A national-level economic and technological development zone, established in 1998 with the approval of the State Council, is located in the Binhai New District of Jinzhou City. With a planned area of 68 square kilometers, it serves as the core park of the Western Liaoning Coastal Economic Belt. The zone focuses on developing industries such as petrochemical new materials, new energy, equipment manufacturing, and port logistics, aiming to build an “Advanced Manufacturing Base in the Bohai Bay.” It is home to leading enterprises including Jinzhou Petrochemical, CITIC Titanium, Sunshine Energy, and the Alibaba Cloud Northeast Data Center.The Beijing-Harbin Expressway and the Qin-Shen Passenger Dedicated Line serve Jinzhou South Station, while a port-access railway provides direct access to Jinzhou Port. By 2025, the zone aims to achieve a total industrial output value exceeding 115 billion yuan, with the new energy sector surpassing 38 billion yuan and the petrochemical industry chain reaching 52 billion yuan.The park features platforms such as the National-Level Circular Economy Transformation Demonstration Pilot Zone and the Jinzhou Collaborative Zone of the Liaoning Free Trade Zone, and is home to 160 high-tech enterprises. Supporting facilities include the Jinzhou Comprehensive Bonded Zone, talent apartments, a Grade III-A hospital, and the Coastal Vocational Education Park. The park benefits from policy support under the National-Level Economic and Technological Development Zone, the Bohai Rim Economic Circle, and the Northeast Revitalization Initiative.
