Original Title: Notice of the Hefei Municipal People’s Government Regarding the Amendment of Certain Provisions of the “Implementation Opinions on Accelerating the Development of the New Energy Vehicle Industry”
To the People’s Governments of All Counties (Cities) and Districts, the Management Committees of Development Zones, and All Relevant Units:
To further promote the development of the new energy vehicle industry in our city and accelerate the construction of an internationally competitive new energy vehicle industrial cluster, with the approval of the Municipal Government, the following amendments are hereby made to Item (4) “Fostering an Industrial Ecosystem” under the “Major Measures” section of Part II of the “Implementation Opinions of the Hefei Municipal People’s Government on Accelerating the Development of the New Energy Vehicle Industry” (He Zheng Mi [2020] No. 64):
Accelerate efforts to strengthen, fill gaps in, and extend the new energy vehicle industry chain. Relying on vehicle manufacturers such as JAC Motors, NIO, Volkswagen (Anhui), Ankai Bus, Hefei Changan, and Chery (Chaohu), we will strengthen the construction of the new energy vehicle supply chain, innovate business models such as “separating the vehicle from the battery,” enhance brand international competitiveness, and cultivate industry-leading enterprises.Support new energy vehicle component manufacturers—including those producing power batteries, drive motors, BMS, LiDAR, high-definition maps, and autonomous driving technologies—in enhancing their supply capabilities. Cultivate 10–20 “hidden champions” in specialized sectors to comprehensively improve the stability and competitiveness of the industrial and supply chains. Improve the circular economy system for power battery recycling, secondary utilization, and resource recovery. Establish and improve management systems covering transportation, warehousing, maintenance, safety inspections, decommissioning, and recycling of power batteries, and strengthen full-lifecycle supervision.Support vehicle manufacturers in conducting joint research and development with research institutes to gradually improve the hydrogen fuel cell vehicle industry chain. Encourage cross-sector collaboration among enterprises in the new energy vehicle, energy, transportation, and information and communications technology sectors to create ecosystem-leading enterprises that cover key industrial chain segments such as solutions, R&D and production, usage support, and operational services. The remaining provisions of the “Implementation Opinions of the Hefei Municipal People’s Government on Accelerating the Development of the New Energy Vehicle Industry” (He Zheng Mi [2020] No. 64) remain unchanged.
