These Implementation Rules are formulated in accordance with the Municipal Government’s “Notice on Issuing Several Policies to Support the Construction of a Strong City in Emerging Industries in Bozhou” (Bozhengmi [2020] No. 59) and the Municipal Government Office’s “Notice on Issuing Several Policies to Support the Development of the Digital Economy in Bozhou” (Bozhengban [2019] No. 4).
Part I: General Requirements
I. These Implementation Rules apply to the management of municipal-level special funds for supporting the construction of a strong city in emerging industries and the development of the digital economy (hereinafter referred to as the “Industrial Development Special Funds”).
2. Enterprises registered and established in this city, which pay taxes in accordance with the law and possess independent legal person status, as well as projects implemented in this city and included in the statistical scope, fall within the scope of support for municipal-level special funds.
3. In principle, entities that, from the previous fiscal year through the time of application, have incurred work safety accidents or hazards that do not meet the requirements for awards and subsidies, committed major environmental violations, experienced serious product quality issues, or engaged in serious acts of bad faith during their production and business operations, as well as enterprises and projects that do not comply with national industrial policies, shall not be eligible for this policy. Whether specific projects are to be supported shall be determined by the relevant competent authorities, which shall provide explicit opinions in accordance with the established standards.
1. Work safety accidents or hazards that do not meet the requirements for awards and subsidies.
(1) An enterprise has experienced a work-related safety accident resulting in one or more fatalities, one or more serious injuries, or direct economic losses of 1 million yuan or more in a single incident;
(2) Enterprises that have failed to rectify major work safety hazards by the deadline or have refused to rectify them;
(3) Enterprises falling under the circumstances specified in the “Interim Measures for the Management of the Bozhou City Work Safety ‘Blacklist’” (Bozhou Government Office Secret Document [2016] No. 186).
2. Serious environmental violations.
(1) Illegally discharging pollutants or intentionally operating treatment facilities improperly, resulting in severe exceedances of pollutant discharge standards;
(2) Directly discharging hazardous waste into water bodies, soil, or other environmental media through dumping, landfilling, or similar means with deliberate intent;
(3) Refusing or obstructing environmental law enforcement officers from conducting on-site inspections in accordance with the law, or refusing to cooperate with the investigation and handling of environmental violation cases;
(4) Refusal to comply with an administrative penalty decision for environmental violations, resulting in a lawful application for compulsory enforcement;
(5) Obtaining environmental administrative permits through deception or fraudulent means;
(6) Causing an environmental pollution incident due to illegal discharge of pollutants;
(7) Being ordered to suspend operations for rectification;
(8) Failing to complete remedial tasks within the prescribed time limit and being ordered to suspend production or operations;
(9) Where environmental administrative enforcement measures have been imposed;
(10) Other environmental conduct that seriously violates environmental protection laws, regulations, or rules;
3. Serious product quality issues.
(1) Product quality fails to meet national or industry standards designed to safeguard human health and personal and property safety;
(2) Products that are adulterated, counterfeit, substandard, or passed off as qualified when they are unqualified;
(3) Products that are explicitly phased out by the state;
(4) Products that have expired or deteriorated;
(5) Products with falsified place of origin; products with forged or misappropriated manufacturer names or addresses; products with forged or misappropriated production dates, safe use periods, or expiration dates; or products with forged or misappropriated certification marks or other quality labels.
4. Serious acts of bad faith.
Information on administrative penalties involving serious acts of bad faith primarily refers to administrative penalty information regarding illegal acts of bad faith that are of a heinous nature, involve severe circumstances, and pose a significant degree of social harm. This mainly includes: first, information on administrative penalties imposed for acts that seriously endanger the physical health and safety of natural persons; and information on administrative penalties imposed for acts that seriously disrupt the fair market competition order and normal social order;information regarding administrative penalties imposed for acts where, after a judgment or decision has been issued by judicial or administrative authorities, the party refuses to fulfill obligations or evades enforcement despite having the ability to do so, and the circumstances are severe; and information regarding administrative penalties imposed for acts involving refusal to fulfill national defense obligations, endangering national defense interests, or damaging national defense facilities. Second, information regarding administrative penalties explicitly stipulated by laws, regulations, or rules as constituting severe circumstances. Third, information regarding administrative penalties involving serious acts of bad faith as determined by the department issuing the administrative penalty decision.
