Article 1: These Measures are formulated to promote the high-quality development of the service industry, in accordance with relevant regulations of the State Council, the Provincial Government, and the Municipal Government, and in light of the actual conditions of our county.
Article 2: These Measures apply to legal entities in the service sector within the county, as well as enterprises and projects related to the service sector.
Article 3: The County Government establishes the Xiu’ning County Special Fund for Promoting High-Quality Development of the Service Industry (hereinafter referred to as the “Special Fund”). The use of the Special Fund shall comply with national, provincial, and municipal industrial policy orientations, promote the intensive and efficient use of factors of production such as land, focus on cultivating and advancing new industries and business models that drive high-quality development of the service industry, and prioritize support for enterprises and projects that drive sustained growth in the added value of the service industry and make continuous contributions to fiscal revenue;The use of the Special Fund shall comply with relevant regulations on fiscal budget management, enhance the efficiency of fund utilization, leverage multiplier effects, focus on key priorities, emphasize performance, adhere to the fundamental principles of openness, fairness, and impartiality, and ensure the safe and efficient use of funds.
Article 4: The special funds shall be managed under a budgetary system and shall utilize methods such as investment subsidies, ex-post rewards and subsidies, and case-by-case deliberation to support key sectors, key regions, major platforms, and major projects in the service industry. Among these, investment subsidies shall be awarded through a competitive application process, with support granted on a merit-based basis.
Article 5: Investment subsidies shall be provided for the following matters (excluding projects where real estate investment accounts for more than 50% of the total investment, and where the project’s land use standards meet or exceed Category B or higher standards for tax intensity and investment intensity of service industry land in the county):
(1) Support for key projects in lifestyle service industries such as tourism and leisure, cultural creativity, sports, study tours and training programs, Huizhou-style homestays, nighttime economy, healthcare, and new retail. For projects with an actual total investment (excluding land costs and real estate investment) exceeding 10 million yuan, the subsidy shall not exceed 5% of the total investment, with a maximum of 500,000 yuan.
(2) Support key projects in production-oriented services that integrate advanced manufacturing with modern services, such as research and development, industrial design, innovation platforms, testing and inspection, technology services, modern logistics, biopharmaceuticals, information security, and energy conservation and environmental protection. For projects with an actual total investment (excluding land costs and real estate investment) exceeding 10 million yuan, the subsidy shall not exceed 10% of the total investment, with a maximum of 1 million yuan.
Article 6: The following matters shall be subject to ex-post rewards and subsidies (enterprise-related matters shall only support enterprises that meet the statistical reporting criteria, enterprises with significant annual contributions, and relevant responsible persons in charge of the enterprise’s actual operations; furthermore, the reward and subsidy funds shall not exceed the enterprise’s actual local fiscal contribution for that year, with relevant verification documents issued by the county statistics, tax, and finance departments, respectively):
(1) Rewards for Newly Registered Enterprises. Enterprises newly registered in the statistical system during the year shall receive a one-time reward of 10,000 yuan; among enterprises newly registered on a monthly basis, other for-profit service enterprises newly included in the National Integrated Reporting Platform shall receive a one-time reward of 30,000 yuan; other for-profit service enterprises newly included in the provincial key service industry survey unit database and reporting data shall receive a one-time reward of 10,000 yuan if registered in the statistical system during the year, and a one-time reward of 20,000 yuan if registered on a monthly basis.
(2) Rewards for Contributions to Service Industry Development. Rewards are tiered based on enterprise scale and revenue growth rate. For enterprises with annual revenue below 10 million yuan, those with a revenue growth rate of 30%–50% in the current year will receive a reward of 20,000 yuan; those with a growth rate of 50% or higher will receive a reward of 30,000 yuan.For enterprises with annual revenue between 10 million and 50 million yuan, a reward of 30,000 yuan will be granted for a revenue growth rate of 20%–30% in the current year, and 50,000 yuan for a growth rate of 30% or higher. For enterprises with annual revenue exceeding 50 million yuan, a reward of 50,000 yuan will be granted for a revenue growth rate of 10%–20% in the current year, and 80,000 yuan for a growth rate of 20% or higher.
