Several Policies on Supporting the Development of General Aviation Industry

  To implement the decisions and plans of the Provincial Party Committee and the Provincial People’s Government regarding the accelerated development of the general aviation industry, to promote the high-quality development of Hunan’s general aviation sector, and to support the implementation of the “Three Highs and Four News” strategy, the following policies are hereby formulated in light of the province’s actual conditions.

  I. Accelerate the Construction of General Aviation Airports. Scientifically formulate a provincial layout plan for general aviation airports. New land use requirements will be uniformly guaranteed by the provincial government and coordinated with the territorial spatial planning. Land use quotas for general aviation airports and their ancillary infrastructure, as well as quotas for the use of forest land, will be centrally allocated and resolved at the provincial level. The construction of new general aviation airports in all prefectures and cities will be incorporated into the management of provincial-level key projects.For newly constructed Class A and Class B general aviation airports that comply with the provincial layout plan, a one-time subsidy equivalent to 10% of the project costs will be provided, with a maximum of 10 million yuan per airport. These funds will be allocated from the provincial budgetary infrastructure investment. (Responsible Units: Provincial Development and Reform Commission, Provincial Department of Finance, Provincial Department of Natural Resources, Provincial Forestry Bureau, Provincial Department of Housing and Urban-Rural Development; People’s Governments of all cities, prefectures, counties, and districts) Simplify the approval procedures for general aviation airports.For Class A general aviation airports, after passing civil aviation reviews and obtaining military approval of the site, the investment authority authorized by the Provincial People’s Government shall directly approve the project feasibility study report or approve the project application report in accordance with procedures; for Class B general aviation airports and temporary landing sites (including flight camps), the investment authority of the local people’s government where the project is located shall approve, authorize, or file the project in accordance with procedures.   II. Encourage the Launch of New General Aviation Routes. Further improve the layout of the province’s general aviation route network and accelerate the realization of regular, grid-based, and accessible general aviation routes. For newly launched fixed short-haul passenger transport routes in general aviation, operational subsidies shall be provided (effective from the date of issuance and commencement of operations, valid for three years), with the required funds to be allocated from the domestic route flight subsidy fund.(Responsible Units: Provincial Airport Management Group, Provincial Department of Finance, Hunan Civil Aviation Regulatory Bureau, Provincial General Aviation Service Center)

  III. Establish General Aviation Innovation Platforms. National innovation platforms—such as National Key Laboratories, National Engineering Research Centers, and National Technology Innovation Centers—that have passed national recognition or evaluation will each receive support of no less than 10 million yuan. Subsidy funds will be allocated from the corresponding special funds by relevant departments. Provincial-level innovation platforms will receive preferential support during the project application process.Strengthen research and development of key core technologies, support leading enterprises, universities, and research institutes in the general aviation sector to continuously achieve breakthroughs in key core technologies, and focus on enhancing the supporting capabilities of the general aviation industrial chain.   IV. Deepen Cooperation in the General Aviation Industry. Support the organization of events such as general aviation product promotion conferences and supply-demand matching sessions to facilitate the sale of civil aircraft by provincial aircraft manufacturers to domestic and international markets. Include renowned international trade fairs in the annual list of Hunan Province’s key overseas exhibitions. Provide rewards or subsidies to provincial aviation enterprises participating in overseas exhibitions in accordance with subsidy policies; funding for these subsidies will be allocated from the Provincial Special Fund for Open Economy and Circulation Industries.(Responsible Units: Provincial Department of Commerce, Provincial Council for the Promotion of International Trade, Provincial Department of Finance)

