The Huai'an Zhongguancun Information Valley Innovation Center project has a total floor area of 36,286 square meters. With a focus on next-generation information technology, advanced equipment manufacturing, the digital economy, modern agriculture, cultural tourism, and technology services as its leading industries, the project aims to establish a new hub for emerging industries in the northern Yangtze River Delta. The project will gradually build an innovative industrial system. Guided by the strategic principles of “chain-based development, distinctive development, and transformative development,” it aims to create a Zhongguancun-style innovation ecosystem. The initiative will prioritize three industrial models—“urban-style industry, digital economy, and technology-driven headquarters”—and focus on establishing a “5+1” dominant industrial system comprising next-generation information technology, the digital economy, equipment manufacturing, smart agriculture, emerging cultural tourism, and technology services.
Additionally, there is a total of 300,000 square meters of standardized factory space available, with individual units ranging from a minimum of 2,000 square meters to a maximum of 28,000 square meters; The Food Technology Industrial Park and the Electronic Technology Industrial Park are focused on developing industrial clusters centered on the manufacturing of new materials for electronic information. Two major leading industries—textiles and chemical fibers, and equipment manufacturing—have taken initial shape. Meanwhile, with the Economic Development Zone as the flagship, the initiative is prioritizing the development of four specialized industrial parks—Zhuba, Chahe, Dongshuanggou, and Sanhe—as well as specialized “parks-within-parks” such as the Port Industrial Park and the East Zone Supporting Industrial Park, thereby forming a “1+N” park development framework.
