Original Title: Notice of the General Office of the Huaibei Municipal People’s Government on Issuing the Support Policies for Promoting High-Quality and Efficient Agricultural Development (Interim)
To earnestly implement the spirit of the “Implementation Opinions of the CPC Huaibei Municipal Committee and the Huaibei Municipal People’s Government on Comprehensively Advancing Rural Revitalization and Accelerating the Modernization of Agriculture and Rural Areas” (Huaifa [2021] No. 2), leverage the guiding role of fiscal funds, vigorously advance agricultural supply-side structural reform, and promote high-quality and efficient agricultural development, this policy is formulated in light of the actual conditions of our city.
I. Scope of Support and Amount of Fiscal Support Funds
Enterprises engaged in agricultural production within the city, new types of agricultural business entities, and units and individuals promoting the transformation of agricultural scientific and technological achievements are all eligible for support. The focus will be on seed industry development, food security, the “vegetable basket” initiative, and agricultural industrialization. The municipal and county (district) governments will allocate 100 million yuan annually in special support funds. After review and approval by the municipal agriculture and rural affairs department, the finance department will provide grants and subsidies.
II. Support Policies
(1) Support for Large-Scale Agricultural Production
1. Support for New Land Transfer Agreements (5-year or longer contracts). For the transfer of 500 mu or more of contiguous land in a single year for vegetable and grain production, a subsidy of 50 yuan per mu per year will be provided; for the transfer of 1,000 mu or more of contiguous land in a single year for branded grain production, a subsidy of 100 yuan per mu per year will be provided;For the transfer of 1,000 mu or more of contiguous land in a single year for grain seed propagation, a subsidy of 150 yuan per mu per year will be provided. The maximum annual subsidy for a single enterprise or new-type agricultural business entity shall not exceed 1 million yuan.
2. Support for full-process outsourced agricultural services. For the outsourcing of major crop production (covering at least three of the following stages: cultivation, planting, pest control, and harvesting) on 10,000 mu or more in a given year, a subsidy of 30 yuan per mu will be provided; the maximum annual subsidy for a single enterprise or new-type agricultural business entity shall not exceed 1 million yuan.
(2) Support for the development of seed breeding and propagation systems. For newly designated integrated breeding, propagation, and promotion bases (enterprises), a one-time subsidy of 30% of the project’s facility investment will be provided, with a maximum subsidy of 1 million yuan per base (enterprise).For newly established sub-branches of national or provincial agricultural germplasm resource repositories (gardens, farms) and municipal-level germplasm resource repositories (gardens, farms), a one-time subsidy of 30% of the investment amount will be provided, with a maximum of 2 million yuan.
(3) Support for Seed Industry Research. Support will be provided for foundational, cutting-edge, and applied research in breeding, as well as for the development of high-quality crop and livestock varieties and the breakthrough of key breeding technologies. For seed industry laboratories (stations) established in Huaibei, a one-time grant of 50% of the equipment investment will be provided, with a maximum of 1 million yuan.For those who, relying on seed industry laboratories (stations), establish academician or chief expert studios (stations) to advance seed industry technological innovation, an additional annual funding of 500,000 yuan will be allocated to the studio for scientific research. For projects that promote the transformation of agricultural scientific and technological achievements and comply with the "Implementation Rules for Promoting the Transformation of Scientific and Technological Achievements in Anhui Province (Revised)" (Wan Zheng Ban [2017] No. 77), reward policies will be implemented in accordance with the document.
(4) Support the development of facility agriculture. For projects involving the concentrated, contiguous construction of solar greenhouses, steel-frame greenhouses with a covered area of 50 mu or more, or multi-span greenhouses with a covered area of 20 mu or more in the current year, a one-time grant subsidy of 30% of the investment amount shall be provided, with a maximum of 2 million yuan per enterprise or new-type agricultural business entity.
(5) Support for the Development of Animal Husbandry. For facilities recognized as national or provincial livestock and poultry conservation farms, an annual subsidy equal to the amount provided by higher-level authorities shall be granted to each farm. For the construction of new recirculating aquaculture systems of 5,000 square meters or more in the current year, a one-time subsidy of 30% of the facility investment shall be granted; for the construction (or renovation) of standardized fish ponds of 1,000 mu or more in the current year, a one-time subsidy of 30% of the facility investment shall be granted;with a maximum of 2 million yuan per enterprise or new-type agricultural business entity. For enterprises or new-type agricultural business entities that import 1,000 or more dairy cows or breeding pigs from abroad in the current year, a subsidy of 3,000 yuan per head for dairy cows and 1,000 yuan per head for breeding pigs will be provided, with a maximum of 10 million yuan per enterprise or new-type agricultural business entity.
(6) Support the development of distinctive agricultural industries.For new contiguous plantings of local specialty fruit orchards covering 100 mu or more in the current year, a one-time subsidy of 300 yuan per mu shall be granted; for contiguous variety improvement of local specialty fruit orchards covering 500 mu or more in the current year, a one-time subsidy of 200 yuan per mu shall be granted; for new contiguous flower plantings covering 500 mu or more in the current year, a one-time subsidy of 300 yuan per mu shall be granted.
