To thoroughly implement the decisions and plans of the Central Government, the Provincial Party Committee, and the Provincial Government regarding the promotion of high-quality development of the private sector, further optimize the business environment for private enterprises, and foster the growth and expansion of the private economy, the following measures are hereby formulated in light of our city’s actual conditions.
I. Enhancing the Efficiency of Government Services. We will continue to advance the construction of the intellectual property public service system, open a Panzhihua service window for trademark affairs under the National Intellectual Property Administration, and launch a patent fast-track preliminary examination service to facilitate private enterprises in independently applying for trademark registration and free fast-track patent examination nearby. We will deepen the “One-Stop Online Service” reform under the premise of “One-Visit-Only,” innovatively implement the “Five-Officer” work method, and accelerate the construction of universal service counters.We will establish a service zone for major projects, set up an “Enterprise VIP Reception Room,” implement a pre-review system for major projects, optimize project approval processes, and minimize project approval timelines to the greatest extent possible. II. Safeguarding Fair Competition Order. Strictly implement the negative list system for market access, promote the universal application of the “access unless prohibited” principle, and eliminate situations where “entry is permitted but operation is not.”Fully implement the fair competition review system and continue to clean up policies and measures that hinder the unified market and fair competition. Intensify law enforcement against unfair competition to create a favorable environment and conditions for fair competition. Support private market entities in accessing various factors of production and public service resources on an equal footing, and ensure that private market entities participate in market competition fairly in accordance with the law. Promote the list of major projects to private enterprises and support their participation in engineering project construction; strictly implement measures such as reserved quotas and preferential price evaluations to support small and medium-sized enterprises in participating fairly in government procurement projects.Eliminate hidden barriers in bidding and tendering processes; enterprises with the requisite qualifications must not be subject to enterprise size thresholds unrelated to their operational capabilities or performance thresholds that significantly exceed the requirements of the bidding or tendering projects. III. Guide and Encourage Independent Entrepreneurship. Support key groups such as college graduates, persons with disabilities, and veterans in starting their own businesses; implement various tax and fee preferential policies as well as entrepreneurship support policies; and provide one-time startup subsidies to eligible individuals in accordance with regulations. Eligible individuals and micro and small enterprises may apply for startup guarantee loans of up to 300,000 yuan and 4 million yuan, respectively, and eligible applicants will receive interest subsidies in accordance with regulations.For enterprises established in Pan’an by graduates of secondary vocational schools, colleges, or universities within five years of graduation, employment support incentives will be provided based on the number of employees hired (with labor contracts of one year or longer) and for whom social insurance premiums have been paid in accordance with regulations; a single enterprise may receive up to 100,000 yuan in incentives. Government-invested startup incubators shall allocate approximately 30% of their space free of charge to college graduate entrepreneurs.Graduates from junior colleges, vocational schools, or higher-level institutions who are starting their first business in Panzhihua within five years of graduation or who are currently unemployed, and who lease their own business premises and operate normally for at least six months, are eligible for a rent subsidy of up to 500 yuan per month; if the rent is less than 500 yuan, the subsidy will be based on the actual amount. IV. Guiding Enterprise Technological Innovation. Implement the “Six Policies on Science and Technology Innovation in Panzhihua City” to support private enterprises in establishing their own technology innovation centers or jointly establishing such centers with universities and research institutions, thereby enhancing their capabilities in product R&D, technological upgrading and renovation, and the commercialization of scientific and technological achievements. Support the pilot implementation of application procedures and insurance compensation mechanisms for the first units of major technological equipment, the first batches of new materials, and the first versions of software in private enterprises, further promoting the widespread adoption of innovative products.Encourage private enterprises to engage in R&D of digital common-use technologies, and support their digital transformation and technological upgrades. Actively guide private enterprises to establish high-tech enterprises and science and technology-based small and medium-sized enterprises (SMEs), fostering a group of leading private technology enterprises in key industries and distinctive industrial clusters of SMEs with strong innovation capabilities. Strengthen the tiered cultivation of high-quality SMEs; provide one-time grant subsidies of 50,000 yuan and 100,000 yuan, respectively, to SMEs newly recognized as “Specialized, Refined, Distinctive, and Innovative