Action Plan for the Integrated Development of Primary, Secondary, and Tertiary Industries in Rural Areas of Sichuan Province

To thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the Communist Party of China, earnestly implement the spirit of the Second, Third, and Fourth Plenary Sessions of the 12th Provincial Party Committee, steadily advance the integrated development of the primary, secondary, and tertiary sectors in rural areas, promote comprehensive rural revitalization, and accelerate the construction of a modern industrial system with Sichuan characteristics, the following action plan is formulated.

I. Work Objectives

By 2025, a “three-chain integrated” structure—comprising the production supply chain, deep processing chain, and brand value chain for “Sichuan-branded” specialty agricultural products—will be basically established. The rate of primary processing of agricultural products at the production site will be increased to over 70%; the average annual growth rate of operating revenue for agricultural product processing enterprises above designated size will reach 5%; and the ratio of the total output value of the agricultural product processing industry to the total agricultural output value will be raised to 2.5:1.A cumulative total of 3,500 farmer cooperatives will be designated as provincial-level model cooperatives; 1,000 provincial-level key leading enterprises in agricultural industrialization will be cultivated; 10 agricultural product processing parks with annual output value exceeding 10 billion yuan will be established; and 30 national and provincial-level modern agricultural industrial clusters will be built. The number of green food, organic agricultural products, and agricultural products with geographical indications will reach 2,500. The development of new business formats and models will become more dynamic, industrial integration mechanisms will be further improved, and industrial competitiveness will be significantly enhanced.

By 2030, we will have basically achieved deep integration of the primary, secondary, and tertiary sectors in rural areas, with coordinated development of key economic indicators. The capabilities of industrial chains and clusters, enterprise scale, innovation capacity, and brand value will all be comprehensively enhanced.

II. Key Tasks

(1) Implement the Action Plan for Strengthening the Foundation and Improving Quality of the Agriculture and Forestry Industries.

1. Strengthen the foundation for key agricultural products such as grain and oilseeds. Implement the new round of the national “100 Billion Jin Grain Production Capacity Enhancement Initiative,” accelerate the construction of “Tianfu Fertile Fields,” strengthen water source and irrigation district infrastructure, and continue to advance the continuation, supporting facilities, and modernization of large and medium-sized irrigation districts to improve the security of irrigation water supply. Expand the production of specialized grains for brewing and feed, continue to deepen the “Tianfu Rapeseed Oil” initiative, and enhance the capacity to ensure oilseed supply.Strengthen the regulation of hog production capacity to ensure stability in hog inventories and market shipments. Deepen the initiative to increase the volume and improve the quality of beef and mutton production, and advance the transformation and upgrading of grassland animal husbandry. Cultivate specialized grains and meats capable of meeting the public’s diversified consumption needs and the varied demands of agricultural product processing. 2. Leverage the advantages of specialty agricultural products such as fruits and vegetables. Optimize varieties, improve quality, and accelerate the construction of production bases for high-quality specialty agricultural and livestock products, including vegetables, fruits, dried fruits, tea, medicinal herbs, aquatic products, silkworms and mulberry trees, Sichuan pepper, and yak.Strengthen the construction of cold-chain, drying, and sorting facilities for fresh fruits and vegetables at production sites to improve commercialization levels. Support the development of a number of national and provincial-level clusters of advantageous and distinctive industries, as well as agricultural industry-strong towns. Cultivate a group of national “One Village, One Product” demonstration villages and towns, and foster a cohort of provincial top-100 central towns in major agricultural production areas. 3. Fully tap the potential of emerging industries such as forestry and bamboo. Build the “Tianfu Forest Grain Reserve,” expand and improve the quality of key “forest-grain” projects, and vigorously develop “forest-grain” industrial parks and demonstration bases. Establish high-quality, high-yield bamboo and camellia oil plantations. In conjunction with the construction of national reserve forests, actively cultivate precious tree species and large-diameter timber forests to increase the supply of high-quality processed timber.By 2025, establish 300 “forest-grain” demonstration bases at the county level or above and 100 modern “forest-grain” industrial parks. (2) Implement the Campaign for Deep Processing of Agricultural Products.

