To fully implement the spirit of the Ninth Party Congress of the Prefecture and the work arrangements for building a prefecture strong in industry, to make every effort to optimize the business environment, to continuously stimulate the vitality of market entities, to accelerate the development of a green, low-carbon modern industrial system, and to promote high-quality and leapfrog development of the industrial economy, the following policy measures are hereby formulated.
I. Support for Enterprises to Meet Scale Criteria and Be Included in Statistical Reporting
Enterprises below the scale threshold and newly established enterprises that have commenced production and met the criteria for inclusion in the statistical system will receive a one-time reward of 100,000 yuan upon their first inclusion. Statistical personnel at industrial enterprises above the scale threshold and at sampled enterprises below the scale threshold that regularly submit data will receive monthly subsidies, provided that statistical data is reported in a timely and accurate manner (400 yuan per month for statistical personnel at industrial enterprises above the scale threshold; 300 yuan per month for statistical personnel at sampled enterprises below the scale threshold that regularly submit data).Prefectures, counties (cities) shall establish a database of enterprises being cultivated for scale-up, and form dedicated task forces by industry. The database of enterprises being cultivated for scale-up in Xichang City shall include no fewer than 50 enterprises annually; in the five counties (cities) of Huili, Huidong, Dechang, Mianning, and Ningnan, no fewer than 30 enterprises; in the three counties of Yanyuan, Leibo, and Ganluo, no fewer than 20 enterprises; and in the remaining counties, no fewer than 10 enterprises.Prefectures, counties (cities) that achieve their cultivation targets will receive tiered funding support for high-quality, leapfrog industrial development in the amounts of 800,000 yuan, 700,000 yuan, 500,000 yuan, 400,000 yuan, and 300,000 yuan, respectively.
II. Supporting Enterprise Growth and Expansion
For manufacturing enterprises above a certain scale that achieve new growth milestones, a one-time reward of 200,000 yuan, 500,000 yuan, 1,000,000 yuan, 2,000,000 yuan, 5,000,000 yuan, or 10,000,000 yuan will be granted when annual main business revenue first reaches 100 million yuan, 500 million yuan, 1 billion yuan, 2 billion yuan, 5 billion yuan, or 10 billion yuan (inclusive), respectively.For enterprises with annual main business revenue reaching 10 billion yuan or more, a reward of 1 million yuan will be granted for every additional 1 billion yuan in revenue, starting from the highest main business revenue recorded in previous years.Enterprises registered in Liangshan Prefecture that list on the main boards of the Shanghai or Shenzhen Stock Exchanges will receive a one-time reward of 10 million yuan; those conducting an initial public offering (IPO) on the ChiNext, STAR Market, or major overseas capital markets will receive a one-time reward of 5 million yuan; and enterprises from our prefecture listed on the “New Third Board” will receive a one-time reward of 2 million yuan.Enterprises within the prefecture newly included in Sichuan Province’s cultivation and management program for pre-IPO enterprises will receive a one-time reward of 500,000 yuan (the above rewards will be paid out in equal shares of 50% each by the prefecture and the relevant county [city]). Small and medium-sized enterprises (SMEs) recognized at the national or provincial level as “Little Giants,” high-growth enterprises, or “Specialized, Refined, Unique, and Innovative” enterprises will receive one-time rewards of 500,000 yuan and 200,000 yuan, respectively.For large and medium-sized enterprises outside the prefecture that establish industrial headquarters or regional headquarters with independent legal person status within our prefecture, tiered rewards will be provided when annual output value first reaches 1 billion, 2 billion, 5 billion, or 10 billion yuan, with one-time rewards of 1 million, 2 million, 5 million, and 10 million yuan, respectively.Prefectures and counties (cities) shall strengthen industrial product sales matching efforts, conducting monthly production-sales matching activities, and providing financial incentives to those that perform well.
