The “Ten Measures to Accelerate the High-Quality Development of the Modern Logistics Industry in Jinhua City” have been reviewed and approved at the 36th Executive Meeting of the Municipal Government. They are hereby issued to you for earnest implementation.

Ten Measures to Accelerate the High-Quality Development of the Modern Logistics Industry in Jinhua City

To further promote the high-quality development of the modern logistics industry in Jinhua City, the following measures are hereby formulated:

I. Support the clustering of logistics enterprises in industrial parks. Enterprises are encouraged to cluster and develop within industrial parks. Where the total comprehensive contribution per mu of land for the park platform and its tenant enterprises reaches 100,000 yuan or more, 200,000 yuan or more, or 300,000 yuan or more, one-time rewards of 3 million yuan, 10 million yuan, and 20 million yuan will be granted, respectively.

II. Support for Logistics Enterprises to Expand and Strengthen. Logistics enterprises whose annual turnover first exceeds 20 million yuan, 50 million yuan, 100 million yuan, 300 million yuan, or 500 million yuan will be granted one-time rewards of 100,000 yuan, 200,000 yuan, 400,000 yuan, 1.2 million yuan, or 2 million yuan, respectively.

III. Support for Logistics Enterprises in Vehicle Purchases. For logistics enterprises whose annual actual expenses for purchasing commercial trucks, cold-chain transport vehicles, and new energy transport vehicles (as evidenced by sales invoices) reach 1 million yuan or more, 2 million yuan or more, and 3 million yuan or more, subsidies will be provided at 5%, 7.5%, and 10% of the actual purchase costs, respectively.

IV. Support for Integrated Development Among Enterprises. Logistics enterprises that provide annual logistics services to manufacturing, commerce, and express delivery enterprises with total service fees of 5 million yuan or more, 10 million yuan or more, and 20 million yuan or more will receive one-time rewards of 200,000 yuan, 400,000 yuan, and 700,000 yuan, respectively.

V. Supporting the Development of Online Freight Platforms. For introduced and cultivated online freight platform enterprises, based on the highest annual revenue from the previous three years, a one-time reward of 3 million yuan, 4 million yuan, or 5 million yuan will be granted if the current year’s revenue growth rate reaches 10%, 20%, or 30%, respectively.

VI. Support for the Development of Sea-Rail Intermodal Transport. For operational platforms engaged in sea-rail intermodal container transport with an annual multimodal transport bill of lading volume of 3,000 TEUs or more, subsidies will be provided based on the actual number of loaded containers received and dispatched, at rates of 280 yuan/TEU, 220 yuan/TEU, and 180 yuan/TEU for the years 2023, 2024, and 2025, respectively.

VII. Support for the Forwarding of Shipping Functions. Container liner companies that sign container management agreements with Jinhua container yards and establish independent coding systems will be granted one-time rewards of 200,000 yuan, 500,000 yuan, and 1,000,000 yuan, respectively, if their annual volume of empty containers entering the yard reaches 2,000 TEUs or more, 5,000 TEUs or more, and 10,000 TEUs or more.

VIII. Support for LCL (Less than Container Load) Operations. Logistics enterprises that clear customs in Jinhua and have annual volumes of export container sealing and import container inspection at Jinhua customs-supervised facilities ( excluding the Jinyi Comprehensive Bonded Zone ) reaching 1,000 TEUs or more will receive a subsidy of 50 yuan per TEU.Among these, logistics enterprises conducting container consolidation operations within customs-supervised areas (excluding the Jinyi Comprehensive Bonded Zone) that achieve annual volumes of 1,000 TEUs or more, 2,000 TEUs or more, and 5,000 TEUs or more will be granted one-time rewards of 200,000 yuan, 500,000 yuan, and 800,000 yuan, respectively.

IX. Support for Container Pickup and Return. Logistics enterprises that return 500 TEUs or more of empty containers annually at Jinhua container yards will receive subsidies at rates of 200 yuan, 140 yuan, and 100 yuan per TEU for the years 2023, 2024, and 2025, respectively.Logistics enterprises that retrieve 2,000 TEUs or more, 5,000 TEUs or more, and 10,000 TEUs or more annually from Jinhua container yards will receive subsidies at rates of 40 yuan, 60 yuan, and 80 yuan per TEU, respectively.

X. Support for the Development of Freight Forwarding Services. Logistics enterprises that directly sign ocean freight booking agency agreements with container liner companies and achieve annual booking volumes of 3,000 TEUs or more, 5,000 TEUs or more, and 10,000 TEUs or more shall be granted one-time rewards of 100,000 yuan, 300,000 yuan, and 500,000 yuan, respectively.

Supplementary Provisions

(1) Municipal and district-level finances shall allocate special funds annually to support the development of the logistics industry. Efforts shall be intensified to ensure land use rights and provide financial support for logistics enterprises.

(2) These measures apply to the urban area of Jinhua. The disbursement of funds shall be shared between the municipal and district levels in accordance with the current fiscal system. During the application and disbursement process, the credit status of applicants will be verified on platforms such as Credit Zhejiang and Credit Jinhua. Entities listed on the severe credit default list will be restricted from receiving financial support. Counties (cities) may implement these measures by reference.

(3) Except for applications under the “Support for the Development of Sea-Rail Intermodal Transport” category, the total subsidy for a single enterprise shall not exceed the enterprise’s local comprehensive contribution for that year.

(4) For applications under the “Encouraging Logistics Enterprises to Purchase Vehicles” category, the total subsidy received by a single enterprise in a given year shall not exceed the enterprise’s local comprehensive contribution for that year. Any portion not disbursed in the current year may be offset against the enterprise’s local comprehensive contributions in the following two years.

(5) These measures apply to the 2023 fiscal year and remain effective until December 31, 2025. These measures shall be implemented according to the principle of selecting the most favorable option, and benefits may not be duplicated.

(6) The Office of the Jinhua Municipal People’s Government is responsible for interpreting these measures, which shall be jointly organized and implemented by the Municipal Transportation Bureau and the Municipal Finance Bureau.