4. Expand the processing of staple foods. Increase the scale of bulk products such as rice, flour, and oil, and promote the industrial development of ready-to-eat rice, frozen staple foods, and whole grain staple foods.Steadily develop the pork processing industry, increase the deep-processing rate of yak meat, and shift fresh meat products toward precision cutting and packaging as well as cold-chain distribution. Develop convenient products made from beef, mutton, poultry, rabbit meat, and aquatic products; promote the diversification, nutritional enhancement, and pre-packaging of cooked meat products; and actively develop high-end ready-to-eat products. 5. Strengthen the processing of specialty agricultural products. Consolidate the existing advantages of Sichuan liquor and develop innovative alcoholic beverages suited to new consumer trends. Consolidate and develop a refined tea product system centered on renowned high-quality green tea, supplemented by Gongfu black tea, jasmine tea, and Tibetan tea, while promoting the development of derivative products to enrich the product structure. 6. Refine the processing of prepared meals and condiments. Innovatively develop a series of healthy products featuring reduced salt, reduced sugar, low-fat, and organic options.Elevate the development level of processing industries for pickles, bean paste, hot pot bases, and fish roe, and develop a variety of flavored and functional compound seasonings. Conduct research on key technologies such as flavor-releasing and biological preservation, strengthen quality and safety supervision of prepared meals, create a number of “blockbuster” Sichuan-style prepared meal products, and build a number of prepared meal industrial parks. 7. Optimize the processing of forest and bamboo products and silk. Continue to consolidate the integrated advantages of the forestry, pulp, and paper industries, and vigorously develop key industries such as bamboo food and forest grain processing.Focus on areas such as using bamboo to replace plastic, wood, and steel, and research, develop, and promote the application of new bamboo products. Inherit and promote silk culture, develop high-quality raw silk, silk fabrics, and home textiles, and innovate and develop silk-derived materials and medical surgical sutures. (3) Implement the “Sichuan-branded” Agricultural Products Market Expansion Initiative.

8. Establish long-term, stable sales channels. Encourage provincial enterprises engaged in the production and sale of agricultural products to set up distribution centers outside the province and establish long-term, stable cooperation models such as contract farming and integrated production-and-sales operations. Actively expand online marketing channels and guide and encourage major e-commerce platforms to establish dedicated sections, special events, and dedicated stores for “Made in Sichuan” products.Advance the “Sichuan Goods Delivery” initiative and accelerate the implementation of the “Internet Plus” program to bring agricultural products from rural areas to urban markets. 9. Intensify targeted market promotions. Promote designated assistance procurement by fully leveraging the East-West consumption cooperation mechanism to coordinate with units at all levels in Zhejiang and Guangdong provinces for targeted procurement of our province’s “Tianfu Countryside” public welfare brand products. Encourage enterprises to participate in influential exhibitions both within and outside the province, and support the expansion of markets outside the province.Encourage enterprises to form delegations to enter urban communities outside the province to conduct centralized exhibitions, sales, and distribution, and organize events such as the China (Sichuan) International Panda Consumer Festival, the Sichuan Agricultural Specialty Products Exhibition, and the “Sichuan High-Quality Agricultural Specialty Products Tour of Hangzhou.” (Responsible Units: Department of Commerce, Department of Agriculture and Rural Affairs, Provincial Rural Revitalization Bureau)

10. Create New Models for Production and Sales Platforms.We will deepen the comprehensive demonstration of e-commerce in rural areas, establish demonstration zones for the coordinated development of rural e-commerce and express delivery, create a batch of demonstration projects for express delivery services supporting modern agriculture, and develop new immersive consumption models that integrate online and offline interactions. We will build a two-way matching platform where products can “reach the market” and live streamers can “be found,” fostering the clustered development of new e-commerce business formats and establishing a hub for the aggregation of resources such as live-streaming e-commerce talent, enterprises, and products. 11. Expand overseas markets. Support enterprises in exploring international markets and strengthen cooperation with countries and regions along the “Belt and Road” in the field of agricultural product trade. Make full use of the Cross-Border E-Commerce Comprehensive Pilot Zones and international rail transport corridors such as the China-Europe Railway Express and the China-Laos Railway. Advance pilot programs for the integration of domestic and foreign trade, make every effort to cultivate and strengthen entities engaged in agricultural product foreign trade, and build a globally distributed product distribution network. 12. Develop rural distribution networks. Launch a county-level commercial development initiative to support large distribution enterprises in extending their supply chains to county seats and central towns, and promote the optimization and upgrading of agricultural product wholesale markets. Encourage enterprises to accelerate the construction of cold-chain logistics facilities, including those for preservation, refrigeration, freezing, and transportation.Deepen cooperation among transportation, commerce, postal services, and supply chains to unblock the “first-mile” logistics channels for agricultural products, reduce logistics costs, and accelerate the development of joint logistics distribution systems at the county, township, and village levels. By 2025, the province’s cold chain storage capacity will reach 12.54 million tons. (IV) Implement the Action Plan for the Integrated Development and Revitalization of Agriculture, Culture, and Tourism.