IV. The use and management of special funds shall adhere to the principles of “unified channels, standardized procedures, coordination between municipal and county (district) levels, and ex post supervision.”
V. Investment projects that have already received financial support from central, provincial, or municipal government funds through other channels shall, in principle, not be eligible for duplicate support. Where a single matter involves multiple subsidies or rewards for an enterprise, the higher amount shall apply, and duplicate benefits are not permitted.
6. The Special Fund for Industrial Development shall be incorporated into the fiscal enterprise project fund management information system for unified management. For projects that trigger warnings in the enterprise project fund management information system, the Municipal Bureau of Economy and Information Technology shall provide the warning information to the project recommending unit. The recommending unit shall thoroughly analyze and investigate the causes, provide a rationale, and submit a written explanation regarding the warning.
Part II: Scope and Amount of Support
Priority support will be provided for enterprises to achieve scale, support enterprise growth and expansion, support enterprise participation in exhibitions and promotional activities, support enterprise publicity efforts, support enterprise mergers and reorganizations, encourage enterprise loan financing, support enterprise technological upgrades, support high-end manufacturing, support industrial design innovation, encourage the replacement of manual labor with machinery, support energy and water conservation upgrades, and support awards for honorary titles.
I. Support for Enterprises Reaching Scale. For enterprises that first qualified as large-scale industrial enterprises in the previous year, the municipal government will award a grant of 100,000 yuan per enterprise. Of this amount, no less than 40% shall be allocated to the enterprise’s legal representative and management personnel.
II. Support for Enterprise Growth and Expansion. For enterprises that, in the previous year, achieved main business revenue exceeding 50 million yuan, 100 million yuan, 500 million yuan, 1 billion yuan, 2 billion yuan, 3 billion yuan, 5 billion yuan, or 10 billion yuan for the first time, and that reported profit and tax growth in the current year, the municipal government will provide rewards of 50,000 yuan, 100,000 yuan, 200,000 yuan, 300,000 yuan, 400,000 yuan, 500,000 yuan, 800,000 yuan, and 1 million yuan, respectively;Enterprises that are ranked among the top 50 in the province’s comprehensive manufacturing strength for the first time will each receive a reward of 1 million yuan; enterprises that are ranked among the top 100 in their industry nationwide for the first time will each receive a reward of 1 million yuan; enterprises newly entering the province’s top 100 private enterprises by operating revenue, top 100 manufacturing enterprises, or top 100 service enterprises will each receive rewards of 500,000 yuan, 500,000 yuan, and 300,000 yuan, respectively. Of these rewards, no less than 40% shall be allocated to the enterprise’s legal representative and management personnel.Digital technology enterprises that achieve annual operating revenues of 30 million yuan, 50 million yuan, or 100 million yuan for the first time shall receive one-time rewards of 200,000 yuan, 500,000 yuan, and 1 million yuan, respectively.
III. Support for Enterprise Exhibition and Promotion. For industrial enterprises above designated size participating in various uniformly organized trade fairs, the municipal government will provide a subsidy of up to 50% of the enterprise’s exhibition expenses, with a maximum subsidy of 100,000 yuan per enterprise.
IV. Support for Enterprise Publicity Expansion. Enterprises are encouraged to actively participate in the “Fine Anhui, Wonderful Anhui” series of promotional activities. Each year, Bozhou and its industrial products will be featured in concentrated promotional campaigns on China Central Television (CCTV). The municipal government will provide a one-time subsidy covering 50% of the advertising and promotional expenses for selected enterprises, based on the provincial subsidy amount.
V. Support for Enterprise Mergers and Restructuring. For newly established enterprises resulting from mergers and restructuring between enterprises, where the main business revenue exceeds 100 million yuan and the taxes paid during the fiscal year increase by 10% year-on-year compared to before the merger or restructuring, the municipal government will provide a one-time reward of 300,000 yuan to the newly established enterprise.For enterprises undergoing mergers and reorganizations that engage third-party consulting firms to conduct due diligence, and where the merger or reorganization is successfully completed and operations are normal following the due diligence, the municipal government will provide a subsidy covering 50% of the due diligence costs for the post-merger entity, with the total subsidy not exceeding 500,000 yuan.
