Original Title: Notice from the Office of the Fuyang Municipal People’s Government Regarding Amendments to the “Several Policies to Support the Development of the Modern Pharmaceutical Industry”

To thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, advance the Healthy China strategy, build a modern pharmaceutical industry system driven by innovation and characterized by coordinated development, and achieve high-quality development of our city’s modern pharmaceutical industry, the following policies are formulated in accordance with the spirit of the “Notice of the People’s Government of Anhui Province on Issuing Several Policies to Support the Development of Modern Medical and Pharmaceutical Industries” (Wan Zheng [2018] No. 58) and in light of our city’s actual conditions.

I. Scope of Policy Support

This policy supports pharmaceutical enterprises registered within the municipal area, legally paying taxes, and possessing independent legal person status. Priority support will be given to sectors such as chemical pharmaceuticals, biopharmaceuticals, modern traditional Chinese medicine, pharmaceutical excipients and medical devices, nutritional health, and precision medicine, with a view to further strengthening the development of Fuyang as a hub for the modern pharmaceutical industry.

II. Encouraging Investment Promotion

For pharmaceutical manufacturing projects with a cumulative actual investment of 200 million yuan or more over a three-year period, incentives will be granted to the investment promotion team (referring to the team responsible for attracting projects from outside the city). Specifically: for projects with an investment of 200 million yuan or more but less than 500 million yuan, a reward of 200,000 yuan will be granted; for projects with an investment of 500 million yuan or more but less than 1 billion yuan, a reward of 500,000 yuan will be granted; and for projects with an investment of 1 billion yuan or more, a reward of 1 million yuan will be granted.Upon the project’s commencement of production, 30% of the reward funds will be disbursed; upon reaching full production capacity, the remaining 70% will be disbursed. The funds will be allocated to the relevant counties, districts, and cities, with the local governments formulating specific distribution plans. III. Strengthening Support for Production Factors

Priority land allocation will be given to key pharmaceutical industrial projects or projects identified as having strong growth potential. Land transfer fees may be paid in installments; 50% of the transfer price must be paid within one month of contract signing, and the balance must be paid promptly in accordance with the contract terms, with the final payment due no later than one year after the initial payment.For projects with fixed-asset investments of 100 million yuan or more, a reward of 50,000 to 90,000 yuan per mu of actual land use will be granted, taking into account the project’s industrial type, implementation costs, investment progress, and operational performance; for projects with fixed-asset investments of 500 million yuan or more, a “case-by-case” approach may be adopted. IV. Support for Pharmaceutical Industry Investment Projects

For pharmaceutical manufacturing projects with an actual total investment (excluding land costs; the same applies below) of 100 million yuan or more, subsidies will be provided for the purchase of key equipment. The subsidy rate is 12% of the purchase amount, with a maximum subsidy of 10 million yuan per project. For pharmaceutical manufacturing projects with an actual total investment of 1 billion yuan or more that demonstrate strong leadership and driving capabilities, the municipal and county governments will jointly provide support through a “case-by-case” approach. V. Support for Pharmaceutical Product R&D

For major pharmaceutical and medical device projects produced within the city—including new traditional Chinese medicine (TCM) drugs (Classes 1–4), secondary development of classic TCM formulas, new chemical drugs (Classes 1–2), biological products (Classes 1–5) with a New Drug Certificate, and Class II and Class III medical devices—subsidies will be provided at 20% of R&D costs for preclinical research and 10% of R&D costs for clinical trials, with a maximum total subsidy of 5 million yuan per project.(Responsible Units: Municipal Development and Reform Commission, Municipal Finance Bureau, Municipal Market Regulation Bureau)

For new Class 1, Class 2, and Class 3 drugs registered in the previous year or newly applied for in the current year, a one-time subsidy of 5 million yuan, 2 million yuan, and 1 million yuan, respectively, will be granted upon obtaining the clinical trial approval. For local pharmaceutical manufacturers that pass the generic drug quality and efficacy equivalence evaluation, a one-time subsidy of up to 5 million yuan will be granted per product, and a one-time subsidy of 100,000 yuan will be granted to the legal representative of the enterprise. For active pharmaceutical ingredients (APIs) produced within the municipal area that are used in the bioequivalence evaluation of generic drugs, a one-time award of 5 million yuan will be granted for each product (support is provided only once per product). VI. Promoting the Development of Platforms and Bases

