive provincial performance-based rewards, a reward equal to 50% of the provincial award amount shall be granted.

IV. Promoting Industry Cluster Development

(15) For provincial-level modern service industry cluster demonstration parks and clusters newly designated in the current year, one-time rewards of 150,000 yuan and 100,000 yuan will be granted, respectively.

(16) Parks (enterprises) designated as national or provincial pilot zones for the integrated development of advanced manufacturing and modern services shall be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively, upon successful completion of acceptance inspections.

(17) Newly designated national-level and provincial-level nighttime cultural and tourism consumption clusters shall be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

(18) For e-commerce industrial parks that house at least 10 e-commerce enterprises (each with annual online sales of 5 million yuan or more), have a floor area exceeding 5,000 square meters, and possess a well-developed supporting service system including property management, express delivery, and warehousing, an annual subsidy of 500,000 yuan will be provided to the operating entity.

(19) Public service platforms serving 10 or more cross-border e-commerce enterprises in our city with an annual online cross-border transaction volume of 10 million USD or more shall receive an annual subsidy of 500,000 yuan.

(20) For newly constructed or renovated public commercial warehousing and logistics centers with a warehouse floor area of 5,000 square meters or more, owning at least five delivery vehicles, and providing warehousing and logistics services to 10 or more commercial enterprises using standardized pallets, an annual subsidy of 150,000 yuan will be provided to the operating entity.

V. Strengthening Brand Development

(21) Counties and districts that successfully establish national-level or provincial-level comprehensive tourism demonstration zones shall receive one-time rewards of 1 million yuan and 200,000 yuan, respectively; those that successfully establish national 5A, 4A, or 3A-rated tourist attractions shall receive one-time rewards of 1 million yuan, 300,000 yuan, and 100,000 yuan, respectively; and those that successfully establish national-level or provincial-level tourist resorts shall receive one-time rewards of 500,000 yuan and 200,000 yuan, respectively;For entities recognized as national-level or provincial-level cultural industry demonstration zones (bases), demonstration zones for the integrated development of cultural and tourism industries, or news, publishing, radio, film, and television (copyright) industry zones (bases), one-time rewards of 500,000 yuan and 100,000 yuan will be granted, respectively.

(22) Newly rated five-star and four-star tourist hotels will receive one-time rewards of 1 million yuan and 200,000 yuan, respectively; those awarded the National Golden Tripod or Provincial Silver Tripod titles for cultural tourism hotels will receive subsidies of 200,000 yuan and 100,000 yuan, respectively.For those designated as National Class A or Class B tourist homestays and “Top Ten Chizhou Specialty Homestays,” one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan will be granted, respectively.

(23) A one-time reward of 50,000 yuan shall be granted to those designated as provincial “Top Ten Night Entertainment Activities,” “Top Ten Night Tour Districts,” “Top Ten Night Reading Spaces,” or “Top Ten Late-Night Eateries.”

(24) Newly designated national-level and provincial-level e-commerce demonstration parks (bases) and demonstration enterprises will each receive a one-time reward of 500,000 yuan and 100,000 yuan, respectively, for the operating entities.

(25) For newly recognized “first-edition” software, one-time rewards of 200,000 yuan and 100,000 yuan will be granted for national-level and provincial-level designations, respectively.

(26) For national-level and provincial-level pilot demonstration enterprises (projects) in the fields of manufacturing-Internet integration, manufacturing “mass entrepreneurship and innovation,” industrial Internet, big data industry, and the software “Soul-Casting” Project, one-time subsidies of 300,000 yuan and 100,000 yuan will be provided, respectively.

VI. Supplementary Provisions

(27) The scope of support under this policy covers enterprises or entities registered within the municipal area that operate in accordance with the law and have no record of bad faith, except where restricted by laws, regulations, rules, or industrial policies, or where the entity has been involved in major environmental protection or work safety accidents, or has been listed as a discredited party subject to enforcement.

(28) Where this policy references existing municipal industrial support policies, support shall be provided in accordance with those existing policies. During the implementation of this policy, if relevant national, provincial, or municipal policies are adjusted, the latest policies shall apply. For the same enterprise or different enterprises under the same legal entity, the “higher-value, non-duplicative” principle applies; only one evaluation-based project may be applied for, with the exception of non-evaluation-based projects. The funds required to fulfill the new policy provisions (Articles 4, 8, 15, and 16) shall be borne by the municipal-level government.

(29) The Municipal Development and Reform Commission and the Municipal Commerce Bureau, in conjunction with the Municipal Finance Bureau, shall formulate specific implementation rules and make them public. The Municipal Development and Reform Commission shall be responsible for interpreting any specific issues arising during implementation.

(30) This policy shall take effect on the date of issuance and shall be implemented on a trial basis for one year. Upon expiration of the trial period, the Municipal Finance Bureau shall lead a performance evaluation of the policy’s effectiveness and, based on the evaluation results, shall work with the Municipal Development and Reform Commission and the Municipal Commerce Bureau to revise and improve the policy.