VI. Encouraging Enterprise Loan Financing. For manufacturing enterprises above designated size that obtained medium- to long-term loans of 3 million yuan or more in the previous year, and for small, medium, and micro manufacturing enterprises that obtained medium- to long-term loans of 1 million yuan or more, with a loan term of three years or more, the municipal government will provide a 50% interest subsidy on the interest incurred, up to a maximum of 500,000 yuan.
VII. Support for Enterprise Technological Upgrades. For technological upgrade projects of enterprises above designated size with equipment investments of 2 million yuan or more, the municipal government will provide a subsidy of 10% of the equipment investment, up to a maximum of 1 million yuan. For technological upgrade projects in leading industries such as modern traditional Chinese medicine, baijiu (Chinese spirits), and agricultural and sideline food processing, the equipment subsidy amount will be increased by 10%.For enterprises below the scale threshold that are being cultivated to reach the scale threshold, with equipment investments of 1 million yuan or more, the municipal government will provide a subsidy of 10% of the equipment investment, up to a maximum of 500,000 yuan. For industrialization technical renovation projects in the military-civilian integration sector, the equipment subsidy amount will be increased by 20%.
VIII. Support for Enterprise High-End Manufacturing. For Class 100 cleanrooms (including Class A GMP facilities) and Class 1,000 cleanrooms certified by the province, a one-time subsidy of 30% of the provincial subsidy amount will be provided, up to a maximum of 2 million yuan.
IX. Support for Industrial Design Innovation. Enterprises that hosted provincial industrial design competitions in the previous year will receive a subsidy of 200,000 yuan per enterprise.
X. Encouraging the Replacement of Human Labor with Robots. For industrial enterprises that newly purchase industrial robots (with ≥3 degrees of freedom) and supporting equipment with a total investment of 1 million yuan or more, the municipal government will provide a 30% subsidy, not exceeding 1 million yuan.
XI. Support for Enterprise Energy and Water Conservation Upgrades. Upon completion of an enterprise’s energy conservation project, and following verification by a qualified third-party testing and inspection agency, the municipal government will provide a subsidy of 300 yuan per ton for energy savings of 500 tons of standard coal or more, with a maximum subsidy of 300,000 yuan; for water savings of 2,000 tons or more, the municipal government will provide a subsidy of 30 yuan per ton, with a maximum subsidy of 300,000 yuan.
XII. Support for Digital Economy Platforms. For enterprise-level industrial internet (cloud) platforms, a grant of 500,000 yuan will be provided per platform; for public industrial internet (cloud) platforms, a grant of 1 million yuan will be provided per platform.
XIII. Support for Honorary Title Awards.
For the first-of-its-kind major technical equipment recognized by the state or province, the municipal government will award 500,000 yuan to the local research and development unit and 100,000 yuan to the local demonstration application unit; for enterprises newly designated as national pilot demonstration projects for smart manufacturing, big data industry development, or new information consumption, the municipal government will provide a one-time award of 500,000 yuan; for enterprises newly recognized as provincial-level smart factories or digital workshops, the municipal government will provide one-time awards of 500,000 yuan and 200,000 yuan, respectively;For enterprises newly designated as national pilot enterprises for the integration of informatization and industrialization management system standardization, the municipal government will provide a one-time reward of 500,000 yuan; for enterprises that have passed the national assessment of the integration of informatization and industrialization management system standards, the municipal government will provide a one-time reward of 200,000 yuan; for those newly recognized as provincial-level innovative information consumption products or information consumption experience centers, the municipal government will provide a one-time reward of 100,000 yuan each;For enterprises newly designated as national-level or provincial-level pilot demonstration projects for the integrated development of manufacturing and the Internet, the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively; for enterprises newly designated as national-level or provincial-level industrial Internet pilot demonstration projects, the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively; for enterprises receiving national-, provincial-, or municipal-level awards for outstanding solutions in the industrial Internet sector, the municipal government will provide subsidies of 1,000,000 yuan, 500,000 yuan, and 100,000 yuan, respectively;Enterprises entering the national top 100 in electronic information, software, or internet for the first time will each receive a one-time grant of 1 million yuan; enterprises entering the Anhui Provincial list of key electronic information or software enterprises for the first time will each receive a one-time grant of 500,000 yuan; enterprises assessed as having achieved basic or advanced cloud adoption will receive rewards of 5,000 yuan and 10,000 yuan, respectively, from