III. Supporting Enterprise Technological Innovation
Enterprises successfully designated as national-level or provincial-level enterprise technology centers will receive rewards of 2 million yuan and 500,000 yuan, respectively. Enterprises that successfully establish an Academician Workstation and implement R&D projects will receive a one-time reward of 300,000 yuan; those that successfully establish an Expert Workstation and implement R&D projects will receive a one-time reward of 200,000 yuan.For technical renovation projects achieving energy savings of 1,000 metric tons of standard coal (or equivalent) or more (including 1,000 metric tons), a one-time reward of 50 yuan per metric ton of standard coal saved will be granted upon project completion, with a maximum reward of 500,000 yuan per project.
IV. Support for Major Project Construction
Focusing on the development of key industrial systems, we will vigorously implement key projects aimed at strengthening, extending, and complementing industrial chains. Projects that play a significant supporting role in industrial layout and sector development will be given priority for support from prefectural-level industrial development funds. To achieve the goal of “signing agreements every month, breaking ground every month, and commencing production every month,” we will provide full-process guidance and assistance with relevant procedures to ensure the successful implementation of projects.Except for energy projects, for projects with fixed-asset investments of 50 million yuan or more, in addition to the base reward of 50,000 yuan, an additional 50,000 yuan will be awarded for every 50 million yuan increase in total investment, with a maximum start-up reward of 1 million yuan. The reward funds will be disbursed by the prefecture and the relevant county (city) in equal shares of 50% each.Once the “dual certificates” are obtained and construction begins, 25% of the incentive funds will be disbursed; the remaining 75% will be disbursed upon the timely completion of investment and the commencement of production.
V. Support for the Upgrading of Industrial Parks
Industrial parks newly designated as National-level Development Zones or National Demonstration Bases for New Industrialization will receive a one-time reward of 5 million yuan; those newly designated as Provincial-level High-tech Zones, Provincial-level Development Zones, Sichuan Provincial Demonstration Bases for New Industrialization, Characteristic Brand Parks, or Demonstration Zones for Productive Service Functions will receive a one-time reward of 1 million yuan; and those successfully recognized as Provincial-level Chemical Industry Parks will receive a one-time reward of 1 million yuan. Support will be provided for the construction of park infrastructure and public service platforms to enhance the parks’ capacity.
VI. Strengthening Financial Support for Enterprises
Prefectures, counties (cities) will raise 200 million yuan to expand the Liangshan Prefecture Enterprise Working Capital Loan Risk Compensation Fund. This fund will be leveraged at a 1:8 ratio to mobilize 1.6 billion yuan for the first phase of lending, thereby alleviating enterprises’ financing difficulties. Upon achieving results, the second phase of fundraising will be launched, with prefectures, counties (cities) contributing funds according to their respective ratios to continue expanding the Liangshan Prefecture Enterprise Working Capital Loan Risk Compensation Fund.Streamline the enterprise loan application process; for enterprises that meet loan eligibility criteria and have submitted all required documentation, complete the loan disbursement within no more than 15 working days.Counties (cities) hosting provincial-level industrial parks are encouraged to participate in the Provincial Department of Economy and Information Technology’s “Park Guarantee Loan” program. The prefectural finance department will provide policy-based support to these counties (cities) based on their participation. Interest subsidies will be provided for financing to enterprises in sectors such as vanadium-titanium-rare earth and equipment manufacturing that play a role in extending, strengthening, and complementing industrial chains. The subsidy will amount to 1.5 percentage points of the enterprise’s annual loan interest, with a maximum subsidy of 1 million yuan per enterprise.
VII. Strengthening Electricity Supply Guarantees for Enterprises
For newly introduced enterprises that meet the following criteria: enterprises above a certain scale with distinctive local industrial advantages; high-tech processing and manufacturing enterprises that extend, strengthen, or fill gaps in industrial chains; and enterprises that have not received policy support such as preferential electricity consumption quotas or reserved electricity allocations—local county (city) governments shall provide a subsidy of no more than 0.15 yuan per kilowatt-hour based on the market-based electricity trading price for the same period of the current year. The prefectural finance department will provide additional subsidies to counties (cities) with higher electricity price subsidies.For new project sites opening utility accounts and installing water, electricity, and gas facilities, relevant fees shall be charged at the approved minimum rates. Main connection points for water, electricity, and gas pipelines shall be uniformly connected to the boundary of the enterprise’s land use area.
