To support the sound and rapid development of our city’s baijiu industry and establish our city as a baijiu industry hub with significant influence domestically, this implementation plan has been formulated in accordance with the spirit of relevant documents and in light of our city’s actual conditions.
I. Development Goals
Centered on the principles of “expanding production capacity, improving quality, and building brands,” we will strengthen the cultivation of local baijiu producers and support enterprises in making comprehensive efforts across R&D, marketing, technological upgrades, and brand promotion to rapidly grow and strengthen their operations.We will fully leverage the leading role of the three flagship enterprises—Wuling Liquor, Deshan Liquor, and Shiwan Liquor—to drive our city’s baijiu industry toward becoming a 10-billion-yuan industry. By the end of the 14th Five-Year Plan period, we aim to fully achieve the “7131” development goals for our city’s baijiu industry, namely: annual sales revenue exceeding 7 billion yuan, annual tax revenue exceeding 1.5 billion yuan, the creation of over 3,000 jobs, and a total output value of the entire baijiu industry chain exceeding 10 billion yuan.
II. Main Tasks
(1) Encourage Technological Innovation. Support baijiu producers in establishing technological innovation systems and formulating long-term science and technology development plans, while encouraging the establishment of innovation platforms in collaboration with universities and research institutes. Support efforts to enhance innovation capabilities and encourage increased investment in R&D; leading enterprises should allocate no less than 2% of their annual sales revenue to R&D. (2) Support Talent Development. Improve mechanisms for talent recruitment, training, and incentives; encourage enterprises to collaborate with domestic universities to cultivate management and skilled personnel through methods such as commissioned training. Provide support for existing employees to advance their skill levels (vocational qualifications), with a focus on the cultivation of high-skilled talent.Strengthen talent development through the enterprise-based apprenticeship system and disburse subsidies in accordance with established standards. Encourage enterprises to participate in selection and recognition programs such as the “Changde Skills Master Workshop” and “Changde Craftsman” initiatives. Support enterprises in participating in the selection for the “May 1st Medal” and “Model Worker” awards. (3) Enhance Product Quality. Support baijiu producers in conducting research and development on key technologies to improve quality and flavor. Encourage enterprises to take the lead in formulating national standards for baijiu. Strengthen supervision of product quality among baijiu producers, encourage the implementation of quality and safety controls throughout the entire production process, and steadily improve product quality. (4) Support Market Expansion. Support local baijiu producers in deepening their presence in the local market. When baijiu is required for various business receptions and investment promotion events in accordance with regulations, encourage the use of locally produced baijiu. Actively guide grassroots trade union organizations to conduct union activities at baijiu production enterprises and encourage union members to purchase locally produced baijiu. Guide Changde Chambers of Commerce in other regions, Changde Chambers of Commerce established in other regions, and organizations (associations) affiliated with relevant departments to use locally produced baijiu.Promote connections and strengthen cooperation between baijiu producers and industries such as catering, hotels, and supermarkets. Promote and sell locally produced baijiu to municipal, county-level, and rural markets, and guide local consumers to use locally produced baijiu in various activities. Support baijiu producers in expanding online sales, utilizing big data and “Internet Plus” platforms to implement new retail marketing strategies. Encourage in-depth cooperation with well-known domestic e-commerce platforms such as JD.com, Taobao, and Jiuxian, and guide baijiu producers in establishing their own e-commerce platforms. (5) Support Brand Promotion. Local media should strengthen the promotion of baijiu enterprises’ corporate culture and brands, establish dedicated promotional columns, and support baijiu producers in securing naming rights for major events and programs. Leveraging the extensive professional networks between local and higher-level media, they should effectively carry out promotional activities outside the Changde region and promote the integration of local baijiu brands into film and television productions and large-scale events. Support local baijiu producers in placing advertisements on large-scale billboards and scenic corridor advertising spaces within the urban area; conducting advertising campaigns in major commercial districts and urban street green spaces; organizing brand promotion events in major commercial districts while waiving or reducing fees for commercial street-space advertising in accordance with approval procedures; and placing advertisements on urban bus stop advertising platforms with corresponding fee waivers or reductions. Support local baijiu producers in utilizing public transportation resources such as buses and taxis for advertising purposes.(Responsible Units: Municipal Urban Management and Law Enforcement Bureau, Municipal Transportation Bureau, Municipal Public Transportation Company)