the municipal government;For newly recognized National Technology Innovation Demonstration Enterprises, Standardization Demonstration Enterprises, Quality Benchmark Enterprises, China Industrial Grand Prize winners, and enterprises (or demonstration zones) with regional brands in industrial clusters, the municipal government will provide a one-time reward of 500,000 yuan; for enterprises designated as National Manufacturing Single-Champion Demonstration Enterprises or Cultivation Enterprises, the municipal government will provide one-time rewards of 1 million yuan and 500,000 yuan, respectively; for newly recognized Provincial Technology Innovation Demonstration Enterprises and Standardization Demonstration Enterprises, the municipal government will provide a one-time reward of 200,000 yuan;For enterprises recognized at the national or provincial level as demonstration enterprises for the “Expanding Product Varieties, Improving Quality, and Creating Brands” initiative in the consumer goods industry, the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively. For newly recognized Anhui Industrial Excellence products, Anhui’s first-batch new materials, Anhui’s first-version software, and provincial-level new products, the municipal government will provide one-time rewards of 100,000 yuan, 100,000 yuan, 100,000 yuan, and 50,000 yuan, respectively;For newly recognized national-level and provincial-level manufacturing innovation centers, the municipal government will provide one-time rewards of 2 million yuan and 500,000 yuan, respectively; for newly recognized national-level and provincial-level industrial design centers, the municipal government will provide one-time rewards of 3 million yuan and 200,000 yuan, respectively; for newly recognized national-level, provincial-level, and municipal-level enterprise technology centers, the municipal government will provide rewards of 1 million yuan, 200,000 yuan, and 100,000 yuan, respectively;For enterprises newly awarded the National Quality Award or the Anhui Provincial Quality Award, the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively; for enterprises newly designated as national-level or provincial-level management innovation demonstration enterprises, the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively; for enterprises newly recognized as national-level or provincial-level outstanding quality management teams, the municipal government will provide rewards of 500,000 yuan and 100,000 yuan, respectively;Enterprises that take the lead in formulating international or national (industry) standards will receive one-time grants of 1 million yuan and 500,000 yuan, respectively; enterprises newly recognized as national “Specialized, Refined, Unique, and Innovative” (SRUI) “Little Giant” enterprises will receive a one-time reward of 500,000 yuan from the municipal government; enterprises newly recognized as provincial SRUI Champion Enterprises, provincial SRUI SMEs, and municipal SRUI SMEs will receive rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, from the municipal government.For newly recognized provincial-level growth-oriented micro and small enterprises, the municipal government will provide a 200,000 yuan reward; for newly recognized national-level and provincial-level service-oriented manufacturing demonstration enterprises (platforms), the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively; for newly recognized national-level and provincial-level master craftsman studios, the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively;For newly recognized national-level and provincial-level micro and small enterprise entrepreneurship and innovation bases, pilot demonstration projects for manufacturing “mass entrepreneurship and innovation” platforms, and public service demonstration platforms for SMEs, the municipal government will provide one-time rewards of 500,000 yuan and 100,000 yuan, respectively, for those receiving national-level and provincial-level recognition;For newly recognized (or certified) national-level green factories, the municipal government will provide a reward of 500,000 yuan; for newly recognized national-level green products, the municipal government will provide a reward of 200,000 yuan; for newly recognized provincial-level green factories, water-saving enterprises, new wall material enterprises, and those included in the “Five Hundred” promotion catalog for energy conservation and environmental protection, the municipal government will provide a reward of 100,000 yuan each; for newly recognized municipal-level water-saving enterprises, the municipal government will provide a reward of 50,000 yuan.
Part III: Application Requirements and Materials
Enterprises (entities) applying for special funds must not only meet the conditions listed for various projects in the “Notice on Issuing the Bozhou City Industrial Guidance Fund Management Measures and Other Investment Promotion Policies” (Bozheng Mi [2017] No. 98), but must also simultaneously meet the specific requirements for the respective project categories.
I. Support for Enterprises to Achieve Scale
1. Application Requirements.
(1) Registered and paying taxes within the municipal jurisdiction;
(2) The enterprise must be a newly added industrial enterprise that first met the scale criteria in the previous fiscal year.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Enterprise Funding Application Commitment and Declaration of Authenticity (Attachment 5).