VIII. Strengthening Land Use Guarantees for Projects
For major investment projects that comply with the territorial spatial plan and have passed preliminary review, the prefecture will reserve a certain quota in its annual new construction land plan to provide support. Except for real estate, industrial land is encouraged to be supplied through long-term leasing, lease-to-own, combined lease-and-own, or flexible-term arrangements. For flexible-term land grants or leases, the grant price or rent shall be calculated based on the average annual land appraisal value to reduce enterprise land costs.For land used under long-term lease arrangements, the lease term shall not exceed 20 years. For land used under combined lease-and-transfer arrangements, the lease portion of a single contract shall not exceed 20 years, and lease contracts may be renewed. Provided that such actions comply with planning requirements and do not alter land use, industrial enterprises that construct new facilities, renovate existing factory buildings, or increase floor area ratio on existing industrial land shall not be subject to additional land transfer fees.For industrial projects identified by local authorities as priority development industries that make intensive use of land, the minimum land transfer price may be set at no less than 70% of the corresponding grade in the "Liangshan Prefecture Minimum Land Transfer Price Standards for Industrial Land." Specific implementation shall follow the "Notice on the Minimum Land Transfer Price Standards for Industrial Land Across the Prefecture" (Liang Ziran Zi Fa [2022] No. 28) issued by the Prefecture Bureau of Natural Resources.
IX. Strengthening Talent Development
Support enterprises in recruiting high-end talent. Enterprises that recruit five or more full-time master’s degree holders or higher (including associate senior professionals and senior technicians) with expertise in urgently needed fields such as leading industries, emerging industries, and industrial infrastructure construction each year shall receive a reward of 10,000 yuan for each additional recruit beyond the initial five, up to a maximum of 100,000 yuan.Industrial enterprises that successfully recruit a Chief Technology Officer (CTO) or senior management talent will receive a one-time reward of 200,000 yuan upon verification. Administrative approval conveniences, project application guidance, financial services, healthcare, and children’s school enrollment services will be provided to eligible high-level talent and legal representatives of industrial enterprises above designated size.
X. Strengthening Performance Evaluation and Incentives
Strengthen performance evaluations for Liangshan’s high-quality, leapfrog industrial development goals. Increase the weighting of evaluations regarding the growth rate of industrial value-added for enterprises above designated size and the number of enterprises upgraded to meet statistical reporting standards, and enhance the application of evaluation results. Counties (cities) that meet the targets for industrial value-added growth rate and the number of enterprises upgraded to meet statistical reporting standards will be granted financial incentives of 3 million yuan, 2 million yuan, 1.5 million yuan, 1 million yuan, and 500,000 yuan, respectively; the achievement of annual targets will serve as an important reference for the selection, appointment, and promotion of officials.Enterprises and entrepreneurs who make outstanding contributions to the high-quality, leapfrog development of Liangshan’s industrial economy will be rewarded, with enterprises receiving 30,000 yuan and entrepreneurs receiving 10,000 yuan.
This policy applies to eligible industrial enterprises in Liangshan Prefecture and follows the principle of a maximum limit. Where a single matter involves multiple incentive and subsidy policies, the highest amount shall be applied, and no duplicate payments shall be made. Applications for incentive and subsidy funds shall be organized by the Development and Reform, Economy, and Information Technology Bureaus of each county (city) in coordination with relevant departments. Disbursement shall be made after joint review and approval by the Prefectural Bureau of Economy and Information Technology and relevant prefectural-level units, generally once every six months. The Prefectural Bureau of Economy and Information Technology shall formulate implementation rules for relevant reward measures and be responsible for their interpretation.In the event of special circumstances, the Prefectural Bureau of Economy and Information Technology shall make decisions in consultation with relevant departments.
Where existing policies at the prefectural level conflict with this policy, this policy shall prevail. This notice shall take effect from the date of issuance and remain valid for five years. Each county (city) shall formulate corresponding measures to support industrial development in its region based on local conditions.
