To accelerate the development of the tourism industry, in accordance with the "Opinions of the CPC Chuzhou Municipal Committee and the Chuzhou Municipal People’s Government on Cultivating Tourism into a Key Pillar Industry" (Chu Fa [2017] No. 2) andthe "Chuzhou City Measures for Rewarding Tourism Development" (Chu Wenlv Fa [2020] No. 37), and with the approval of the Municipal Government, we hereby issue the "Mingguang City Measures for Rewarding Tourism Development" to you. Please implement them accordingly.



Meiguang City Measures for Incentives to Promote Tourism Development

To accelerate the development of the tourism industry, in accordance with the "Implementation Opinions of the People’s Government of Anhui Province on Promoting the Development of All-for-One Tourism and Accelerating the Construction of a Strong Tourism Province" (Wan Zheng Ban [2019] No. 41),the "Notice of the General Office of the People’s Government of Anhui Province on Several Policies to Promote the Development of All-for-One Tourism and Accelerate the Construction of a Strong Tourism Province" (Wan Zheng Ban [2019] No. 17), the "Opinions of the CPC Chuzhou Municipal Committee and the Chuzhou Municipal People’s Government on Cultivating the Tourism Industry into a Key Pillar Industry"(Chu Fa [2017] No. 2), and the "Chuzhou City Tourism Industry Development Incentive Measures" (Chu Wenlv Fa [2020] No. 37), and in light of the actual conditions of our city, these Incentive Measures are hereby formulated.


I. Eligibility and Scope of Rewards

Relevant departments, townships, subdistricts, tourist attractions (sites), tourist resorts, tourist hotels, star-rated farmstay establishments (star-rated restaurants), homestays, travel agencies, RV campsites, study-travel bases, new rural tourism formats, and tourism product manufacturers. The scope of rewards includes brand building, tourism products, new tourism formats, public services for tourists, major project construction, tourism promotion, rural tourism, and poverty alleviation.


II. Award and Support Projects and Standards

1. Brand Development. Newly designated provincial 5A, 4A, and 3A-rated tourism villages will receive development subsidies of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively; newly designated Anhui Province 5-star, 4-star, and 3-star farmstay establishments (star-rated restaurants) will receive development subsidies of 100,000 yuan, 50,000 yuan, and 20,000 yuan, respectively;Newly designated provincial-level or higher cultural and tourism特色streets will receive a one-time subsidy of 100,000 yuan for the operating management company; National 3A, 2A, and A-level tourist restrooms that pass the assessment by the tourism authorities will receive annual operational subsidies for the operating units, not exceeding 30,000 yuan per restroom, 20,000 yuan per restroom, and 10,000 yuan per restroom, respectively, based on their scores.

2. Tourism Products. For tourism product manufacturers registered in Mingguang, newly developed tourism products that enter the market and are included in the recommended tourism product catalog by the tourism authorities will receive a one-time subsidy of 10,000 yuan per product series, with a maximum of 100,000 yuan per enterprise; businesses newly designated as model tourism shopping stores will receive a one-time subsidy of 20,000 yuan.


3. New Tourism Formats. Tourism enterprises that take the lead in formulating national or industry standards will receive one-time subsidies of 200,000 yuan and 100,000 yuan, respectively, with a maximum total subsidy per enterprise not exceeding 500,000 yuan.


4. Tourism Public Services. Support will be provided for the development of public bus routes serving tourist attractions. For newly launched direct public bus routes to scenic areas, in addition to being included in the urban-rural public transport subsidy program, a subsidy of 150 yuan per trip will be provided for the first three years, with a maximum annual subsidy of 20,000 yuan per vehicle.


5. Corporate Contributions. Tourism enterprises with annual tax payments from their main business operations exceeding 10 million yuan or 5 million yuan in the current year will, upon verification by the finance and tax authorities, receive one-time subsidies of 500,000 yuan and 300,000 yuan, respectively.


6. Tourism Promotion. Tourism enterprises and business entities participating in promotional activities such as off-site tourism exhibitions organized by tourism authorities will receive subsidies for exhibition expenses, subject to verification by the Chuzhou Municipal Bureau of Culture and Tourism. The subsidy amounts are capped at 2,000 yuan, 3,000 yuan, and 5,000 yuan per event, depending on whether the event is held within Chuzhou, within the province, or outside the province.


7. Rural Tourism and Poverty Alleviation. For a series of rural tourism activities—such as developing new municipal tourism routes based on the “one-day rural tour” model to support rural revitalization and help lift people out of poverty—travel agencies and tourism enterprises will receive subsidies for transportation and related expenses at a rate not exceeding 20 yuan per person, subject to approval by the Municipal Bureau of Culture and Tourism and the relevant township or subdistrict office.


8. Matters not covered by the incentives in these Measures shall be implemented in accordance with the standards set forth in the “Chuzhou City Tourism Industry Development Incentive Measures” (Chu Wenlv Fa [2020] No. 37).


III. Application Requirements


1. All reward and support items under these Measures must be applied for in the same year the results are achieved. The Municipal Bureau of Culture and Tourism will process applications in October of the current year and March of the following year.


2. All applications for rewards and support must be submitted in writing by the relevant units to the Municipal Bureau of Culture and Tourism.


3. When submitting written applications for rewards and support, applicants must attach relevant supporting documents, event organization plans, contracts or cooperation agreements, bidding materials, etc. All materials submitted to the Municipal Bureau of Culture and Tourism must be in duplicate, and relevant attachments must bear the official seal of the applying unit.


IV. Other Matters

1. Applicant entities must provide all relevant application materials truthfully and accurately.

2. If an applicant has experienced major tourism safety incidents, major tourism liability incidents, or major tourism complaint disputes during the application year that have caused significant impact or consequences; or if it has received administrative penalties from tourism or relevant authorities for violations of laws or regulations; or if it has failed to comply with routine management requirements of the tourism industry, its eligibility to apply will be revoked.


3. If an applicant has received multiple honors or awards of different levels at the national, provincial, municipal, or county levels for the same award or support item, the applicant shall receive the honor or award of the highest level or the most favorable one; duplicate benefits are not permitted. For promotions, differential subsidies shall be provided.


4. The Municipal Bureau of Culture and Tourism shall be responsible for interpreting any specific issues arising from the application of these Measures. Units and individuals eligible for the aforementioned policies shall be approved and implemented after review and confirmation by the Municipal Bureau of Culture and Tourism at a meeting of the Modern Tourism Leading Group.


5. These Measures shall take effect on March 1 and remain in force for a three-year trial period. Matters occurring after the expiration of the original incentive measures shall be handled in accordance with these Measures.