II. Supporting Enterprise Growth and Expansion
1. Eligibility Criteria.
(1) The enterprise must be a large-scale industrial enterprise or a digital technology enterprise;
(2) The enterprise must have demonstrated growth in profits and tax payments in the previous year;
(3) Key indicators such as main business revenue must meet the relevant criteria;
(4) For applications for the Top 50 and Top 100 enterprises, criteria (1) and (2) will not be reviewed; for applications for digital technology enterprises, criterion (2) will not be reviewed.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Attachment 1);
(2) Written evidence demonstrating that the enterprise meets the relevant criteria;
(3) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
III. Support for Enterprise Exhibition and Promotion
1. Eligibility Criteria.
Industrial enterprises participating in various domestic and international consumer promotion exhibitions organized by the Municipal Bureau of Economy and Information Technology.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Attachment 1);
(2) Official notification or invitation letter regarding participation in the exhibition;
(3) List of expenses and receipts for the enterprise’s participation in the exhibition;
(4) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
IV. Support for Enterprises to Expand Publicity
1. Eligibility Criteria.
(1) The enterprise must comply with national industrial policies, possess prominent brand advantages, and demonstrate strong profitability and high management standards;
(2) The enterprise voluntarily applies to broadcast in the time slots and programs determined through a public tender by the Provincial Department of Economy and Information Technology.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Scanned copies of invoices for promotional expenses;
(3) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
V. Support for Enterprise Mergers and Restructuring
1. Eligibility Criteria.
(1) In the previous fiscal year, the enterprise successfully completed a merger or reorganization, and the newly established entity has completed registration procedures;
(2) In the previous fiscal year, the enterprise’s main business revenue exceeded 100 million yuan, and tax payments increased by 10% compared to the pre-restructuring period.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Attachment 1);
(2) Tax payment confirmation forms for the previous and most recent fiscal years, certified by the finance and tax authorities (Appendix 3);
(3) Business license of the newly established legal entity, articles of association, and details of shareholder changes;
(4) Proof of the actual controller of the original enterprise prior to the reorganization;
(5) Merger and reorganization agreement between enterprises, due diligence contract, and proof of fund disbursement;
(6) Enterprise Funding Application Commitment and Declaration of Authenticity (Attachment 5).
VI. Encouraging Corporate Loan Financing
1. Eligibility Criteria.
For manufacturing enterprises above the designated scale that obtained medium- to long-term loans of 3 million yuan or more in the previous year, and for small, medium, and micro manufacturing enterprises that obtained medium- to long-term loans of 1 million yuan or more, with a loan term of three years or longer, the municipal government will provide a 50% interest subsidy on the interest incurred, up to a maximum of 500,000 yuan.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Bank loan agreement, bank loan deposit slip, and interest settlement documents;
(3) Receipts for fixed asset investment expenditures;
(4) Certificate of authenticity for medium- and long-term loans and loan interest issued by the People’s Bank of China at the same administrative level;
(5) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
VII. Support for Enterprise Technological Upgrades
1. Eligibility Criteria.
(1) The project complies with national industrial policies and the basic construction has been completed;
(2) For projects involving enterprises above the designated scale, the investment in production equipment must be 2 million yuan or more; for projects involving enterprises below the designated scale that are intended to be cultivated to reach the designated scale, the investment in equipment must be 1 million yuan or more.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Project funding application report, including approval documents for preliminary project work such as project approval (filing), environmental impact assessment, land use, and planning; for high-energy-consuming industries required to undergo energy conservation reviews under relevant national regulations, energy conservation review documents must be provided;
(3) List of purchased equipment (including scanned copies and electronic files, Attachment 2) and scanned copies and photocopies of equipment purchase invoices (photocopies must bear the company’s official seal and the legal representative’s signature);
(4) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
VIII. Support for Enterprise High-End Manufacturing
1. Eligibility Criteria.
Entities registered in this province that completed construction and put into operation Class 100 or Class 1,000 cleanrooms in the new-generation electronic information, food, pharmaceutical (GMP-certified), or cosmetics industries during the previous fiscal year.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Project approval or filing documents;
(3) Feasibility report for facility construction, construction implementation plan, construction contract, construction drawings, payment invoices for construction, completion acceptance documents, and relevant standard and specification documents;
(4) Supporting documents proving that production workshops meet Class 100 or Class 1,000 cleanliness standards, including their actual floor area and proof of facility ownership. Pharmaceutical manufacturing enterprises must provide proof of Class 100 cleanrooms (including Class A GMP facilities) and Class 1,000 cleanrooms certified by the provincial authorities;
(5) Enterprise funding application commitment and declaration of authenticity (Appendix 5).