13. Vigorously develop “premium rural tourism.” Create distinctive rural “micro-vacation” destinations featuring suburban leisure and local cultural experiences. Revitalize and make effective use of traditional architecture to develop and foster clusters of distinctive homestays. Promote the inclusion of more rural tourism routes in the national “Four Seasons of Rural Scenery” premium rural tourism route selection. 14. Effectively expand “rural experiential tourism.” Fully tap into the cultural essence of rural areas. Leveraging historic and cultural towns and villages, traditional settlements, and outstanding traditional architecture, develop immersive and interactive experiential projects such as folk customs and agricultural culture experiences. Develop rural study tours, rural wellness tourism, and the rural “night economy” to enrich new cultural tourism experiences in rural areas. Integrate elements such as agricultural production, the rural environment, and farmers’ lifestyles into tourism to expand new forms of rural tourism.Develop leisure agriculture and create cultural and creative products such as bamboo weaving, New Year paintings, paper cutting, Shu brocade, embroidery, stone carving, and Thangka. 15. Actively foster “all-encompassing urban-rural tourism.” Learn from and apply the experience of Zhejiang’s “Ten Million Project,” accelerate the construction of distinctive, livable, and business-friendly beautiful villages, and reasonably plan and layout industries such as cultural tourism and wellness. Promote the modernization of farmhouses and village construction, and accelerate the development of the “Beautiful Courtyards of Bashu” demonstration zones.Advance the supporting infrastructure for the “five networks” (roads, water, electricity, gas, and telecommunications), adding new sites, connecting routes, and expanding coverage to improve tourism facilities. Create functional zones for rural tourism, transforming it from a “scattered bloom” of individual sites into a “string of pearls” linking urban and rural areas. (5) Implement the Action Plan for Cultivating and Strengthening Business Entities.

