Original Title: Notice on Issuing the Measures for Incentives and Subsidies for Agricultural Industry Development in Gui'chi District, Chizhou City
To further advance rural revitalization and accelerate the modernization of agriculture, while ensuring food security, we aim to expand and strengthen distinctive leading industries to increase farmers’ income and enhance agricultural efficiency.In accordance with the State Council’s “Guiding Opinions on Promoting the Revitalization of Rural Industries” (State Council Document [2019] No. 12), the Provincial Government General Office’s “Opinions on Implementing the ‘Five Batches’ Project for Agricultural Product Processing” (Anhui Provincial Government General Office Document [2019] No. 21), the Municipal Party Committee’s Rural Work Leading Group’s “Notice on Issuing the Implementation Opinions on Promoting Agricultural Industrialization in Chizhou City” (Chizhou Agricultural Work Leading Group Document [2019] No. 2),and the “Three-Year Action Plan for the Development of Distinctive and High-Quality Agricultural Industries in Chizhou City,” and in light of the actual conditions of our district, these Measures are hereby formulated.

I. Supporting the Upgrading of Six Major Industries

(1) Optimizing the Tea Industry

1. For newly established standardized tea gardens in the current year with a contiguous area of 100 mu or more, a one-time subsidy of 800 yuan per mu shall be provided, with a maximum of 200,000 yuan, and subsidies shall be awarded on a merit basis according to area.

2. Entities that construct new clean tea processing production lines with an annual processing capacity of 5,000 tons or more shall receive a one-time award of 100,000 yuan, with priority given to the best candidates.

3. Entities that, through the establishment of associations, unified branding, and standardized packaging, integrate and utilize public tea brands such as “Xiaokeng Green Tea” and “Qihong,” and achieve sales revenue of over 50 million yuan for black tea and over 20 million yuan for green tea—with year-on-year growth of at least 50% compared to the previous year—shall receive a subsidy of 500,000 yuan;Entities with overseas sales of black tea exceeding 30 million yuan and sales of green tea outside the province exceeding 10 million yuan, where both overseas and out-of-province sales have increased by more than 50% compared to the previous year, will receive a grant of 200,000 yuan; both grants may be claimed simultaneously. Grants will be awarded on a merit basis.

4. Tea production and processing enterprises that secure new working capital loans of 10 million yuan or more in the current year will receive an interest subsidy covering 50% of the actual interest incurred during the year, calculated based on the bank’s benchmark interest rate for loans of the same term. The maximum subsidy per enterprise shall not exceed 300,000 yuan. Subsidies will be awarded on a merit basis.

(II) Promoting the Expansion of the Chinese Medicinal Herb Industry, Including Jiuhua Polygonatum

5. For the development of large-scale under-forest cultivation of Jiuhua Polygonatum, a subsidy of 0.15 yuan per plant will be provided for the purchase of seedling or tissue-cultured seedlings, with awards granted on a merit basis based on area; for the establishment of new Jiuhua Polygonatum propagation bases covering 50 mu or more that produce 1 million high-quality Jiuhua Polygonatum seedlings annually, a one-time award of 200,000 yuan will be granted. Awards will be granted on a merit basis.

6. Jiuhua Polygonatum processing enterprises that achieve annual sales revenue of 50 million yuan or more from Jiuhua Polygonatum products, with a year-on-year increase in sales revenue of 50% or more, shall receive a one-time award of 500,000 yuan. Awards will be granted on a merit basis.

7. For Jiuhua Polygonatum production and processing enterprises that secure new working capital loans of 10 million yuan or more in the current year, a subsidy covering 50% of the actual interest incurred on the loan at the bank’s benchmark interest rate for the same period will be provided, with a maximum subsidy of 300,000 yuan per enterprise. Subsidies will be awarded on a merit basis.

8. Newly established Jiuhua Polygonatum processing plants that conduct primary processing (including washing, sun-drying, and product sorting) of 100 tons or more will receive a subsidy of 50,000 yuan each. Subsidies will be awarded on a merit basis.

9. For the development of emerging medicinal herbs such as green plums and mugwort, a one-time subsidy of 500 yuan per mu will be provided for new green plum plantations covering a contiguous area of 100 mu or more, with no fewer than 40 plants per mu, up to a maximum of 300,000 yuan.The same project may not be eligible for both municipal and county-level subsidies; awards will be granted on a merit basis. For new contiguous mugwort plantations of 100 mu or more, a one-time subsidy of 200 yuan per mu will be provided. For mugwort processing enterprises whose annual sales revenue of mugwort products reaches 20 million yuan or more, and whose sales revenue increases by 10% or more compared to the previous year, a subsidy of 1% of the sales revenue will be granted, with a maximum of 200,000 yuan. Awards will be granted on a merit basis.

