Article 1 To promote the high-quality development of the service industry in Huizhou District, these Measures are formulated in accordance with the provisions of relevant documents such as the “Several Policies on Accelerating the Development of Modern Service Industries” (Wan Zheng [2018] No. 85) and the “Huangshan City Special Fund Management Measures for Promoting High-Quality Development of the Service Industry” (Huang Zheng Ban [2020] No. 19), and in light of the actual conditions of our district.
Article 2 The District Government shall establish a special fund for the high-quality development of the service industry, which shall be subject to budgetary management, total volume control, and competitive allocation. The scope of support for this special fund covers service industry enterprises registered and paying taxes within the district that possess independent legal person status.
Article 3 Newly established production-oriented service enterprises engaged in service outsourcing, R&D and design, inspection, testing, and certification, as well as energy conservation and environmental protection services, that have been in normal operation for more than one year and have an annual operating revenue of 2 million yuan or more shall be granted a one-time reward of 100,000 yuan.
Article 4 Manufacturing enterprises are encouraged to spin off their R&D and design centers, major industrial technology platforms, and after-sales service operations to establish specialized legal entities. A one-time reward of 100,000 yuan shall be granted to production-oriented service enterprises—such as those engaged in R&D and design, inspection, testing, and certification, or technology services—established following such spin-offs.
Article 5: To promote the specialized development of production-oriented services, manufacturing enterprises that spin off new production-oriented service enterprises shall receive a one-time reward of 150,000 yuan if the new enterprise’s annual revenue first reaches 5 million yuan or more and it serves three or more manufacturing enterprises; a one-time reward of 300,000 yuan shall be granted if the new enterprise’s annual revenue first reaches 10 million yuan or more and it serves three or more manufacturing enterprises.
Article 6 To support the development of service enterprises in 5G services, big data processing, software, and information technology services, a reward of 2% of annual operating revenue (up to a maximum of 200,000 yuan) shall be granted when annual operating revenue first reaches 5 million yuan (provided that revenue from core business operations falling within the scope of this Article accounts for no less than 60% of the total).
Article 7: For newly introduced service industry projects invested in by companies ranked among the top 500 globally or domestically, or by central state-owned enterprises, that register and establish a wholly-owned subsidiary in this district, with fixed-asset investment of 30 million yuan or more (excluding land transfer fees) and are completed and operational on schedule, a one-time reward of 200,000 yuan shall be granted to the enterprise;Newly introduced service industry projects invested in by listed companies (Main Board) or enterprises ranked among the top 50 in the domestic industry, which register and establish a wholly-owned subsidiary in this district, with fixed-asset investment of 30 million yuan or more (excluding land transfer fees) and are completed and operational on schedule, shall be granted a one-time reward of 100,000 yuan.
Article 8: Rewards for Newly Qualified Enterprises. Enterprises that meet the annual qualification criteria will receive a one-time reward of 30,000 yuan. Among enterprises that meet the monthly qualification criteria, other for-profit service enterprises newly included in the National Integrated Reporting Platform will receive a one-time reward of 60,000 yuan; other for-profit service enterprises newly included in the provincial key service industry survey unit directory will receive a one-time reward of 30,000 yuan.
Article 9: Rewards for Contributions to Service Industry Development. Rewards are tiered based on enterprise scale and revenue growth rate. For enterprises with annual revenue below 10 million yuan, a reward of 20,000 yuan is granted if the revenue growth rate for the year is between 30% and 50%; a reward of 30,000 yuan is granted if the growth rate exceeds 50%.For enterprises with annual revenue between 10 million yuan and 30 million yuan, a reward of 30,000 yuan shall be granted if the annual revenue growth rate is between 30% and 50%; a reward of 40,000 yuan shall be granted if the growth rate exceeds 50%. For enterprises with annual revenue exceeding 30 million yuan, a reward of 40,000 yuan shall be granted if the annual revenue growth rate is between 30% and 50%; a reward of 50,000 yuan shall be granted if the growth rate exceeds 50%.
Article 10 The term “or more” as used in these Measures includes the specified amount, while “or less” excludes the specified amount.
Article 11: Where a single matter concerning the same enterprise qualifies for multiple incentive policies in our district, the principle of “selecting the most favorable option without duplication” shall apply. In principle, the incentive funds shall not exceed the enterprise’s local fiscal contribution for the current year.
Article 12 These Measures shall take effect from the date of issuance and shall be interpreted by the District Development and Reform Commission.