(3) Newly designated National 4A- and 3A-level tourist attractions (including joint applications by multiple attractions) will receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively. Newly designated provincial-level red tourism attractions will receive a one-time reward of 50,000 yuan.
(4) For newly certified National Four-Star Hotels, National Four-Diamond Restaurants, and Four-Leaf China Green Hotels; as well as National Three-Star Hotels, National Three-Diamond Restaurants, and Three-Leaf China Green Hotels, the applying entities shall be granted one-time rewards of 100,000 yuan and 50,000 yuan, respectively.
(5) For newly certified travel agencies that have joined the National Single-Form Platform or the Provincial Platform, the applying entities will receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively.
(6) For newly designated provincial-level sports industry bases, provincial-level sports industry demonstration units, and provincial-level sports industry demonstration projects, the applying entities shall be granted one-time rewards of 50,000 yuan, 30,000 yuan, and 30,000 yuan, respectively.
(7) For large-scale indoor performance projects with over 200 performances throughout the year, and large-scale outdoor performance projects with over 150 performances, a subsidy of 1,000 yuan will be provided for each performance exceeding the specified threshold (excluding services purchased by the county government). For large-scale indoor or outdoor performance projects that are independently created with Xiu’ning characteristics and included for the first time in the Anhui Province or Huangshan City performance programs, a one-time reward of 50,000 yuan or 30,000 yuan will be granted to the applicant for each performance.
(8) Newly established logistics enterprises within the development zone that have signed cooperation agreements with more than 50% of the industrial enterprises above designated size in the park will receive one-time rewards of 50,000 yuan, 100,000 yuan, and 200,000 yuan, respectively, upon achieving annual operating revenues exceeding 20 million yuan, 50 million yuan, and 100 million yuan for the first time.
(9) To support the development of service enterprises in sectors such as 5G services, big data processing, software and information technology services, and new retail, a reward of 2% of annual revenue will be granted when annual revenue first reaches 10 million yuan (with revenue from core business activities within the supported scope accounting for no less than 60%), up to a maximum of 100,000 yuan.
(10) Enterprises that are newly certified as national four-star or three-star tourist homestays will receive one-time rewards of 50,000 yuan and 30,000 yuan per household, respectively.
(11) Newly designated provincial-level service industry cluster demonstration parks and provincial-level demonstration logistics parks will receive a one-time reward of 100,000 yuan. Newly designated provincial-level service industry clusters will receive a one-time reward of 50,000 yuan. Newly designated municipal-level service industry clusters in the development phase will receive a one-time reward of 30,000 yuan.
(12) Newly designated Anhui Provincial Primary and Secondary School Field Study and Practical Education Bases and Huangshan Municipal Primary and Secondary School Field Study and Practical Education Bases shall receive one-time rewards of 50,000 yuan and 30,000 yuan, respectively.
(13) Newly recognized China Well-Known Trademarks, National Geographical Indication Protected Products, and National Geographical Indication Trademarks shall each receive a one-time reward of 150,000 yuan, 50,000 yuan, and 50,000 yuan, respectively. Newly recognized Anhui Provincial Trademark Brand Demonstration Enterprises, Anhui Provincial High-End Service Brand Enterprises, and Anhui Provincial Tourism Service Quality Benchmark Units shall each receive a one-time reward of 30,000 yuan.
(14) Entities newly awarded the Municipal Government Quality Award (Main Prize) or Nomination Prize shall receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively; those newly awarded the County Government Quality Award or Nomination Prize shall receive one-time rewards of 100,000 yuan and 20,000 yuan, respectively.The lead drafting entity for the first newly completed international standard, national standard, industry standard, or provincial local standard shall receive a one-time reward of 300,000 yuan, 200,000 yuan, 150,000 yuan, and 100,000 yuan, respectively. If the same enterprise leads the development of multiple standards of the same category, it shall receive a reward only once at the highest applicable rate. Entities newly designated as national-level or provincial-level service industry standardization pilot units shall receive a one-time reward of 100,000 yuan and 50,000 yuan, respectively.
(15) Support exhibition organizers in hosting international and regional key industry exhibitions through market-oriented operations. Exhibition organizers will receive a one-time reward of 1,000 yuan per standard booth, with a maximum of 50,000 yuan. For well-known domestic and international exhibition agencies conducting exhibition business operations, a one-time reward of 1% of annual operating revenue will be granted in accordance with relevant policies, with a maximum of 100,000 yuan.