(3) Support for Expanding the Autumn-Leaf Flower and Mandarin Fish Industry

10. For intensive pond farming of Qiupu Flower Mandarins covering 100 mu or more (including the area for supporting feedfish farming, with a ratio of mandarin fish ponds to feedfish ponds of 1:4), and where the stocking density of mandarin fish reaches 1,000 fish per mu or more, a subsidy of 1,500 yuan per mu of intensive pond farming area will be provided, with a maximum of 300,000 yuan.Subsidies will be awarded on a merit basis.

11. Enterprises that introduce or establish new facilities for processing QiuPu Flower Perch series products (such as stinky perch and tea-scented perch) and achieve annual processed product sales exceeding 20 million yuan will receive a one-time grant of 500,000 yuan. Grants will be awarded on a competitive basis.

(IV) Enhancing the Level of Green Grain Production (Rice-Fish Integrated Farming Models, etc.)

12. Processing enterprises engaged in integrated rice-fish farming that achieve annual revenue from the processing and sale of aquatic products of 5 million yuan or more shall receive a subsidy equivalent to 2% of their sales revenue, with a maximum of 300,000 yuan. Subsidies will be awarded on a merit basis.

13. A one-time grant of 100,000 yuan will be awarded to new integrated rice-fish aquaculture aquatic product trading markets with an area of 500 square meters or more and an annual trading volume of 200 tons or more. Grants will be awarded on a competitive basis.

14. Large-scale farmers or family farms that cultivate 500 mu or more of rice in contiguous plots using green growth models such as integrated rice-fish farming will receive a subsidy of 20 yuan per mu, with a maximum of 50,000 yuan. Subsidies will be awarded on a merit basis.

(V) Continuously Expanding the Variety of Fresh Produce

15. For free-range chicken farmers that market 40,000 or more birds in a given year, a subsidy of 1 yuan per bird will be provided, with a maximum of 100,000 yuan. For farmers raising parent-stock breeding chickens who hold a municipal-level Livestock and Poultry Breeding and Production License, a subsidy of 2 yuan per set will be provided, with a maximum of 100,000 yuan.Operators who have received subsidies within the past three years are not eligible for duplicate benefits. Operators receiving subsidies for parent-stock poultry are not eligible for subsidies for commercial native chicken farming. Subsidies for the same activity cannot be duplicated with municipal subsidy programs; subsidies will be awarded on a merit basis.

16. Enterprises that newly establish or introduce poultry slaughtering operations with an annual slaughter capacity of 20 million birds

will receive a one-time grant of 500,000 yuan; newly established or introduced poultry and meat processing enterprises with an annual output value of 20 million yuan or more will receive a one-time grant of 500,000 yuan. Grants will be awarded on a merit basis.

17. Large-scale cattle farms with a current inventory of 100 or more South Anhui Yellow Cattle and an annual slaughter output of 500 or more head shall receive a one-time subsidy of 200,000 yuan. Subsidies will be awarded on a merit basis.

18. Standardized large-scale pig farms that market 10,000 or more pigs in a given year shall receive a one-time grant of 100,000 yuan; enterprises that newly introduce 100 or more breeding sows shall receive a one-time subsidy of 200 yuan per head. Grants will be awarded on a merit basis.

19. For newly constructed temperature-controlled multi-span greenhouses of 3 mu or more, a subsidy of 20,000 yuan per mu will be provided; for newly constructed contiguous steel-frame vegetable greenhouses of 20 mu or more, a subsidy of 3,000 yuan per mu will be provided;For entities that promote and apply two or more new vegetable varieties or technologies across an area of 50 mu or more (including demonstrations of off-season vegetable production, local specialty vegetable production, and water-saving irrigation), and that serve as primary suppliers of vegetables to the urban core or are specialized villages, a subsidy of 20,000 yuan will be awarded to each. The same project may not overlap with municipal subsidy recipients; subsidies will be awarded on a merit basis.

20. The development of high-quality edible oil production bases is encouraged. For newly planted camellia oil groves covering 100 mu or more in a contiguous area, a one-time subsidy of 500 yuan per mu will be provided, with a maximum of 200,000 yuan. This subsidy cannot be duplicated with municipal incentive programs; awards will be granted based on merit.

