The second Sporadic works referred to in this approach refers to a single budget or a single contract estimated amount of the government procurement limit standard, sporadic dispersion of government investment projects (including the government centralized procurement directory outside the project and does not reach the decentralized procurement limit standard and decentralized procurement limit standard projects below). ). It mainly includes engineering projects of less than 600,000 yuan and service projects of less than 300,000 yuan.

The "above" and "within" referred to in this method include this number.

Chapter II Implementation principles

Article III of the sporadic works to strictly implement the principle of prior approval. Before the implementation of the project should be prepared to implement the program, after approval before the organization and implementation.

Article IV Sporadic works into the budget management. According to the annual urban construction investment plan and infrastructure budget implementation, the implementation of budget control and final audit system. Project budget (control price) in principle, according to the current bill of quantities pricing specifications, the relevant price document requirements for the preparation, in accordance with the following standards:

To determine the comprehensive unit price for the full cost of the comprehensive unit price, that is, including the basic unit price and related management fees, taxes, profits, risk fees, measures and all additional costs.

Article 5 Sporadic works are generally implemented by commissioning, competitive consultation, competitive negotiation, and single-source procurement. The unit undertaking the task of piecemeal works shall have the appropriate qualifications and capabilities.

Article VI In addition to the commissioning mode of implementation, sporadic works procurement information shall be published in a timely manner in the media designated by the government procurement supervision department to the community (except for confidential information). In general, it should also be announced on the Xuancheng Economic and Technological Development Zone government website.

Article 7 Sporadic projects to Xuancheng Economic and Technological Development Zone Management Committee as the project investment corporation, in principle, authorized the Construction Bureau on behalf of the performance of the duties of the construction unit responsible for the implementation of the project organization. Belonging to the functional departments within the scope of responsibility of the project, led by the departments responsible for the implementation of the Construction Bureau organization.

Chapter III Implementation process

Article 10 (Determination of the implementation mode) After the implementation plan and project budget (control) price compilation is completed, the implementation mode will be determined in accordance with the following approval authority:

(a) the single budget cost of engineering projects of less than 200,000 yuan, services (a) a single budget cost of engineering projects less than 200,000 yuan, service projects less than 100,000 yuan, can be selected by the Construction Bureau according to the market credit, service response, qualification conditions, performance capacity and other factors than the collective study to determine, reported to the leadership in charge of the Construction Committee agreed to entrust the implementation.

Generally, it can be selected on the basis of merit from the service units within the scope of Xuancheng Economic and Technological Development Zone and the government investment projects under construction in the same period. Under the same conditions, priority will be given to supporting small and medium-sized enterprises.

(c) repair and rescue, emergency works and in case of force majeure and other reasons, the budget cost of a single project exceeds the above limits, approved by the leadership of the Construction Committee in charge, can be directly commissioned by the Construction Bureau. After the completion of the emergency treatment in a timely manner to the Director's Office to report, fulfill the record procedures, retain the relevant image data.

(d) The project is scattered, the amount is small, the number of sporadic works, but also through the centralized bundled bidding procurement, fixed-point procurement and other forms to determine the implementation mode.

Chapter IV Service unit management

Article XI sporadic engineering contract management, strict service period assessment and evaluation. Sporadic engineering service units identified by the Xuancheng Economic Development Zone Management Committee and the service unit signed a contract to clarify the rights and obligations of both parties. Contract service period, according to the priorities of different projects and the actual need to determine, generally from the date of signing the contract to the completion of the project implementation, engineering projects can determine a reasonable quality defects liability period; the implementation of centralized bundled bidding procurement or fixed-point service of sporadic projects, the contract service period can be 1-2 years. Contract assessment and management by the Construction Bureau to lead the relevant departments, combined with the project characteristics and needs to be developed separately, and be clear in the contract.

Article XII of the contract service period assessment of the implementation of the score system and negative list management. Contract service period, should be carried out on a regular basis to assess the evaluation of services, strengthen the credit information disclosure, accept social supervision. Generally every year or each project to carry out a comprehensive assessment of the quality of service, the comprehensive assessment of excellent market players can be notified and praised, credited to the excellent credit record; the occurrence of bad behavior of the market players, should be promptly given penalties, credited to the construction market and the government procurement of bad credit information records; serious defaults, breaches of trust, illegal and law-breaking market players to implement a joint breach of trust and discipline, and included in the construction market players "Blacklist", can be implemented within a certain period of time market ban.

Service period one of the following behaviors occur, terminate its service qualification, terminate the service contract; the circumstances are serious, within 1-3 years prohibited from participating in government procurement activities, and be notified; constitutes a crime, be held criminally liable:

(a) illegal subcontracting, subcontracting, borrowing qualifications;

(b) the occurrence of large engineering quality problems, production safety accidents;

(c) the occurrence of environmental pollution incidents, default on the payment of wages to laborers that causing group petition or adverse social impact;

(d) serious breach of contract, fraudulent gain, causing large losses and other circumstances, as well as suspected fraud and corruption (including, but not limited to, provision of false documents, fraudulent bidding, non-performance of contractual obligations, failure to comply with the provisions of the settlement resulting in relevant losses or Settlement audit reduction rate of more than 20%);

(e) included in the list of serious breach of trust;

(f) the occurrence of other violations of the law, punished in accordance with the law.

Article 13 The service units with excellent assessment during the service period shall be prioritized and recommended for priority consideration in terms of task commissioning, qualification points, merit selection, and excellent credit evaluation.