Support local baijiu producers in participating in major exhibitions both within and outside the province. Municipal government investment promotion centers stationed abroad, Changde Chambers of Commerce in other regions, and other relevant platforms should intensify external publicity efforts. (6) Strengthen Market Regulation. Further intensify efforts to combat counterfeit baijiu products and implement routine anti-counterfeiting measures. Establish and improve a long-term joint anti-counterfeiting and rights protection mechanism for alcoholic beverages, led by market supervision departments and involving public security, procuratorial, and judicial authorities as well as enterprises, to maintain market order.Crack down on illegal activities involving the production and sale of counterfeit and substandard alcoholic beverages and trademark infringement in accordance with the law. Crack down on acts of collecting complete sets of packaging for well-known premium alcoholic beverages to facilitate counterfeiters. Strictly investigate and punish acts of confusion involving the unauthorized use of trademarks and packaging identical or similar to those of local baijiu producers. (7) Strengthen Service and Guidance. Enhance guidance in areas such as statistics, taxation, and finance to help enterprises secure policy support at all levels. Assist in resolving issues related to land supply and the construction of supporting facilities to foster a favorable environment for enterprise development. (8) Encourage Increased Investment. Actively promote the construction of baijiu industry projects, optimize the project development environment, and seek national and provincial support for our city’s baijiu industry projects. Strive to ensure that during the 14th Five-Year Plan period, fixed-asset investments for Wuling Liquor, Deshan Liquor, and Shiwan Liquor exceed 1.5 billion yuan, 1 billion yuan, and 500 million yuan, respectively. Actively engage with upstream and downstream enterprises and attract high-quality enterprises from outside the city to invest in Changshan. Focus on introducing supporting enterprises for the baijiu industry, such as glass bottle factories, packaging plants, and cap manufacturers, to improve the city’s baijiu industrial chain. Encourage business-to-business investment promotion, and strive to have each leading enterprise attract three supporting enterprises during the 14th Five-Year Plan period. (9) Increase financial incentives and subsidies. Establish a tax increment incentive. For baijiu producers with annual tax revenue of 200 million yuan or less (including 200 million yuan) and a year-on-year growth rate of 30% or higher, or those with annual tax revenue exceeding 200 million yuan and a year-on-year growth rate of 20% or higher, 50% of the new local revenue portion of the enterprise’s tax payments (excluding back taxes) will be awarded by the beneficiary fiscal authority to the enterprise for use in expanding production. Establish a Fixed Asset Investment Award. During the 14th Five-Year Plan period, baijiu producers with new fixed asset investments exceeding 500 million yuan shall receive a subsidy of 1% of the total actual fixed asset investment from the local government. Establish a special subsidy for brand promotion. Provided that annual sales revenue exceeds 200 million yuan and both annual sales revenue and tax revenue have grown by 20% year-on-year, enterprises that place advertisements in provincial-level or higher media shall receive a special brand promotion subsidy of up to 2 million yuan from the beneficiary fiscal authority. This funding shall be used for advertising placements in provincial-level or higher media, promotional exhibitions, and related outdoor advertising campaigns during the current year. III. Support Measures
(1) Strengthen Organizational Leadership. Strengthen leadership over the development of the baijiu industry. The Municipal Bureau of Industry and Information Technology shall take the lead in coordinating management, scheduling, and coordination. Relevant municipal departments shall follow up in a timely manner and take proactive measures in accordance with their respective functions and responsibilities to jointly promote the development of the city’s baijiu industry.
(2) Strengthen Daily Coordination. A special coordination meeting on the development of the baijiu industry shall be convened quarterly, with participation from relevant districts, counties, and cities, as well as municipal departments and enterprises. The meeting will hear reports on the current status of leading baijiu enterprises and the implementation of policies, and will discuss solutions to issues encountered in the development of baijiu enterprises.
(3) Strengthen Supervision and Evaluation. All departments at all levels must vigorously support the development of the city’s baijiu industry. The Municipal Industry Development Office and the Municipal Bureau of Industry and Information Technology shall be responsible for supervising and evaluating relevant matters. Units that fail to make sufficient progress in their work will be disqualified from eligibility for commendations and awards in the city’s “Industry-Driven City” performance evaluation and the city’s “Innovation Promotion” performance evaluation.
This plan shall take effect upon issuance and remain valid until December 31, 2025.
