To thoroughly implement the opinions of the County Party Committee and County Government regarding the vigorous promotion of private economic development, strengthen support for enterprises, improve growth incentive policies, continuously optimize the economic environment across all industries, promote the healthy development and expansion of local enterprises, and comprehensively enhance the total volume and quality of the county’s economy, the following reward measures have been formulated by consolidating relevant existing policies and taking into account the actual conditions of our county.
Chapter I General Provisions
Article 1 These Measures are formulated in accordance with the spirit of the document “Several Opinions of the CPC Anhui Provincial Committee and the Anhui Provincial People’s Government on Vigorously Promoting the Development of the Private Economy” (Wan Fa [2018] No. 38).
Article 2: A reward scheme is established for enterprises above the designated scale, enterprises above the designated threshold (including individual businesses engaged in wholesale, retail, accommodation, and catering; hereinafter the same), and qualified enterprises that achieve new growth milestones. The county finance department shall allocate special reward funds annually to support the growth and expansion of enterprises above the designated scale, enterprises above the designated threshold, and qualified enterprises. The allocation of reward funds shall be coordinated annually and managed dynamically.
Chapter II: Organization and Implementation
Article 3 Division of Responsibilities
(1) The competent industry authorities are responsible for providing comprehensive guidance on supporting the development and growth of enterprises within their respective industries throughout the county.
(2) Each designated support unit shall be responsible for providing assistance and support to specific “four-above enterprises” to facilitate their growth and expansion, and for coordinating the resolution of issues and difficulties encountered during enterprise development.
(3) The County Bureau of Statistics is responsible for statistical operations regarding “four-above enterprises” throughout the county and for providing guidance on statistical infrastructure development.
Article 4: Assistance Tasks
(1) Further implement the “Four Deliveries and One Service” Double Thousand Project. Continuously advance targeted support efforts to effectively help enterprises resolve prominent difficulties and issues in economic development. Provide targeted assistance to address challenges related to capital, land, and talent, reduce operating costs, and foster a favorable external development environment.
(2) Publicize and implement preferential policies for various industries. Vigorously publicize policy measures introduced in recent years by the national, provincial, municipal, and county governments to promote enterprise development and industrial growth; guide enterprises in making full and effective use of support policies; and fully support enterprises in expanding their scale to achieve sound economic development.
(3) Continuously optimize the business environment. Deepen reforms of the administrative approval system, improve the efficiency of government services, optimize the environment for business operations and entrepreneurship, and stimulate the vitality of market entities.
Chapter 3: Incentive Measures
Article 5: Eligible Entities
"Four-Above Enterprises" that have been included in the statistical database and meet the "stepping-up" criteria for their respective industries.
Article 6: Reward Evaluation
(1) Assessment Timing
An evaluation of the “Four-Above Enterprises’” performance in meeting the “stepping up” criteria for the previous year shall be conducted during the second quarter of each year.
(2) Preparation of Evaluation Materials
1. Quanjiao County “Top-Tier Enterprise” Advancement Reward Application Form (see Attachment 1);
2. A copy of the enterprise’s annual Value-Added Tax (VAT) return;
3. Copies of the enterprise’s annual financial statements (including but not limited to the income statement, balance sheet, and payroll records);
4. Financial statements (including indicators such as main business revenue and profit) submitted via the Statistical Online Direct Reporting Platform after the enterprise applied for inclusion in the statistical reporting system, as well as complete statistical ledgers and other basic materials for the current year;
5. A letter of commitment regarding the authenticity of relevant financial data (such as main business revenue) and a declaration that the enterprise has not received other similar county-level incentive policies (see Attachment 2);
6. Attendance sheet and photos of the company’s statistics officer participating in the training session;
7. All of the above application materials must bear the enterprise’s official seal; tax return forms must bear the tax business seal of the tax authority at the place of taxation (or a tax payment certificate issued by the county tax bureau).
(III) Assessment Procedures
The competent authority for the “Four Above” industries, in conjunction with the County Efficiency Office, Finance Bureau, Tax Bureau, Statistics Bureau, and Quanjiao Economic Development Zone, shall establish the Quanjiao County “Four Above Enterprises” Step-Up Reward Assessment Working Group.
1. The assessment working group will review the materials submitted by enterprises. Enterprises found to have submitted incomplete or falsified materials will be disqualified from the “Stepping Up” incentive.
2. Enterprises that meet the "stepping-up" reward criteria and have complete statistical baseline data and ledgers will be rewarded; enterprises with incomplete statistical baseline data and ledgers, or those that have not yet established such systems, will not be rewarded for the time being. Rewards will be granted only after they have made corrections, improved their systems, and passed verification by the statistics department.