16. Intensify efforts to attract and cultivate leading enterprises. In sectors such as baijiu (Chinese spirits) and staple food processing, attract and cultivate a group of key enterprises and supporting industrial chain enterprises with international competitiveness. In specialty sectors such as pre-packaged Sichuan cuisine and convenient snack foods, foster a cohort of specialized, refined, distinctive, and innovative enterprises with strong innovation capabilities and growth potential. Attract supporting chain enterprises in areas such as dried food cold-chain logistics, deep processing, and flavorings and fragrances. 17. Foster new types of agricultural business entities. Implement the Family Farm Cultivation and Enhancement Initiative, improve the long-term mechanisms for standardized management of farmers’ cooperatives, and strengthen the cultivation of provincial-level model farmers’ cooperatives. Expand the new rural collective economy and develop socialized agricultural production services. Implement the “Leading Goose” Project to cultivate leaders for rural industrial revitalization, and support the leaders of new agricultural business entities. 18. Advance the construction of comprehensive service platforms for farmers by the Supply and Marketing Cooperatives. Strengthen the backbone enterprises in the distribution sector of the Supply and Marketing Cooperatives, and cultivate a group of cooperative-owned enterprises with core competitiveness in the agricultural inputs, agricultural products, daily consumer goods, renewable resources sectors, and agricultural socialized services. Improve the operational and service network of the Supply and Marketing Cooperatives and expand the scope of their operations and services. 19. Build modern industrial parks to high standards. Further improve the management systems and mechanisms for various modern industrial parks, encourage “chain-leading” enterprises to take the lead in establishing industrial parks, and foster the growth of various market entities. Actively establish National Modern Agricultural Industrial Parks and National Agricultural High-Tech Industrial Demonstration Zones, and build National Demonstration Parks for Rural Industrial Integration.Intensify efforts to cultivate and certify star-rated modern agricultural parks, agricultural high-tech industrial parks, and agricultural science and technology parks. Create a number of agricultural product processing parks with annual output valued at 10 billion yuan or more. By 2025, establish more than 1,000 modern agricultural parks at the national, provincial, and municipal levels, and build more than 20 National Demonstration Parks for Rural Industrial Integration. 20. Strengthen innovation and research efforts for the revitalization of the seed industry. Implement the “Tianfu Superior Seed Development” initiative to create breeding materials related to yield, quality, disease resistance, and nutrient efficiency. Support the development of research and breeding bases in the South Breeding Base, the southern vegetable seed industry, and the Panxi breeding and seed production areas. Accelerate breakthroughs in leading major dominant varieties. Implement the crop and livestock breeding research and development plan, as well as major scientific and technological projects for the biological breeding of major grain crops and Sichuan pigs.By 2025, cultivate and promote more than 10 breakthrough new varieties characterized by high yield and quality, green and low-carbon traits, suitability for mechanization and forage use, and specialization for processing. 21. Improve the support system for modern agricultural equipment and services. Promote the construction of modern agricultural machinery industrial parks and R&D manufacturing bases in hilly and mountainous areas. Develop modern facility agriculture, enhance the integration of agricultural machinery and farming techniques, and advance full mechanization of major crop production while improving working conditions for agricultural machinery operations.Improve the four-tier agricultural technology extension network at the provincial, municipal, county, and township levels, and establish regional socialized agricultural machinery service centers. By 2025, the total power of agricultural machinery in the province will reach 51 million kilowatts, and the comprehensive mechanization rate for planting, cultivation, and harvesting of major crops will reach 75%. 22. Strengthen scientific and technological innovation and the transformation and promotion of research outcomes. Establish a number of provincial-level pilot villages for science and technology-driven rural revitalization. Implement the science and technology special envoy system and strengthen the development of new rural science and technology service systems, including agricultural expert academies, science and technology courtyards, Star Innovation Spaces, and the Sichuan Science and Technology for Rural Revitalization Online platform. 23. Focus on enhancing digital capabilities. Support the development of “Internet Plus” agriculture and 5G-enabled agriculture.Vigorously develop internet-based philanthropy; implement the “Interconnection” initiative for the industrial internet identifier resolution system; and promote the widespread application of identifier resolution across all sectors of agriculture and rural areas. Promote the development of digital e-commerce for agricultural products and encourage agricultural processing enterprises to undertake digital transformation and intelligent upgrades. 24. Strengthen standardized production. Promote the improvement of the provincial standards system, ensure the quality and safety of agricultural products, and establish a new framework for standardized development across the entire production chain—covering pre-production, in-production, and post-production stages.Conduct pilot demonstrations for full-chain standardization in modern agriculture, accelerate the construction of a national agricultural product quality and safety model province, and vigorously implement the “Three Qualities and One Standard” (quality, safety, and certification) enhancement initiative for agricultural production. Improve the formulation and revision of standards supporting brand development, continuously optimize “Chuan-brand” agricultural product standards, and promote production, market entry, and distribution in strict accordance with these standards. 25. Build a portfolio of distinctive brands. Establish brand value chains, improve operational management mechanisms, consolidate “time-honored” product brands, select a group of “small but beautiful” and “small but exquisite” traditional industries, and cultivate “rural-branded” and “local-branded” product brands.Focusing on distinctive and competitive industries, we will enhance and strengthen a group of corporate brands known for their high quality, reputation, and recognition. We will concentrate on cultivating provincial public brands such as “Tianfu Grain Barn.” We will effectively tell brand stories, intensify promotional efforts, raise the profile of Sichuan’s distinctive agricultural products, and increase the market share of “Sichuan-branded” products. 26. Improve the brand service system. Strengthen legal safeguards and promote the “five-pronged approach” to resolving agricultural product disputes.Establish and operate “Chuan Zhi Tong,” a “one-stop” service platform for quality infrastructure, providing services such as metrology, standards, inspection and testing, and certification and accreditation. Build a new agricultural product brand development service system that combines public welfare and commercial services, and coordinates specialized and comprehensive services. Strengthen supervision and management of quality certification (organic product certification) demonstration zones, and carry out evaluation, supervision, inspection, and acceptance certification work. III. Support Measures

(1) Strengthen Organizational Leadership. Fully leverage the role of the Leading Group for the Special Work on the Integrated Development of Rural Primary, Secondary, and Tertiary Industries. Treat the integrated development of rural primary, secondary, and tertiary industries as a key measure for advancing agricultural and rural modernization. Strengthen categorized guidance and reinforce the responsibility of key entities. (2) Improve Support Policies. Strengthen the fiscal funding guidance mechanism and support eligible projects in applying for and issuing local government special bonds. Improve the financial service system to guide faster and greater investment from social capital. Strengthen planning guidance and rationalize industrial spatial layout to effectively ensure land use for the integrated development of rural primary, secondary, and tertiary industries. Improve incentive mechanisms for rural talent, increase efforts in talent cultivation and training, and guide various types of talent to start businesses and pursue careers in rural areas. (4) Strengthen the Use of Performance Evaluations. In the performance evaluations of municipal and county Party and government leadership teams and leading officials regarding the implementation of the rural revitalization strategy, emphasize the assessment of the progress made in the integrated development of rural primary, secondary, and tertiary industries.