  V. Enhancing General Aviation Manufacturing Capabilities. Provincial aviation manufacturing enterprises that newly obtain national type certificates or production licenses for general aviation aircraft (excluding unmanned aerial vehicles with a maximum takeoff weight of less than 150 kilograms) will be granted a one-time reward of up to 10 million yuan. The subsidy funds will be allocated from the Provincial Special Fund for the Development of Military-Civil Fusion Industries.Support the transfer and adaptation of advanced military technologies—including those in the fields of turboshaft and turboprop engines, aircraft takeoff and landing systems, reduction gear systems, key raw materials, and electronic components—to the general aviation sector, and accelerate the achievement of self-reliance and control over the power systems and onboard systems of general aviation aircraft within the province.   VI. Encourage General Aviation Enterprises to Establish Operations in Hunan. For general aviation-related enterprises newly established in Hunan, as well as supporting companies newly established by existing provincial general aviation enterprises, 50% of the provincial-level incremental corporate income tax paid by the enterprise in the current year shall be refunded to the local people’s government to support enterprise development. For aviation enterprises relocating their headquarters to Hunan, general aviation-related enterprises newly established in Hunan, and supporting companies newly established by existing provincial general aviation enterprises, municipal, prefectural, county, and district-level governments are encouraged to formulate incentive and subsidy policies based on local conditions.High-tech enterprises recognized by certification bodies in other provinces (cities) that relocate their entire operations to Hunan Province while their certification remains valid shall retain their qualification.   VII. Expand Public Services and Production Applications. Promote the application of general aviation in areas such as patrol and response, medical rescue, forest firefighting, urban firefighting, emergency disaster relief, land surveying and mapping, traffic control, pesticide spraying, and meteorological observation. Include general aviation public services and equipment products in the relevant government procurement catalogs, expand the scale of procurement, and include the procurement of general aviation services in the fiscal budget.(Responsible Units: Provincial Department of Finance, Provincial Department of Public Security, Provincial Department of Emergency Management, Provincial Health Commission, Provincial Department of Natural Resources, Provincial Department of Transportation, Provincial Department of Agriculture and Rural Affairs, Provincial Department of Water Resources, Provincial Forestry Bureau, Provincial Meteorological Bureau, and the people’s governments of all cities, prefectures, counties, and districts)

  VIII. Encourage the Development of New General Aviation Consumer Markets. Local governments may support the development of general aviation operators providing market-oriented services such as low-altitude tourism, emergency rescue, flight experiences, and logistics and express delivery through fiscal subsidies, interest subsidies, and government procurement of services. The Provincial Sports Bureau may promote and popularize various aviation sports activities through government procurement of services. General aviation airports shall be made available free of charge to general aviation operators, manufacturers, and transport enterprises for a period of three years following their completion and commissioning.(Responsible Units: Provincial Department of Finance, Provincial Sports Bureau, and People’s Governments of all cities, prefectures, counties, and districts)

  IX. Vigorously Promote General Aviation Science Education. Support general aviation enterprises in conducting aviation culture outreach, emergency response simulations, and flight simulation experiences within the province; establish aviation culture and science experience centers; and provide aviation education and model aircraft training services for youth. The Provincial Sports Bureau shall award a certain amount of funding to sports-oriented aviation experience centers. Encourage general aviation enterprises to conduct training for commercial, private, and sport pilot licenses within the province.For trainees who successfully complete the training and obtain the corresponding licenses, the Provincial Department of Finance shall provide subsidies to the training enterprises at a rate of 20,000 yuan per commercial license, 10,000 yuan per private license, and 5,000 yuan per sport pilot license (subsidies valid until December 31, 2023).   X. Building High-Quality General Aviation Towns. Support the development of general aviation towns featuring general aviation tourism, general aviation exhibitions, aviation culture, and general aviation manufacturing. For infrastructure construction projects of general aviation towns that align with the province’s general aviation industry development plan, the relevant cities and counties shall coordinate provincial tax incentive funds to increase support. For recognized general aviation towns, the provincial government will provide a one-time subsidy of 10 million yuan.(Responsible Units: Provincial Development and Reform Commission, Provincial Department of Finance, Provincial Department of Culture and Tourism)

  XI. Expand Diversified Financing Channels. Fully leverage the advantages and functions of existing investment funds, while exploring the establishment of sub-funds under the framework of the province’s existing industrial investment funds to facilitate equity investments in enterprises and projects related to the general aviation industry.Financial institutions are encouraged to innovate financial products, optimize service models, and increase credit support for general aviation enterprises. The development of general aviation enterprises will be promoted by encouraging and guiding private capital investment, introducing venture capital and angel funds, and intensifying efforts to cultivate relevant enterprises for listing. General aviation enterprises will be guided to accelerate their development through means such as financial leasing. Financial institutions are encouraged to explore the provision of order-backed loans for general aviation enterprises. Insurance institutions are encouraged to increase their support.   XII. Prioritize the Cultivation of General Aviation Talent. Encourage qualified universities within the province to actively establish general aviation-related majors and to cultivate and supply general aviation talent. For universities approved to offer general aviation-related majors, appropriate preference will be given in the allocation of special funds for initiatives such as the “Double First-Class” university construction program, taking into comprehensive consideration factors including enrollment numbers, educational levels, and training quality.Classify talent required for general aviation development—including senior management of general aviation enterprises, professionals in aviation operations, air traffic control, aviation manufacturing, and airport construction and management, as well as commercial pilots, sport pilot instructors, basic aircraft maintenance technicians, air traffic control and dispatch personnel, and safety supervisors—as urgently needed, scarce, or special talent. In accordance with relevant provincial and municipal talent policies,strictly implement preferential personal income tax policies, and provide support in areas such as medical insurance, housing security, children’s education, and talent development.
