To thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the important speeches and instructions made by General Secretary Xi Jinping during his inspection tour of Anhui, to vigorously implement the innovation-driven development strategy, and to accelerate the enhancement of enterprises’ independent innovation capabilities, the following policy measures are formulated in accordance with provincial and municipal science and technology innovation policies and in close alignment with the actual conditions of Huashan District.

I. Support Policies

(1) A one-time reward of 150,000 yuan shall be granted to enterprises newly recognized as high-tech enterprises, and a one-time reward of 100,000 yuan shall be granted to those re-recognized. (This provision cannot be enjoyed concurrently with municipal-level rewards for high-tech enterprise recognition; if the combined municipal and district reward amounts are insufficient, the reward shall be granted at 150,000 yuan or 100,000 yuan);

(2) Enterprises included in the Huashan District “Science and Technology Little Giants” cultivation pool shall receive a 10,000 yuan reward in the year of inclusion;

(3) Newly recognized national, provincial, and municipal-level science and technology enterprise incubators or maker spaces will receive rewards of 50,000 yuan, 30,000 yuan, and 10,000 yuan, respectively;

(4) A reward of 2,000 yuan shall be granted for each newly certified high-tech product, with a maximum reward of 20,000 yuan per enterprise;

(5) A reward of 20,000 yuan shall be granted to high-tech industries whose annual output value reaches 100 million yuan and whose year-on-year growth in added value meets the municipal assessment criteria, or to high-tech industries with an annual increase in output value of 50 million yuan or more;

(6) A reward of 10,000 yuan shall be granted to entities recognized as municipal-level new R&D institutions, municipal-level engineering technology research centers, or key laboratories;

(7) Projects that qualify for and participate in the finals of national or provincial innovation and entrepreneurship competitions will be awarded 50,000 yuan and 10,000 yuan per project, respectively;

(8) For enterprises that have filed technical contracts, a reward of 5,000 yuan will be granted for every 10 million yuan in technical contract transaction value, with an additional 5,000 yuan for every subsequent 10 million yuan; the maximum reward per enterprise shall not exceed 50,000 yuan;

(9) Enterprises will receive a reward of 1,000 yuan for each registered scientific and technological achievement, with a maximum reward of 30,000 yuan per enterprise;

(10) Units that initially obtain software copyrights shall be awarded 1,000 yuan per copyright; the total award for a single enterprise shall not exceed 10,000 yuan;

(11) Individuals granted an invention patent will receive a reward of 5,000 yuan per patent. Entities granted an invention patent will receive a reward of 10,000 yuan per patent. Individuals or entities granted an overseas invention patent, provided such patents are filed with the district science and technology department, will receive a reward of 20,000 yuan (limited to no more than two countries);

(12) Enterprises newly designated as National Intellectual Property Demonstration Enterprises or National Intellectual Property Leading Enterprises shall receive rewards of 100,000 yuan and 50,000 yuan, respectively. Enterprises newly designated as Provincial Intellectual Property Demonstration Enterprises or Provincial Intellectual Property Leading Enterprises shall receive rewards of 50,000 yuan and 30,000 yuan, respectively. (If an enterprise is designated as both a Leading Enterprise and a Demonstration Enterprise in the same year, it shall receive the reward based on the highest standard; no duplicate rewards shall be granted);

(13) Awards of 100,000 yuan, 70,000 yuan, and 50,000 yuan shall be granted for winning the National Patent Gold, Silver, and Excellence Awards in the current year, respectively; awards of 50,000 yuan, 40,000 yuan, and 30,000 yuan shall be granted for winning the Provincial Patent Gold, Silver, and Excellence Awards in the current year, respectively. (If the same project wins both national and provincial patent awards in the same year, the award shall be granted at the highest standard, and no duplicate awards shall be given);

(14) For major innovation platforms, such as industrial innovation research institutes, established in Huashan District by key national universities or major research institutions, support funding will be determined on a case-by-case basis.

II. Supplementary Provisions

(1) The District Science and Technology Bureau, in conjunction with the District Finance Bureau, shall be responsible for interpreting this policy.

(2) Eligible enterprises and individuals shall submit applications for the previous year’s science and technology policy rewards to the District Science and Technology Bureau within the annual notification period; failure to do so shall be deemed an automatic waiver of the reward.

(3) For the same enterprise or the same project, the highest available award shall be granted, but no duplicate awards shall be made. Funds obtained through fraud or falsification shall be recovered; in serious cases, the relevant units and individuals shall be held accountable.

(4) This policy shall take effect upon issuance. The original “Notice on Issuing the ‘Several Policies of Huashan District to Encourage Scientific and Technological Innovation’” (Huazheng [2018] No. 51) is hereby repealed. Where any previously issued policies conflict with this policy, this policy shall prevail.