IX. Support for Industrial Design Innovation
1. Eligibility Criteria.
The enterprise must be an industrial enterprise above a certain scale.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Approval from the Provincial Department of Economy and Information Technology authorizing the hosting of an industrial design competition;
(3) The enterprise’s plan for organizing the special competition;
(4) The enterprise’s award evaluation plan for the special competition;
(5) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
X. Encouraging Enterprises to Replace Human Labor with Machinery
1. Eligibility Criteria.
(1) Industrial robots (with ≥3 degrees of freedom) purchased and put into use by the enterprise between January 1 of the previous year and the application deadline of the current year;
(2) Investment of 1 million yuan or more (including robots and related auxiliary equipment).
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) List of purchased industrial robots and auxiliary equipment (including scanned copies and electronic documents, Attachment 4) along with scanned copies of invoices and contracts;
(3) Digital photographs of the robots in use at the enterprise (at least 3 photos, accompanied by descriptive captions);
(4) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
XI. Support for Enterprise Energy and Water Conservation Upgrades
1. Eligibility Criteria.
Energy-saving and water-saving projects that commenced construction in the previous year and have been completed.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Attachment 1);
(2) Required supporting documents: Project approval, authorization, or filing documents; environmental impact assessment approval; planning permit; land use certificate; proof of secured project funding; financial statements for the previous fiscal year audited by an accounting firm, as well as financial statements for the month prior to the application submission.
(3) Project Completion Report: Justification for the project; main construction details; project outcomes; and a list of invoices for project construction expenditures.
(4) A specialized energy audit report or water conservation assessment report issued by a third-party institution with CMA accreditation.
(5) For motor system energy efficiency improvement projects, a list of retrofitted equipment must be submitted, including the model, specifications, capacity, quantity, and energy efficiency rating of motors and transformers before and after retrofitting.
(6) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
XII. Support for Digital Economy Platforms
1. Eligibility Criteria.
(1) Applicants must be key backbone enterprises in the manufacturing sector, internet companies, information technology firms, automation enterprises, or similar entities, possessing strong capabilities in technology development, project implementation, and sustainable development, as well as a good social credit record;
(2) The platform applying for support must provide at least one of the following services: industrial equipment management, software application management, user and developer management, data and platform operations management, storage and computing services, application development services, inter-platform invocation services, security protection services, or new technology application services.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Application Report for Industrial Internet (Cloud) Platform Policy Subsidies (including basic company information, qualifications and capabilities, usage and application results of the industrial internet platform, and an introduction to the platform’s technical architecture and implementation plan);
(3) Supporting documents related to the application project, including patent/copyright certificates, award certificates, cooperation agreements, and other supporting materials mentioned in the application report;
(4) For enterprise-level Industrial Internet (Cloud) platforms, supporting documents must be provided to demonstrate breakthrough achievements in the construction of the enterprise’s internal and external networks, the platform itself, key technologies, and the ecosystem;
(5) For industry-level industrial internet (cloud) platforms, provide supporting materials demonstrating revenue from industrial internet (cloud) operations conducted in Anhui during the previous fiscal year (such as audited financial reports, large-value contracts, or other materials capable of verifying platform revenue);
(6) Enterprise Funding Application Commitment and Declaration of Authenticity (Appendix 5).
XIII. Support for Honorary Titles and Awards
1. Eligibility Criteria.
Enterprises (entities) that have newly received honorary titles or awards since the previous fiscal year.
2. Application Materials.
(1) Bozhou City Industrial Development Special Fund Application Form (Appendix 1);
(2) Official documents or certificates verifying the honorary title;
(3) Enterprise Funding Application Commitment and Declaration of Authenticity (Attachment 5).
Part IV Application Procedures
I. The Municipal Bureau of Economy and Information Technology shall organize the application process for the current year’s Industrial Development Special Fund in accordance with the Municipal Government’s “Notice on Issuing the Bozhou City Industrial Guidance Fund Management Measures and Other Investment Promotion Policies” (Bozheng Mi [2017] No. 98) and other relevant regulations.
