The Jinan Central Business District is located on both sides of Jingshi Road in the Yanshan New District in eastern Jinan, adjacent to the Shandong Provincial Museum and the Olympic Sports Center. In 2016, planning and construction of the Central Business District officially began. The district covers an area of 8.9 square kilometers, with a core area of 3.2 square kilometers. The total floor area is approximately 10 million square meters, comprising 8 million square meters above ground and 2 million square meters underground. [7]
The near-term planning objective is to establish a regional-level specialized CBD; the long-term objective is to become a key node within the national CBD network and a national-level distinctive business center. The Jinan Central Business District is positioned in the provincial government’s 12th Five-Year Plan as a new urban center—integrating a regional financial hub, a headquarters cluster, and a regional innovation center—leveraging the Government Affairs Center, the Olympic Sports Center, and the Cultural and Museum District. Planning Scope
The Central Business District (CBD) is bounded by Gongye South Road to the north, Jingshi Road to the south, Aoti West Road to the east, and Huayang Road to the west. Its total area is approximately 3.2 square kilometers. The Greater CBD extends eastward to Aoti Middle Road and westward to Jiangshuiquan Road, covering a total area of approximately 6.7 square kilometers.
The requirements for the master plan are to maximize the visibility of mountains and water features; buildings in the core area should be arranged in a staggered, undulating pattern; and the “Five Small Elements” should be incorporated: small plots, small streets, small plazas, small corners, and small green spaces. Landmark building complexes should embody the distinctive character of Jinan. [3]