A one-time reward of 3 million yuan shall be granted to pharmaceutical enterprises for newly recognized National Key Laboratories, Clinical Medical Research Centers, and Enterprise Technology Centers; a one-time reward of 500,000 yuan shall be granted for newly recognized Provincial Key Laboratories, Clinical Medical Research Centers, Engineering (Technology) Research Centers (Laboratories), and New R&D Institutions; and a one-time reward of 50,000 yuan shall be granted for newly recognized Municipal Engineering Technology Research Centers and Enterprise R&D Centers.For provincial and municipal-level engineering (technology) research centers (laboratories) that receive an “excellent” rating in performance evaluations, one-time rewards of 300,000 yuan and 100,000 yuan will be granted, respectively; provincial and municipal rewards will not be duplicated. Five municipal-level demonstration bases for Chinese herbal medicine cultivation will be selected annually, with each base receiving a one-time subsidy of 1 million yuan. VII. Strengthening Talent Support

Include the modern pharmaceutical industry in the catalog of industries eligible for talent recruitment subsidies, with a focus on supporting talent recruitment for R&D and manufacturing-oriented modern pharmaceutical enterprises. For urgently needed and scarce talent recruited on a full-time or flexible basis, implement talent recruitment incentive policies in accordance with the “20 Measures to Promote Enterprise Talent Development.” (Responsible Units: Municipal Party Committee Organization Department, Municipal Human Resources and Social Security Bureau, Municipal Finance Bureau)

VIII. Supporting the Application of Innovative Medical Devices

Support the inclusion of our city’s innovative medical devices in the “Anhui Province Innovative Medical Device Product Catalog.” For the first application of medical devices included in the catalog and deemed eligible after evaluation, a one-time subsidy of 1 million yuan will be provided to each local research and development unit per product, with a maximum of 5 million yuan per unit. IX. Supporting Open Development

For pharmaceutical enterprises whose products obtain international registration approvals and are subsequently manufactured in our city, a reward of 500,000 yuan will be granted for each product that obtains an international registration approval. Local pharmaceutical enterprises that obtain certification from the European Directorate for the Quality of Medicines (EDQM), the U.S. Food and Drug Administration (FDA), or the World Health Organization (WHO) Prequalification (PQ) will receive a one-time reward of 1 million yuan. X. Supporting Enterprises to Grow Larger and Stronger

Local pharmaceutical manufacturers whose main business revenue exceeds 100 million yuan, 500 million yuan, 800 million yuan, or 1 billion yuan for the first time will receive a 1 million yuan reward for each milestone reached. Enterprises that enter the national top 100 pharmaceutical companies for the first time shall receive a one-time subsidy of 2 million yuan. (Responsible Units: Municipal Bureau of Economy and Information Technology, Municipal Development and Reform Commission, Municipal Finance Bureau)

Where a single project entity or a company under the same legal representative is eligible for multiple awards or subsidies under these policies for the same matter, the highest amount shall apply, and benefits shall not be duplicated. Where this policy overlaps with existing preferential policies such as the “Notice of the Fuyang Municipal People’s Government Office on Issuing Support and Subsidy Policies for the Development of New Industrialization and the Construction Industry in Fuyang” (Fuyang Government Office [2019] No. 31), enterprises may choose which policy to apply; support shall not be duplicated for the same matter.

The Fuyang City “Three Priorities and One Innovation” Construction Guidance Fund shall be established with an annual allocation of no less than 30 million yuan, to be included in the municipal fiscal budget.The funds required for the incentives and subsidies under this policy shall be allocated according to the division of responsibilities from the following sources: the Municipal “Three Major Projects and One Innovation” Construction Special Guidance Fund, the Municipal Special Fund for Promoting the Development of New Industrialization and the Construction Industry, the Municipal Fund for Promoting Modern Agricultural Development, and the Municipal Special Fund for Promoting Science, Technology Innovation, and Entrepreneurship. For matters involving investment promotion and land-related incentives and subsidies, the local government where the benefits are realized shall, in principle, be responsible for implementation, unless explicitly stipulated that the municipal government shall bear the costs.

The Municipal Development and Reform Commission, in conjunction with relevant departments, shall be responsible for interpreting this policy.
