Article I Support for the transformation of scientific and technological achievements of universities and institutes
(a) Encourage universities and institutes to transfer scientific and technological achievements to enterprises in the region. For those who determine the transaction price through the market-oriented way and register the completion of the national technology contract online, 10% of the actual transaction payment will be given to the results of the transferee enterprise subsidies, and the subsidy will not exceed 500,000 yuan per enterprise per year.
(2) Encourage universities and institutes to transfer scientific and technological achievements to enterprises in the region through licensing. For enterprises that have obtained licenses to use the achievements, the enterprises will be given a cumulative subsidy of no more than 1 million yuan for the first three years at 30% of the licensing fees.
(3) Universities and institutes are encouraged to transfer scientific and technological achievements to enterprises in the region through investment in value. For the intellectual property assessment costs incurred in the process of valuation investment, enterprises will be given subsidies of up to RMB 500,000 according to 50% of the reasonable costs actually incurred.
The above subsidies are applicable to scientific research results with a single valuation of not less than 2 million yuan. Universities and institutes are encouraged to carry out the reform of mixed ownership of scientific and technological achievements, and the above subsidies are increased by 10% for the scientific and technological achievements of which the ownership is divided and the upper limit is raised to 2 million yuan.
Second Implement preferential tax policies for equity awards for the transformation of scientific researchers' achievements
Protect scientific researchers' peace of mind and entrepreneurship in high-tech zones, coordinate with the tax department, fully implement the "Ministry of Finance, the State Administration of Taxation on the improvement of equity incentives and technology shares of the notice on the income tax policy" (Cai Shui 〔2016〕 No. 101), the provisions of the first of the third article: If an enterprise or an individual invests in shares of a domestic resident enterprise with technological achievements, and the consideration paid by the investee enterprise is all in shares (rights), the enterprise or the individual may choose to continue to implement the relevant tax policies in accordance with the current tax policies or choose to apply the preferential policies on deferred taxation. If the enterprise or individual chooses to apply the deferred tax policy on investment in shares of technological achievements, it may, upon filing with the competent tax authorities, not pay tax for the period of investment in shares, and is allowed to defer the payment of income tax on the difference between the income from the transfer of shares of equity less the original value of the technological achievements and the reasonable taxes and fees.
Article 3 Promote technology transfer institutions to carry out the transformation of scientific and technological achievements of universities and institutes
Encourage universities and institutes belonging to the technology transfer center, asset management agencies, industrial technology research institutes and other technology transfer institutions to the region to promote the transformation of scientific and technological achievements of enterprises. To realize the transfer of achievements by way of transfer and licensing, the technology transfer institutions will be given a reward of not more than 500,000 yuan per year according to 3% of the actual amount of technological transactions in the technology contract; by way of investment in value, the technology transfer institutions will be given a subsidy of not more than 500,000 yuan per project according to 5% of the value of the achievements that have been actually invested in the institutions. The annual subsidy for each institution shall not exceed 2 million yuan. 50% of the above subsidies shall be awarded to the personnel of the technology transfer institutions who have made important contributions to the transformation of achievements, and each of them shall not exceed RMB 500,000 yuan per year.
Article 4 Support the construction of high-end collaborative innovation platform
(a) Increase the high-end collaborative innovation platform policy support. Article VI Support for International Open Cooperation and Innovation
(1) Support internationally renowned enterprises to establish foreign-invested independent legal person R&D organizations in the region. In accordance with the principle of two-way constraints, subsidies not exceeding 20% of the total investment in fixed assets, with a total amount not exceeding 10 million yuan and a subsidy period of three years.
(2) Supporting the establishment of foreign-invested innovation and entrepreneurship enterprises. For wholly foreign-owned or Sino-foreign equity joint venture innovation and entrepreneurship enterprises with paid-in registered capital of more than 100,000 US dollars (with foreign equity ownership of more than 25%), a one-time subsidy of 100,000 yuan will be given to the business start-up capital after identification, and with reference to the high-tech zone's "2+2" policy system in which high-level talents are encouraged to come to the high-tech zone to start their own businesses, a subsidy will be given according to the actual area rented (up to a maximum of more than 10 million yuan) of the enterprise. With reference to the "2+2" policy system which encourages high-level talents to come to Hi-tech Zone to start their business, the enterprise will be given a rent subsidy of not more than RMB 25/m2 per month according to the actual area of the enterprise (not exceeding 1,000 m2 at the most) by adopting the method of "paying first and then paying later", and the period of subsidy will not be more than 3 years.
(3) Supporting the construction of international public service platforms. For international-type public service platforms established by well-known domestic and foreign organizations and providing services for innovative and entrepreneurial enterprises, after recognition, the international-type public service platforms will be given platform service incentives of no more than 1 million yuan according to 10% of the annual service income, and the incentive period will be three years.
(4) Supporting the organization of scientific and technological innovation activities with international influence. Upon accreditation, subsidies will be granted at 50% of the actual reasonable expenses incurred, with the amount of subsidies not exceeding 3 million yuan per enterprise per year.
Article 7: Supporting Leading Enterprises to Lead Innovation and Entrepreneurship
(1) Supporting the entrepreneurship of high-end talents from Fortune 500 companies and China's top 500 companies. In the above organizations work for more than 2 years and hold executive positions or core technology backbone of the personnel to high-tech zone to establish enterprises, its shareholding ratio of not less than 30%, after identification of three levels in accordance with the A, B, C, respectively, to give the enterprise 1 million yuan, 500,000 yuan, 200,000 yuan of entrepreneurial funding.
(2) Support leading enterprises to provide innovation and entrepreneurship services. Encourage leading enterprises to open up their internal innovation resources and provide R&D platform services. The policy will subsidize the main body of the platform and the enterprises using the platform.
Article 8 Supporting Social Forces to Carry Out Bi-Innovation Incubation Services
(1) Encourage enterprises, colleges and institutes in the zone to transform unused sites into science and technology business incubators and gas pedals, and to introduce professional teams for operation and management. For the completed science and technology business incubator of more than 5,000 square meters and science and technology business gas pedal of more than 10,000 square meters, after identification, the first three years in accordance with the principle of two-way constraints, to give subsidies for site renovation subsidies, operating expenses subsidies, the total amount of subsidies for three years for the actual incurred costs of 50%, not exceeding 5 million yuan; for the new record of the incubator in the company, in accordance with the High-tech Zone Incubator performance assessment methods, enjoy the High-tech zone incubator related support policies; for new record gas pedal resident enterprises, enjoy the high-tech zone innovation industrial park rent subsidy policy.
(2) Support the development of innovation and entrepreneurship service social organizations. Encourage the establishment of specialized industry associations, industry alliances, high-end think tanks and other social organizations, and actively carry out innovation and entrepreneurship services, Hi-tech Zone Management Committee each year on the work of social organizations to carry out a comprehensive evaluation of the performance of the appraisal of the excellent or above, each annual reward of up to 300,000 yuan.
Article IX Establishment of angel investors as the core of the entrepreneurial mentor system

Article X Strengthening the Leading Role of Intellectual Property Rights in High-end Innovation and Entrepreneurship
Encourage enterprises in the zone to apply for high-value invention patents and PCT patents, evaluate and build a database of declared patents, and award 100,000 yuan/piece for high-value patents in the database. Encourage enterprises in the region to declare the national patent portfolio special program and the national patent navigation experimental area core enterprises, the new inclusion of the national patent portfolio special program and the patent navigation experimental area core enterprises, to give 500,000 yuan of subsidies for work expenses.
This policy is effective from January 1, 2018, for 1 year.
