To implement the decisions and plans of the Prefectural Party Committee and Prefectural Government regarding the high-quality development of the wine grape industry, establish a positive incentive mechanism, encourage counties (cities) and business entities to increase their investment, further promote the sustained and healthy development of the high-altitude wine grape industry, and support the revitalization of rural industries, the following policy measures are formulated in accordance with the “Ganzi Prefecture Measures for Prefectural-Level Fiscal Incentives and Subsidies,” the “Several Policy Measures for Comprehensively Promoting High-Quality Economic Development in Ganzi Prefecture,” and other relevant regulations, taking into account the actual conditions of our prefecture.
I. Support for Grape Plantation Development
(1) Optimize the structure of fiscal expenditures by providing support from the Prefectural Special Fund for High-Quality Development of Agriculture and Animal Husbandry. Project-covering counties shall integrate relevant agricultural funds to provide support. At the same time, priority shall be given to these projects within fiscal transition funds, targeted assistance (East-West collaboration), and intra-provincial targeted support programs.For business entities that establish new wine grape plantations of 50 mu or more in the current year with a survival rate of 80% or higher, a one-time subsidy of 2,000 yuan per mu will be provided upon acceptance. (2) For newly transferred land management rights with a term of three years or more used for wine grape cultivation, a one-time subsidy of 100 yuan per mu shall be provided to both the transferring party and the receiving party. (3) For county (city) people’s governments that cultivate wine grapes and successfully establish a new national organic agricultural product base, a one-time financial subsidy of 1 million yuan shall be provided for each successfully established base. (4) For county (city) people’s governments that cultivate wine grapes and successfully establish a new National Green Food Raw Material Standardized Production Base, a one-time financial subsidy of 1 million yuan will be provided for each successfully established base. II. Incentivizing Technological Innovation and Empowerment
(5) To support technological innovation in the wine grape industry and encourage enterprises to pursue digital entrepreneurship and innovation, the government will provide full-chain digital empowerment to the industry to foster new industrial models. Enterprises that strictly comply with laws and regulations governing online transactions and achieve annual online sales exceeding 10 million yuan will receive a one-time award and subsidy of 200,000 yuan from the prefectural-level government.Newly recognized national, provincial, and prefectural-level enterprise technology centers will receive maximum rewards of 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively. Entities established for the first time as national, provincial, or prefectural-level science and technology enterprise incubators (including maker spaces and demonstration bases for startup and innovation among small and micro enterprises) will receive one-time rewards of 1 million yuan, 500,000 yuan, and 200,000 yuan, respectively.Enterprises registered within the prefecture that are designated as “National High-Tech Enterprises” for the first time will receive a one-time reward of 500,000 yuan. Research teams that win the Special Prize, First Prize, Second Prize, or Third Prize of the Sichuan Provincial Science and Technology Progress Award will receive one-time rewards of 100,000 yuan, 80,000 yuan, 40,000 yuan, and 20,000 yuan, respectively. (6) Strengthen agricultural science and technology support, make full use of agricultural science and technology cooperation platforms, and provide support for agricultural science and technology cooperation projects between institutions and the prefecture, with a focus on research into practical techniques for wine grape cultivation. III. Support for Brand Development in Production Areas
(7) A one-time reward of 50,000 yuan shall be granted to each unit or organization that takes the lead in formulating a local standard for the wine grape industry. (8) Business entities registered in our prefecture and engaged in the wine grape industry that are approved to use the national geographical indication (GI) logo will receive a one-time reward of 30,000 yuan. Market entities that obtain new organic product certification will receive one-time rewards of 50,000 yuan, 30,000 yuan, and 30,000 yuan, respectively, for the initial certification, recertification, and application of organic labels to certified products.Business entities obtaining new national Green Food certification for the first time will receive a one-time reward of 30,000 yuan; those passing the Green Food recertification review (three-year review) will receive a reward of 20,000 yuan. (9) Encourage wine production enterprises above a certain scale to participate in major domestic and international exhibitions, displays, and other promotional activities. Exhibits that win gold, silver, or bronze awards at the provincial level or above will be granted one-time rewards of 50,000 yuan, 20,000 yuan, and 10,000 yuan, respectively. (10) Support enterprises engaged in the wine grape industry to participate in domestic and international market expansion activities. Enterprises in the wine grape industry participating in exhibitions outside their home province will receive a subsidy of 3,000 yuan, while those participating in exhibitions within the province will receive a subsidy of 2,000 yuan;For enterprises in the wine grape industry participating in overseas exhibitions, 70% of booth fees will be subsidized. Personnel expenses will be subsidized at 18,000 yuan, 14,000 yuan, 8,000 yuan, and 4,500 yuan per person for the Americas, Africa, Europe, Oceania, and Asia, Hong Kong, Macao, and Taiwan, respectively, with a limit of no more than two participants per exhibiting enterprise. IV. Support for the Development of Business Entities