(16) Internationally renowned hotel chain brands (ranked within the top 50 of the Global Hotel Group 300) that provide operational management services to existing hotels in our county shall be granted a one-time reward of 1% of their annual operating revenue, subject to relevant policies, with a maximum of 100,000 yuan.
(17) Support major commercial districts, commercial complexes, and service industry clusters in implementing unified settlement systems. For those with a total operating area of 10,000 square meters or more and housing 50 or more tenant businesses, a one-time reward of 200,000 yuan will be granted if a new unified settlement platform is established and put into normal operation, and the entity is included in the statistics for enterprises above a certain scale.
The incentive funds under items (1) and (2) of this clause shall be awarded directly to the responsible persons actually managing the enterprise’s operations and shall not be linked to the enterprise’s local fiscal contribution for that year.
Article 7 The following matters shall be handled on a case-by-case basis:
(1) Enterprises registered within the county that are included in the National Top 500 Service Enterprises for the first time.
(2) Newly designated National 5A-level scenic areas (including joint applications by multiple scenic areas).
(3) Newly certified China Hotel Gold Star Award hotels, National Platinum Five-Diamond and Five-Diamond restaurants and hotels, Five-Leaf China Green Hotels, and five-star hotels.
(4) Large-scale indoor and outdoor performance projects independently created with Xiu’ning characteristics and included in national performances for the first time.
(5) Enterprises that invest in the construction of new four-star or higher hotels in our county and engage internationally or domestically renowned hotel chain brands for operation and management.
(6) Logistics enterprises newly upgraded to the national 5A-level.
(7) Entities that have obtained the National Five-Star Tourist Homestay designation for the first time.
(8) Newly designated national research and practice education bases for primary and secondary schools.
(9) Entities newly awarded the China Quality Award, the Provincial Government Quality Award (main prize), or the Provincial Government Quality Award (nomination prize).
(10) Enterprises that invest in private higher education, obtain operating qualifications, and achieve steady enrollment.
(11) Enterprises that have acquired idle state-owned assets within the county, innovatively developed benchmark products in the cultural and tourism industry, and received honors such as the “Lu Ying Award” in the camping industry, the “Golden Reputation Award” at the Global Cultural and Tourism Industry Boutique Accommodation Summit Forum, and the “Asia-Pacific (China) Best Family Resort Hotel Award” from the Asia-Pacific Independent Hotels Alliance.
Article 8: Special funds may be used for government procurement of services related to the evaluation, performance assessment, and policy consultation of matters covered by these Measures.
Article 9: A single matter may only benefit from one provision under these Measures. Where these Measures overlap or conflict with other existing policies of the county, the applicant shall independently select the most favorable or highest-value option to apply for, and shall not receive duplicate policy subsidies. For any instances of fraud or misrepresentation to obtain funds, the funds shall be recovered; while the legal liability of the entity and individuals shall be pursued in accordance with laws and regulations, the information regarding the violation shall be reported to the credit platform and included in the scope of joint disciplinary actions for dishonesty.
Article 10: The County Development and Reform Commission is responsible for organizing the application and evaluation of incentive and subsidy matters, issuing funding plans, publicizing the allocation plans for special funds, handling objections or complaints, and conducting follow-up supervision of incentive and subsidy matters.
The County Finance Bureau is responsible for the budgetary allocation and disbursement of special funds, supervising the use of special funds, and organizing performance evaluations of the funds.
Article 11: If matters funded by the special funds cannot be implemented as planned, or if the standards for tax intensity and investment intensity are not met, the fund-using entity shall promptly explain the reasons and propose corrective measures. The County Development and Reform Commission, in conjunction with the County Finance Bureau, the County Natural Resources and Planning Bureau, and other relevant departments, shall handle the matter appropriately based on a thorough investigation and research, taking into account the specific circumstances.
Article 12: The County Development and Reform Commission, in conjunction with the County Finance Bureau, shall be responsible for interpreting these Measures.
Article 13. These Measures shall come into effect on the date of their promulgation.