SMEs” and “Specialized, Refined, Distinctive, and Innovative ‘Little Giant’ Enterprises.”Support private enterprises in participating in and undertaking major national and provincial science and technology special projects and key R&D projects to achieve breakthroughs and master a range of key core technologies. Support technological innovation and the commercialization of achievements in the vanadium-titanium industry, which holds a competitive advantage. Provide tailored support on a case-by-case basis to private enterprises undertaking research to overcome “bottleneck” technologies in the vanadium-titanium industry and advancing efforts to extend, supplement, and strengthen the industrial chain.Strengthen publicity regarding tax and fee preferential policies for scientific and technological innovation, and implement policies such as additional deductions for R&D expenses, tax incentives for high-tech enterprises, tax incentives for science and technology startup incubators, and tax incentives for technology transactions. V. Encourage Enterprises to Upgrade and Expand. Continue to implement the “Enterprise Transformation and Scale-up” campaign, identify target enterprises by tier and industry, and establish a key cultivation pool for “Enterprise Transformation and Scale-up.”Strengthen categorized guidance and targeted support for enterprises in the key cultivation pool, enhance dynamic tracking and verification, and ensure that eligible enterprises promptly and properly register for statistical inclusion in accordance with laws and regulations. Provide a one-time incentive of 2,000 yuan to individual businesses that transform and upgrade into limited liability companies with modern corporate governance structures. Provide a one-time incentive of 5,000 yuan to private enterprises included for the first time in the statistics for “industrial enterprises above designated size,” “service enterprises above designated size,” or “wholesale, retail, accommodation, and catering enterprises above the designated threshold.”Encourage private enterprises to strengthen brand development and quality improvement. Private enterprises that win the “Tianfu Famous Brand,” “Tianfu Quality Award,” or “China Quality Award” will receive one-time grant subsidies of 50,000 yuan, 200,000 yuan, and 1 million yuan, respectively; private enterprises obtaining organic product certification or green food certification for the first time will receive one-time grant subsidies of 60,000 yuan and 20,000 yuan, respectively.Encourage agricultural enterprises to help farmers increase their income. For private enterprises recognized in the current year as leading enterprises in agricultural industrialization at the provincial level or above, support will be provided on a case-by-case basis according to their performance in driving farmers’ income growth and creating employment. VI. Enhancing the Quality and Efficiency of Financial Services. Implement policies to reduce fees and provide subsidies for financing guarantee services for small and micro enterprises. Support financing guarantee institutions in further expanding the scale of financing guarantee services for small and micro enterprises in the real economy sector and in lowering financing guarantee rates. In accordance with laws and regulations, promote the sharing of information regarding tax payments, social security contributions, housing provident fund payments, real estate transactions, and utility bill payments by private market entities with financial institutions. Intensify the promotion of distinctive credit products such as “Service Guarantee Loan,” “Manufacturing Benefit Loan,”“Park Guarantee Loan,” and “Tax-Utility Index Loan,” and improve the availability of unsecured loans for private enterprises. Strengthen the cultivation of key private enterprises for IPO. Provide a one-time subsidy of 1 million yuan to enterprises that conduct an initial public offering (IPO) on the domestic Main Board, Growth Enterprise Market (GEM), or Science and Technology Innovation Board (STAR Market) in the current year, as well as to those that publicly issue shares and list on the Beijing Stock Exchange;enterprises listed on the “New Third Board” will receive a one-time subsidy of 500,000 yuan, and guidance will be provided to help them apply for provincial-level one-time expense subsidies. VII. Strengthening Human Resource Support. Actively provide professional title evaluation services to private enterprises, and support private enterprises above a certain scale—those with a high concentration of professional and technical personnel, strong technical capabilities, and standardized internal management—in establishing professional title evaluation committees. Encourage and support private enterprises in organizing skills training for their employees; provide training subsidies in accordance with regulations to eligible enterprises.Ensure comprehensive labor force support for key private enterprises by establishing platforms to match labor supply and demand and effectively collecting and disseminating employment information. For small, medium, and micro enterprises, agricultural production and operation entities, and private non-enterprise units within the city that recruit workers from outside the city to work in Panzhihua and have continuously paid social insurance for them for at least one year, a one-time employment subsidy of 1,000 yuan per person will be provided to the entity;For small, medium, and micro private enterprises in our city that recruit full-time graduates from junior colleges, vocational schools, or higher and pay social insurance for them, subsidies will be provided for a maximum of three years at a rate of 500 yuan per person per month for