2. Applications for special fund projects shall be submitted through the Bozhou City Industrial Development Special Fund Information Management System.
3. Eligible project entities shall submit applications to the relevant county or district Bureau of Economy and Information Technology, the Municipal High-Tech Zone Bureau of Economic and Trade Development, or the Bo-Wu Modern Industrial Park Enterprise Development Promotion Bureau.
IV. The Economic and Information Technology Bureaus of the counties and districts, the Economic and Trade Development Bureau of the Municipal High-Tech Zone,and the Enterprise Development Promotion Bureau of the Bo-Wuhu Modern Industrial Park shall conduct a preliminary review of the eligibility criteria and relevant materials for the projects submitted by applicant enterprises. They shall verify the authenticity and compliance of the projects in accordance with the application requirements, provide clear opinions, and jointly submit a formal document to the Municipal Bureau of Economy and Information Technology and the Municipal Finance Bureau in coordination with the finance department. The submitted document must explicitly state that the department assumes responsibility for the authenticity and compliance of the reported projects, as well as the authenticity and validity of the project materials.
V. The relevant functional divisions of the Municipal Bureau of Economy and Information Technology shall carefully review the materials submitted by enterprises and county/district-level projects against the established criteria. Where necessary, they may commission third-party professional institutions to conduct reviews. For projects requiring on-site verification, on-site inspections must be organized in strict accordance with the prescribed ratio requirements to examine the enterprise’s original documentation and construction outcomes. Photographs must be taken and on-site verification forms completed and retained for future reference in accordance with regulations.Projects shall be supported following the prescribed procedures, including deliberation by the Bureau’s Party Leadership Group or the Director’s Executive Meeting, solicitation of opinions, and submission to the municipal government for review and approval.
VI. The Municipal Industrial Development Special Fund shall be disbursed by the municipal finance department in accordance with prescribed procedures and channels.
Part V: Supervision and Management
I. The Municipal Finance Bureau is responsible for the budgetary allocation and disbursement of the special fund, and shall cooperate with the Municipal Bureau of Economy and Information Technology in performance management and supervision and inspection.
2. The Municipal Bureau of Economy and Information Technology is responsible for issuing guidelines, reviewing projects, allocating funds, conducting performance evaluations, carrying out supervision and inspection, and disclosing information regarding the Special Fund, and is accountable for the authenticity and legality of projects as well as the security, effectiveness, and compliance of fund usage.
3. The County (District) Bureaus of Economy and Information Technology, the Municipal High-Tech Zone Bureau of Economic and Trade Development, and the Bo-Wu Modern Industrial Park Bureau of Enterprise Development Promotion shall be responsible for the feasibility, authenticity, and legality of the projects submitted, as well as for the supervision and performance evaluation of the special fund projects. The county (district) finance departments shall cooperate in handling project applications, fund disbursement, performance management, and supervision and inspection.
IV. Project implementing entities are the primary responsible parties for project implementation, fund management, and fund utilization. They must strictly adhere to regulations when using funds, maximize the efficiency of fund utilization, refrain from withholding or misappropriating funds, and conduct self-evaluations of performance.
V. The Municipal Bureau of Economy and Information Technology is responsible for supervising and inspecting the use and management of funds. Project entities shall voluntarily accept audits and supervision from audit, supervisory, and financial departments.
VI. For projects receiving financial support in accordance with regulations, the principle of “whoever applies, supports, supervises, and is responsible” shall be strictly adhered to. Procedures and standards must be rigorously followed, discipline and rules strictly observed, and strict controls maintained regarding safety, environmental protection, quality, and creditworthiness. Daily supervision of projects shall be effectively strengthened to improve the performance of fund utilization.
VII. For entities found to have obtained projects or funds through fraudulent means or other misconduct, upon verification, penalties will be imposed based on the severity of the offense. These may include revocation of eligibility to apply for the current year, public censure, recovery of disbursed special funds in conjunction with relevant departments, a three-year ban on applying for municipal-level or higher industrial and information technology projects, and inclusion in the record of serious dishonest conduct. Relevant responsible personnel will be dealt with in accordance with regulations and disciplinary rules.
The Municipal Bureau of Economy and Information Technology is responsible for interpreting these detailed rules, which shall take effect upon issuance.