(11) Leading enterprises and farmer cooperatives in the wine grape industry that are recognized or designated at the national, provincial, or prefectural level for the first time shall receive one-time rewards of 200,000 yuan, 150,000 yuan, and 50,000 yuan, respectively. Wine production enterprises newly recognized as national-level “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises shall receive a one-time reward of 500,000 yuan. (12) For small and micro wine grape processing enterprises that are upgraded to industrial enterprises above a certain scale for the first time, the prefectural government will provide a one-time reward of 200,000 yuan. V. Strengthening Financial and Insurance Support
(13) Make full use of financial-fiscal synergy products such as the “Support for Small Businesses and Merchants Loan” and the “Agricultural Revitalization Loan” to support private market entities—including individual business operators and small and micro enterprises—engaged in the wine grape industry. The government will provide an interest subsidy of 1.5%; after the subsidy, the borrowing interest rate shall not exceed the one-year Loan Prime Rate (LPR) plus 15 basis points (BP).Expand the scale of emergency bridging loan funds for small, medium, and micro enterprises within the prefecture to 40 million yuan to provide short-term working capital support to enterprises engaged in the wine grape industry that meet the eligibility criteria for emergency bridging loans. (14) For enterprises and farmers’ professional cooperatives registered within the prefecture and engaged in the wine grape industry, the government will subsidize 50% of the Loan Prime Rate (LPR) applicable on the date the loan contract is signed for new bank loans obtained in the current year, up to a maximum of 1 million yuan. (15) Leverage the guiding role of fiscal funds to encourage financial capital to increase credit investment in the development of the wine grape industry. Utilize the leverage effect of the Rural Revitalization Agricultural Industry Development Loan Risk Compensation Fund to support the development of moderately scaled agricultural entities engaged in wine grape cultivation, processing, and distribution within the prefecture. (16) Incorporate wine grape insurance into the local policy-based insurance system. Encourage and guide insurance institutions to continuously expand coverage for wine grapes and strengthen protection against natural disasters such as hail, floods, droughts, and windstorms during the cultivation period, thereby effectively reducing losses incurred by wine grape growers due to natural disasters.Premiums shall be shared by the insured enterprises (wineries), cooperatives, and growers, and the government, in the ratio of 25% to 75%, respectively. VI. Ensuring Adequate Resource Support
(17) Fully implement national policies regarding value-added tax (VAT) and corporate income tax for small and micro enterprises in the wine grape industry, as well as preferential income tax policies for the Western Development Initiative. Enterprises engaged in the wine grape industry that face special difficulties and are unable to pay taxes on time may apply for a tax payment extension in accordance with the law.Interest income earned by financial institutions from loans to small enterprises, micro-enterprises, and individual business operators shall be exempt from value-added tax. Relevant policies regarding the pre-tax deduction of loan loss reserves for agricultural loans and loans to small and medium-sized enterprises by financial institutions shall be implemented. (18) Wine processing enterprises that meet the criteria for the retained electricity usage policy may apply through the prescribed procedures to enjoy the retained electricity preferential policy. (19) Strengthen coordination and continuously improve the capacity to ensure land supply for projects. During the project site selection phase, departments such as forestry and grassland, ecology, and natural resources shall intervene early to prevent projects from proceeding with pre-existing issues.Land-using entities are encouraged to prioritize the use of existing construction land. For new land designated for the wine grape industry, the requirements of the “Notice of the Ministry of Natural Resources on Further Improving the Guarantee of Land and Maritime Resources” (Ziranzhi Fa [2023] No. 89) must be strictly followed, ensuring compliance with the “Three Zones and Three Lines” control rules, and processing construction land approval procedures in accordance with laws and regulations. (20) Strengthen the talent foundation. Intensify efforts to attract and cultivate talent for the wine industry, improve the collaborative talent recruitment mechanism among the prefecture, counties (cities), and enterprises, and support prefecture-registered private enterprises above a certain scale in recruiting urgently needed talent. Relying on platforms such as the National Science and Technology Special Mission and the “Science and Technology to the Countryside” initiative, guide scientific and technological experts to work on the front lines to solve technical challenges.Support relevant enterprises in jointly establishing a series of industry-academia-research cooperation platforms with universities and research institutes. Provide a research subsidy of 100,000 yuan per station to provincial-level academician (expert) workstations and 50,000 yuan per station to prefectural-level academician (expert) workstations. Where the content of the above support policies overlaps with other policy measures, benefits shall not be duplicated. This document shall take effect from the date of issuance and remain valid until December 31, 2026. In the event of major policy adjustments at the national, provincial, or prefectural levels, such adjustments shall prevail.