(7) Support the development of the agricultural processing industry. For projects undertaken by newly established agricultural processing enterprises in our city, upon timely commencement of production, if the project is allocated dedicated land and the fixed-asset investment (excluding land costs) exceeds 20 million yuan, a subsidy of up to 8% of the investment in newly purchased production technology and equipment will be provided, with a maximum subsidy of 2 million yuan;For projects not allocated separate land but with fixed-asset investments of 10 million yuan or more, a subsidy of up to 6% of the investment in newly purchased production technology and equipment will be provided, with a maximum subsidy of 1 million yuan per enterprise.
(8) Support for the construction of cold storage and fresh-keeping facilities. Agricultural production and operation entities that construct new cold storage or fresh-keeping facilities with a capacity of 1,000 cubic meters or more in the current year for storing “vegetable basket” products shall receive a one-time subsidy of 200 yuan per cubic meter for cold storage and 150 yuan per cubic meter for fresh-keeping facilities, respectively, with a maximum of 2 million yuan per enterprise or new-type agricultural operation entity.
(9) Support the “Huaiyou” Professional Association in expanding markets. For “Huaiyou” agricultural product professional associations that organize and carry out large-scale, standardized production, actively connect with supermarkets and agricultural wholesale markets in the Yangtze River Delta and locally, and demonstrate significant leading effects, an annual award and subsidy of 200,000 yuan will be provided.
(10) Support for agricultural product quality certification and brand development.
1. For business entities that newly obtain or successfully renew certification for pollution-free agricultural products, green food, organic agricultural products, or national geographical indication agricultural products, a one-time subsidy of 30,000 yuan, 50,000 yuan, 60,000 yuan, or 80,000 yuan, respectively, will be provided for each product; for those newly established as national or provincial famous agricultural product brands, a one-time subsidy of 200,000 yuan or 100,000 yuan will be provided.
2. New agricultural business entities that participate in various agricultural product exhibitions and sales events organized at the national, provincial, or municipal levels through the city’s unified coordination shall receive one-time subsidies of 10,000 yuan, 5,000 yuan, and 2,000 yuan, respectively; those winning gold awards shall receive one-time grants of 50,000 yuan, 20,000 yuan, and 10,000 yuan, respectively.
3. For enterprises, family farms, and cooperatives recognized in the current year as key leading enterprises in agricultural industrialization at the national, provincial, and municipal levels, one-time awards and subsidies of 500,000 yuan, 100,000 yuan, and 50,000 yuan, respectively, will be granted. Those passing the re-evaluation will receive one-time awards and subsidies of 100,000 yuan, 50,000 yuan, and 20,000 yuan, respectively.
4. Enterprises and new types of agricultural business entities designated as “Huaiyou” agricultural products in the current year will receive a one-time award and subsidy of 20,000 yuan.
5. An annual budget of 1 million yuan will be allocated for publicity and promotion, to be used for the promotion of the “Huaiyou” regional public brand for agricultural products.
(11) Support the application of agricultural informatization. Agricultural production and operation entities that apply Internet of Things (IoT) technology in agricultural production, processing, and services, and invest 1 million yuan or more in IoT hardware and software equipment in the current year, shall receive a one-time grant of 100,000 yuan upon successful acceptance.
(12) Support for Agricultural Loan Interest Subsidies. Leading agricultural industrialization enterprises, family farms, and cooperatives that secure bank loans of 1 million yuan or more in the current year for agricultural production and operations shall receive a loan interest subsidy equivalent to 50% of the benchmark bank lending rate for the same period. The maximum subsidy for any single enterprise or new type of agricultural business entity shall not exceed 1 million yuan.
III. Supplementary Provisions
(1) The fiscal incentive funds covered by this policy shall be shared between the municipal and county (district) levels in a 6:4 ratio; if the total amount of funds applied for by all eligible projects exceeds the total special fund allocation for the current year, the actual disbursement amount shall be proportionally reduced.
(2) The Municipal Bureau of Agriculture and Rural Affairs shall formulate specific implementation rules, which shall take effect upon approval by the municipal government.
(3) If the same construction project qualifies for multiple municipal-level incentive policies, the highest award amount shall be disbursed. If different projects of the same enterprise meet two or more support provisions under this policy, the benefits may be stacked.Where this policy overlaps with other municipal policies regarding the same type of reward for the same enterprise (project), the highest amount shall be applied, but benefits shall not be duplicated. Fiscal incentive projects for leading enterprises in agricultural industrialization shall be managed through the enterprise project funding information system. For acts of fraud or misrepresentation to obtain funds, disbursed funds shall be recovered, and the entity shall be placed on the blacklist of the Huaibei City Credit Information Disclosure Platform; in serious cases, relevant units and individuals shall be held accountable in accordance with the law.
(4) In the event of inconsistencies between this policy and newly issued relevant national or provincial policies, the national or provincial policies shall prevail. Where existing municipal documents conflict with this policy, this policy shall prevail.
(5) This policy shall take effect on January 1, 2021, and shall remain in force until December 31, 2023. The Municipal Bureau of Agriculture and Rural Affairs, in conjunction with relevant departments, shall be responsible for interpreting this policy.
