Original Title: Notice of the General Office of the People’s Government of Anhui Province on Issuing Several Policies to Support the Development of the Attapulgite-Based New Materials Industry

Attapulgite clay (hereinafter referred to as “attapulgite”) is a hydrated magnesium-aluminum silicate clay mineral with excellent adsorption, colloidal, and reinforcing properties. It plays a significant role in numerous fields, including functional materials, fine chemicals, catalysis, building materials, and environmental protection, and holds broad market prospects. To promote the high-quality development of the attapulgite-based new materials industry in our province and transform resource advantages into industrial strengths, the following policies are hereby formulated.

I. Enhancing Innovation Capabilities. Establish and improve a collaborative mechanism for industry-academia-research-application cooperation among various innovation entities, including research institutes, manufacturing enterprises, and industry associations. Support the establishment of provincial-level R&D institutions and testing centers for attapulgite-based new materials, and carry out basic research, applied research, technological innovation, and application demonstrations to provide the knowledge base and technical support necessary for the innovative development of the attapulgite-based new materials industry. (Led by the Provincial Department of Science and Technology, with cooperation from relevant provincial units)

II. Strengthen Platform Development. Support the inclusion of attapulgite-based new materials industrial parks into the construction and management of relevant provincial-level development zones by expanding their boundaries in accordance with legal and regulatory requirements for standardized development zone management. For infrastructure projects in transportation, water conservancy, and ecological environmental protection that require matching funds from municipal and county governments, further reduce the required matching ratios; for projects funded by the province through subsidies or rewards, increase the subsidy or reward standards by 15% from the original levels.(Led by the Provincial Development and Reform Commission, with cooperation from the Provincial Department of Finance and other relevant units)

III. Deepen Resource Utilization. Optimize and integrate mineral resources, accelerate the consolidation of attapulgite mining rights, and promote the comprehensive utilization of attapulgite resources. Expedite exploration of attapulgite resources and establish mining rights and annual extraction plans in a lawful, scientific, and orderly manner. Support the development and utilization of associated resources such as basalt in accordance with “Green Mine” construction requirements. (Led by the Provincial Department of Natural Resources, with cooperation from relevant provincial units)

IV. Accelerate Industrial Agglomeration. Incorporate the development of the attapulgite-based new materials industry into the province’s relevant “14th Five-Year Plan” for national economic and social development, and strengthen alignment with regional development strategies such as the Yangtze River Delta Integration, the Yangtze River Economic Belt, and the Huai River Ecological Economic Belt.(Led by the Provincial Development and Reform Commission, with cooperation from relevant provincial units) Focusing on industrial chains in aerospace, new energy, biomedicine, green coatings, environmental protection, and cosmetics, accelerate the introduction and cultivation of leading enterprises and major projects in the attapulgite-based new materials industry. Provide policy guarantees regarding land, premises, and R&D start-up funds. For major investment projects with actual fixed-asset investments of 100 million yuan or more, local governments shall provide support through a “case-by-case” approach.(Responsibility of local governments) Support attapulgite-based deep-processing enterprises in expanding and strengthening their operations. For enterprises meeting the criteria for policy funding under initiatives such as the “Manufacturing Power Province,” “Three Major Projects and One Innovation,” and science and technology innovation, provide support in accordance with regulations. (Responsibility of the Provincial Development and Reform Commission, Provincial Department of Economy and Information Technology, and Provincial Department of Science and Technology according to their respective functions)

V. Strengthen Fund Support. Encourage the provincial “Three Major Initiatives and One Innovation” Industrial Development Fund, the SME (Specialized, Refined, Unique, and Innovative) Development Fund, and the Science and Technology Achievement Transformation Guidance Fund to collaborate with industrial investment funds of relevant municipal and county governments. Through various methods such as co-investment and joint investment, support the growth and expansion of attapulgite-based new materials enterprises; support eligible attapulgite-based new materials enterprises in shareholding restructuring, going public (listing), and issuing bonds.Promote the establishment of government-backed industrial investment funds for attapulgite-based new materials by relevant cities and counties to support the development of the attapulgite-based new materials industry. (Responsibility lies with the Provincial Development and Reform Commission, the Provincial Department of Science and Technology, the Provincial Department of Economy and Information Technology, the Provincial Bureau of Local Financial Supervision, the Anhui Securities Regulatory Bureau, and relevant municipal governments, in accordance with their respective functions)

VI. Strengthen Talent Support. Include talent in the attapulgite-based new materials industry in the provincial directory of high-level and urgently needed talent. Facilitate channels for connecting with top domestic and international talent, and accelerate the recruitment of a group of “high-level, specialized, and cutting-edge” attapulgite technical professionals and research teams to engage in innovation and entrepreneurship in our province.(Led by the Provincial Department of Human Resources and Social Security, with cooperation from relevant provincial units) For eligible scientific and technological teams that bring scientific and technological achievements with independent intellectual property rights to Anhui to establish companies or jointly set up companies with local enterprises to carry out technology transfer activities, the province will provide support through debt financing or equity investment on a selective basis, building upon the initial support provided by relevant cities and counties. VII. Establish a Coordination Mechanism. Establish a provincial-level coordination mechanism for the development of attapulgite-based new materials industries. The Provincial Department of Economy and Information Technology, in conjunction with relevant provincial departments, shall be responsible for coordinating the research and resolution of major cross-regional, cross-sectoral, and cross-departmental issues in the development of attapulgite-based new materials industries, and for promoting the implementation of relevant industrial development plans and policies.(Responsibility lies with the Provincial Development and Reform Commission, Provincial Department of Science and Technology, Provincial Department of Economy and Information Technology, Provincial Department of Finance, Provincial Department of Human Resources and Social Security, Provincial Department of Natural Resources, Provincial Department of Ecology and Environment, Provincial Market Regulation Bureau, Provincial Local Financial Regulatory Bureau, Anhui Securities Regulatory Bureau, and other relevant departments according to their respective functions)