bachelor’s degree holders, 300 yuan per person per month for associate degree holders, and 200 yuan per person per month for vocational school graduates. VIII. Strengthening the Supply of Production Factors. Implement policies regarding water, electricity, and gas supply for small and micro enterprises and individual businesses, and strengthen comprehensive coordination to ensure the supply of production factors such as coal, electricity, refined oil, and transportation for private enterprises. Make full use of policies for the consumption of hydropower. Accelerate the construction of natural gas pipeline networks, support eligible private enterprise natural gas users in switching from “resale” to “direct supply,” intensify coordination efforts for natural gas supply, and ensure the natural gas needs of private enterprises for production.Actively promote the prudent resolution of historical legacy issues related to real estate registration, intensify efforts to dispose of idle and underutilized land, and make every effort to ensure land supply for private enterprises. For private enterprises investing in non-profit facilities such as education, scientific research, sports, public culture, healthcare, elderly care, social welfare, and public utilities, land may be provided through allocation if the projects meet the criteria in the catalog of land eligible for allocation;For industrial land, flexible land supply methods such as state-owned land leasing, land grants with flexible terms, and “lease-to-own” arrangements may be adopted; for industrial projects that fall under the province’s priority development industries and make intensive use of land, or for industrial projects that conduct primary processing of agricultural, forestry, animal husbandry, and fishery products directly at the production site, the minimum land grant price may, in accordance with regulations, be set at no less than 70% of the minimum industrial land grant price standard corresponding to the land grade of the location.[Responsible Units: Municipal Development and Reform Commission, Municipal Bureau of Economy and Information Technology, Municipal Bureau of Natural Resources and Planning, and relevant municipal departments (units)]
IX. Supporting Enterprises in Market Expansion. Municipal state-owned enterprises are encouraged to engage in strategic cooperation and resource integration with private enterprises through equity investment, joint investment, mergers, and acquisitions, in accordance with their own development strategies and core business responsibilities, to promote the standardized and orderly development of a mixed-ownership economy. Implement the Service Consumption Quality Improvement and Upgrade Project to foster the development of customized, smart, and experiential consumption. Support private enterprises in organizing various promotional activities to capitalize on major holiday consumption trends and stimulate demand.Support private enterprises in participating in international and domestic market expansion events such as the China-Africa Economic and Trade Expo, the Canton Fair, the China International Import Expo, the Western China International Fair, and the China Food & Beverage Fair; provide exhibition subsidies to eligible enterprises in accordance with regulations. Promote the regular operation of the China-Laos Railway (Panzhihua route) and support private enterprises in conducting trade with Southeast Asian countries via this route.Support private enterprises in being included in the “1,000 Key Foreign Trade Enterprises” cultivation list, and provide integrated services covering customs clearance, logistics, finance, credit insurance, cross-border settlement facilitation, export tax rebates, training, and order acquisition. X. Strengthen the Protection of the Legitimate Rights and Interests of Private Enterprises. Formulate positive and negative lists for optimizing the business environment; strictly address issues of inaction, sluggishness, and misconduct; promote the improvement and greater effectiveness of business-friendly policies; and further build a close yet clean government-business relationship. Improve the system whereby municipal leaders maintain contact with key private enterprises and chambers of commerce (or associations); eliminate the abuse of administrative power to interfere with the normal operations of private market entities; establish and improve joint departmental supervision and inspection mechanisms; and standardize various law enforcement inspections.We will effectively address the settlement of overdue payments and intensify efforts to clear arrears owed to private enterprises. We will protect the property and personal rights of private market entities and private sector entrepreneurs equally and in accordance with the law, and strictly handle any acts that infringe upon the legitimate rights and interests of private enterprises in accordance with laws and regulations. We will implement the “One Directory, Five Lists” system to ensure precise and efficient regulatory oversight and law enforcement. We will encourage private enterprises to accelerate the establishment of modern corporate systems, guide them to voluntarily standardize their business conduct, operate in accordance with the law, compete fairly, and conduct business with integrity.Strengthen the development of a cadre of representatives from the private sector, leverage the exemplary and leading role of outstanding entrepreneurs, and, in accordance with procedures, recommend eligible individuals for selection as Model Workers, recipients of the May 1st Labor Award, and the Charity Award, as well as for nomination as candidates for People’s Congress deputies and CPPCC members at all levels.