(VI) Unlocking the Potential of Guichi’s Unique Agricultural Products

21. Processing enterprises producing Xishan Jiao dates, Ruanqiao pressed duck, and Wusha small peanuts that achieve annual sales revenue of 20 million yuan or more in the same year will receive a one-time grant of 300,000 yuan. Grants will be awarded on a merit basis.

II. Encouraging the Development of Deep Processing of Agricultural Products

22. For projects developing deep processing of agricultural products within the six major industrial series, where fixed-asset investment in the current year exceeds 10 million yuan, a one-time award of 10% of the fixed-asset investment will be granted upon project completion, commencement of operations, and successful evaluation, with a maximum of 1 million yuan. Awards will be granted on a merit basis.

III. Accelerating the Construction of End-to-End Cold Chain Infrastructure for Agricultural Product Production and Processing

23. For the construction or purchase of cold chain equipment required for the processing, transportation, and storage of agricultural products within the six major industrial sectors, a one-time grant of 10% of the construction cost or purchase price will be provided, with a maximum of 200,000 yuan. Grants will be awarded on a merit basis.

IV. Establishing Provincial-Level Yangtze River Delta Green Agricultural Product Production, Processing, and Supply Bases

24. Entities that successfully establish a provincial-level Yangtze River Delta Green Agricultural Product Production, Processing, and Supply Base will receive a one-time grant of 100,000 yuan. Grants will be awarded on a merit basis.

V. Supporting Agricultural Brand Development and Technological Innovation

25. Strengthen brand promotion and marketing as well as technological innovation demonstrations for the six major industries. Gui’chi District Agricultural Investment and Development Co., Ltd. shall be responsible for brand promotion and marketing, as well as agricultural technological innovation, for the six major industries. An annual budget of 1 million yuan shall be allocated to formulate annual brand promotion and marketing plans and funding utilization plans under the guidance of the District Bureau of Agriculture and Rural Affairs and the District Finance Bureau, to be implemented after approval by the District Government;900,000 yuan will be allocated annually to support agricultural business entities in the six major industries in establishing strategic partnerships with universities, forming industrial alliances, or setting up comprehensive experimental stations. Entities that secure at least one municipal-level or higher Science and Technology Progress Award (or obtain an invention patent or establish local technical standards) for a research project each year, or whose commercialized scientific and technological achievements generate economic benefits of 5 million yuan or more in the same year, will receive a 300,000 yuan reward, with awards granted on a merit-based basis;Allocate 100,000 yuan annually to support the creation of science and technology demonstration zones that integrate and demonstrate cutting-edge agricultural technologies. Grant a one-time reward of 100,000 yuan to the management committees (towns, subdistricts) or enterprises and institutions of zones designated as provincial-level or higher agricultural industrial demonstration zones.

VI. Scope of Application

26. This policy applies to new types of agricultural business entities registered within the district, including leading agricultural industrialization enterprises, farmers’ professional cooperatives, family farms, large-scale specialized farmers, specialized villages, and modern agricultural demonstration (industrial) parks.Support will not be provided if the business operations of the above entities violate laws, regulations, rules, or policy provisions regarding prohibited or restricted breeding zones, nature reserves, fire safety, environmental protection, or the protection of basic farmland; nor will support be provided if serious issues arise during the current year in areas such as work safety, product quality safety, tax and fee payment, or financial lending.

VII. Supplementary Provisions

27. The funds required for this incentive and subsidy program shall be borne by the district treasury. Terms such as “above,” “below,” “prior to,” and “after” as used in this policy include the level in question. The incentive and subsidy funds are primarily intended to support the growth and strengthening of the six major types of agricultural business entities. For portions of the incentive and subsidy funds stipulated in this policy that overlap with municipal incentive and subsidy measures, unless otherwise specified, duplicate benefits are not permitted; the cumulative amount of municipal and district subsidies for the same project shall not exceed 30% of the project’s investment for that year;Any acts of fraud or malfeasance discovered during the project application or review process shall result in the relevant responsible parties being held accountable upon verification, and the subsidy funds shall be recovered.

28. The District Bureau of Agriculture and Rural Affairs, the District Finance Bureau, and other relevant departments shall be responsible for interpreting this policy and for formulating specific rules and procedures for application and acceptance, which shall be publicly released.This policy applies to the years 2020, 2021, 2022, and 2023. All previously issued relevant agricultural policies are hereby repealed. During the implementation of this policy, if new national or provincial policies are issued, they shall take precedence. The policy will be subject to an annual review, with adjustments made as appropriate.