(IV) Application of Results
Once the evaluation recommendations are approved by the County Government at a special meeting, the competent industry authorities shall apply for the relevant funds in accordance with procedures and uniformly organize their distribution.
(V) Cases Where Enterprises Meet the Criteria but Are Ineligible for Rewards
1. Where a single enterprise is split into two or more enterprises, and the new enterprises exceed the pre-split scale for the first time in the year of the split;
2. Where two or more enterprises merge into a single entity, and the new entity fails to exceed the combined scale of the pre-merger enterprises in the year of the merger;
3. Enterprises that met the criteria for advancing to the next tier in the previous year but were deregistered, suspended operations, or closed within the county during the current year shall not be eligible for rewards.
Chapter IV Basic Principles and Standards for Rewards
Article 7 Basic Principles of Rewards
(1) The total annual reward for an enterprise shall not exceed the local portion of the value-added tax and corporate income tax paid by the enterprise (excluding newly commissioned large-scale industrial enterprises in the current year);
(2) For enterprises already on record from the previous year, their existing scale shall serve as the baseline and shall not be used as the basis for the reward;
(3) Award-winning enterprises must maintain year-over-year growth in both sales revenue and tax payments for the current year;
(4) Enterprises that have previously received a reward at a certain tier but subsequently experienced a decline in revenue due to poor management, and then subsequently returned to the revenue level required for that tier, shall not be eligible for the reward.
Article 8: Reward Standards
(1) Industrial Enterprises Above a Certain Scale
Rewards for industrial enterprises above a certain scale shall be implemented in accordance with the “Notice on Issuing the Implementation Measures for Vigorously Promoting Industrial Economic Development in Quanjiao County” (Quanbanfa [2021] No. 4).
(2) Wholesale, Retail, Accommodation, and Catering Industries Above the Threshold
The conversion of above-quota individual businesses into corporate entities is encouraged. For above-quota individual businesses that convert to above-quota corporate entities and are included in the statistical database in the same year, a reward of 30,000 yuan shall be granted. In the first year following the conversion, a reward equal to 90% of the local portion of the enterprise’s value-added tax (VAT) and corporate income tax for that year shall be granted; for the following three years, a reward equal to 50% of the local portion of the enterprise’s VAT and corporate income tax for that year shall be granted.
(3) Construction Enterprises Upgrading Qualifications
1. Enterprises Advancing to Higher Qualification Levels.
① Enterprises that are promoted to Special Class General Contracting Qualification will receive a one-time reward of 2 million yuan; those promoted to Class I Qualification will receive a one-time reward of 1 million yuan; those promoted to Class II Qualification will receive a one-time reward of 300,000 yuan; construction enterprises promoted to Class I Specialized Contracting Qualification approved by the Ministry of Housing and Urban-Rural Development will receive a reward of 500,000 yuan; and construction enterprises promoted to Class II Specialized Contracting Qualification will receive a reward of 200,000 yuan.
② General contracting enterprises that subsequently upgrade to other specialized contracting qualifications will no longer be eligible for the Grade 1 specialized contracting reward.
③ Enterprises must commit to not relocating their registered address; otherwise, the relevant rewards will be recovered.
④ During the validity period of these incentive measures, if a construction enterprise’s qualification level is reclassified, the corresponding incentive measures will be adjusted accordingly.
2. Enterprises Reaching New Revenue Milestones
① Construction enterprises with annual operating revenue of 1 billion yuan or more shall receive a one-time reward of 600,000 yuan;
② Construction enterprises with annual operating revenue of 500 million yuan or more but less than 1 billion yuan shall be granted a one-time reward of 400,000 yuan;
③ Construction enterprises with annual operating revenue of 300 million yuan or more but less than 500 million yuan shall be granted a one-time reward of 300,000 yuan;
Eligible enterprises may benefit from both of the above policies simultaneously.
Chapter V: Other Provisions
Article 9: The incentive policies stipulated in these Measures shall not be duplicated with other incentive policies.
Article 10: A "one-strike-and-you’re-out" policy shall apply to enterprises that, during the annual assessment period, commit serious violations of laws or discipline, cause safety accidents, violate environmental protection laws, fail to pay migrant workers’ wages, trigger mass incidents, or are listed as dishonest entities. For enterprises or their principal responsible persons found to have engaged in fraudulent activities or other violations of discipline and regulations, the reward funds shall be recovered, and they shall be dealt with severely in accordance with relevant provisions.
Article 11 These Measures shall take effect on January 1, 2021, and remain valid for three years. Reward funds shall be disbursed in the fourth quarter of the following year, and the County Target Management Office shall be responsible for interpreting these Measures.
